Book SynopsisThis guide to leadership teaches the reader how to develop a successful communication style, how to foster excellence in their employees and encourage teamwork. It also shows how to determine a guiding principle or key objective and synthesize it into a model of leadership.Trade Review"A year had passed since our last strategy+business review of leadership book and CEO memoirs, so a trip to Borders was in order to see what was new in those categories. We discovered almost all the books in the management section had been published within the last calendar year (apparently most business books have a short shelf life). However, there was a notable exception: Leadership for Dummies (John Wiley & Sons, 1999), by Marshall Loeb and Stephen Kindel, was well stocked and in the same prominent place on the shelf as a year ago...and was now in its second printing. Perhaps the parlous state of America s corporate governance explains why Dummies has found such traction." (Strategy+Business, Fourth Quarter 2002)Table of ContentsIntroduction. The expert contributors to this volume seek to identify reasons why prosperity has increased rapidly in some countries but not others by constructing and comparing cases. The case studies focus on the processes of nation building, state building, and economic development in comparably situated countries over the past hundred years. Part I considers the colonial legacy of India, Algeria, the Philippines, and Manchuria. In Part II, the analysis shifts to the anticolonial development strategies of Soviet Russia, Ataturk''s Turkey, Mao''s China, and Nasser''s Egypt. Part III is devoted to paired cases, in which ostensibly similar environments yielded very different outcomes: Haiti and the Dominican Republic; Jordan and Israel; the Republic of the Congo and neighboring Gabon; North Korea and South Korea; and, Papua New Guinea and Indonesia. The book is well structured, covers the topic with a minimum of jargon, and is designed to develop the critical thinking skills of students. Many examples of research concepts that are relevant to public administrators make the book extremely useful for students and practitioners alike." -- William Leavitt, Old Dominion University"Research Methods for Public Administrators is extremely remarkable as it treats both qualitative and quantitative research methods in a comprehensive manner without compromising clarity and readability. The rare combination of broad coverage and reader-friendliness really makes this book an excellent resource for students learning basic research tools." -- Chih-Wei Hsieh, University of New Mexico"Finally we have an approachable methods book. Gail Johnson's practitioner background helps her to discuss a very complex topic, research methods, in an understandable and practical manner. While covering the basics of research design and statistics, she also gives attention to the important topic of communicating research findings. Additionally, Johnson ties research methods to its uses in the public sector. This book is well suited for a variety of public administration programs, but it is particularly useful for those with many in-service students." -- Jami Taylor, University of Toledo"This is the consummate methods survey text for public administration and policy study, somehow improved in the new edition over already superlative previous ones. In the new edition, conceptual frames continue to be covered with even greater nuance and depth--topics such as policy and program complexity, complex causation, logic modeling, the inter-relation of normative and descriptive/empirical questions in public sector research, research ethics, and the refinement of research questions in these contexts, for instance translating research questions into hypotheses. Most highly recommended!" -- Mario Rivera, University of New Mexico"This textbook offers a comprehensive yet understandable overview of the process of research and its use in the field of public administration. The author's focus on how to use and interpret research findings is a welcome addition to the topic and the real-world exercises provide students with practical application of research skills essential for public managers. Book SynopsisPublic Administration Evolving: From Foundations to the Future demonstrates how the theory and practice of public administration has evolved since the early decades of the twentieth century. Each chapter approaches the field from a unique perspective and describes the seminal events that have been influential in shaping its evolution. This book presents major trends in theory and practice in the field, provides an overview of its intellectual development, and demonstrates how it has professionalized. The range from modernism to metamodernism is reflected from the perspective of accomplished scholars in the field, each of whom captures the history, environment, and development of a particular dimension of public administration. Taken together, the chapters leave us with an understanding of where we are today and a grounding for forecasting the future.Trade Review"This book helps public adminstrators benchmark our field by understanding how far theory and practice have evolved in responding to far reaching social, demographic, economic and political trends. The editors have done practitioners and academics a real service by bringing together in one volume the reflections of top thought leaders in our field covering the major issues ranging from intersectoral relationships to social equity to ethics. This volume will have a long shelf life." - Paul L. Posner, Director of the Master's in Public Administration program at George Mason University, USA"This book weaves a striking tapestry