But a flat tax is not necessarily a simple tax, and flat means more for most taxpayers: a rise in middle-class taxes to finance tax cuts for the rich. Is there another choice? Poverty in those countries have intensified as they struggle under the burden of an enormous external debt. Moreover, the world financial system has been disrupted by the prospect of widespread defaults on those debts.
