The clients of a declining organization have two options for reversing this trend: exit and voice. And much of the book is devoted to an explication of the ways in which these options operate, their relative advantages and weaknesses, the interdependence between them… It is in these discussions of current problems and institutions, however, that I find the book most rewarding. His basic point, that there exists a symbiosis between exit and voice, is certainly valid and significant. Its importance gets driven home by the way Hirschman applies the idea to various current issues. Before Chang, the received wisdom was that developing countries needed the same kinds of economic policies and institutions as developed countries in order to enjoy the same prosperity. But, as Chang pointed out, the historical evidence showed that First World economic success was, in fact, due to exactly the kinds of state intervention that modern development orthodoxy shuns. Western affluence is the product of precisely the kinds of state control – of protectionism and the setting of price tariffs – that developed countries have since denied the developing world in the name of economic freedom and ‘best practice.’ By insisting that Third World nations should adopt these economic policies themselves, argued Chang, the West is actually stifling Third World economic prospects – kicking away the ladder. During the Soviet period, Baku became the site of an urban experiment: the shaping an oil city of socialist man. This project included Neft Dashlari, a city built on trestles in the Caspian Sea, housing thousands of workers, schools, shops, gardens, clinics, cinemas and more. This first off-shore rig in the world became the emblem of Baku's second oil boom. Today, Baku is experiencing its third oil boom. For Baku's city planners and business elites, that future is based on a careful reading of Baku as a project in which urbanism and oil are inextricably linked. This new book investigates how oil stimulated urban development in Baku, and explores in detail the more complex and important question of how the disparate spatial logics, knowledge bases, and practices of oil production and urban production intersected, impacted and transformed one another. Based on a vast research project and drawing on rich and previously unpublished material, Baku - Oil and Urbanism is organised into three broadly conceived historical periods defined by the political, economic, technological conditions in which the interwoven evolution of oil and urban production unfolded.
