    20 in stock

Book SynopsisCharles Maier offers a new narrative of the long twentieth century, focused on institutions that shaped politics and societies: project-states, driven by democratic or authoritarian ideologies; capital; and advocates of apolitical values, such as health, human rights, and international law. In this we discern the unfolding of our own troubled time.Trade ReviewMaier offers an alternative account of the last century, looking at how a wide range of actors tried to harness industrial modernity in the pursuit of power and material interests…[He] weaves a narrative about the explosive interplay of economic privilege and political grievance. -- G. John Ikenberry * Foreign Affairs *Ambitious…It is Maier’s open worry about the fragility of our democratic order and about the considerable strength of the antidemocratic impulses in this third decade of the 21st century that makes The Project-State and Its Rivals a book that will last. -- Paul Kennedy * Wall Street Journal *Extraordinarily erudite and brimming with insight…[Maier] leaves open the question of whether the project-state will escape the dustbin of history and be revivified and redeployed, democratically, for the common good. -- Jonathan Ira Levy * Project Syndicate *Through his decades of scholarship and teaching on both sides of the Atlantic, Charles S. Maier has focused on one basic question, formulating and refining his answers with each successive book and monograph. His goal has been to understand and explain the ways in which advanced capitalist states evolved over the past century in response to world war, colonial war, cold war and economic globalisation. This…fascinating book provides a summation and updating of Maier’s lifelong work. -- David C. Unger * Survival *A very refreshing take on a history I thought I knew well. -- J. Bradford Delong * Harvard Magazine *[The] story of the exhaustion of the postwar political-economic order has now been told many times; what sets Maier’s account apart is the way he weaves together the work of capitalist activists and their allies in politics and think tanks with the work of governance activists in the same years. His wide-angle lens shows how the political and economic turbulence of that period led not only to the Volcker shock but to the rising prominence of NGOs and foundations seeking to restore order and stability at home and abroad. -- Jonathan S. Blake * Boston Review *An intriguing, sophisticated book about the relationships between the evolution of the modern nation-state and the concurrent forces of capitalism, popular politics, socialist responses, and bureaucratic governance. This is a deep and clever work, the culmination of an erudite historian's long grappling with humankind's mixed record of progress and failure. -- Paul Kennedy, author of The Rise and Fall of the Great PowersCharles Maier has produced a brilliantly innovative reconceptualization of twentieth-century history in terms of the interaction between states, resources, and markets. He sets a bold agenda for future thinking about the shape of the past one hundred years. -- Harold James, author of The War of Words: A Glossary of GlobalizationA true history of the present. The Project-State and Its Rivals is a powerful, insightful, and penetrating analysis of the major shifts in global order and social dynamics across the past century. There are few historians today who can venture to undertake such a tour d'horizon with equal confidence and expertise as Maier. -- Sebastian Conrad, author of What Is Global History?

  • What I Learned About Investing from Darwin

Columbia University Press What I Learned About Investing from Darwin

Book SynopsisPulak Prasad offers a philosophy of patient long-term investing based on an unexpected source: evolutionary biology. He draws key lessons from core Darwinian concepts, mixing vivid examples from the natural world with compelling stories of good and bad investing decisions—including his own.Trade ReviewIn his wonderfully original and insightful book, Prasad makes a compelling case for the science of evolutionary biology informing the art of investing. From red deer and silver foxes to green frogs and dung beetles, he draws upon the work of Darwin and others to colorfully articulate many of the investment principles that have driven his remarkable success. -- Peter Ammon, CIO, University of PennsylvaniaI had the privilege of working with Pulak for nearly a decade. There are great investors and great minds: Pulak was always an unusual combination of both. His book brings both of those elements together—an architecture of investing that he has practiced for decades with great success—but constructed in an unusual way by comparison to phenomena in the natural world of evolutionary biology. The result is a fascinating and highly enjoyable experience that reminds us of the often simple answers to complex questions. -- Chip Kaye, CEO, Warburg PincusPulak Prasad is proof of Charlie Munger’s adage that great investors thrive on multidisciplinary thinking. He has written a highly enjoyable and thought-provoking book that is a master class on both investing and evolution. -- Seth Alexander, president, MIT Management CompanyWhat I Learned About Investing from Darwin conveys important lessons and concepts for those interested in disciplined, long-term investment. Prasad's writing is engaging, charming, and stimulating. -- Robert Wallace, CEO, Stanford Management CompanyStar asset manager and founder of Nalanda Capital, a Singapore-based firm, Pulak Prasad has written a timely and practical guide. He uses a folksy style like Warren Buffett’s to relate each point to real-world examples, often from his own portfolio at Nalanda Capital. Doing so helps the