Book SynopsisThe Supreme Court in its last term by a vote of 6-3 invalidated a statute passed by Congress touching on the status of Jerusalem, affirming the U.S. Court of Appeals for the D.C. Circuit decision in Zivotofsky v. Secretary of State that the President''s power to recognise foreign sovereigns is exclusive and trumps Congress''s authority to regulate passports. The Court''s decision in Zivotofsky v. Kerry (Zivotofsky II) represents the first time the Court has struck down a congressionally enacted law on the basis of a separation-of-powers infringement involving a matter of foreign affairs. At the same time, the Court rejected the executive branch assertion that it has exclusive authority to conduct international diplomacy, while endorsing Congress''s ample authority to influence the nation''s foreign affairs. The implications the decision will have on Congress''s foreign affairs authority will likely depend on its interpretation by lower courts, as well as the two political branches. This book briefly describes legislative efforts to modify U.S. policy with respect to Jerusalem, in particular multiple enactments of the passport provision. The book next summarises the appellate court''s opinion finding the passport measure at issue unconstitutional. Turning to the Supreme Court decision, it presents brief synopses of the petitioner''s argument, the Secretary of State''s brief in response, and briefs of amici curiae submitted by the Senate and by some Members of the House of Representatives. The book then summarises the Supreme Court decision, including concurrences and dissents. Finally, the book concludes by suggesting possible implications of the decision with respect to Congress''s authority to influence foreign affairs.

In turn, the Department of Defense (DOD) has invested billions of dollars in "Building Partner Capacity," (BPC) a term that refers to a broad set of missions, programs, activities, and authorities intended to improve the ability of other nations to achieve those security-oriented goals they share with the United States. This book first seeks to build a common understanding of what, exactly, constitutes BPC by illuminating the various ways in which different USG components define it. In so doing, it charts the evolution of BPC in national strategy documents since the term was first coined in 2006. With that intellectual baseline established, it then explores whether BPC has proven an effective means by which the United States has accomplished its strategic objectives to which such programs have directed since World War II. Moreover, the book discusses Section 1206 of the National Defense Authorization Act (NDAA), which provides the Secretary of Defense with authority to train and equip foreign military forces for two specified purposescounterterrorism and stability operationsand foreign security forces for counterterrorism operations. The final chapter considers the European Commissions plans for the completion of the Economic and Monetary Union, from the British perspective in light of the speech made by the then British Prime Minister, the Right Honourable Margaret Thatcher MP, at Bruges in September 1988. The global financial crisis exposed vulnerabilities in the Economic and Monetary Union, which the Commission is attempting to address with plans for further integration. It is not clear that this is wholly in the interests of Europes citizens.

The first specific feature is as follows: unlike the previous industrial revolutions, when, despite certain companies' transition to new technologies, other companies -- due to the traditional thinking of society -- preserved the previous technological mode for a long time, the society progressed together with economy. Digital technologies transform not only the processes of production but also the processes of distribution and consumption of products. The growing demand for digital innovations is strong pressure on the market, which does not allow companies to remain aside from the Fourth Industrial Revolution. The second specific feature is that digitalization takes place in waves -- continuously and over-and-over again. This is the difference between the Fourth Industrial Revolution and the previous revolutions when the technological transition was momentary and single-step. Due to this specific feature, there emerged a hypothesis that the digital age could have not one but several industrial revolutions. Followers of this hypothesis suggest considering technological progress in the macro-scale, distinguishing the pre-digital age, which was the time of the first three industrial revolutions, and the digital age, which was opened by the Fourth Industrial Revolution. Regardless of the level of the view of the digital age, it is obvious that it requires continuous, step-by-step digital innovations. This book's contribution to the literature on digital innovations is due to offering a new scientific and methodological approach to managing innovative development in the digital age. The main feature of the new approach is active, continuous, and comprehensive interaction between government, society, and entrepreneurship. The advantage of the new approach is the increase of effectiveness of state and corporate management of innovative development, as well as accelerated and well-balanced adaptation of society to the digital age. It was only in the nineteenth century that economy came to mean the production and circulation of goods and services. At the same time, the term started to be used in an explicitly critical tone: references to moral economy were normally critical of modern forms of economy, which were purportedly lacking in morals. In our times, too, the morality of capitalism is often the topic of debate and controversy. Moral Economies engages in these debates. Using historical case studies from the eighteenth, nineteenth, and twentieth centuries the book discusses the degree to which economic actions and decisions were permeated with moral, good-vs-bad classifications. Book SynopsisDespite having an underdeveloped supporting infrastructure and limited resources, Kazakhstan was the first CIS country to require IFRS in 2004 for banks, and in 2005 for all public companies. What were the economic consequences of this important reform? In the 1990s, Kazakhstans capital market reforms mirrored those of Russia due to the two countries cooperating mode driven by a high level of resource interdependence and environmental uncertainty, following the collapse of the Soviet Union. Yet, by 2003, dependence on external donors (IMF, World Bank) took precedence over interdependence with Russia. As a result, Kazakhstan unilaterally proceeded with adoption of IFRS, while Russia backed up from this initiative. This study reports that Kazakhstans inflow of Foreign Direct Investments was the greatest among the CIS nations following the adoption of IFRS. In addition, in 200511, Kazakhstani public firms reporting quality was higher than that of the Russian public firms operating in a similar environment but exempt from the IFRS reporting requirement. Kazakhstan was the first CIS nation to repay its external debt ahead of schedule and to receive an investment grade from Moodys rating agency.
