    Book SynopsisThis book explores the application of concepts of fiduciary duty or public trust in responding to the policy and governance challenges posed by policy problems that extend over multiple terms of government or even, as in the case of climate change, human generations. The volume brings together a range of perspectives including leading international thinkers on questions of fiduciary duty and public trust, Australia''s most prominent judicial advocate for the application of fiduciary duty, top law scholars from several major universities, expert commentary from an influential climate policy think-tank and the views of long-serving highly respected past and present parliamentarians. The book presents a detailed examination of the nature and extent of fiduciary duty, looking at the example of Australia and having regard to developments in comparable jurisdictions. It identifies principles that could improve the accountability of political actors for their responses to major problems thaTrade Review'These stimulating essays confront the incapacity of our democratic and international institutions to meet the challenge of Carbon emissions. The authors canvass the possibility of refining and developing existing legal concepts, including the public trust doctrine, the fiduciary duty, integrity regimes and sovereign trust obligations, so as to breathe life into our institutions and equip them to meet that challenge.' Book SynopsisPostcolonial Encounters in International Relations examines the social and cultural aspects of the political violence that underpinned the French colonial project in the Maghreb, and the multi-layered postcolonial realities that ensued. This book explores the reality of the lives of North African migrants in postcolonial France, with a particular focus on their access to political entitlements such as citizenship and rights. This reality is complicated even further by complex practices of memory undertaken by Franco-Maghrebian intellectuals, who negotiate, in their writings, between the violent memory of the French colonial project in the Maghreb, and the contemporary conundrums of postcolonial migration. The book pursues thus the politics of (post)colonial memory by tracing its representations in literary, political, and visual narratives belonging to various Franco-Maghrebian intellectuals, who see themselves as living and writing betweeTrade ReviewWith a beautifully written argument flowing seamlessly from social theory to literature to visual arts, this book opens a critical dialogue between poststructural and postcolonial approaches to International Relations.Robbie Shilliam, Senior Lecturer in International Relations, Queen Mary, University of London, UK.Alina Sajed reveals the colonial roots of post-structuralism, offers fresh conceptualizations of the "translocal," and demonstrates how to decolonize international relations. Focusing on Franco-Maghreb encounters, she locates lost and forgotten themes that both resist and constitute the West. With precision, creativity, and poetic compassion, she retrieves the nuances of the actual world. I am sure this inspiring book will become required reading. Naeem Inayatullah, Professor of Politics, Ithaca College, USA.Alina Sajed’s brilliant work represents a stunning advance in our understandings of International Relations, Postcolonial Studies, immigration, exile, diaspora, violence and memory. Weaving a richly contrapuntal tapestry of the Franco-Maghrebian encounter, Sajed deftly demonstrates the inextricability of poststructuralist thought from its origins in the French colonial project – and its postcolonial legacy that so enduringly divides the ever-subaltern immigré of the banlieues from the neo-cosmopolitan exilé of the academy. This is one of those rare works that goes beyond recognizing an extant world of international relations – it radically alters our ways of seeing and understanding the world we live in. Sankaran Krishna, University of Hawai`i at Manoa, USA.Alina Sajed's innovative and compelling engagement with France's colonial legacy challenges both conventional and poststructural scholars for their inability to overcome a Eurocentric vision of the world.Roland Bleiker, Professor of International Relations, University of Queensland, Australia.Table of Contents1.‘IR and the world: the politics of encounters’ 2.‘The Post Always Rings Twice? The author traces shifts in psychological forces and frames of mind', that have resulted in a crucial intellectual climate change'. He contends that recent decades have seen rapid and significant transformations in how we define our selves', as a new emphasis on instant connectedness has come to replace reflectiveness and introspection.Bollas argues that this trend has culminated in the current rise of psychophobia; a fear of the mind and a rejection of depth psychologies that has paved the way for what he sees as hate based solutions to world problems, such as the victory of Trump in America and Brexit in the United Kingdom. Book SynopsisWith the enhancement of national strength, China's diplomacy has leapt onto a new high ground, basically obtaining the status of a world power. Meanwhile, it has also received a large amount of right and wrong mixed criticism and suggestions from different sides, in the face of a sudden increase in opportunities, pressures, and conflicts. The creative involvement in this book is exactly proposed for the future of China's diplomacy. In this book, the author first defines the concept creative involvement. Different from diplomatic theories in the traditional senses, creative involvement is a kind of diplomatic thinking which encourages more active participation in international affairs and advocates creative solutions. Then the author makes case studies on some events and people which have been of typical significance in China's diplomatic practices since the end of the Cold War, expounding their innovations and limitations. Taylor & Francis Ltd Empires of Remorse