of public administration. The warp threads are the topics of the chapters: ethics, management, IT, equity, federalism, performance, professionalism, and others. The woof threads are the historical trends that all of us are experiencing: changing demographics, communication, accountability, globalization, public debt, inclusiveness, and urbanization. The tapestry weaves together both sets of threads to make a fabric that links together the past and future. All thoughtful observers and practitioners of government need to read this book to understand the strength, flaws, durability, and beauty of this fabric of public administration." - John R. Book SynopsisIn his foreword, the president of the World Bank, James D. Wolfensohn, states plainly and precisely the rationale for this volume. Evaluation is a central aspect of any poverty reduction endeavor. Evaluation implies that we have adopted a methodology that allows us to look in an effective way at the results of what we are doing so that we can, in turn, adapt our future actions toward the effective achievement of our goals. Evaluation adds value if we can learn something useful from it. It is not just a scorecard. It is something that helps us change our behavior or influence the behavior of others. This high powered collection of papers illustrates this statement. The network of world class scholars and development practitioners covers the gamut from methodological issues to policy concerns with respect to participatory evaluation, poverty reducing growth, macro and micro levels of intervention, health, nutrition and population programs, social inclusion and the changing role of the civTable of ContentsI: Introduction: Identifying the Challenges; Synthesis and Overview; II: Evaluation: A Macro Perspective; 1: Valuation and Evaluation; Floor Discussion: Valuation and Evaluation; 2: Evaluation in a World of Complexity and Information Failures; Floor Discussion: Evaluation in a World of Complexity and Information Failures; 3: Panel Discussion: Evaluation Perspectives on Poverty Reduction; Floor Discussion: Evaluation Perspectives on Poverty Reduction; III: Methodological Issues in Evaluation; 4: Impact Evaluation: Concepts and Methods; Comments: Impact Evaluation: Concepts and Methods; Floor Discussion: Impact Evaluation: Concepts and Methods; 5: Panel Discussion: Quantitative and Qualitative Methods in Evaluation; Floor Discussion: Quantitative and Qualitative Methods in Evaluation; 6: Theory-Based Evaluation: Theories of Change for Poverty Reduction Programs; IV: Participatory Evaluation: Costs and Benefits; 7: The Front-End Costs and Downstream Benefits of Participatory Evaluation; Comments: The Strategic Choices of Stakeholders: The Front-End Costs and Downstream Benefits of Participatory Evaluation; Floor Discussion: Front-End Costs and Downstream Benefits of Participatory Evaluations; 8: Building Local Capacity for Participatory Monitoring and Evaluation; Comments: Building Local Capacity for Participatory Monitoring and Evaluation; Floor Discussion: Building Local Capacities for Participatory Monitoring and Evaluation; V: Poverty-Reducing Growth; 9: Africa and Asia: Evaluation of the Poverty Alleviation Impact of Alternative Development Strategies and Adjustment Responses; Comments: Africa and Asia: Evaluation of the Poverty Alleviation Impact of Alternative Development Strategies and Adjustment Responses; Floor discussion: Africa and Asia: Evaluation of the Poverty Alleviation Impact of Alternative Development Strategies and Adjustment Responses; 10: Lessons Learned from Evaluation of DFID’s Aid Program; Comments: Lessons Learned from Evaluation of DFID’s Aid Program; Floor Discussion: Lessons Learned from Evaluation DFID’s Aid Program; VI: Sectoral and Microlevel Interventions; 11: Evaluating Microfinance’s Impact: Going Down Market; Comments: Microfinance Impact Evaluation: Going Down Market; 12: Evaluating Targeted Versus Nontargeted Approaches to Poverty Reduction; Floor Discussion: Evaluating Targeted Versus Nontargeted Approaches to Poverty Reduction; VII: Social Funds and Safety Nets; 13: What Are Social Funds Really Telling Us?; Comments: What Are Social Funds Really Telling Us?; Floor Discussion: What Are Social Funds Really Telling Us?; 14: Economic Crises and Social Protection for the Poor: The Latin American Experience; Comments: Economic Crises and Social Protection for the Poor: The Latin American Experience; Floor Discussion: Economic Crises and Social Protection for the Poor: The Latin American Experience; VIII: Developm ent Effectiveness in Health, Nutrition, and Population Services; 15: Delivering Social Services: Lessons on Health, Nutrition, and Population; Comments: Delivering Social Services Lessons on Health, Nutrition, and Population; Floor Discussion: Delivering Social Services: Lessons on Health, Nutrition, and Population; IX: Crisis Prevention; 16: Tackling Horizontal Inequalities; Comments: Tackling Horizontal Inequalities; Floor Discussion: Tackling Horizontal Inequalities; 17: Governance and Anticorruption: New Insights and Challenges; Comments: Governance and Anticorruption: New Insights and Challenges; Floor Discussion: Governance and Anticorruption; 18: Panel Discussion: Combatting Public Corruption; X: Social Inclusion and Civil Society; 19: Nongovernmental Organizations and Evaluation: The BRAC Experience; Comments: NGOs and Evaluation: The BRAC Experience; Floor Discussion: NGOs and Evaluation: The BRAC Experience; 20: Social Exclusion and Rural Underdevelopment; Comments: Social Exclusion and Rural Underdevelopment; Floor Discussion: Social Exclusion and Rural Underdevelopment; XI: Conclusions; 21: Panel Discussion: Final Roundtable; 22: Concluding Remarks