narrative flow, which is much better than in many textbooks — another reason for investment professionals to pick up the book. * CFA Institute's Enterprising Investor *Table of ContentsAcknowledgmentsIntroductionPart I. Book SynopsisTrade Review"Grubb has written a splendid book that explains a great deal about the financing of the Revolution that we did not know. It will be a cornerstone of future research." * EH.Net *"Grubb’s analysis brings together new evidence on the amount and timing of Continental emissions and an insightful theoretical model of what determined their value. . . .This masterful work brings together decades of research and explains its insights in a clear, convincing manner." * Choice *"Economists and historians have been telling us the wrong story about Continental currency for two centuries. . .Farley Grubb [sets] the record straight on Continental currency. . .an interesting and valuable contribution to our understanding the Revolutionary War." * Journal of the American Revolution *“Well written and convincing, The Continental Dollar proposes a new view of the early American monetary system, representing an impressive scholarly effort that advances our understanding of how money works.” -- Christopher M. Meissner, University of California, Davis“Bringing together the author’s important, and even controversial, work, future generations of financial historians will benefit from this book—yet one need not be a monetary historian to follow The Continental Dollar because it makes this material clear and accessible.” -- Jane Knodell, University of Vermont"The Continental Dollar provides an innovative, painstakingly thorough study of how the Americans used paper money to finance their War of Independence. While these events happened long ago under very different economic conditions, Grubb demonstrates valuable information about the flexible nature of the boundary between money and government debt and how money and debt influence the economy. All future studies of the financing of the Revolution, and many studies of other macroeconomic events, will lean heavily on this masterful analysis." -- Hugh Rockoff, Rutgers University"In this arresting account, Farley Grubb overturns existing interpretations of the Continental dollar. Unmatched in his erudition on early American money, Grubb adds immeasurably to our knowledge about how Americans financed the Revolution and how they redesigned money in its aftermath. This book is a game-changer." -- Christine A. Desan, Harvard University"Understanding how and why the continentals circulated and were valued lies at core of the early American experience and how the nation won its independence nearly 250 years ago. Professor Grubb’s new treatise and career achievement is an authoritative account of Revolutionary War finance that distills the essence of the continental dollars as money and the rationale for and risks of holding them. A result of in-depth archival research and analysis over many years, the work will be of great interest to historians and others seeking a comprehensive guide to and fresh perspective on this classic tale." -- Peter Rousseau, Vanderbilt University"Farley Grubb has performed a massive historical reconstruction of the dollar and its history. In the process, he has overturned myths and misconceptions about the financing of the American Revolution and cast new light on how the fourteen governments of the new republic attempted to finance a war with the world's greatest military power. This is an enormous achievement, one that historians, economic historians, and economists will want on their shelves." -- John Joseph Wallis, University of MarylandTable of ContentsList of Tables List of Figures A Note on Citation Format Preface Introduction Part I What Was the Continental Dollar? Paul Mellon Centre for Studies in British Art Unmaking the East India Company: British Art and

Book SynopsisIlluminates how new modes of artistic production in colonial India shaped the British state’s nationalisation of the East India Company, transforming the relationship between nation and empire This pioneering book explores how art shaped the nationalisation of the East India Company between the loss of its primary monopoly in 1813 and its ultimate liquidation in 1858. Challenging the idea that parliament drove political reform, it argues instead that the Company’s political legitimacy was destabilised by novel modes of artistic production in colonial India. New artistic forms and practices—the result of new technologies like lithography and steam navigation, middle-class print formats like the periodical, the scrapbook and the literary annual, as well as the prevalence of amateur sketching among Company employees—reconfigured the colonial regime’s racial boundaries and techniques of governance. They flourished within transimperial networks, integrating middle-class societies with new political convictions and moral disciplines, and thereby eroding the aristocratic corporate cultures that had previously structured colonial authority in India. Unmaking the East India Company contributes to a reassessment of British art as a global, corporate and intrinsically imperial phenomenon—highlighting the role of overlooked media, artistic styles and print formats in crafting those distinctions of power and identity that defined ‘Britishness’ across the world. Distributed for the Paul Mellon Centre for Studies in British ArtTrade Review“[A] pioneering book. . . . Tom Young has risen to the challenge brilliantly. The book is lavishly illustrated and extremely well produced. . . . Every facet of this book is admirable.”—Charles Greig, Chowkidar“Unmaking the East India Company is theoretically engaged but eminently readable and beautifully illustrated.”—John Mcaleer, H Soz Kult

