Book SynopsisPersistent problems have left Illinois the butt of jokes and threatened it with fiscal catastrophe. The authors use their four decades of experience as public servants, Springfield veterans, and government observers to present a program of almost one hundred specific policy ideas aimed at rescuing the state from its long list of problems.Trade Review"Jim Nowlan and Tom Johnson are two of the most knowledgeable people in understanding Illinois state government as a result of their many years in and around Illinois government. Their new book, Fixing Illinois, is an excellent overview of the many problems facing Illinois, and more importantly, how to fix those problems. Fixing Illinois is a must read for anyone who cares about the future of Illinois." --Governor Jim Edgar"Fixing Illinois by James Nowlan and Thomas Johnson is a prodigious effort to diagnose the ailments of a fundamentally strong state and prescribe a wide range of measures to improve the accountability of government and diminish widespread perceptions of corruption. It is objective and reflects extensive research and the real-world experience of its authors. Fixing Illinois should be read by all concerned Illinois citizens and especially those who seek and occupy public office." --Senator Adlai E. Stevenson III"We are truly in a sad state of affairs, and the authors mince no words in describing the problems we face. . . . But the authors are not in such despair that they don't have a bounty of suggestions as to how we can recover."--Ronald D. • Unfulfilled Aspirations: Middle Power Politics in

C Hurst & Co Publishers Ltd Unfulfilled Aspirations: Middle Power Politics in

    5 in stock

Book SynopsisThe concepts and theories of what constitutes a 'Middle Power' have played a key part in explaining the identity, behaviour and foreign policy roles of many states in the international system, including the United Kingdom, France, Australia and Brazil. But, with a few exceptions, these frameworks have failed to travel to scholarship on the Middle East, despite the theoretical and empirical potential that they offer for understanding regional dynamics. The first of its kind, this volume addresses that major gap by interrogating the conceptual, theoretical and empirical underpinnings of the concept of 'Middle Power' at a regional level. Composed of nine chapters, 'Unfulfilled Aspirations' offers the conceptual and theoretical tools to examine 'Middle Powerhood' in the Middle East, as well as insightful empirical analyses of both 'traditional' Middle Powers in the region (Egypt, Iran, Saudi Arabia, Algeria) and new, aspiring ones (Qatar, the UAE). The contributors reveal that the Middle Powers of the Middle East have failed, despite their best efforts, to fulfill their regional aspirations.Trade Review'The greatest strength of [Unfulfilled Aspirations] is its clear and in-depth conjunction of theory and case-studies. Saouli’s edited volume is a timely study of an important subject for Middle East studies.' -- International Affairs

  • Oxford University Press Inc Institutionalizing Violence Strategies of Jihad

    Out of stock

Book SynopsisTrade ReviewJerome Drevon's Institutionalizing Violence is a remarkable piece of scholarship. It advances our theoretical understanding of Salafi groups' radicalization and de-radicalization, and the centrality of institutionalization to groups' strategic choices. Its empirical chapters, focused on Egyptian Salafi-Jihadi groups, are fascinating, the result of exceptional access to important figures in these organizations. Drevon also has a unique ability to breathtakingly tell their story. This book is a must read for students of social movements, terrorism studies, and the Jihadi movement. * Barak Mendelsohn, Haverford University *If we want to find new and more constructive ways of managing the threat stemming from jihadist militancy, we need to understand how jihadist organizations function. In this excellent book, Jérôme Drevon draws on unique material gathered through extensive in-country research in Egypt, and convincingly shows how different types of jihadist organizational patterns influence the groups' trajectories, including the chances for conflict termination and political accommodation. A must-read for anyone interested in jihadist militancy and the sociology of violence more broadly. * Isak Svensson, Uppsala University *Richly researched, considered, and incisive, Institutionalizing Violence is a work that not only deserves wide readership, but is one with which all serious researchers of jihadist movements must contend. Jerome Drevon's excellent scholarship and exceptional access to historical figures in Egypt's most influential jihadist groups combine here in a new study that provides unique insight into strategic decision making within militant organizations. For these reasons, this book is essential reading. * Leah Farrall, former senior counterterrorism analyst with the Australian Federal Police *In his remarkable book, Drevon (Geneva Graduate Institute, Switzerland) advances a well-grounded theoretical understanding of the radicalization and de-radicalization of Salafi groups and the centrality of institutionalization to the groups' strategic choices. Drevon's excellent book draws on unique materials gathered through extensive, in-country research in Egypt, which convincingly shows how different types of jihadist organizational patterns influence the trajectories of the groups, including their chances for conflict termination and political accommodation. This richly researched project is excellent scholarship because of the exceptional access Drevon had to historical figures in Egypt's most influential jihadist groups, which provides unique insight into strategic decision-making within militant organizations. * Choice *Table of ContentsTable of Contents Acknowledgements List of Illustrations List of Abbreviations Arabic Glossary Arabic Transliteration CHAPTER 1 Introduction 1.1. Open University Press Providing Quality in the Public Sector

