    Book SynopsisLast year, lawmakers reintroduced bipartisan, bicameral legislation (H.R. 1108, S. 625) to give the Food and Drug Administration (FDA) broad new authority to regulate the manufacture, distribution, advertising, promotion, sale, and use of cigarettes and smokeless tobacco products. Amended versions of both bills have been reported out of committee and await floor action in their respective chambers. The Secretary of Health and Human Services has stated in a July 21, 2008, letter that the Bush Administration "would strongly oppose this legislation." The Family Smoking Prevention and Tobacco Control Act was first introduced in the 108th Congress, the product of lengthy negotiations in which lawmakers sought to balance the competing interests of public health groups and Philip Morris, the nation''s leading cigarette company. While these organisations support the legislation, the FDA Commissioner, other tobacco manufacturers, and tobacco industry and convenience store associations have expressed concerns about the bills, which would create a new Chapter IX in the Federal Food, Drug, and Cosmetic Act (FFDCA) solely for the regulation of tobacco products. Among their many provisions, the measures would authorise FDA to: restrict tobacco advertising and promotions, especially to children; develop standards that require changes in tobacco product composition and design, such as the reduction or elimination of toxic chemicals; and require manufacturers to obtain agency approval in order to make reduced-risk and reduced-exposure claims for their products. In the mid-1990s, FDA claimed authority under the FFDCA to regulate cigarettes and smokeless tobacco products as delivery devices for nicotine, an addictive drug. The agency''s 1996 tobacco regulation was invalidated by the U.S. Supreme Court in March 2000. The Court concluded that Congress had clearly intended to preclude FDA from regulating tobacco products. It found that because the FFDCA prohibits the marketing of products that have not been found to be safe and effective, the statute would have required FDA to ban such manifestly harmful products as cigarettes and smokeless tobacco if the agency had jurisdiction over them. Such a ban, argued the Court, would plainly contradict congressional intent. The Supreme Court''s decision made it clear the Congress would have to enact legislation giving FDA statutory authority over tobacco products in order for the agency to assert jurisdiction. Lawmakers first drafted such language in the 105th Congress as part of legislation to implement the 1997 proposed national tobacco settlement.

Over the last decade, an increasing number of prescription drugs -- including life-saving and life-sustaining drugs -- have been in short supply, preventing health care providers and patients from accessing medications that are essential for treatment. During shortages, providers -- including hospitals, physicians, and pharmacists -- may have to use medications that could be less effective for treating conditions or carry unwanted side-effects, if alternatives are available at all. The immediate cause of drug shortages can generally be traced to a manufacturer halting or slowing production to address quality problems, triggering a supply disruption. Other manufacturers have a limited ability to respond to supply disruptions due to constrained manufacturing capacity. Nutrition and physical wellbeing are closely linked. Human beings and animals alike need to eat in order to survive. In our rich industrial nations, where the availability of food is taken for granted, attitudes towards food tend toward extremes: asceticism on the one hand, and overindulgence and excess on the other. Over the centuries, methods of food consumption and food preparation have become refined in tandem with the ever more differentiated organisation of human coexistence between these two poles. Regional and social differences in taste-related culture have arisen, each representative of the lifestyle of their time. Today, cooking and the arranging of food may have an almost artistic form, with high expectations for the quality of the product and its preparation. The fact is, however, that we live in a society in which almost all products are industrially produced. We have no power to influence the production process, and the lists of ingredients on the packaging that provide information on the composition of individual foods are puzzling, and make us doubt whether the product is really what it pretends to be. In a wide-ranging tour dhorizon, this book investigates the complex contemporary semantic fields of foods, their production and preparation, their presentation in a commercial context, and their marketing in the media. The author also takes a critical look at the new enthusiasm for DIY food production, baking, and even livestock slaughter, and examines the star system way cooking is presented in the media. The resulting book is a cultural history of food and of eating from a cultural history, sociology, psychology, economy, and media perspective, as they exist within the contemporary discourse on nutrition with its extremes of hype and hubris. Volker Fischer was deputy director of the Deutsches Architekturmuseum in Frankfurt am Main for over ten years. From 1994 to 2012 he has built up a new design department at the Museum for Applied Arts in Frankfurt. At the same time, he taught on the history of architecture and design at the Hochschule für Gestaltung in Offenbach. Fischer is already represented in Edition Axel Menges by books on Stefan Heiliger, Richard Meier, Stefan Wewerka, the Commerzbank in Frankfurt am Main by Norman Foster, Hall 3 of Messe Frankfurt by Nicholas Grimshaw, on "beauty design" as well as on the design activities of Lufthansa and Apple.
