Book SynopsisFor five months in 2013–2014, Dušan Pavlović took time off from teaching to accept a senior position in Serbia’s Ministry of Economy. This short period was long enough for him to make a penetrating diagnosis of the economic activity of the postcommunist government. He found that a coterie of tycoons and politicians live off the wealth of the majority of citizens and smaller entrepreneurs, while the economy performs below its capacities. In academic terms, extractive economic institutions create allocative inefficiency. Vivid, suggestive, and even entertaining accounts depict how privatization is administered and foreign investment projects are handled, and how party members, relatives, and friends are hired into public administration and state-owned companies. They show how the managers of firms that queue for state subsidies resist the systematic screening of their businesses. The principles of Keynesian economics are distorted and misused to conceal deliberate fiscal mismanagement. Huge ill-conceived development projects siphon taxpayers’ money from “non-economic” activities like social services, health, education, science, and culture. What Pavlović found in Serbia is acutely symptomatic of many other European post-communist regimes of our time, lending his book singular importance.

Six scholars from various professional fields explore here the metamorphosis of a political party into a centralized authoritarian system. Viktor Orbán and his Fidesz party needed less than ten years to accomplish this transformation in Hungary. In 2010, after winning a majority that could make changes in the constitution – two-thirds of the parliamentary seats, they evolved and stabilized the system, which produced again the two-thirds majority in 2014 and 2018. The authors reveal how a democratic setting can be used as a device for political capture. They show how a political entity managed to penetrate almost all sub-fields of the economy to arrive at institutionalized corruption, and how the centralized power structure reproduces itself. With the help of a powerful empirical apparatus—among others analyses of more than 220,000 public tenders, redistributions of state subsidies, and the interconnectedness of those privileged with the political elite — the authors detail the functioning of a crony system and the network aspects of political connections in the rapid enrichment of politically-linked businesses. These findings will be of interest to academics and policy advisors who need to understand critiques of Armington by proponents of Krugman and Melitz.For computable general equilibrium (CGE) modelers, the book shows how Melitz-style CGE models can be calibrated, solved and interpreted. A major practical contribution of the book is to show how large-scale Armington models such as GTAP can be converted to Melitz by the addition of a small number of equations and minimal alteration of the original Armington model.The book describes computational experience in solving Melitz CGE models using GEMPACK software. This experience will be of interest to researchers currently attempting to solve Melitz-based CGE models. Almost all previous Melitz studies have used GAMS software. Authors of these studies have reported computational difficulties. These difficulties did not occur in this book’s GEMPACK-based computations.
