NIAS Press Governing Civil Service Pay in China
Book SynopsisAs agents of the state, civil servants are central to public governance and socioeconomic development. In developing countries, it has been seen that an effective civil service pay system may provide strong incentives for better public service and rein in corruption whereas poor remuneration can fuel corruption and discontent among civil servants. Grappling with a well-functioning pay regime has challenged the PRC since its birth. Over the past decade, reforms have been implemented in the civil service pay system that are closely associated with legitimacy change (from an economy-based approach to welfare-based one), income distribution and central - local relations. However, these have led to a heated debate over the legitimacy, effectiveness and direction of these reforms. By examining this situation and the tug-of-war over remuneration among different players, this pioneering study deepens our understanding of China's reform process and its actors.Trade Review"While there are an increasing number of studies on the Chinese civil service system, important aspects of this system have not yet been subject to close investigation. This includes civil servants' salaries and non-monetary compensation. Alfred Wu remedies this lacuna by providing an overview of civil service pay in the People's Republic of China past and present. ... I do not hesitate to recommend Alfred Wu's much needed study. The book contains a wealth of factual information on the various civil service pay regimes in China and is very useful for anyone interested in how the civil servants, the backbone of Chinese government, are managed and remunerated." - Kjeld Erik Brodsgaard, Copenhagen Business School, in The China Journal, No. 75, 2015; "Civil service pay is not only a public economics topic related to public personnel and financial management, but also a controversial, highly sensitive subject deserving public debate. China is no exception. The academics (in China) have not accorded enough attention to this important public administration topic. ... Wu's book appears to fill in the gap." - Guang Zhang, School of Public Management, Xiamen University, in Journal of Public Administration, 5, 2015; "This interesting book focuses on a greatly under-explored topic of how the Chinese central government governs civil service pay. The author's fundamental arguments are that although central government has tried four waves of civil service pay reform since the foundation of the People's Republic of China in 1949, China still has not found a strong solution to align cadres' motives to better public services and curb over-corruption within the complexities of central-local relations. ... The major contribution of Wu's work is to enrich governance theory with experience from China and to deepen our understanding of endogenous tensions within China's public administration system. It is more about theoretical application than theoretical innovation, and it displays a rich collection of empirical evidence and statistical data to support its theoretical arguments." - Yongjing Zhang, University of Ottawa, in Political Studies Review 14 (1), 2016; "Wu's research not only explores human resources management in the Chinese government, but also the politics of contemporary China. ... this should be an interesting book for scholars working on public administration in China because civil service pay is a neglected subject area and the author's fieldwork offers valuable data." - Joseph Yu-Shek Cheng, Department of Public Policy, City University of Hong Kong, in Journal of Comparative Asian Development, 14(3), 2015.Table of ContentsPreface and acknowledgements 1. World Scientific Publishing Co Pte Ltd Serving Singapore: My Journey
Book SynopsisThis book by a pioneer generation civil servant is a fascinating and an engaging account of Singapore's spectacular development from a sleepy backwater village to a first world State within a single generation and defying, in the process, all odds against its survival. This story is unique in many ways and starts right at the beginning when Singapore became a self-governing State in 1959, the same year the author entered the civil service. The author's involvement and participation in the detailed planning of pioneering policies, the strategies adopted and their implementation at the ground level by many front line ministries and institutions, in which he has served for more than four decades, have given him a unique hands-on experience and observations derived in working from the inside — in areas ranging from slum clearance to representing the State overseas. The story also details how the cooperation between an honest and visionary leadership and the citizenry created an effective professional, proactive and productive public administration, which excelled in service delivery at home, and enabled the State to punch above its weight globally, overcoming at the same time many political, economic and security challenges, amongst others, and always ever mindful that nothing in the scheme of things can be taken for granted. The success achieved and the many lessons learnt therefrom have universal application and had attracted global interest. The story is very well illustrated with compelling and illuminating insights and richly complemented by the author's anecdotal observations throughout.

Springer Verlag, Singapore Social Values and Social Indicators: Essays in
Book SynopsisThe book is a collection of essays written since 2010, and dealing, in one way or another, with the place of values in economic analysis. The centrality of values in the collection is not surprising, given that the thematic concerns informing the essays in the book relate principally to methodological issues in economic enquiry, to the normatively constrained aggregation of personal preferences into collective choice, and to problems of logical coherence and ethical appeal in the axiom systems underlying the measurement of economic and social phenomena such as poverty, inequality and literacy. While many of the essays are more or less technical in nature, they are all explicitly motivated by considerations that go beyond the formalisms of presentation to an involvement with the role of moral reasoning in economic analysis. In particular, the essays emphasize the importance of ‘ought propositions’ in a science which is all too often regarded as being wholly and exclusively ‘positive’ in its orientation. The book should be of particular interest to researchers, students, and public policy makers.Table of ContentsChapter 1: “Instrumentalism” and Friedman’s Methodology: A Short Objection.- Chapter 2: A Sort of Paretian Liberalism.- Chapter 3: Liberty, Equality, and Impossibility: Some General Results in the Space of “Soft” Preferences.- Chapter 4: The Arrow Paradox with Fuzzy Preferences.- Chapter 5: Equality, Priority, and Distributional Judgements.- Chapter 6: Two Logical and Normative Issues Relating to Measurement in the Social Sciences.- Chapter 7: Social Groups and Economic Poverty: A Problem in Measurement.- Chapter 8: Reckoning Sub-Group Poverty Differentials in the Measurement of Aggregate Poverty.- Chapter 9: Poverty Measurement in the Presence of a “Group Affiliation Externality”.- Chapter 10: Revisiting the Normalization Axiom in Poverty Measurement.- Chapter 11: The Focus Axiom and Poverty: On the Co-existence of Precise Language and Ambiguous Meaning in Economic Measurement.- Chapter 12: Assessing Inequality in the Presence of Growth.- Chapter 13: Revisiting an Old Theme in the Measurement of Inequality and Poverty.- Chapter 14: Inequality Measurement with Subgroup Decomposability and Level-Sensitivity.

