    Book SynopsisParticipation has become an orthodoxy in the field of development, an essential element of projects and programmes. This book analyses participation in development interventions as an institutionalised expectation – a rationalized myth – and examines how organisations on different levels of government process it. At least two different objectives of participation are appropriate and legitimate for international organisations in the field: the empowerment of local beneficiaries and the achievement of programme goals. Both integrate participatory forums into the organisational logic of development interventions. Local administrations react to the institutionalised expectation with means-ends decoupling, where participatory forums are implemented superficially but de facto remain marginalised in local administrative processes and activities. The book furthermore provides a thick description of the organisationality of participation in development interventions. Participatory forums are shown to be a form of partial organisation. They establish an order in the relationship between administrations and citizens through the introduction of rules and the creation of a defined membership.     Book SynopsisIm Rahmen der „Flüchtlingskrise“ ab 2015 war vielerorts die Rede davon, dass die Polarisierung zu einer Erosion des gesellschaftlichen Zusammenhalts in Deutschland geführt habe und entsprechend gegengesteuert werden müsse. Dabei geht die diskursive Präsenz des gesellschaftlichen Zusammenhalts jedoch nicht mit begrifflicher Klarheit einher, auch nicht auf der wissenschaftlichen Ebene. Um dem Diskurs mehr Substanz zu verleihen, untersucht Frederik Schäfer in dieser Arbeit den gesellschaftlichen Zusammenhalt in Deutschland sowie den Konnex zur Migrations- und Flüchtlingsthematik, indem er den Fokus sowohl auf die politische Theorie als auch auf die Analyse qualitativer Experteninterviews richtet. Die Verknüpfung von Theorie und Empirie zeigt, dass hinsichtlich des gesellschaftlichen Zusammenhalts kollektivistische sowie individualistische Zugänge im politischen Alltag nur eine geringe Relevanz haben. Vielmehr werden gemeinsame Werte weitgehend als konstitutiv für den Zusammenhalt wahrgenommen. Konkret haben sich Engagement und Begegnung sowie Arbeit als zentrale Faktoren des Zusammenhalts herauskristallisiert. This historical knowledge helps in understanding the significance of the regional cultural heritage that remains in each municipality today. The book pays special attention to municipal variations within the same prefecture, utilizing a completely unique approach, unlike those that have been pursued by other researchers. This book studies three present-day prefectures for detailed analyses based on the Goki-Shichido framework for impacts of regional variations of population decline in Japan. Small and medium-sized enterprises (SMEs) are typical representatives of such vulnerable groups, compelled to assume the economic burdens of the pandemic that have been shifted from the larger economic actors that hold the advantage in contractual negotiations. Statistical data on infection status have revealed a great gap between countries, such as European nations reaching the level of several thousand deaths per one hundred thousand population, while most Asian countries have maintained a level of one or two digits. Even though COVID-19 affects the whole world, the redistribution of risks in the pandemic is a goal to be pursued in the socio-cultural context of each society. This book explores the law and social changes in Asian countries under the impact of COVID-19, with a particular focus on the social relations surrounding the SMEs. These form the center of contractual relations between various socio-economic actors and at the same time, are a direct counterpart of the governmental SME policies, peculiar to Asian interventionist governments. A comparative approach is taken, using the results of interview surveys based on structured questions conducted via research collaboration between the contributors from Japan as well as other Asian countries. A comparative analysis of the risk redistribution in the pandemic between countries that share similar preconditions is still possible and meaningful. The authors of this book hold the view that Asian countries have sufficient bases for international comparison, particularly on the risk reallocation in the SME sector, given the relatively well-controlled level of infection, presumably due to the similarity of cooperative social culture.