NUS Press The Public Subsidy, Private Accumulation: The

Book SynopsisExamines the ways Singapore’s impressive public housing program is central to the political legitimacy of the city-state’s single-party regime, and the growing contradictions of its success. The achievement of Singapore’s national public housing program is impressive by any standard. Within a year of its first election victory in 1959, the People's Action Party began to deliver on its promises. By the 1980s, 85% of the population had been rehoused in modern flats. Now, decades later, the provision of public housing shapes Singapore's environment. The standard accounts of this remarkable transformation leave many questions unanswered, from the historical to urgent matters of current policy. Why was housing such a priority in the 1960s? How did the provision of social welfare via public housing shape Singapore's industrialization and development over the last 50 years? Looking forward, can the HDB continue to be both a source of affordable housing for young families and a mechanism for retirement savings? What will happen when 99-year leases expire?Public Subsidy, Private Accumulation is a culmination of Chua Beng Huat's study of Singapore's public housing system, its dynamics, and the ways it functions in Singapore's politics. The book will be of interest to citizens and to scholars of the political economy of Asian development, social welfare provision, and Singapore.Table of ContentsPrefaceIntroductionChapter One: Why Singapore Prioritizes Public Housing?Chapter Two: Current State of Housing Provision Across Different SystemsChapter Three: The National Public Housing ProgramChapter Four: From Necessary Accommodation to Market CommodityChapter Five: Public Housing as Retirement AssetChapter Six: Residual Housing for Residual PeopleChapter Seven: Politics and Public Housing Ownership: From Clients to Entitled Citizens of the StateBibliographyIndex

  • The Art of Sanctions

Columbia University Press The Art of Sanctions

Book SynopsisThe Art of Sanctions offers a practical framework for planning and applying sanctions based on two critical factors: pain and resolve. Focusing on lessons learned from sanctions on Iran and Iraq, Richard Nephew provides policymakers with practical guidance on how to measure and respond to pain and resolve to achieve successful sanctions regimes.Trade ReviewAs Richard Nephew points out in this highly readable book, the use of economic sanctions to affect the behavior of others internationally has been around for a long time. Precisely because he has been a practitioner in the application of sanctions, his insights and conclusions are thoughtful and should inform policy makers. Experts as well as the interested public will learn a great deal from this book. -- Dennis Ross, former special assistant to President Obama and Secretary of State Clinton, and counselor, Washington Institute for Near East PolicySanctions have become a hot policy tool and Richard Nephew—a key sanctions policy practitioner during the Obama administration—has written a masterful insider's how-to guide. Those dealing with or worried about North Korea, Russia, or Iran would do well to learn lessons from The Art of Sanctions. -- Daniel Fried, former U.S. State Department coordinator for sanctions policy, and distinguished fellow, Atlantic CouncilDrawing on his firsthand experience as a senior U.S. policymaker and negotiator, Nephew provides an essential user’s guide to the development and implementation of sanctions, an increasingly vital tool of U.S. statecraft. A must-read for officials and outside experts dealing with North Korea, Iran, Russia, and other pressing national security challenges. -- Robert Einhorn, former senior advisor for nonproliferation and arms control at the U.S. State Department and senior fellow at the Brookings InstitutionRichard Nephew's excellent book provides a basic framework for effectively employing sanctions. It makes a very important contribution to our understanding of how to use these tools—particularly from a practitioner's perspective. -- Eric B. Lorber, Financial Integrity NetworkNephew draws on his experiences at the U.S. Department of State as deputy coordinator for sanctions policy to provide anecdotes about the U.S. experience applying sanctions on Iran and Iraq, which help illustrate his framework and make for an entertaining read. * Arms Control Today *

Book SynopsisFind out how bold actions by visionary leaders can inspire powerful stories that drive culture change.Data indicates that most strategic efforts to change a company’s culture fail. So how do companies succeed in this endeavor?A top strategy professor and two highly successful CEOs found that, in companies that had successfully changed their culture, leaders had taken dramatic actions that embodied the new cultural values. These actions inspired stories that became company legends, repeated in every department and handed on to new employees.Through compiling and analyzing 150 stories from business leaders who have achieved change, they identified 6 attributes that every successful culture change story has in common:1.     The actions that build these stories are authentic2.     These stories "star" the leader3.     They signal a clean break with the past, and a clear path to the future4.     They appeal to employee heads and hearts5.     They’re often theatrical or dramatic6.     They’re told, and re-told, throughout the organizationWith extensive and inspiring examples of stories containing these attributes, the authors illustrate how readers can harness the power of stories within their company in order to change or create a winning culture to align with any strategy.

