Cambridge University Press Emigration States
Book SynopsisGuestworker migration has become an increasingly prominent feature within the economic landscape of the Asia-Pacific. Longstanding regional disparities have underscored the emergence of fragile remittance economies where a structural reliance on labour-export has offered an unsustainable ''fix'' for stubborn developmental challenges. Combining political-economic and Foucauldian frames of analysis, this Element reconciles the macroeconomic contradictions of remittance economies with the political logics bound up in emigration policymaking, contending that new modalities of governance have emerged in the transition from developmental to emigration states. Comparing the policy histories of four diverse remittance economies in the region ? Myanmar, the Philippines, Samoa, and Sri Lanka ? it frames emigration policies as complex, inward-facing interventions that simultaneously promote and constrain mobility to address counterpoised economic and political pressures. Important variations are explored though the example of gendered migration bans, whereby emigration states have situated women''s bodies as sites for resolving contextually specific social tensions accompanying labour-export.

Cambridge University Press When Nations Cant Default
Book SynopsisThis book explores the economic effects of war reparations, with a focus on how sovereign debt has financed the transfers. Results have varied: from quick repayments of large reparations to catastrophic economic crises. The occurring theme across the book has been that enforcement of debt contracts has important consequences.Trade Review'War reparations are often viewed solely through the lenses of German reparations following World War I. Simon Hinrichsen's carefully researched book shows that war reparations are not only common but that the German experience in terms of repayment is more the exception than the rule. By framing the reparations issue in the sovereign debt literature, the book offers new insights into the political and economic aspects of war reparations.' Kim Oosterlinck, Professor of Finance, Université libre de Bruxelles'War reparations has been a topic of considerable contemporary debate given the ongoing Russia-Ukraine conflict. Yet, much of the discussion has been remarkably bereft of an understanding of how these issues were tackled in the past. This book is a wonderful treatment of the history, economics and politics of war reparations and, hopefully, will result in the contemporary debates becoming more sophisticated. I teach classes on Reparations and Sovereign Debt and this book has already, even in draft form, proved to be an invaluable resource.' Mitu Gulati, Professor of Law, University of Virginia'In this insightful book, Hinrichsen analyses how and, more importantly, why war reparations have been paid, restructured, repudiated or simply ignored over the last two centuries. War reparations are unlike all other types of sovereign debt. If wars of aggression were exclusively a feature of earlier centuries, Simon Hinrichsen's book would be a fascinating study of how the monetary reparations payable to the victors in those conflicts were eventually handled. But as Russia's invasion of Ukraine in 2022 demonstrates, unprovoked aggression is not confined to earlier centuries and the international community may soon need to grapple, yet again, with the issue of war reparations.' Cambridge University Press U.S. Innovation Inequality and Trumpism
Book SynopsisPresident Trump embraced economic populism centered on trade protectionism, restrictions on international capital and technology flows, and subsidies for American raw material providers and domestic manufacturers. More innovative US counties roundly rejected this economic paradigm: Voters in innovation clusters of all sizes and across the country repudiated Trumpism in both 2016 and 2020. Trump''s tariffs and attacks on global supply chains, restrictions on visas for skilled foreign workers, and his overall hostility toward high-tech sectors threatened the innovative firms that motor these places'' economies. Trump was different in degree but not kind from previous American populists such as Jennings Bryan and Perot: they too exploited innovation inequality, but were less successful because, before the digital revolution, the industrial organization of American technological progress was not rooted in vertically disintegrated global supply chains. Thus, populism may not only be about resentment toward elites and experts but threaten innovation.

Cambridge University Press Economies of the Inca World
Book SynopsisThe Inca Empire (c. 1400?1532) was the largest Indigenous state to develop in the Americas, spanning the extraordinarily rich landscapes of the central Andes. Scholarly approaches to Inca-era economies initially drew on Spanish colonial documents that emphasized royal resource monopolies, labor tribute, and kin-based land tenure. Anthropologists in recent decades have emphasized local economic self-sufficiency and the role of reciprocity in Inca economics. This Element adds to the existing literature by reviewing recent archaeological research in the Inca capital region and different provinces. The material evidence and documents indicate considerable variation in the development and implementation of Inca political economy, reflecting an array of local economic practices that were tailored to different Andean environments. Although Inca economic development downplayed interregional trade, emerging evidence indicates the existence of more specialized trading practices in Inca peripheral regions, some of which persisted under imperial rule.

Cambridge University Press Above Politics Bureaucratic Discretion and Credible Commitment Political Economy of Institutions and Decisions
Book SynopsisEconomic development requires secure contract enforcement and stable property rights. Normal majority-rule politics, such as bargaining over distributive and monetary policies, generate instability and frequently undermine economic development. Above Politics argues that bureaucracies can contribute to stability and economic development, but only if they are insulated from unstable politics. A separation-of-powers stalemate creates the conditions for bureaucratic autonomy. But what keeps delegated bureaucrats from being more abusive as they become more autonomous? One answer is the negotiation of long-term, cooperative relationships - that (when successful) typically bind subordinates to provide more effort in exchange for autonomy. Even more compelling is professionalism, which embeds its professional practitioners in professional norms and culture, and incidentally mitigates corruption. Financial examples are provided throughout the book, which ends with an analysis of the role playeTrade Review'The significant new book, Above Politics, by Miller and Whitford, combines eloquent political theory with engaging examples and sophisticated analysis. In the tradition of the Federalist Papers, it provides a persuasive argument about the most important institutional design issues facing democracy today.' Jack H. Knott, University of Southern California'We want our government agencies to be politically accountable. Yet we also want them to have autonomy, so they can utilize their professional expertise to make good decisions. In their lucid, engaging analysis, Miller and Whitford show how the incentives of both politicians and bureaucrats affect the balance between accountability and autonomy. It is a splendid scholarly achievement.' Charles Shipan, University of Michigan'More thoroughly than anyone before them, Miller and Whitford teach us that politicians cannot commit to keep their hands off of agencies even when to do so would benefit all of us. A rigorous defense of agency independence and professionalized administration.' Dan Carpenter, Harvard University'This theory-based, theory-driven work masterfully weaves analyses and examples that help demonstrate myriad ways bureaucracies can provide stability to government while enhancing economic development - as long as they are permitted to operate as they need to - while politicians (and the public) regularly question whether bureaucrats are neutral while gaining autonomy … Summing Up: Highly recommended. Upper-division undergraduates through professionals.' W. Miller, ChoiceTable of Contents1. Introduction; 2. The moral hazard of bureaucrats and politicians; 3. Political moral hazard and credible commitment; 4. Political moral hazard and bureaucratic autonomy; 5. 'Above politics': the separation of powers and bureaucratic autonomy; 6.