    Book SynopsisUntil deep into the 20th century, empire remained a source of pride for European states and their politicians. The 21st century, however, has seen the unexpected emergence of certain European states apologising to their former colonies. Analysing apologies from Germany, Belgium, Britain and Italy, this book explores the shifting ways in which these countries represent their colonial pasts and investigates what this reveals about contemporary international politics, particularly relations between (former) coloniser and colonised. It is argued that, far from renouncing colonialism in its entirety, the apologies are replete with discourses that are reminiscent of the core legitimising tenets of empire. Specifically, the book traces how the apologies both illuminate and recycle many of the inequalities, mind-sets and ambivalences that circulated at the height of empire.This book will be of key interest to scholars and students of peace and post-confliTable of Contents1 Introduction 2 On apology 3 Collective memory, postcolonialism and the (in)glorious past 4 The German apology for the Herero genocide 5 The Belgian apology for involvement in the assassination of Patrice Lumumba 6 The British apology for the Bloody Sunday 7 The Italian apology for colonialism in Libya 8 Conclusion

    Book SynopsisFirst Published in 1982. In this book, Taylor has selected for special attention the work of Saint-Simon and his disciples (the SaintSimonians), Owen, Fourier, Cabet, and Weitling - those thinkers who made the most important contributions to the development of early socialist theory. The author discusses the designation of ''utopian'' which entered into the conventional vocabulary of the history of ideas, and is now used almost without question. This title argues that these thinkers were certainly utopian in the sense that they sought to describe the structure of an ideal future society.Table of ContentsIntroduction; Chapter 1 Henri Saint-Simon; Chapter 2 Robert Owen; Chapter 3 Charles Fourier; Chapter 4 The Saint~Simonians; Chapter 5 Etienne Cabet; Chapter 6 Wilhelm Weitling;

    Palgrave Macmillan The Involvement of State Governments in US Foreign Relations

    1 in stock

    Book SynopsisOffering conclusions for improving intergovernmental relations, determining international economic development strategies, and showing how many subnational governments are involved in world politics, this book examines how US states and governors connect to American foreign relations, tracing activities that began in the 1950s and have expanded with globalization. Chapters explain governors foreign relations activities in political, economic, and defense contexts and how US states compete in the global economy. The book analyzes US states ability to attract foreign investment and promote exports, making use of statistical analysis and personal interviews with state officials in the United States and posted abroad.Trade Review'With this well-written book, McMillan fills a gaping hole in the study of US foreign policy. His study of state governments is theoretically informed, data rich, cleanly organized, and comprehensive. It is also timely given the heightened activism of governors and other state officials in foreign affairs. I expect that students and practitioners of US foreign policy will find this a valuable resource for many years to come.' - Steven W. Hook, professor and chair of Political Science, Kent State University 'McMillan's book is an important contribution to our understanding of U.S. state engagements with international affairs. The book provides updated information, tests useful hypotheses, and offers new and interesting perspectives on states' foreign-relations activities.' - John Kincaid, Robert B. and Helen S. Meyner Professor of Government and Public Service, Lafayette College 'In this extensive study, McMillan documents how states - and particularly their governors - have become notable actors in helping to set the agendas, norms, and expectations of US foreign policy. In particular, he sheds additional light on which governors choose to become more involved in foreign policy as well as the impacts of both region and partisanship on their choices.' - Ralph G. Carter, professor of Political Science, Texas Christian University and co-author of Choosing to Lead: Understanding Congressional Foreign Policy Entrepreneurs 'McMillan covers a topic rarely addressed in political science or international relations. There has been significant growth in sub-state international relations, not just in the United States, but also in Europe, Asia, and the Pacific. In addition, this topic should become even more important in the future because of growing globalization and increasing linkages between the international and the local. The task of state governments will still be to protect and enhance the interests of their constituents, but the setting for doing so will morph as what happens outside the United States increasingly affects the well-being of constituents at the local and state levels within the US. This is a very worthwhile project and McMillan has delivered what he promises.' - Earl Fry, professor of Political Science, Brigham Young University 'The author convincingly answers the appeal of other scholars dealing with American states involvement in foreign relations, to focus 'more on motivations, strategies, and methods' (p. 191). Based on a blend of quantitative and qualitative methods, and insights from federalism studies, international relations, international political economy and foreign policy analysis, McMillan seeks to understand variation in U.S. states and governors involvement in foreign relations.' - PubliusTable of ContentsLinking International Relations to American Politics The Changing Roles of Governors US State Politics, Federalism, and Intergovernmental Relations Subnational Governments in the International System US States and Governors in Foreign Relations Analysis of Governors' Foreign Relations Activities US States and Governors in Foreign Economic Relations Analysis of Foreign Direct Investment and Export Promotion Conclusions and Future Research