Book SynopsisTrade ReviewThe authors have managed to distinguish this book from other textbook-type resources on the topic of leadership by adopting an explicitly critical, interdisciplinary and multilevel approach while remaining balanced in their assessments. * W. Fourie, Albert Luthuli Leadership Institute, University of Pretoria, South Africa, Colombo Business Journal, December 2023 *A highly accessible, well-argued, academically grounded and deeply thoughtful exploration of leadership studies from a critical yet constructive perspective... the authors have attempted and succeeded in asking how theoretical and conceptual advances help us understand the potential personal, organisational and societal impact of leadership research. * W. Fourie, Albert Luthuli Leadership Institute, University of Pretoria, South Africa, Colombo Business Journal, December 2023 *Most textbooks on leadership are a litany of theories and research topics. This text is different. Exploring leadership is a truly interdisciplinary, and critical discussion of the complexity of leadership, and its important implications. Impressively, there are a number of features that facilitate student learning and engagement with the topics. This is an outstanding leadership textbook. * Ronald E. Riggio, Ph.D., Professor of Leadership & Organizational Psychology, Kravis Leadership Institute, Claremont McKenna College, California, USA *This is a very accessible text that I will keep on my desk and not relegate to my bookcase! It is always so refreshing to find a second edition that revitalises and energises a discussion by recognising and clarifying both the nature and the pace of change taking place in our fast-moving and complex world. That this is achieved whilst remaining true to the passions and influence of James McGregor Burns that scholarly insights and strong concepts become powerful only when they translate into practical application and are tested with experience is remarkable. Your patience with its comprehensiveness, its rigour and clarity will pay significant dividends. * Mike Hardy, Professor Mike Hardy CMG OBE, Chair, International Leadership Association, Founding Director, Centre for Trust, Peace and Social Relations at Coventry University, UK *At this point in time, when humanity is facing threats to climate, environment, and democracy, it is hard to imagine a more comprehensive and relevant textbook. The combined expertise and experience of three of the leading scholars of Leadership Studies in UK facilitate the exploration of an in-depth understanding of leadership as a process of social influence in mobilizing change. It is a must on the required reading lists for undergraduate, postgraduate, doctoral, and executive students around the world. * Christer Sandahl, Professor Emeritus, Medical Management Centre, Karolinska Institute, Stockholm, Sweden *I have never come across such an ambitious and well-executed tour of the leadership terrain. Spanning historical, societal, psychological, cross-cultural and global perspectives, this book succeeds remarkably well in being both scholarly and accessible. What is more, it is useful and challenging for the reader. Elements of good learning design are integrated within each chapter flowing from learning objectives at the outset, through well-constructed activities to an excellent chapter summary with review questions. Taking a critical perspective, the book concludes with a powerful provocation to reroute the field of leadership studies, and this rings true of the ethical and inclusive implications thrown up by an ever more complex world. * Doug Parkin, Principal Adviser for Leadership and Management at Advance HE (UK), and an independent author on higher education *This is the leadership text we need: critical, interdisciplinary, multi-level, and balanced. The authors engage the complexity of the present, analyze the past, and challenge the future of leadership thinking and practice. I cant wait to share this resource with my students. * Kerry Priest, Associate Professor, Staley School of Leadership, Kansas State University, USA *Exploring Leadership strikes the perfect balance between theory and practice, with theoretical discussions being linked to a variety of reflection activities, group exercises and international case studies that encourage readers to bring their own thoughts and experiences to conversations about leadership. The textbook inspires curiosity about what leadership is and what the ever-changing world and workplace needs it to be, making it essential reading for 21st century leadership students the world over! * Jorandi Scholtz, Impact and Partnership Development Manager MBA Corporate Engagement, University of Exeter, UK, Alumni of the Exeter MBA, 2018 *I would rather ask, Why not another book on leadership? for students and practitioners of management in the post pandemic era. Exploring Leadership gives a fair opportunity to the readers to conceptualize the concept from various perspectives e.g., perspective of self, (traits, styles, competencies, emergence, management of emotions), organizational perspective (stakeholders, strategy and change, power and politics), global and environmental