Any analysis of Vietnam's state-society relations needs to recognize and demonstrate both elements of dominance and accommodation, as well as specify the context in which either or both are seen. Alone, neither is adequate. In particular, the idea of the ""state"" needs to be disaggregated because ""state"" is not a singular actor that is coherent or uniform through time and space. To demonstrate how state-disaggregation can make our view more nuanced, this book analyses state-society interaction at the ward level of Hanoi, an urban local authority.

    Book SynopsisThis monograph argues that although the United Wa State Party (UWSP) has been branded by the international community as a "narco-trafficking army," the organisation has an ethnic nationalist agenda whose aim is to build a Wa state within Burma. The UWSP is not innocent of narcotics-related crimes, but few conflict parties in Burma can claim to have clean hands. The weak capacity of the UWSP leadership has prevented it from developing a clear vision of how to develop a Wa state. Although the UWSP has promoted Wa nationalism, the population under its control is not mono-ethnic. The UWSP has implemented a ban on opium cultivation to comply with international pressure. It has called for international aid to offset the impact of the ban, but so far not enough assistance has come through. The organisation has relocated thousands of Wa villagers to the Thai border area, displacing part of the original Lahu, Akha, and Shan populations and aggravating ethnic tensions.Relations with the government remain tense, and peace has not been achieved. It is unlikely the UWSP will agree to disarm until some of its basic demands have been met. The United States has indicted eight UWSP leaders on drug trafficking charges. Thailand sees the UWSP as a security threat and accuses it of producing amphetamines. China has a better relationship with the UWSP and has given support and technical advice to the organisation. The drug trade is controlled by powerful ethnic Chinese syndicates that have no interest in conflict resolution and state building. Demonising and isolating the UWSP will make the organisation more dependent on them, and will obstruct reconciliation efforts in Burma.

    Book SynopsisInternational relations scholarship and the popular media tend to portray China as a great power with hegemonic designs for Southeast Asia. Moreover, studies on Chinese influence in Southeast Asia predominantly focus on the Chinese state. This paper argues that Chinese non-state actors and their daily encounters with local communities in Southeast Asia deserve equal attention as these interactions evidently produce friction at both the society-to-state and state-to-state levels. The influence of Chinese non-state actors in Southeast Asia can be illustrated with three examples, namely, Chinese tourism operations in Thailand, Chinese market demand and agricultural transformations in Myanmar, and Chinese gangs within the casino economy in Cambodia. Thailand has recently become a top tourist destination for Chinese nationals. This has cultural implications as those involved in the tourism industry need to have Chinese language skills. The economic implications include increased competition and decreased accountability as Chinese tour companies have set up in Thailand using Thai locals as nominees. Bilateral relations also soured after a boat carrying Chinese tourists capsized in Thailand. As global prices of corn rose in 2011 and 2012, areas in Myanmar close to the Chinese border have increased corn cultivation to meet Chinese demands for that crop. This has led to deforestation in these areas. Chinese gangsters fleeing their government’s crackdown in China have settled down to operate in the casino economy in Cambodia. Consequentially, there has been a rise in crime rate involving online scams and deteriorating public security. Despite the Chinese government encouraging the Cambodian government to enforce a ban on online gambling, the actions of non-state actors from China continue to be associated with the Chinese state as a whole and there is rising resentment towards the Chinese in Cambodia. The COVID-19 pandemic has temporarily halted cross-border trade between China and mainland Southeast Asia. This has negatively affected local farmers who are dependent on the Chinese market.
