    Book SynopsisPuerto Rico lies approximately 1,000 miles southeast of Miami and 1,500 miles from Washington, DC. Despite being far outside the continental United States, the island has played a significant role in American politics and policy since the United States acquired Puerto Rico from Spain in 1898. On 20 September 2017, Hurricane Maria made landfall in Puerto Rico as a Category 4 storm with sustained wind speeds of over 155 miles per hour. At that time, the Commonwealth of Puerto Rico was already in recovery mode following the glancing blow struck by Hurricane Irma on 6 September 2017, which left 70% of electricity customers without power. Chapter 1 deals with the challenges to recovery in Puerto Rico and the role of the Financial Oversight and Management Board. Even before the 2017 hurricane season, Puerto Ricos electric power infrastructure was known to be in poor condition, due largely to underinvestment and the perceived poor maintenance practices of the Puerto Rico Electric Power Authority (PREPA).Chapter 2 focuses on the recovery of Puerto Rico from the hurricanes, and the restoration of power. The two hurricanes that hit may have been historic, but they exposed a state of affairs in Puerto Rico that existed well before any of the hurricanes made landfall. Decades of mismanagement led to a paralyzing debt burden. Chapter 3 describes the factors that contributed to Puerto Ricos financial condition and levels of debt and federal actions that could address these factors. Chapter 4 examines the economic conditions in Puerto Rico as of the end of 2016, and (2) assesses the potential effects of applying the 2016 Overtime Rule to Puerto Rico. Chapter 5 provides policy and historical background about Puerto Ricos political status -- referring to the relationship between the federal government and a territorial one. Congress has not altered the islands status since 1952, when it approved a territorial constitution.

Congress established the Chief Information Officers (CIO) position to serve as an agency focal point for IT to address these challenges. Recognizing the importance of the CIO position to successful IT management a government-wide review of CIO responsibilities was conducted. The objective of chapter 1 is to determine the extent to which agencies have addressed the role of the CIO in accordance with federal laws and guidance, and major factors that have enabled and challenged agency CIOs in fulfilling their responsibilities to carry out federal laws and guidance. The Federal Information Technology Acquisition Reform Act (FITARA) provided an opportunity to strengthen the authority of CIOs to provide needed direction and oversight of agencies'' IT budgets. Chapter 2 addresses the extent to which selected federal agencies established policies and procedures that address IT budgeting requirements, could demonstrate that they had developed fiscal year 2017 IT budgets for sampled investments consistent with FITARA and OMB guidance, and implemented processes to ensure that annual IT budgets are informed by reliable cost information.

The "New" Turkey, although a connotation used frequently for a new beginning of politics followed by each political power, has been attributed to a symbolic value by the current political power, AKP. The "New" Turkey has a bipolar meaning in Turkish politics: One that is strongly defended and supported by the current political power to maintain the historical bond between the Ottoman heritage, a mixture of Turkish culture and Islamic identity, and the Turkish republic, therefore to reinstate the Ottoman understanding among the people through state institutions while challenging the secular and Kemalist side, which resists losing the "old" Turkey's Kemalist identity. Political, social and economic transformations are visible in daily and social life in Turkey toward Turkish-Islamic synthesis. Such a visibility is of concern for both polarized sides in Turkey. The "conservative democrat" AKP is deeply keen on bringing back the "national" and "local" philosophy of culture, production, technology and identity while protecting their "own" and "othering" those who do not agree with the AKP, securitizing the opposition who disregard the Ottoman heritage and who states the Turkish Republic was founded from a scratch. This book focuses on the political regime transformation, social problems such as aging and nation, economic problems such as import and export destinations during the third term of AKP, when they officially started to name it "New" Turkey. Although the "New" Turkey is very often used to denote a state culturally and ideologically conservative, it is also a term to utter a regional power, which centers itself in the world politics. Today, the biggest question is whether Turkey is going to manage to undo polarization of the society while maintaining development. Whether legislative, oversight, investigative, or a combination of these, all hearings share common elements of preparation and conduct. House Rule XI sets down many of the regulations to which committee hearings must conform, including the quorum requirement, advance submission of witness statements, the opportunity for minority party members to call witnesses of their choosing, the five-minute rule for questioning witnesses, witness rights, the process for issuing a subpoena, the procedure for closing a hearing to the public, and the broadcast of hearings and media behaviour. Committees have broad latitude in how they hold hearings, in part because they adopt their own rules of procedure. These rules may amplify and supplement House rules, but cannot contravene them. Customs of committees not embodied in rules also vary considerably among committees. Committees usually plan extensively for hearings. On the day of a hearing, a committee needs a quorum to conduct business. While most hearings are open to the public, a committee may vote to close a hearing for a reason specifically stated in House rules.