perspective (digital, gender, diversity and inclusion, cross cultural and ethics). The book gives a future direction to leadership researchers and it is written in a lucid and practical manner. It is a delight to read the book. * Ajay Jain, Professor of Leadership and Organizational Behavior, Management Development Institute Gurgaon, India *Why yet another book about leadership? Bolden, Hawkins and Gosling ask at the beginning of the second edition of Exploring Leadership. Because unlike so many other recipe-based leadership textbook, this one bravely critiques the theory and practice of leadership, while situating the phenomenon squarely within our contemporary context. As well as providing a comprehensive, multi-level account of leadership, the text is filled with prompts for individual reflection, group activities and up-to-date case studies, creating a treasure trove of resources for leadership educators at undergraduate and postgraduate levels. * Donna Ladkin, Professor of Inclusive Leadership, Birmingham Business School, University of Birmingham, UK *There may be many thousands of books on leadership, but this book should grab your attention. The knowledge, wisdom and practicality of what is on offer will be a must for anyone trying to get to grips with understanding leadership. The authors engagingly and critically embrace an integrative perspective of leadership from individual, organisational and societal orientations. Yet they go beyond this and embrace the thorny issues of politics and organising, ethics and power, responsibility and sustainability, and diversity and inclusion. Your choice to invest money and time into this book will offer a dividend to exceed most of your investments it will set you up to rethink leadership and enhance your approach to leading that will yield enhanced leadership relations for the many you engage with and the purposes you pursue. * Steve Kempster, Professor of Leadership Learning and Development, Lancaster University Management School, UK *This hugely enjoyable book is wise, insightful, and well written. It doesnt hesitate to challenge conventional wisdom when needed. It is that rare thing in leadership studies a book that tells us what we really need to know about leadership, whether we are in senior roles or not. Bravo! We can all benefit from its important insights. * Dennis Tourish, Professor of Leadership and Organisation Studies, University of Sussex Business School, Brighton, UK *I am even more impressed by the scope, the relevance and the quality of thinking that infuses the second edition of this important leadership book. By skilfully weaving together individual, organizational, and societal perspectives on leadership, the authors will no doubt inspire a new generation of leadership researchers to do work that genuinely matters. * Brad Jackson, Professor Brad Jackson, MBA Director, Waikato Management School/Te Raupapa, University of Waikato, Aotearoa, New Zealand *Exploring Leadership, in its second edition, extends its explanation of the changing face of leadership in the current, and emergent, VUCA environment. The significant contribution made by the authors is through the presentation of theory balanced with 'go ask, go see, go do' activities and reflections. In so doing the book itself demonstrates the importance, and power, of viewing leading as an activity that enables the reader, as practitioner in, researcher of, and emerging student practitioners, to make sense of, and participate in, the shared activity of leadership. * Sandra Jones, Professor Emerita, School of Management, RMIT, Australia *Organizational and societal discontinuities and existential threats are challenging conventional perspectives on leadership. Exploring Leadership responds exceptionally well to these challenges by mapping the field and presenting an account of leadership that does not gloss over theoretical complexity and contestation. The authors weave a scintillating collection of topics into a convincing guide for those interested in understanding why leadership matters. * Willem Fourie, Associate Professor, Albert Luthuli Leadership Institute, University of Pretoria, South Africa *This is not just another book about leadership. It is a deeply profound exploration replete with engaging examples and case studies that illuminate the realities of leadership in extraordinary ways and connect the study of leadership with its practice. Bolden, Hawkins, and Gosling have gifted us with a book rich in content and creative ways to ponder, practice, and develop leadership. It is the book about leadership. * Cynthia Cherry, President and CEO, International Leadership Association, Washington DC, USA *This text offers and contemporary and applied insight into leadership. Theoretical concepts are considered alongside contemporary issues, providing a holistic insight into one of the most relevant topics for business students in the current climate. * Catherine Hine, University of Plymouth *A clearly written, easily accessible, very well-informed book on leadership. Excellent exercises and case studies invite students to engage effectively. * Bob Thomson, University of Warwick *This insightful leadership