In the book, Dr Peter T Keo argues that critical humanity is compassion and empathy in action to improve the lives of the worlds suffering. However, leaders must close the gap between what they say and the actions they take. Critical humanity has four key components. First, it favours action over passivity. Second, it favours collectivism over individualism alone. Third, critical humanity requires living in the space / tension between compassion and empathy. Fourth, it requires leaders to close the gap between what they say / believe and their actions, i.e., their espoused values and their action items, respectively. Dr Keo refers to this gap throughout the book as the values gap, because it is a constant tension between the what I say / believe and the what I am actually doing to truly impact the communities served. Public servants and public service leaders -- for whom this book was primarily written -- can have a deeper and more meaningful impact by embracing all four components in their service to humanity. While the contents of this book are empirical in nature, at baseline, it is an expression of Dr Keos personal truth, an epistemology that shares, in equal measures, the joy and pain of a life that is both hopeful and sceptical in humanity. It is an expression that recognises the tremendous shortcomings and opportunities, again in equal measures, of leaders to properly and authentically serve historically marginalised populations. Dr Keo had arrived at this realization after decades of embodying the life of a child of Cambodian genocide, war, systemic racism, and poverty. The MSPs serve as the foundation of Federal employment policy and practice, workplace fairness, and the Federal Government''s ability to effectively accomplish its goals. The Merit System Principles guide Federal supervisors to base their workforce decisions on objective criteria, such as assessments of ability or performance, rather than personal feelings and/or relationships, lest they be viewed as practising personal favouritism. Favouritism is distinct from discrimination on legally protected bases and is frequently more difficult to clearly identify when it is occurring given the absence of visible cues on which the preference is made. However, like discrimination, favouritism is contrary to the ideals of the Federal merit systems. This tension has meant suspending the regular democratic mechanisms in countries such as Ireland, Portugal and Greece, and it has also been expressed with a growing imposition of authority from post democratic institutions, making them practically free from democratic control. In this context, the urban conflict becomes the center of political, academic and public debates, especially after the new cycle of protests started in 2011, with the global movement of the indignant to occupy the Arab Spring. The novelty is that this cycle of protests becomes almost global, and is no longer centered in the workplace as it traditionally occurred, but in the areas of social reproduction: housing, public space, education, health or environment are some of the reasons for protest. This book stands at the center for the analysis of urban conflicts, the set of protests taking place in the city to contest the way it is planned, governed, managed, imagined and represented.