    10 in stock

Book SynopsisThis book argues that if public services are to be âreformedâ or âimprovedâ, achieving the best possible quality of service is essential. It starts from the premise that citizens and users are the key âstakeholdersâ. They need to be consulted and involved at every stage. Within inevitable resource constraints, it is their needs, balanced with those of society, which must be met. Service providers need to change their culture and behaviour to make this happen. This book presents a straightforward and comprehensive model for understanding quality and putting it into practice. Existing quality philosophies and approaches are examined. Overviews of recent policy on quality in central and local government, in the health service, and in public service partnerships are included. Finally, five practitioners present practical âvignettesâ of citizen involvement, local partnerships, and quality improvement in health, housing and local government.Providing Quality in the Public SectorTable of ContentsPart I: Setting the scene1.Introduction2.The Public Policy contextPart II:The Theory3.The conceptual framework:stakeholders, values, objectives and definitions.4.Implementing quality5.Standards, monitoring and evaluationPart III: Learning from each other - overviews6.Quality in central government7.Quality in local government8.Quality in health9.Quality issues in partnership workingPart IV: Quality in Practice10.Quality from the citizen's perspective:campaigning, consultation and involvement11.Partnership and Participation:better government for older people in South Lanarkshire12.Making it work in health: a stakeholder model for quality management13.Making it work in housing:choice and need in social housing14. making it work in local government: experiences of Tameside MBCPart V: Conclusions15. • Cambridge University Press Rural Politics in India

    15 in stock

Book SynopsisThis book discusses the forms and dynamics of political processes in rural India with a special emphasis on West Bengal, the nation''s fourth-most populous state. West Bengal''s political distinction stems from its long legacy of a Left-led coalition government for more than thirty years and its land reform initiatives. The book closely looks at how people from different castes, religions, and genders represent themselves in local governments, political parties, and in the social movements in West Bengal. At the same time it addresses some important questions: Is there any new pattern of politics emerging at the margins? How does this pattern of politics correspond with the current discourse of governance? Using ethnographic techniques, it claims to chart new territories by not only examining how rural people see the state, but also conceiving the context by comparing the available theoretical frameworks put forward to explain the political dynamics of rural India.Table of ContentsList of tables; List of abbreviations; Acknowledgements; 1. Book SynopsisDo political leaders matter for development in Africa? Political leaders south of the Sahara have taken centre stage since countries in the region gained independence in the 1960s, yet a ''leadership trap'' soon emerged with power-holders overstaying in office and chronic instability caused by coups resulting in decades of disappointing developmental performances. The beginnings of change are found in political reforms of the early 1990s, with many sub-Saharan countries introducing multiparty elections and an increasingly regular succession of leaders. But what impact did the new mechanisms for selecting leaders have on the political stabilization of African states, on the growth of their economies, and on the welfare of ordinary citizens? Drawing on a new dataset called the Africa Leadership Change (ALC), this innovative analysis of political leadership in Africa investigates the distinct leadership dynamics of development processes across the region from 1960 to 2018, revealing how, Trade Review'The end of the Cold War set off a worldwide wave of democratization whose effects are still being catalogued and analyzed. How have Africa's new arrangements for choosing rulers, checking their power, and removing them by the will of the majority worked out? • Cambridge University Press Judges and Generals in the Making of Modern Egypt