textbook offers an in-depth literature review of key topics and themes and is supported by well-planned class exercises. * Dr Katy Warden, Canterbury Christ Church University *A really well researched leadership text that will help the students to focus their mind on a topic that is so often misunderstood. * Edward Collins, University of Reading *A source of balanced and multi-faceted views on leadership, with solid academic anchoring. Practically applicable as a source to explore, in teams or individually, the phenomenon of leadership. * Martijn Rademakers, University of Amsterdam *The book provides valuable insights on leadership from an individual, organizational and societal perspective. * Christian Harrison, University of the West of Scotland *Table of ContentsPart 1 - Mapping the Terrain 1: Introduction: Exploring leadership 2: Theoretical perspectives on leadershipPart 2 - Individual Perspectives 3: Leadership traits, styles, and competencies 4: The emotional dynamics of leadershipPart 3 - Organizational Perspectives 5: 1. Book SynopsisThe Routledge Handbook of Commercial Space Law provides a definitive survey of the transitions and adjustments across the stakeholder community contributing to outer space activities. The interaction between NewSpace, traditional aerospace industrials, and non-traditional space-related technologies is driving market changes which will affect state practice in what has until now been a government dominated market. Greater private commercial participation will lead to new economic approaches to risk-sharing models driven by a space services dominated market. This handbook is a detailed reference source of original articles which analyse and critically evaluate the scope of the current paradigm change, and explain why space contracts and risk apportionment as currently known will change in tune with ongoing market transitions. Reference is made to the scope of best practices across various leading states involved in space activities. With contributions from a selection of highlyTrade Review“The challenges within the commercial space market are often perceived as technical. And while it is indeed a technical challenge, for example, to land and re-use a rocket booster, or to understand how to perform 3D printing and additive manufacturing in space, the more intractable hurdles may well be economic, financial, regulatory, political, and cultural. In this excellent compilation of writing from experts in the global space sector’s legal and regulatory community, Dr. Lesley Jane Smith and co-editors have assembled a ‘must-read’ for practitioners and scholars alike. The frameworks of Apollo and other large, monolithic, government-driven space programs have given way to a new, multi-variate, and extremely dynamic private-sector, that is moving faster than many of the legal and policy frameworks can adapt. Consequently, this timely compendium from the world’s best thinkers on where the market is headed, challenges that we all face, and regulatory frameworks that must be navigated, is an essential read for our entire community.”John M. Horack, PhD, Professor and Neil Armstrong Chair in Aerospace Policy, The Ohio State University“The economic growth of emerging ecosystems relies wholly on a legal framework that protects the interests of investors, operators and nation states. Without innovative legal frameworks such as those outlined in this book by thought-leading legal scholars in this space, the private space sector would have no basis for growth. This Handbook is essential reading and reference for those executives, policy makers and investors who wish to venture into the growing opportunity of the space sector with clarity on where and how they are best able to contribute to and unlock success in this exciting field.”Prof. Sinead O’Sullivan, Institute for Strategy and Competitiveness, Harvard Business School“Given the rapid growth of the global space economy with projections of a trillion-dollar space economy by the year 2040, The Handbook on Commercial Space Law – Legal Practice(s) for New Space is an extremely timely publication that is certain to become an invaluable reference tool for many years to come to commercial practitioners, policymakers and academics addressing the market changes brought about by NewSpace. In a series of well-structured chapters written by a global cross-section of space specialists, Lesley Jane Smith, Ingo Baumann and Susan-Gale Wintermuth have collected a strong set of contributions that highlight, in a comparative fashion: the main legal challenges posed by NewSpace, how different countries are adapting their national regulatory frameworks, as well as adopting different approaches to foster innovation and support NewSpace.”Lucy Stojak, Chair, Canadian Space Council Directrice exécutive, Mosaic - Pôle créativité et innovation, Montréal (Québec)“The Space economy is entering the Industrial Revolution phase of its rapid development, with both private and public sector investment and satellite launches going exponential, as are the uses for space tech in putting industries such as data centres in space, sourcing solar power from space and observing the earth in new ways. I