Book SynopsisConventional methods and models for spatial data analysis are based on 'hard' (quantitative, cardinally-measured) information. Approaches such as location-allocation models, optimization models, entropy models, spatial assignment models and regional growth models all re flect the past trend to cast complex and multidimensional spatial interaction patterns in the framework of a cardinal metric system. In recent years, significant progress has been made in the analysis of 'soft', qualitative or categoricaily-measured data. In the fields of both parametric and non-parametric statistics and econometrics, a wide variety of techniques and models have been designed which treat qualitative variables in an appropriate manner. All these methods and techniques aim at taking into account the limitations caused by measuring variables on a non-metric scale, and try to avoid ~he use of non-permissible numerical operations on qualitative variables. Book SynopsisThe potato (Solanum tuberosum L) has a high potential to raise smallholder income and improve food security in Eastern Africa. Improving the quality of seed potatoes can contribute to increasing its productivity. Few seed potatoes are currently sourced from specialised multipliers, as farmers largely rely on farm-saved seed potatoes. This often makes economic sense in the absence of affordable high quality seed potatoes and limited market security. Seed potato system interventions need to address the quality of specially multiplied and farm-saved seed potatoes simultaneously. Here it is shown that positive selection, the selection of healthy looking mother plants for the production of seed potatoes by ware potato farmers, can contribute to improving seed potato quality. When looking back an essential success factor of the research trajectory was the researchers'' room to manoeuvre and immerse in partnerships with practitioners, while innovation was made the central objective, rather than research results. The experience shows that it is worthwhile to search for opportunities for incremental innovation and that these can be of a surprising simple nature. For an effective contribution to innovation the mandate of research needs to allow for the active engagement in training, communication and scaling-up.

Book SynopsisThe economic crisis of 2008–2009 signaled the end of the Post-Washington Consensus on restricting the role of the state in economic and development policy. Since then, state ownership and state intervention have increased worldwide. This volume offers a comparative analysis of the evolution of direct state intervention in the economy through state-owned companies in Austria, Brazil, France, Germany, Hungary, Poland, Turkey, Singapore, and Slovenia. Each case study includes substantial explanations of historical, cultural, and institutional contexts. All the contributors point to the complex nature of the current revival in state economic interventions. The few models that are successful cannot hide the potential problems of excessive state intervention, linked to high levels of moral hazard. State-owned enterprises are primary tools of market and price manipulation for political purposes. They can be used outright for rent seeking. Yet state-owned enterprises can also play important roles in prestigious national initiatives, like major public works or high-profile social and sports events. Book SynopsisThis monograph argues that although the United Wa State Party (UWSP) has been branded by the international community as a "narco-trafficking army," the organisation has an ethnic nationalist agenda whose aim is to build a Wa state within Burma. The UWSP is not innocent of narcotics-related crimes, but few conflict parties in Burma can claim to have clean hands. The weak capacity of the UWSP leadership has prevented it from developing a clear vision of how to develop a Wa state. Although the UWSP has promoted Wa nationalism, the population under its control is not mono-ethnic. The UWSP has implemented a ban on opium cultivation to comply with international pressure. It has called for international aid to offset the impact of the ban, but so far not enough assistance has come through. The organisation has relocated thousands of Wa villagers to the Thai border area, displacing part of the original Lahu, Akha, and Shan populations and aggravating ethnic tensions.Relations with the government remain tense, and peace has not been achieved. It is unlikely the UWSP will agree to disarm until some of its basic demands have been met. The United States has indicted eight UWSP leaders on drug trafficking charges. Thailand sees the UWSP as a security threat and accuses it of producing amphetamines. China has a better relationship with the UWSP and has given support and technical advice to the organisation. The drug trade is controlled by powerful ethnic Chinese syndicates that have no interest in conflict resolution and state building. Demonising and isolating the UWSP will make the organisation more dependent on them, and will obstruct reconciliation efforts in Burma.

China’s behaviour since 2009 convinced the United States that China is a revisionist power seeking to impose an authoritarian model of governance in Asia which, if successful, would end the rules-based order in the Indo-Pacific as well as endanger US security and vital trade interests.The new US FOIP strategy initiative seeks to engage like-minded nations in economic, security (both traditional and non-traditional), and political governance partnerships to construct a collaborative and scalable network of relations that will be able to respond flexibly to meet a wide range of stakeholder needs and regional contingencies across the Indo-Pacific region.The United States occupies a peak organizing role in this network and works with a hierarchy of partners distributed throughout the vast Indo-Pacific to meet the economic, security, and governance capacity needs of network members at any level. The rules-based order is the “operating system” of this network approach, and so the network itself sustains the rules-based order for its members as a collective good. FOIP is more like a club that generates rules-based order benefits for its members and as such has little in common with Cold War bloc politics and containment strategy.Bearing in mind that FOIP is only in its start-up phase and is likely to gather momentum going forward; that the elements of this network strategy are already in place; and that the United States and its main FOIP partners together have considerable material, organizational, and soft power resources, one may say that its prospects for long-term sustainability and success are not bad.

Book SynopsisBeginning in 2005 as a small electoral reform committee, the Coalition for Clean and Fair Elections – or Bersih – soon became Malaysia’s most prominent social movement, mobilising five mass demonstrations on the streets of Kuala Lumpur and other cities at home and abroad, and becoming a prominent voice not only for electoral form, but against corruption and authoritarianism. ISEAS Non-State Chinese Actors and Their Impact on
Book SynopsisInternational relations scholarship and the popular media tend to portray China as a great power with hegemonic designs for Southeast Asia. Moreover, studies on Chinese influence in Southeast Asia predominantly focus on the Chinese state. This paper argues that Chinese non-state actors and their daily encounters with local communities in Southeast Asia deserve equal attention as these interactions evidently produce friction at both the society-to-state and state-to-state levels. The influence of Chinese non-state actors in Southeast Asia can be illustrated with three examples, namely, Chinese tourism operations in Thailand, Chinese market demand and agricultural transformations in Myanmar, and Chinese gangs within the casino economy in Cambodia. Thailand has recently become a top tourist destination for Chinese nationals. This has cultural implications as those involved in the tourism industry need to have Chinese language skills. The economic implications include increased competition and decreased accountability as Chinese tour companies have set up in Thailand using Thai locals as nominees. Bilateral relations also soured after a boat carrying Chinese tourists capsized in Thailand. As global prices of corn rose in 2011 and 2012, areas in Myanmar close to the Chinese border have increased corn cultivation to meet Chinese demands for that crop. Consequentially, there has been a rise in crime rate involving online scams and deteriorating public security. Despite the Chinese government encouraging the Cambodian government to enforce a ban on online gambling, the actions of non-state actors from China continue to be associated with the Chinese state as a whole and there is rising resentment towards the Chinese in Cambodia. The COVID-19 pandemic has temporarily halted cross-border trade between China and mainland Southeast Asia. This has negatively affected local farmers who are dependent on the Chinese market.