    15 in stock

Book SynopsisWhy do authoritarian regimes survive? How do dictators fail? What role do political institutions play in these two processes? Many of the answers to these questions can be traced to the same source: the interaction between institutions and preferences. Using Egypt as a case study, Professor Mahmoud Hamad describes how the synergy between judges and generals created the environment for the present government and a delicate balance for its survival. The history of modern Egypt is one of the struggle between authoritarian governments, and forces that advocate for more democratic rights. While the military has provided dictatorial leaders, the judiciary provides judges who have the power to either support or stymie authoritarian power. Judges and Generals in the Making of Modern Egypt provides a historically grounded explanation for the rise and demise of authoritarianism, and is one of the first studies of Egypt''s judicial institutions within a single analytical framework.Trade Review'Mahmoud Hamad's Judges and Generals in the Making of Modern Egypt constitutes a well-told and well-argued story of how political institutions, especially courts whose independence should define their function, can be manipulated and coopted by autocratic forces. This insightful analysis provides a road map for comprehending the power of courts to legitimize authoritarian regimes and the limits of judicial empowerment.' Mary L. Volcansek, Executive Director, Center for Texas Studies at Texas Christian University'The book is a fascinating account of the role of the judiciary in modern Egyptian politics. As well as being of interest to those wanting to understand more about the particular history of the judiciary in Egypt, Judges and Generals in the Making of Modern Egypt provides more generalizable insights into the ways in which a degree of judicial independence can lend credibility to non-democratic governments. In particular it persuasively argues that the judiciary can be useful for an autocratic regime in providing an institutional foundation as a base for its longer-term survival. This book is an important point of reference for anyone interested in the relationship between judges and politicians in the context of non-democratic regimes.' Book SynopsisOne of the greatest challenges in the twenty-first century is to address large, deep, and historic deficits in human development. Democracy at Work explores a crucial question: how does democracy, with all of its messy, contested, and, time-consuming features, advance well-being and improve citizens'' lives? Professors Brian Wampler, Natasha Borges Sugiyama, and Michael Touchton argue that differences in the local robustness of three democratic pathways - participatory institutions, rights-based social programs, and inclusive state capacity - best explain the variation in how democratic governments improve well-being. Using novel data from Brazil and innovative analytic techniques, the authors show that participatory institutions permit citizens to express voice and exercise vote, inclusive social programs promote citizenship rights and access to public resources, and more capable local states use public resources according to democratic principles of rights protections and equal accesTrade Review'This important book documents the existence of a significant 'democracy advantage' in the form of Brazilian municipalities that have been able to improve a number of key social indicators by expanding participatory institutions, adopting rights-based social programs, and building local state capacity. Given the multiple crises that have beset Brazil's national-level politics in recent years, the publication of Democracy at Work is especially timely as a reminder that local actors can construct their own pathways to well-being.' Kent Eaton, University of California, Santa Cruz'Democracy at Work convincingly demonstrates that 'thicker democracy' really does improve social outcomes. Book SynopsisThe Senate is one of the two houses of the Congress, created in Article I, Section 1 of the US Constitution. The Senate has 100 members, who serve for 6-year terms with one-third of the seats up for re-election every two years. Every state has two Senators. Senators were originally elected by state legislatures, but the Seventeenth Amendment to the US Constitution, adopted in 1913, changed the system so that Senators would be elected by the people. The vice-president serves as the presiding officer over the Senate, although he does not serve on any committees and is restricted to voting only in the event of a tie. The structure of the Senate, its longer term than the 2 years of Representatives and its history have resulted in a very powerful political structure. This new book sheds light on the structure and operating procedures of this very important deliberative yet dynamic body.

Australian Scholarly Publishing Northern Dreams: The Politics of Northern Development in Australia

    1 in stock

Book SynopsisNorthern Australia is rediscovered by each new generation of Australian politicians. Dams, mines, large transport projects, a food bowl for Asia and many other projects are promised and sometimes delivered, but then the political momentum fades away and the focus of attention turns to other issues. What is often missing in discussion is the region’s long history of nation-building initiatives and proposals, stretching back to 1901. Without this knowledge we are likely to repeat the mistakes of the past.Northern Dreams brings to life the passionate arguments about Northern Australia’s national significance and analyses the political debates that have periodically drawn the public’s attention northwards. It also highlights the role that Australian politicians such as Gough Whitlam, Ben Chifley, Robert Menzies and Bob Hawke played in shaping northern development policies to suit their times. Northern Dreams is the definitive history of the politics of northern development in Australia.

Book SynopsisWe are constantly growing older, and there are an increasing number of elderly people living with dementia who are merely being "taken care of". There is no question that we need alternatives to the established procedures. What can we do to create spaces where we can stay in life - rather than just staying alive? How can we turn the individual environments of people with and without dementia into "places of human warmth"?In Germany, initiatives attempting to answer these questions are on the rise: Committed individuals from politics, art, churches, social and volunteer work etc. are creatively working towards dementia-friendly communities. In this book, three authors, intimately familiar with the topic, explore initial movements, obstacles, and first approaches.

Book SynopsisThe implementation of the Marshall Plan in Denmark gave rise to serious conflicts between the Social Democratic government and the opposition -- and between the government and the business community. Vibeke Sørensen portrays the deep disagreement that existed regarding Danish economic policy in the post-war period, analysing also how this political disagreement characterised the Danish implementation of the plan. On the basis of thorough source studies, Sørensen questions the up until now appreciatory evaluation of the importance of the Marshall Plan for the Danish society. On one hand, the implementation played a role in initiating structural changes in the Danish economy, with the plan itself complementing the social democratic reconstruction policy during the first few post-war years. On the other hand, the social democratic government failed in its effort to create consensus regarding more stringent control of economic policy and recognition of the necessity of an industrialisation policy. As a result, the Marshall Plan had only limited success in Denmark.

    3 in stock

Book SynopsisThe concept of good governance in South Asia poses a challenge at the implementation level, mainly due to ethnocentricity, regional disparities, division between poor and rich, and rural and urban division among the people. Concepts such as decentralization, citizen engagement, lean public service, privatization, autonomy, public-private partnership may work well in developed countries but may not produce the same results in the region where the majority of poor people expect their government to fulfill their basic needs. Governance in South Asia needs to be reformed to ensure that poverty can be reduced, if not completely eradicated. Poor governance and the various means by which governance has fallen short, has led to lack of development and continuance of poverty in South Asian societies. South Asian countries have more or less similar objectives, structures, value systems, cultures, and standards of governance despite different forms of government.

Book SynopsisThe Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German, and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart''s theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation.
