Cambridge University Press The Informal Regulation of Criminal Markets in
Book SynopsisThis book explains how states informally regulate drug markets in Latin America. It shows how and why state actors, specifically police and politicians, confront, negotiate with, or protect drug dealers to extract illicit rents or prevent criminal violence. The book highlights how, in countries with weak institutions, police act as interlocutors between criminals and politicians. It shows that whether and how politicians control their police forces explains the prevalence of different informal regulatory arrangements to control drug markets. Using detailed case studies built on 180 interviews in four cities in Argentina and Brazil, the book reconstructs how these informal regulatory arrangements emerged and changed over time.Trade Review'We long suspected that state actors in Argentina and Brazil were deeply involved in illicit narcotics markets and that this involvement was producing the interpersonal violence that periodically shakes these countries. But we didn't know how state intervention, drug trafficking, and violence intersect and interact. This book systematically dissects this relation and offers a novel and insightful perspective to understand and explain one of the most intractable issues in contemporary Latin America. Superbly written and brilliantly argued, the plethora of scholarly and policy lessons packed in this book will make it an unavoidable reference in the study of contemporary Latin America.' Javier Auyero, Joe R. and Teresa Lozano Long Professor in Latin American Sociology, University of Texas-Austin, author of The Ambivalent State: Police-Criminal Collusion at the Urban Margins'When and how do illicit markets come to be jointly governed by states and organized crime? Hernán Flom unpacks how relations between politicians, police, and criminals generate informal regulatory arrangements that shape state and criminal violence associated with drug markets in Latin America. Insightful theorization and rich empirics make this book an important contribution to the growing research on the politics of crime.' Eduardo Moncada, Assistant Professor of Political Science, Barnard College, Columbia University and author of Resisting Extortion: Victims, Criminals, and States in Latin America (Cambridge University Press, 2021)'This path-breaking book explains how politics in weakly institutionalized democracies shape the ways in which state authorities and the police informally regulate illicit drug markets. Theoretically insightful and empirically rich, Flom's study of four metropolitan areas in Argentina and Brazil masterfully weaves the voices of hundreds of cops and politicians into a cogent explanation of the different uses of violence and corruption to govern illicit markets in the Global South. The book is essential reading for students of governance, regulation, illicit economies, crime, and the police.' Guillermo Trejo, Professor of Political Science, University of Notre Dame'Hernán Flom studies rigorously the relationship between elected politicians and police to explain diverse informal regulatory regimes of drug markets in Argentina and Brazil. This book contributes to theorizing the multiple, and often unexpected, ways in which states interact with drug markets, not only repressing them or enforcing the law, but also tolerating, preying upon, or protecting them. His focus on the police as a pivotal actor expands our knowledge of the intricate dynamics that connect states and criminal markets. The book is an important addition to the literature on criminal violence, drug markets, and policing.' Cambridge University Press A Concise History of Japan Cambridge Concise Histories
Book SynopsisTo this day, Japan's modern ascendancy challenges many assumptions about world history, particularly theories regarding the rise of the west and why the modern world looks the way it does. In this engaging new history, Brett L. Walker tackles key themes regarding Japan's relationships with its minorities, state and economic development, and the uses of science and medicine. The book begins by tracing the country's early history through archaeological remains, before proceeding to explore life in the imperial court, the rise of the samurai, civil conflict, encounters with Europe, and the advent of modernity and empire. Integrating the pageantry of a unique nation's history with today's environmental concerns, Walker's vibrant and accessible new narrative then follows Japan's ascension from the ashes of World War II into the thriving nation of today. It is a history for our times, posing important questions regarding how we should situate a nation's history in an age of environmental andTrade Review'This is the best short survey of Japanese history available today: timely in its focus on environmental issues but timeless in its sound scholarship, rich in detail but thoroughly readable and eloquent in its interpretation of Japan's complex past.' William