  • Phantom Democracy

    Palgrave Macmillan Phantom Democracy

    1 in stock

    Book SynopsisIn a powerful new book, Boggs traces the historical evolution of American politics by focusing on the gradual triumph of corporate and military power over democratic institutions and practices. The consequences of expanding United States global presence since World War II - involving an integrated and interwoven system of power based in the permanent war economy, national security-state, and corporate interests - has meant erosion of democratic politics, strengthening of the imperial presidency, increased corporate and military influence over elections and legislation, weakening of popular governance, and diminution of citizenship. The events of 9/11 and their aftermath, including the War on Terror, two lengthy wars and foreign occupations, new threats of war, and massive increases in Pentagon spending, have only deepened the trend toward ever-more concentrated forms of power in a society that ostensibly embraces democratic values. Such developments, Boggs argues, have deep origins in Trade Review"Carl E. Boggs argues that the political system of the United States is no longer democratic in any recognizable sense, and that this represents a profound threat to popular sovereignty, to comity among the world's nations, and to the health and well-being of the American people (not to mention other peoples, animals, and the global ecosystem). Phantom Democracy is an unflinching work, one that marshals an enormous amount of historical and contemporary fact to reveal the true scope of the corruption of the body politic. Nothing could be more timely or politically urgent, at a time of rising influence of the extreme political right in our own nation and many in Europe as well, than the careful, no holds barred critique of the American political order today in this work." - John Sanbonmatsu, Associate Professor of Philosophy, Department of Humanities and Arts, Worcester Polytechnic InstituteTable of ContentsFrom Manifest Destiny to Empire The Imperial Labyrinth The Power Elite Today The Many Faces of Corporate Power Medical Tyranny An American Fascism? Book SynopsisA study of the major U.S. military interventions in unconventional war, this book looks at four wars that occurred while the U.S. was a superpower in the post-war WW II period and one in the Philippines in 1898.Trade Review"Wayne Bert provides a thoughtful assessment of previous American military actions. In doing so, the author makes an excellent case for tempered and rational assessments of military action, prior to the initiation of force." - Political Science Quarterly "Wayne Bert has written a serious, but very readable, study of the combination of idealism and aggressiveness that for more than a century has resulted in U.S. military interventions that almost always have failed to accomplish their objectives - either for the United States or for the target peoples and countries. Bert shows that in most cases, from the Philippines at the turn of the 20th century to Iraq in the early 21st century, the United States had no clear national security interest involved before intervention. Moreover, the 'American style of war,' which relies on overwhelming materiel superiority, was ill suited to the low-intensity warfare that ensued. As a result, he concludes, "One could make an idealistic case for all these wars, but no matter how desirable the outcome, there would still be the problem of persuading the listener that the benefits of the intervention exceeded the political, economic and human costs it sustained for both the United States and the target country." The case studies in which Bert develops his argument demonstrate the impact of ethnocentrism, even racism, on the making and execution of U.S. policy, as well as the serious difficulty until very recently in Iraq and Afghanistan that the United States has had in adapting military policy to the realities of insurgency.The reader concerned about putting the recent U.S. experiences in Afghanistan and Iraq into historical context will find American Military Intervention in Unconventional War a thoughtful and thought-provoking introduction to the topic. Book SynopsisExamines the Labour Party''s approach to constitutional reforms in historical context, and how these have been pursued more to ''modernize'' political institutions, rather that radically transform them. Explains the reasons for this constitutional conservatism, and the debates which specific reform proposals have prompted in the Party.Trade Review'...this book is an absolute must for all British constitution specialists. Dorey's writing is comprehensive and engaging. It is a fairly rare occurrence to find an academic book that can provide you with an informative and rather enjoyable afternoon's reading, but this one certainly does. Dorey considers the huge issue with a deft touch, providing both insight and explanation of the often rather complex views of the Labour party. Book SynopsisNow in paperback for the first time, Social Movements and their Technologies explores the interplay between social movements and their 'liberated technologies'. It analyzes the rise of low-power radio stations and radical internet projects ('emancipatory communication practices') as a political subject, focusing on the sociological and cultural processes at play. It provides an overview of the relationship between social movements and technology, and investigates what is behind the communication infrastructure that made possible the main protest events of the past fifteen years. In doing so, Stefania Milan illustrates how contemporary social movements organize in order to create autonomous alternatives to communication systems and networks, and how they contribute to change the way people communicate in daily life, as well as try to change communication policy from the grassroots. She situates these efforts in a historical context in order to show the origins of contemporary communicatTrade Review"The book is geared towards an advanced undergraduate audience and offers a comprehensive overview on how activists and organizers have harnessed technology in their struggles for social change. ... Social Movements and Their Technologies is an important contribution to a growing literature focused on the way activists and organizers utilize information and communication technologies in their work." (Todd Wolfson, Mobilization, 2015) "Stefania Milan's study of emancipatory media activism represents a distillation of her considerable research into its many forms over a number of years and in a number of countries, inflected by her own experience as an information activist. She gives full weight to the critical gender dimension of the subject, to a spectrum of technology uses, and the intersections with vital policy issues. Hers is a very substantive contribution to debate around social movement media." - John D.H. Downing, Editor, Sage Encyclopedia of Social Movement Media "Emancipatory communicative practices are at the basis of social movement action. Through innovative ideas and rigorous research, this volume has much to contribute to our understanding of media and political activism." - Donatella della Porta, co-editor, The Wiley-Blackwell Encyclopedia of Social and Political Movements "Stefania Milan's Social Movements and Their Technologies is a comprehensive work on dissent networking and a must read for anyone wishing a thorough understanding of the topic." - Oxblood Ruffin, member of the hacker group, Cult of the Dead Cow 'Social Movements and Their Technologies provides a rich overview of the Internet-enabled social movements that are working from the 'outside-in' to promote Internet openness and rights. Backed up with detailed empirical research, this book is a must-read for those interested in grassroots and alternative forms of political participation in the digital age.' Ron Deibert, Director of the Citizen Lab, University of Toronto, Canada, and author of Black Code: Inside the Battle for Cyberspace 'Social Movements and Their Technologies is a highly topical examination of the nature of media justice work in the world today, and Milan convincingly argues that we should take seriously that the media activism she discusses can legitimately be studied as a social movement in its own right.' - Journalism and Mass Communication Quarterly, 2014Table of ContentsForeword.- Preface.- 1.Stealing the Fire: An Introduction to Emancipatory Communication Activism.- 2.Three Decades of Contention: The Roots of Contemporary Activism.- 3.Movement Formation and Identity Building.- 4.Organizational Forms.- 5.Repertories of Action: Mobilizing Inside, Outside and Beyond.- 6.Like a Karst River: A Transnational Movement in the Making?- Epilogue.- Appendix I:Methods and Epistemology of Engaged Research References.- Index.