also believe firmly that a planet of 10 billion people will never achieve net zero without space industrialisation. That is why this book is so timely and useful. As Chair of the world’s first publicly quoted investment trust for space tech I want answers to lots of questions on global commercial space law and here they are. We are in an age of rapid change with consequent instability and in that context the rule of law and its rapid adaptation to technological change is crucial, so I intend to keep my copy of The Routledge Handbook on Commercial Space Law close by.”Will Whitehorn, Chancellor of Napier University, Edinburgh, Former Virgin Galactic, Chair, Seraphim Venture Capital Trust, FRAeS FCILT FMS, Chair, Seraphim Space Investment Trust PLC, Member, UK Space Agency Space Exploration Advisory Committee“This Handbook covers all relevant issues and trends in today’s revolutionary transition from traditional space governance to commercial and privatised NewSpace. The impressive team of editors and contributors provides outstanding insight and guidance for navigating in this new universe of space becoming indispensable for our economies and societies on national levels as well as on a global scale.”Dr. Kai-Uwe Schrogl, President, International Institute of Space Law (IISL), Head of strategy, European Space Agency, Paris“As the space economy gallops ahead with private sector participation extending the earlier generation national space programs, the regulatory landscape that was aligned with the earlier sector construct, starts getting outdated and the need for the regulations to keep pace with the technological and economic developments seems both urgent and important. The value, that this development of private sector participation brings, is demonstrated both with respect to technology disruption and socio-economic impact. The players themselves are rearing to be on the tracks, however as the space activities are unbound by geographical boundaries, the treatment in terms of permissions, issues of commerce, patents, liabilities and rights, social responsibility etc take on a meaning that is not facilitated by the existing national and international construct of laws. This book is more of treatise on this subject and carefully highlights issues and the attempts by some nations to address these. Not all of these are optimal in a fast developing and expanding sector and each new attempt needs to build on the success and concerns that these attempts raise. Equally important is the fact that the private sector needs to be facilitated by these attempts, and have a significant role in not just the outcomes of these deliberations, but also play a constructive role in these developing regulatory landscape. In this direction the book, while being a comprehensive asset to the policy makers is also a significant input for the private sector players themselves to understand the developing regulatory ecosystem, under which they need to survive and thrive.I thank the various experts for sharing the knowledge that stems from their deep engagement in understanding and steering the international deliberations, especially Dr. Ranjana Kaul who helps us see the situation from the India lens. I also thank the Lesley Jane Smith, Ingo Baumann and Susan-Gale Wintermuth for bringing out this compendium of thoughts from all the internationals experts.”Dr. Subba Rao Pavuluri, President, Satcom Industry Association (SIA -India) and CMD Ananth Technologies Ltd“60 years ago, President John F Kennedy addressed Rice University (Texas) on the moon-shot programme. And during that historical speech he determined that ‘The greater our knowledge increases, the greater our ignorance unfolds’. The Editor and Authors of this vanguard Routledge Handbook have delivered a timely compendium of lessons learnt, knowledge gained and the critical challenges and opportunities around the future. And it is genuinely global in perspective yet precise in detail and understanding. It is entirely relevant. The document’s unquestionable strength is the spectrum of contributors and the intelligent fusing of the value that they each add, building knowledge and addressing ignorance. Space today, and as it was 60 years ago, is really hard. But because of the thoughtful, consolidated and extensive approach taken during the compilation of this Handbook, the space practitioner has a comprehensive handrail to the present and the future on which they can confidently rely.”James CMcG Johnston, OBE BSc MIoD FCMI, Director, Transcend Change Limited (commercial and secure government satellite consultant, ex RAF)“Space today offers one of cutting edge and fast-growing opportunity for taking technology into new business. In comparison to well established business areas, such as IT or transport law, the newcomers’ investors in space enterprises might be confused in discovering incomplete legal frameworks depending on where they are based, an apparent maze of regulatory conditions to become applicable, the dispersed availability of proven legal expertise in each jurisdiction. The representatives of the legal community who have undertaken this work are showing how to transition such impressions from