  • Debt Relief for the Poorest Countries

Taylor & Francis Debt Relief for the Poorest Countries

    1 in stock

Book SynopsisThe debt problems of poor countries are receiving unprecedented attention. Both federal and non-governmental organizations alike have been campaigning for debt forgiveness for poor countries. The governments of creditor nations responded to that challenge at a meeting sponsored by the G-7, International Monetary Fund, and World Bank, all of which upgraded debt relief as a policy priority. Their initiatives provided for generous interpretations of these nations' abilities to sustain debt, gave them opportunities to qualify for debt relief more rapidly, and linked debt relief to broader policies of poverty reduction. Despite this, the crisis has only deepened in the first years of the new millennium. This brilliant group of contributions assesses why this has occurred. In plain language, it considers why debt relief has been so long in coming for poor countries. It evaluates the cost of a persistent overhang in debt for those countries. It also examines, head on, whether enhanced debt relief initiatives offer a permanent exit from over-indebtedness, or are merely a short-term respite. Above all, this volume for the first time addresses the issues on the ground: that is, the views and opinions about debt relief on the part of leaders in advanced nations, and the probability of further support for the most impoverished lands. In this approach, the editors and contributors have made an explicit and successful attempt to be inclusive and relevant at all stages of the analysis. This volume covers the full range of the poorest countries, with contributions by John Serieux, Lykke Anderson and Osvaldo Nina, Befekadu Degefe, Ligia Maria Castro-Monge, and Peter B. Mijumbi. Collectively, they offer a sobering scenario: unless measures are put in place now, in anticipation of further crises, the future of the very poorest nations will remain bleak and troublesome.Table of ContentsIntroduction Debt, Debt Relief and the Poorest: Small Steps in a Long Journey; Introduction L’endettement et l’allégement de la dette des pays les plus pauvres: de petits progrès dans un long cheminement; Debt of the Poorest Countries: Anatomy of a Crisis Kept on Hold; The HIPC Initiative in Bolivia; Ethiopia’s External Debt: The Impact and the Way Forward *; Nicaragua and the HIPC Initiative: The Tortuous Journey to Debt Relief; L’endettement des pays les plus pauvres: le cas du Mali; Uganda’s External Debt and the HIPC Initiative; The Enhanced HIPC Initiative and Poor Countries: Prospects for a Permanent Exit

