    Book SynopsisUntil the February 2004 gas crisis when Gazprom cut off all gas flows via Belarus, the issue of Belarus as a gas transit route was not addressed seriously despite this country's transiting around 20% of Russia's gas exports to Europe. The gas crisis threatened the reliability of gas supplies to Europe. It demonstrated the necessity of bringing Belarus back into focus, explaining how and why the seemingly amicable Russian-Belarussian relationship had deteriorated to such an extent, and suggesting how the problem might evolve in the future. This book shows that the reliability of the Belarussian gas transit routes is influenced by changes in the intensity of the Russian-Belarussian integration and explores whether Belarus is in a position to manage (or, indeed, survive) within the new, 'commercial' framework to which the gas issues had shifted following the failure to establish political union. The book predicts that the mainstay of Belarussian welfare is bound to deteriorate as Russia continues to increase its domestic gas prices at 20% annually as part of its energy strategy and in line with WTO requirements - thus, also making Belarus's independent stance vis-a-vis Gazprom unsustainable. In order to secure gas prices at the level of, at least, Russian domestic prices, Belarus is likely to return to negotiating a joint venture operating the Belarussian transit network together with Gazprom. Yet, even if such a joint venture were to be formed, it would not eliminate the main reason of the unreliability of gas transit via Belarus - the weakness of the national economy. Therefore, unless Belarus embarks on reforms leading to substantial gas conservation, it will continue to be tempted to resort to unauthorised gas off-takes and non-payments undermining the reliability of transit.

The sector witnessed significant transformation in the past decade - from small unorganised family-owned retail formats to organised retailing. Indian business houses and manufacturers are setting up retail formats while real estate companies and venture capitalist are investing in retail infrastructure. Many international brands have entered the market. With the growth in organised retailing, unorganised retailers are fast changing their business models. However, retailing is one of the few sectors where foreign direct investment (FDI) is not allowed at present. Stakeholders, trading associations, politicians, etc. have given various arguments for and against FDI in retailing. However, such arguments are largely based on perception and there has not been serious academic research in this area. To fill this lacuna, this survey-based study analyses the current retail scenario in India, investigates the growth across different segments of retailing and evaluates the likely impact of allowing FDI on various stakeholders in different retail segments. Experiences of other countries in allowing FDI and its impact are also discussed. Presently, foreign players are entering the market through different routes. The entry process and their perception about the Indian market are analysed. The study investigates the structural, regulatory, fiscal and other barriers affecting the performance of retail trade and suggests reforms for the removal of such barriers. It also provides valuable policy inputs in terms of the time-frame in and the process through which the Indian government can open up this sector to FDI so as to maximise the welfare and minimise the adjustment. The spot market, as well as forward market, lacked depth and liquidity. The market was skewed with a handful of public sector banks accounting for the bulk of merchant business, with foreign banks handling most of inter-bank business. The forward rates reflected demand and supply, rather than interest rate differentials, owing to lack of integration between the money and forex markets and also due to restrictions on borrowings/lendings in the international market. India''s post-reforms period (1991 onward) has been marked by wide-ranging measures to widen and deepen the foreign exchange market. In line with the liberalization measures undertaken in other areas, various reform measures have been introduced in the foreign exchange market to make it liquid, vibrant, open, and market-determined. From a managed floating system under which the exchange rate was officially determined, the regime has passed through several phases to reach the present market-based system under which the exchange rate is determined by forces of demand and supply. With the introduction of market-determined exchange rate, companies have been exposed to risks of fluctuating rates which divert their attention from day-to-day corporate affairs. Management of risk associated with exchange rate is a new challenge for company managers. What is this risk? What are the perceptions of corporate managers about it? How to cope with it?
