By providing an original interpretive framework for exploring ethics in relation to empathy and transcendence from multiple perspectives in continental philosophy, empathy is described as a trace of what remains essentially and irreducibly "other" in every act of givenness. The use of the phenomenological method places "Einfühlung theory" in its rich historical context, beginning with Husserl and the early phenomenologists and extending to contemporary issues that explore "otherness" in light of consciousness, gender, embodiment, community, intentionality, emotions, intersubjectivity, values, language, and apophatic discourse. The implications of recasting "empathy" in an interpretive and dialogical model of reciprocity envision new paradigms of understanding ethics as an infinite playing field. No longer subservient to metaphysics and ontology, empathy is described as an act of infinite concern, a "hermeneutics of suspicion" that transcends epistemological theory and ethical command. Drawing on Husserl, Scheler, Stein, Heidegger, Levinas, Derrida, and others, this study presents an examination and expansion of empathy as an encounter with otherness in its most radical and transcendent forms.

Plan Colombia was an ambitious, multibillion dollar program of American aid to the country of Colombia to fight that nation's recreational drug industry. First signed into law by President Clinton in 2000, the program would, over a twelve year period, provide the Colombian government with more money than every other country in the region. But how successful was Plan Colombia, and is it a model worthwhile in applying to other countries? In The Losing War, Jonathan D. Rosen applies international relations theory to understand how the goals and objectives of Plan Colombia evolved over time, particularly after the events of 9/11. Various individuals, including Álvaro Uribe, the president of Colombia from 20022010, and George W. Bush, argued that Plan Colombia should be used as a model to help other countries combat drug trafficking. Plan Colombia was not mentioned in the Obama administration's 2011 budget proposal and no longer exists today. Rosen concludes that the policy failed to make substantial inroads in curtailing drug cultivation, production, or trafficking, thus calling into question the value of applying the same strategy to other countries, such as Mexico, in the present or future.

Congress rarely enacted preemption statutes before the twentieth century, but since the 1960s such interventions have grown significantly in number, now totaling over seven hundred, and have transformed the nature of the American federal system. In Innovative Congressional Minimum Standards Preemption Statutes, Joseph F. Zimmerman provides the background and history of this critical transformation, classifying the forms these federal interventions have taken, with a focus on statutes dealing with such environmental issues as water and air quality, restoration of surface-mined areas, and still other areas that, collectively, have produced a revolution in relations between Congress and the states. Contrary to public perceptions of preemption being one-sided and heavy-handed, Zimmerman details the many variations present in these statutes that accommodate state and local interests, allowing for administrative and policy flexibility, and a generally cooperative relationship between states and localities and federal administrative agencies.
