    Book SynopsisThis book analyses how informal economy traders and the marketplace institution dominate the local economy in African cities. According to the World Bank, being an African reduces the probability that an individual is an entrepreneur in the manufacturing sector by more than 95 percent. Exporting unprocessed strategic raw materials and importing large volumes of finished goods stagnate Africa’s informal sector while creating formal jobs overseas. This suggests employment increases in distributive trade and persistence of the marketplace institution in reducing urban unemployment and income inequality. However, there is limited knowledge of the men and women with permanent stalls in large urban marketplaces that function daily as a temporary city within a city, even though they are the major actors in distribute trade. More important their daily out-of-stall contacts resulting from maintaining complex social and economic relationships that determine the financial health of family, business, and the economy are generally unexplored and largely unknown, but have significant unintended consequences on the urban mobility system. Researchers, planners, development practitioners and policymakers have, therefore, not focused their attention and considered the impacts of the powerful economic institution – marketplaces and traders - in framing transport planning processes and urban development policies, and that is the paradox surrounding marketplace trade and urban development in West Africa. Continuous political contestation is essential for emancipation but, in order to know which strategies and conditions will emancipate us, we also need to know which ones subjugate us. Political mechanisms with the capacity to modulate our individual and collective bodies and make them docile tend to be close relatives of those which make us equal and free. Drawing on the latest theories concerning globalization and democracy, this book argues that postnational and postsovereign multilevel governance regimes, including the European Union, should be understood as mechanisms of global capitalism aimed at privatizing democracy. Through a detailed applied analysis of the Basque case, the author illustrates how democratization is closely linked to ideas about territory, collective empowerment and institutional political capacity. Democratization always takes place partially: it never «ends». Contrary to the dominant thinking, this book argues that the incomplete nature of democratization is a positive aspect, with perpetual conflict leading to perpetual change. Sometimes, incremental adaptations suffice; sometimes, however, larger reform steps are necessary. We see this evolutionary process both through history and across countries. Over and again societies are confronted with new challenges, not the least with respect to old age social security. At this juncture of history, almost all industrialized countries face rapid population aging and need. to adapt their pension systems to this historically unprecedented demographic change. The six countries in this study (Chile, Germany, Great Britain, the Netherlands, Switzerland, and the United States) have responded very differently to this new challenge. This is the point of departure for this book. Why did the countries respond so differently? What can we learn from each other? It is not the point of this book to provide a universally optimal solution to the pension problems caused by population aging. The six countries are simply too different in terms of their demographic and cultural, and in particular in terms of their historical and economic backgrounds. However, since national discussions tend to be surprisingly narrowly focussed even in times of globalization, there is much to learn by looking over the neighbor' s fence. Although all visionary proposals for an unconditional basic income (BGE) have so far not been implemented politically, at least in democratically constituted welfare states, the question of implementation or the conditions for success and the identification of possible blockades have only been dealt with marginally. Recent publications on a BGE also show this political-institutional "blindness" and do not address enough the reasons for the failure so far. Without a transfer strategy, however, the idea will fail in Germany due to such implementation naivety. In this book, therefore, the state of the debate on basic income is developed further to the extent that it is integrated into welfare-state development processes and current challenges for the "safeguarding of social security".