M. Tsutsui, Hendrix College, Washington'This is a textbook for our times from one of the leading scholars in the field. From humanity's deep history in the archipelago to the massive crisis of March 2011, Walker's history recasts the central themes of the Japanese past. Samurai scientists, wartime zealots, and the nation's vibrant post-war popular culture are placed in global context and enlivened through clear prose. Each chapter is concise, accessible and rooted in the latest scholarship. I can think of no finer text that covers the full range of Japan's past.' Ian Jared Miller, Harvard University, Massachusetts'In crisp, clear prose, Brett Walker's A Concise History of Japan provides a sweeping view of Japan's past distinctively framed by world history and, most crucially, by environmental challenges.' Julia Adeney Thomas, University of Notre Dame, Indiana'Brett Walker's A Concise History of Japan is a new national survey geared to the global Anthropocene. Alert to the many forces that threaten our planet's future, the author - a leading environmental historian in his own right - takes a critical look at the long sweep of the Japanese past. The result is a fast-paced account of the archipelago's development and its discontents, at once brisk and brooding.' Kären Wigen, Stanford University, California'A lucid exploration of the way that the peoples of the Japanese archipelago have shaped and been shaped by their environment, from the extinction of big game to the grave disaster and diseases that accompanied industrialization every step of the way.' Morgan Giles, The Times Literary Supplement'Walker's new history of Japan reflects a deep appreciation of the issues of concern to today's readers. This is a history of Japan unlike anything published so far in the attention given to the impact of disease, famine, deforestation, climate change, environmental pollution, and natural disasters on the story of the Japanese and their relationship with their country. In a clear, readable style, the author expertly narrates the course of Japanese history, reflecting the most recent scholarship available. Along the way, he discusses topics not included in previous histories of Japan, such as the introduction and impact of both disease and medical knowledge in the premodern era, the rise of the Japanese fishing 'pelagic empire' in the twentieth century, and the global impact of Japan's 'soft culture' in recent decades … Summing up: essential.' Cambridge University Press Party Brands in Crisis
Book SynopsisWhy would national political parties that have been competitive for decades collapse overnight? Party Brands in Crisis offers an explanation that highlights the impact of elite actions on voter behavior. This study is aimed at scholars interested in voter partisanship, political behavior, Latin American politics, political parties, and elite polarization.Trade Review'Why do established parties sometimes dramatically collapse, often within a single electoral cycle? Lupu's persuasive answer is that such collapse occurs when parties switch positions, make unholy alliances with former adversaries, and converge on the policy positions of their opponents in order to attract floating voters and win the next election. When leaders thus 'dilute the party brand', parties hemorrhage partisans and are in turn left defenseless against the wrath of the electorate in hard times. Party Brands in Crisis challenges the way we think about partisanship and deserves to be read by students of political parties everywhere.' Frances Hagopian, Harvard University, Massachusetts'Why do long-lasting parties collapse? In answering this question Lupu demonstrates how, as the result of strategic decisions made by the party elite, party brands can become diluted and voter attachments to parties can become attenuated. This is a book every scholar of parties will want to read. It promises to help reshape the way we think and talk about party labels and partisan loyalty.' Allen Hicken, University of Michigan'Party Brands in Crisis may be the most important book on Latin American parties published in a generation. It offers a compelling theory - and an impressive array of evidence - to explain why many established parties have weakened or collapsed in Latin America over the last quarter century. In so doing, it highlights a crucial consequence of the region's programmatic convergence during the 1990s: parties that embraced the Washington Consensus diluted their brands and, consequently, ceased to stand for anything in the eyes of their supporters. Party Brands in Crisis is destined to become a classic work in the literature on political parties. It will be a must-read not only for scholars of Latin American politics but for anyone interested in political parties.' Steven Levitsky, Harvard University, Massachusetts'Lupu provides here a very significant contribution to the literature on political parties, and especially to our understanding of Latin American politics. He develops a novel