complex or frustrating to reassuring and attractive. For both State actors and entrepreneurs, this volume tries to provide a mapping and to illustrate the legal landscape that space investors and operators will find, so to help an understanding of the challenges and opportunities offered by the space business. In this respect this publication is a useful example of how to foster the progressive and beneficial growth of laws and regulations, so to be experienced and leveraged by all kind of space actors and their endeavours. We wish to this collective work a long-term success of followers and so to continue developing our legal practice and business knowledge for using space.”Marco Ferrazzani, Senior Legal Counsel, European Space Agency (ESA)“This innovative book belongs on the shelf of any commercial space lawyer and those seeking to enter this exciting field. This well-researched treatise delves into major new developments in commercial space law such as in-orbit servicing, large constellations, artificial intelligence, big data, private spaceflight, and space resource exploitation. I believe all commercial space lawyers will benefit from the authors’ insight as we draft and review agreements for the novel space activities before us and on the horizon. I certainly will be consulting this book as I wrestle with the challenges of first-of-their-kind commercial space agreements and their national and international implications.”Milton “Skip” Smith, Chair, Aerospace Practice Group, Sherman & Howard, Denver, CO, legal Counsel to the private Dragon CrewTable of ContentsFigures Contributors Foreword Editor’s preface Introduction PART I: General framework and boundary conditions A: Changing institutional roles in space policy1 Towards a new legal ecosystem for the exploitation of space 2 The EU Regulation for the Space Programme: A new framework 3 Commercial space activities in the US: An overview of the current policy and regulatory framework B: Fostering NewSpace: Finance models and favourable jurisdictions4 NewSpace companies: Incorporating and financing operations 5 The Space Protocol of the Cape Town Convention: A tool to promote greater commercialisation and private financing in the space sector C: The international legal framework for licensing space activities: Innovative examples 6 Canada: Past, current, and future space law and policy perspectives 7 National space law and licensing of commercial space activities in Japan 8 Regulating commercial space activities in Australia and New Zealand 9 Practical experiences with Finland’s national space legislation and lessons learned 10 Framework and licensing requirements for space activities in Russia, with a particular focus on the NewSpace sector 11 How China incorporates and fosters commercial space activities by its national space law instruments12 India: Recent developments in space business and regulation D: Fostering innovation through competition and public procurement 13 The EU and ESA rules on public procurement 14 Procurement by ESA in times of pandemic crises 15 NewSpace growth through NASA’s contractual and other transaction authorities 16 Public-private partnership to promote new entrants to space activities in Japan PART II: Specific markets A: Commercial space solutions for earth observation data and space applications 17 Legal considerations for NewSpace companies when selling data (and associated products and services) to the US Government 18 Regulation of commercial Earth observation systems and data B: Large constellations: Frequencies, registration, and interference 19 A satellite operator’s practical experiences with licensing and market barriers for global satellite constellations: The case of OneWeb 20 Registration requirements for satellites and the reality of large constellations: Ensuring a symbiosis of international law requirements and practicability C: New launchers, small launchers, space ports, and space tourism 21 How can the insurance market provide new and effective solutions to NewSpace technologies and services? 22 Legislating for spaceports, commercial space markets, and space tourism D: Space mining 23 National and international norms towards the governance of commercial space resource activity E: Specific aspects of smart contracts and blockchain technology 24 Blockchain and smart contracts in space operations 25 Agile contracts for space projects PART III: Cross-cutting items and challenges A: International standards and export control 26 Export control and NewSpace: Reciprocal challenges B: Active debris removal, on-orbit servicing, and space traffic management 27 Towards space traffic management 28 Future regulatory and licensing trends for active debris removal and on-orbit servicing in the UK and US 29 Legal aspects of ground-based infrastructure for space situational awareness C: Long-term sustainability and the changing nature of space law (cybersecurity) 30 Space cybersecurity and US law 31 NewSpace and ensuring long-term sustainability of the space environment 32 Ensuring space sustainability through national space legislation D: Outlook 33 Mission off-world: A technology-enabled vision for reimagining our society on Earth and beyond Index