Springer Verlag, Singapore Macroeconomic Policy in India Since the Global
Book SynopsisThis book discusses the Indian economic crisis and brings out what went wrong and the correction necessary for getting the economy back to high growth trajectory, leading to economic transformation. To do so, the book covers trends in performance of Indian economy since the Global Financial Crisis to the COVID-19 effect, bringing out factors that have determined the same. The book questions the approach to macroeconomic policy of both the RBI and the government and brings out what it takes for macroeconomic policy to be supportive of high growth. It contains revealing contrasts with East Asia and China, although India has the same potential to grow with an expansion of manufacturing. Overall, it argues that macroeconomic policies (as much as structural, industrial, and trade policies) have been deficient and even good initiatives on the industrial policy and trade flounder for the lack of a strategic approach to macroeconomics. The book highlights the special opportunities present in an emerging economy with vast under and utilised labour and the macroeconomic policy initiatives that can take advantage of this key feature. It covers the macroeconomic data on growth using multiple indicators, then the external shocks and the internal policy measures/responses; besides, GVA/GDP, credit, exports, external transactions, interest and policy rates, yields, exchange rates, money, capital flows, indices of industrial sector, price indices and inflation, government expenditures, tax rates, fiscal deficits, market uncertainty measures to present a holistic picture of the economy and the shocks and policy actions that have followed. The book uses an innovative method of presentation and the consistency of the trends/stances of both monetary and fiscal policy using these large number of variables. It discusses the debate on overestimation of GDP/GVA growth estimates over the years from 2011-12 to about 2016-17 comprehensively. There is special coverage of GST with a comparison with China. Coverage also includes performance since the COVID-19 crisis again using a large number of indicators and an explanation for the same in terms of the limitations of the government’s initiatives to counteract. The book is a quick and ready reference of what has happened in macroeconomic terms to those interested in the relevant facts. It is of interest to international economists, policy analysts, and investors whose need to understand that the Indian economy in macroeconomic terms and in terms of the stances and penchant of the government and the RBI is of value.Table of ContentsChapter 1. Springer Verlag, Singapore Vanishing Borders of Urban Local Finance: Global
Book SynopsisThis book examines the emerging trends in vanishing borders of urban local government finance due to uncertain local tax and expenditure regimes. It analyzes the global developments with illustrations from state budgetary operations of the Indian federation. This trend has gained momentum due to concentration of population in cities and big towns as a consequence of globalization, leading to enhanced environmental vulnerability due to climate change. Expanding expenditure needs have not been corresponded by revenue regimes and transfers. Moreover, involving corporate sector in local area preference initiatives through mandatory corporate social responsibility (CSR) is an interesting development. It is expected to work as a local fiscal additionality to supplement locally provided civic and infrastructure services. This additionality may also evolve into public private partnerships at the local level. Such development however has the potential of displacing local government operations. The focus of the book hinges around critically examining setbacks to fiscal decentralization and challenges in improving the status of urban local finances to enhance fiscal autonomy of these governments, particularly in Indian scenario. The book also explores the possibility of an expanded role of local fiscal policy in the context of globalization and climate change, besides addressing the conventional responsibilities with respect to quality of civic services.Table of ContentsChapter 1: Background and Emerging Challenges.- Chapter 2: Theory of Fiscal Federalism and Local Fiscal Domain.- Chapter 3: Fiscal Decentralization and Local Area Corporate Social Responsibility.- Chapter 4: Globalization, Climate Change and Changing Face of Urban Public Finance.- Chapter 5: Undermining Conventional User Charges.- Chapter 6: Grants in Aid and Bailouts in Municipal Finance.- Chapter 7: Off Budget Activities and Autonomous Specific Purpose Boards.- Chapter 8: Institutional Constraints on Local Fiscal Mobilisation.- Chapter 9: Limitations of Environmental Federalism: State vs Local Expenditure.- Chapter 10: Potential Local Taxes and Prospects for Municipal Bonds.- Chapter 11: Summary and Conclusion.

Information Age Publishing It Can Be Done in Government: An Approach for
Book SynopsisIn this work titled, It Can Be Done in Government: An Approach for Improving Efficiency in the Public Sector, 2nd Edition, we attempt to provide a roadmap describing a simple approach for improving processes using teams. This book is ideal for process improvement initiatives, academic institutions, organizational change practitioners, public entities, and administrators and leaders seeking a practical approach for the promotion and implementation of organizational effectiveness. Throughout this handbook, the term process refers to a series of steps that create a product or service. Processes are different from projects. Projects have a beginning and an end. Processes are ongoing, cyclical, and rarely operate in isolation. They connect to or impact many other processes. An approach to improve these processes is the focus of this book.As a public sector leader, you are encouraged, more often than not, to have an external perspective looking outside, looking long term. You are told to keep your eyes on the horizon, spend time figuring out what the public or the customer wants, to pay attention to what other similar organizations are doing, build external partnerships, network, and analyze both the external opportunities and threats. The truth is, however, the leaders and organizations that stand out are those who, contrary to this traditional approach, aggressively look internally, with a balance, more likely, of 80% internal and 20% external, particularly within the public sector.