and insightful theory about party brands and their erosion based on ideological convergence and negative performance. He tests the implications of his theory making an impressive use of multiple methodologies to explain party breakdown in Latin America. Moreover, the implications of his study go beyond the region as suggested by his exploration of the relationship between polarization and party brands. In sum, this book is most likely to generate a new research agenda for the study of political parties, which will have a long-lasting effect on the discipline.' M. Victoria Murillo, Columbia University, New YorkTable of Contents1. Why do parties break down?; 2. Brand dilution and party breakdown; 3. Explaining party breakdown across Latin America; 4. Cambridge University Press A MiddleQuality Institutional Trap
Book SynopsisLatin America is currently caught in a middle-quality institutional trap, combining flawed democracies and low-to-medium capacity States. Yet, contrary to conventional wisdom, the sequence of development - Latin America has democratized before building capable States - does not explain the region''s quandary. States can make democracy, but so too can democracy make States. Thus, the starting point of political developments is less important than whether the State-democracy relationship is a virtuous cycle, triggering causal mechanisms that reinforce each other. However, the State-democracy interaction generates a virtuous cycle only under certain macroconditions. In Latin America, the State-democracy interaction has not generated a virtuous cycle: problems regarding the State prevent full democratization and problems of democracy prevent the development of state capacity. Moreover, multiple macroconditions provide a foundation for this distinctive pattern of State-democracy interactionTable of Contents1. A Research Agenda and Strategy; 2. The State-Democracy Interaction; 3 Paths and Outcomes; 4. Mechanisms and Outcomes; 5. Macroconditions of the State-Democracy Interaction; 6 Concluding Remarks.

Book SynopsisLiberalism in San Francisco in the years right after World War II was mostly confined to notions of state welfare and business regulation. It wasn't until the 1950s and 1960s, when new peoples and cultures poured into the city, that San Francisco produced a new liberal politics. The author details this fascinating transition.Trade Review"In this impressively researched and clearly written account, which takes into careful consideration both the discretion officers had and the pressures they faced, Agee shows convincingly how intertwined police practices and urban liberalism were in postwar San Francisco. The Streets of San Francisco represents a major contribution to the history of policing and politics in modern America." The University of Chicago Press Studies in State Local Public Finance
Book SynopsisIn fiscal year 1981-82, state and local government spending actually exceeded federal nondefense spending. However, past research in public finance has focused on federal spending and policies and paid little attention to the economic problems of state and local governments. Studies in State and Local Public Finance goes far in correcting this omission. Developed from a National Bureau of Economic Research conference on state and local financing, the volume includes papers summarizing and extending recent research as well as commentaries. Covering a wide range of topics, the papers share an empirical orientation and a concern with policy issues. The first two papers look at the role of tax-exempt bonds in local public finance. Their findings suggest that tax policies significantly affect municipal borrowing practices and that financial advantage can be achieved under certain of these practices. Other papers address specific issues related to state and local tax policy: the impact of lo

St Martin's Press The Poisoned City
Book SynopsisWinner of The Hillman Prize for Book Journalism - 2019When the people of Flint, Michigan, turned on their faucets in April 2014, the water pouring out was poisoned with lead and other toxins. Through a series of disastrous decisions, the state government had switched the city's water supply to a source that corroded Flint's aging lead pipes. Complaints about the foul-smelling water were dismissed: the residents of Flint, mostly poor and African American, were not seen as credible, even in matters of their own lives. It took eighteen months of activism by city residents and a band of dogged outsiders to force the state to admit that the water was poisonous. By that time, twelve people had died and Flint's children had suffered irreparable harm. The long battle for accountability and a humane response to this man-made disaster has only just begun. In the first full account of this American tragedy, Anna Clark''s The Poisoned City reco

Rowman & Littlefield The Presidency in Black and White
