    Book SynopsisHow far have universities in post-Communist states adopted the practices and habits of their branded and consumer-oriented equivalents in the English-speaking world? While not assuming that university education in those states reflects in any mechanistic way the regulated, business-led system long established in places like the US, and now being dramatically realized in countries like Britain, this edited collection identifies some marked shifts in the direction of what might best be described as neoliberalisation, examining its particularities in local situations where establishment ideologies were, until the early 1990s, deeply alien to all kinds of commercially driven entities. Many of the authors are concerned not only with the linked issues of commercialism, instrumentalism, bureaucracy, and managerialism, framed locally and nationally, but also with the meaning and purpose of universities outside or against their status as efficient gatherers of income. The collection makes specific reference to Lithuania, Hungary, Azerbaijan, Ukraine, Georgia, and Russia, and comprises theoretical as well as empirical studies of diverse but connected subjects, including the marketization of the academy, regional reactions to globalization as expressed in the representational rhetoric of specific curricula, the role and place of civic education, comparisons between educational settings, pedagogies for a critical and ethical consciousness, corporate and state demands and their effects on academic freedom, and the positive potential of new communication technologies. In all these cases, the system of neoliberalism, or rather an uneven process of neoliberalisation, forms a backdrop to the particular issues discussed.

    Book SynopsisIn 2012, soon after his election to a third presidential term as president, following a four-year stint as prime minister (to avoid modifying the constitution), and in the wake of an unprecedented wave of popular protests, Vladimir Putin issued his May Decrees. Notable among them was the governments commitment to increase the salaries of doctors, scientific researchers and university teachers to double the average in their respective regions by 2018. But then on December 30 of that year, the government issued a road map for education, revealing that the salary increases in higher education would be paid for, not by significant new government funding, but by optimization, which would eliminate 44% of the current teaching positions in higher education. This was justified in part by a forecasted drop in student enrollment. Thus opened a new, accelerated period of reform of higher education. David Mandel examines the impact of these reforms on the condition of Russias university teachers and the collective efforts of some teachers, a small minority, to organize themselves in an independent trade union to defend their professional interests and their vision of higher education. Reservations' although an effective measure can be taken as a variety of measures designed to end the oppressive discrimination. A level playing field has to be created to not only facilitate empowerment for downtrodden but also social harmony for all in the segments. This book has been organized into twelve chapters and delves deep into the problem of social inequality and protective discrimination as a remedy to the profound evil existing in our society. The authors of Indian's governance or Constitutional Management thought that with the dedicated band of freedom fighters and rare efforts of Government the vulnerable sections of society would be brought to mainstream within the very short span of ten years. Those who were ignorant, illiterate and extremely poor were unable to reap the benefit of reservation. Moreover, everyone may not cherish for a Government job. The constitutional promise of the egalitarian society was to be achieved through the means of reservations based on caste in the field of public employment and education. The idea of egalitarian society was envisaged and incorporated into the Constitution of India, which came into force in 1950 and mandated 15% reservation from the scheduled castes (SCs), and the 7.5% for the scheduled tribes (STs). The OBC's who have faced unequal opportunities in the society necessitated governmental action for it in the form of 27% reservation. The implication of reservation for OBCs in the higher education is discussed at length in the later chapters. Other issues pertaining to reservation viz., the issue of women reservation, reservations in corporate sector, reservations for the disabled etc. are discussed at length in this book. This discourse on reservations in the private sector is gaining prominence which needs to be looked in depth for the upliftment of communities or individuals and have to go beyond the prism of reservations in the corporate sector. The idea of empowering women by making legal provisions of reserving one-third of seats for women in Parliament and State Assemblies have strengthened, yet many contradictory reactions have emerged on the Women's Bill from time to time.