    Book SynopsisThis book explores the process by which constitutions and democratic institutions are constructed. Wing focuses on how innovative constitutional dialogues involving participation, negotiation, and recognition of groups previously excluded from political decision-making may be the key to a legitimate constitution.Trade Review"Wing s focus on constitutional legitimacy and literacy is a very welcome addition to analyses of democratic development on the African continent. She offers a rich discussion of the actual functioning of the new institutions and demonstrates not only the innovations of the forums but also the great challenges that citizens face in accessing them. Wing s innovative analysis of constitutionalism in Mali . . .offer[s] important insights into the development of democracy that are relevant far beyond the case [she] investigates." - Perspectives on Politics "This is an important and defining book about democratization in Africa focusing on the case of Mali, but within a comparative African perspective. Dr. Wing has a new and exciting perspective on the themes of democracy, constitutionalism, participation, and legitimacy, and Constructing African Democracy: Mali in Transition can be a real landmark in the field of comparative democratization in Africa, and in the study of constitutional transformation in plural societies." - Bruce Magnusson, Professor of Politics, Whitman CollegeTable of ContentsIntroduction Principles of Constitutionalism Democratic Transitions and Their Legacies in Comparative Perspective Originating Participation: The Sovereign National Conference Integrating Citizens and the State: Decentralization and Elections Challenges to Inclusion: Constitutionalism and the Rights of Women Experiments in Dialogue Dialogue in Times of Crisis Conclusions: Dialogue and Legitimacy