Book SynopsisPartnership is of growing importance in development work. Partnerships among state, private business, and civil society organizations are increasingly used to deliver the goods and services required for balanced growth and poverty reduction. Aid activities have shifted from a project focus to a more strategic and holistic focus on programs, sectors, and policies. With this new orientation, partnerships are often essential to deal with the added complexity and the larger number of agencies, groups, and stakeholders involved. The Partnership Dimension takes on the issues in a series of chapters divided into two general parts: Part 1, Foundations of Partnership and Their Evaluation, covers the types of development partnership and critical issues involved, and Part 2, Partnerships in Practice, then illustrates the aspects and lessons of partnership experience through a series of case studies. Many of the studies focus on the benefits of partnerships between institutions of government and ciTable of Contents1: Foundations of Partnerships and Their Evaluation; 1: Partnership as a Means to Improve Economic Performance; 2: Theoretical Foundations of Partnership; 3: Foundations of Partnerships: A Practitioner’s Perspective; 4: Evaluating Partnerships; 5: Evaluation of, for, and through Partnerships; 6: The Logic of Partnership; 2: Partnerships in Practice; 7: Partnership, Mutual Accountability, and Evaluation; Different Perspectives and Types of Development Partnership; 8: Global Public Policy Partnerships; 9: Regional Partnerships in the European Union; 10: Country-Focused Partnerships—Lessons from Experience; 11: Country and Donor Partnerships; 12: Partnerships for Knowledge Creation; Critical Issues; 13: Partnerships: The Critical Role of the State 1; 14: Challenges for Governance in Partnerships for Delivering Services 1; Case Studies; 15: Partnership for Poverty Reduction: ActionAid Ethiopia; 16: Research Partnerships and Their Evaluation; 17: Tactical Partnerships—A Philippine Case Study; 18: Local Governments and Community-Based Partnerships; 19: Partnerships for Integrated Community Development in Southern Africa; 20: Partnerships for Community Development—World Vision; 21: Partnerships between International Organizations and Private Foundations 1; 22: Partnerships among Business, Government, and NGOs: Lessons from the South African National Business Initiative

  • Critical Issues in International Financial Reform

Taylor & Francis Critical Issues in International Financial Reform

    1 in stock

Book SynopsisCritical Issues in International Financial Reform addresses weaknesses of the current international financial system and potential beneficial reforms. The focus is on the countries of Latin America and the Caribbean, but the authors also take into account relevant lessons from the experience of Canada, a country highly integrated into world and hemispheric trade and financial markets.Critical Issues offers a new perspective on a discussion too often dominated by interest groups that take strong, even rigid, positions on issues with limited understanding of the technical aspects of the issues, and little concern for the interests of the developing world. Its chapters have been written by experts in the economic, political, and social aspects of the international financial integration of developing countries. Financial crises and their associated social and economic traumas are the most apparent symptom that something is amiss in the process of world economic integration. But there are also broader questions about the nature and magnitude of the benefits and costs of increased international capital flows for different groups of countries in the developing and developed worlds. For example, even in the absence of turbulence, is it optimal for all participants that capital movements be as free as possible? Does capital inflow discourage domestic savings to a degree that should cause worry? Are some types of flows inherently more beneficial than others--for instance, direct investment flows versus flows into host stock markets? How can the instability of capital movements best be curtailed? These questions concern the contributors to this volume. This volume demonstrates that the evolution of the world financial system, its various problems, and what is or is not done about them require an understanding of the links among financial, economic, and political variables. Critical Issues in International Financial Reform is an important contribution to this debate, and will be of value to researchers in economic policy, history, and international politics.Albert Berry is professor of economics at the University of Toronto and research director of the Program on Latin America and the Caribbean. Book SynopsisAs the Great Depression dragged on without a recovery, Americans were avid for anything that would help them to understand its causes and possible solutions. During this period, orthodox economists were largely discredited, both in the White House and among the public. Three of the most popular and influential figures of the period--Edward A. Rumely, Stuart Chase, and David Cushman Coyle--were not trained in economics. In Peddling Panaceas, Gary Dean Best analyzes their remedies for the Depression, their proposals for permanent economic reform, and their influence. Each of these men represented a principal economic faction within the New Deal. The inflationists within the New Deal found support from the Committee for the Nation, which was largely the creation of Edward Rumely. Book SynopsisOrganizations act, but what determines how and when they will act? There is precedent for believing that the organization is but an extension of one or a few people, but this is a deceptively simplified approach and, in reality, makes any generalization in organizational theory enormously difficult. Modern-day organizationsâmanufacturing firms, hospitals, schools, armies, community agenciesâare extremely complex in nature, and several strategies, employing a variety of disciplines, are needed to gain a proper understanding of them.Organizations in Action is a classic multidisciplinary study of the behavior of complex organizations as entities.