Book Synopsis2016 NAACP Image Award Nominee, Essence Top 10 books of 2015, African American Literary Show Inc. 2015 Best Non Fiction AwardIn The Presidency in Black and White, journalist April Ryan gives readers a compelling and personal behind-the-scenes look at race relations in contemporary America from the epicenter of American power and policy makingthe White House, her beat since 1997. On behalf of the American Urban Radio Networks, and through her Fabric of America news blog, she delivers her readership and listeners (millions of African Americans and close to 300 radio affiliates) a unique urban and minority perspective in news. Her position as a White House Correspondent has afforded her unique insight into the racial sensitivities, issues, and attendant political struggles of our nation's last three presidents. In Bill Clinton, Ryan saw both a savvy politician who did his best to stay above the racial fray in public, and a man privately pained from the wrongs done to African-Americans tTrade ReviewFrom her Unique vantage point as the White House correspondent for American Urban Radio Networks (AURN), Ryan has had the immense pleasure of witnessing history in the making through three presidential administrations. As an African American woman in a field dominated by white males, however, Ryan has brought a perspective to her coverage that both stems from her personal background and reflects the wider concerns of her urban radio audience. From her days as a rookie reporter in the Clinton White House to her tenure as a veteran journalist during the Obama administration, Ryan analyzes each president's time in office in terms of his commitment to and success in addressing issues that bridge the country's racial divide. Transcripts of press conference Q&As and exclusive interviews provide crucial insight into how each president fared on issues of domestic initiatives, administration diversity, and acknowledgment of racial inequities. Forthright and formidable, open and appreciative, Ryan delivers a no-holds-barred evaluation of the country's chief executives on matters of race and equality. * Booklist *[This book] gives readers a compelling behind-the-scenes look at race relations from the epicenter of American power and policy making—the White House—April Ryan’s beat since 1997. Ryan tells us what it was like for a pioneering African American female reporter to become a respected member of the White House Press Corps, one of the greatest old boy networks in the nation’s capital. . . .With humor, grace, and determination, Ryan shares the highs and lows of a sometimes lonely battle, to keep questions of race and the lives of her inner-city listeners on the national stage. * African American Literature Book Club *April Ryan has taken the mystery out of the White House. She tells the story in black and white. This is a rare story, but more importantly a story about America. This is a very valuable contribution to the American history zeitgeist, and a story all Americans need to experience. -- Ernest Green, "Little Rock Nine"Despite the bland menu press officers often serve reporters who cover the White House, April Ryan has always been someone who insists on spice. Her questions, sassy probing, and good humor force a predominantly white culture in that most exclusive of places to confront uneasy questions of race, equality, and discrimination. She made the scales fall from my eyes, and her work—reflected in this marvelous volume—will one day change the heart of a president she covers. -- Mike McCurry, White House Press Secretary, 1995–98April Ryan’s long service in the White House press corps has given her an intimate understanding of the value of political leverage, for presidents and the American public alike… The Presidency in Black and White is an important contribution toward achieving that political leverage—that place for us to stand from which we can move our nation toward the society it is meant to become. For that, April Ryan deserves our gratitude and support. -- Hon. Elijah Cummings, United States House of RepresentativesMost people just talk about “being in the room.” April Ryan not only is in the room, but also grabs your attention in a fascinating, personal, and yes, “insider’s” look at The Presidency in Black and White. April brings us inside the Oval Office as she recounts with humor and poignancy her observations and encounters with three American presidents as they have tackled the often slippery and dangerous slopes of race and racism in America. -- Michael Steele, first African-American chairman of the Republican National Committee (2009–2011), MSNBC political analystA revealing and important look at the presidency—and the press—by a veteran journalist who’s been on the inside for two decades. With often surprising details that defy the conventional views of the Clinton, Bush, and Obama presidencies, April Ryan takes the reader to state dinners, aboard Air Force One, and into press conferences to explore the role of race in the White House and press corps. -- Steve Thomma, Chief White House Correspondent for McClatchy