  • Palgrave Macmillan AntiDrugs Policies of the European Union

    Out of stock

    Book SynopsisMartin Elvins'' book is the first to trace the evolution of anti-drugs policies at European Union level from the late 1960s to the present. Phases of drug policy development, key policy actors and institutions are described with particular reference to the influence of transnational networks of expertise. Policy development is placed in the context of both European integration and a broad harmonization of international policies against drug trafficking. Concerns are also raised about secretive and anti-democratic features on intergovernmental EU decision-making.Trade Review'This fascinating study casts a sharp light on the intricate and multi-layered interactions of bureaucracy and politics in European Union decision-making.' - Sol Picciotto, Lancaster University Law School, UK 'Martin Elvins' book systematically covers the history of European drug-policy; looking at the interplay of institutions and knowledge in shaping the agenda and guiding enforcement. Whiles states have broadened the domain of their functional authority, the policies that they actually follow are subject to institutionalized beliefs provided by transnational networks of law enforcement professionals. He treats the multiple policy networks involved in such activities, thus shedding light more broadly on the emergent politics of globalization. He raises important normative issues for advanced democratic societies about the trade offs between secrecy, state sovereignty, accountability, expertise, and good policy while states strive to maintain technocratic legitimacy.' - Peter M. Haas, Professor of Politics, University of Massachusetts 'Based on extensive and orginal research, Martin Elvins' book clearly and meticuously charts the EU's growing involvement in policies aimed at tackling the escalating international drugs problem.' - Neill Nugent, Professor of Politics and Jean Monnet Professor of European Integration, Manchester Metropolitan UniversityTable of ContentsList of Tables and Figures List of Acronyms and Abbreviations Map of the Member States of the European Union Introduction PART I: STATE SOVEREIGNTY, DRUGS AND GLOBAL CHANGE Transnational Threat in the 'Globalized' Era The Evolution of International Drug Control Policy Networks, Expertise and International Governance Epistemic Communities PART II: THE CONVERGENCE OF EUROPEAN DRUG ENFORCEMENT POLICIES Europe and Drugs: an Introduction MAG, Trevi, CELAD and the pre-Union blueprint for Policy-Making on Drugs European Drug Policy and Maastricht: New Momentum, Familiar Policies Expert Influence and EU Drugs Policy, 1993-1999 EU Drug Policy-Making Under the Amsterdam Treaty Case Studies PART III: CONCLUSIONS Experts, Technocracy, and European Drug Enforcement Policies Drugs, the State, and the Political System of the European Union Appendix: List of Participants in the EU Drug Expertise Missions Notes Bibliography Glossary of EU and EU-related Terms Index

    Book SynopsisElectoral Systems and Political Transformation in Post-Communist Europe assesses the influence of electoral systems on political change in 20 post-communist European states. The main finding is that electoral institutions have systematic effects on the formation of representative structures. ''Party-enabling'' aspects of electoral laws such as list proportional representation tend to foster popular inclusion in politics and institutionalized party systems, whereas ''politician-enabling'' rules such as single-member districts and ballots that allow voters to select individuals often favour the development of weakly structured systems and high levels of popular exclusion from the representative process.Table of ContentsList of Tables Preface PART I: ELECTORAL SYSTEMS IN POST-COMMUNIST EUROPE Electoral Institutions and Post-Communist Transition: Theoretical Considerations An Overview of Post-Communist Electoral Systems: Design and Measurement PART II: ELECTORAL SYSTEMS AND VOTERS Electoral Participation Representational Inclusion PART III: ELECTORAL SYSTEMS AND PARTIES Party System Size and Shape Party System Stability and Change Conclusion Appendix A: Summary Election Results for 20 Post-Communist States Appendix B: Data Sources Appendix C: Data on Party System Evolution Bibliography
