United Nations Review of maritime transport 2023
Book SynopsisThe Review of Maritime Transport is an UNCTAD flagship publication, published annually since 1968. Around 80 per cent of the volume of international trade in goods is carried by sea, and the percentage is even higher for most developing countries. The Review of Maritime Transport provides an analysis of structural and cyclical changes affecting seaborne trade, ports and shipping, as well as an extensive collection of statistical information. The report calls for a 'just and equitable transition' to a decarbonized shipping industry. The sector, whose greenhouse gas emissions have risen 20% over the last decade, operates an ageing fleet that runs almost exclusively on fossil fuels. As global leaders prepare for the next UN climate conference (COP28), UNCTAD advocates for system-wide collaboration, swift regulatory intervention and stronger investments in green technologies and fleets. Full decarbonisation by 2050 will require massive investments and could lead to higher maritime logistics costs, raising concerns for vulnerable shipping-reliant nations like small island developing states. The report emphasizes the need to balance environmental goals with economic needs but underscores that the cost of inaction far outweighs the required investments. The report recommends policy actions to overcome supply chain hurdles African countries face, including poor logistics, low levels of technology, fragmented markets, limited capital sources, and weak institutions and regulations. Beyond cleaner fuels, the industry needs to move faster towards digital solutions like AI and blockchain to improve efficiency as well as sustainability. In its analysis of global maritime trends, the report highlights shipping's resilience despite major challenges stemming from global crises, such as the war in Ukraine. Maritime trade is expected to grow 2.4% in 2023 and more than 3% between 2024 and 2028

Book SynopsisGiven the strategic role of seaports and of other coastal transport infrastructure as part of the global trading system and the potential for climate-related delays and disruptions across global supply chains, enhancing the climate resilience of key transport infrastructure is a matter of strategic economic importance. Legal and regulatory approaches, as well as policies and plans are going to be key to efforts at facilitating effective risk and vulnerability assessments and providing a supportive framework for adaptation action at all levels. Guidance, standards, best practices, methodologies and other tools in support of adaptation are urgently required, and targeted capacity building is going to be critical, especially for the most vulnerable countries. This includes SIDS, which depend on their ports and coastal airports for food and energy needs, external trade and - crucially - tourism, which typically accounts for a major share of GDP. Against this background and drawing on UNCTAD's related work, since 2008, this compilation of policies and practices has been prepared to contribute to bridging a knowledge gap with regards to climate change impacts and adaptation for coastal transport infrastructure. The compilation presents examples of legal and policy approaches, as well as of reports, studies and guidance to support climate risk, vulnerability and impact assessment, and the development of effective adaptation response measures for coastal transport infrastructure, with a view to informing and inspiring policy makers, national authorities, transport managers, infrastructure owners, and other interested stakeholders in their efforts..

With other cities facing similar — albeit less extreme — transportation issues, they can learn from how Los Angeles had responded and continues to adapt to its considerable transport policy problems, especially in order to avoid the mobility experiences faced by the American city.But, to do so, it is necessary to abandon the prevailing perspective, which is largely limited to evaluating transport modes ('road versus rail'). A sustainable solution to the problems of metropolitan areas will only be possible if the origins of transport with their spatial, social and economic interdependencies are understood and integrated into transport policy action.
