  • The Character of Petroleum Licences: A Legal

Edward Elgar Publishing Ltd The Character of Petroleum Licences: A Legal

Book SynopsisThis innovative book explores the legal character of petroleum licences, a key vehicle governing the relationship between oil companies and their host states. Examining the issue through the lens of legal culture, it illustrates why some jurisdictions exert strong state control and others only minimal.Critically investigating the nature of a petroleum licence, the book analyses whether it is a mere administrative right, a contract or something more akin to property rights. Chapters examine recent developments, such as the UK's strategy of maximizing economic recovery and the opposition to drilling for oil in Norway and Australia. Outside of Western petroleum jurisdictions, the book also explores several long-established jurisdictions including Russia and Mexico, as well as emerging jurisdictions, such as China and Uganda. Taking a contextual and system-oriented approach, it reveals the preconditions of the petroleum licence regime and offers a critical insight into the reasons behind alterations to the terms of the licences.Encompassing a wide variety of legal cultures and experiences, this thought-provoking book will prove to be a valuable resource for academics and students of energy law, particularly those with an interest in state regulation. It will also provide useful insights for industry-based practitioners.Table of ContentsContents: Acknowledgements viii 1 Introduction 1 Jørn Øyrehagen Sunde and Tina Soliman Hunter 2 Characterisation of Australia’s petroleum licences: property capable of acquisition on ‘just terms’? 16 Tina Soliman Hunter 3 The legal character of petroleum licences in the United States of America 51 John Lowe 4 The legal character of petroleum licences in Canada 72 Nigel Bankes 5 The legal character of petroleum licences in Uganda 95 Emmanuel Kasimbazi 6 Petroleum licences – a legal culture perspective: the United Kingdom 119 Greg Gordon and John Paterson 7 Oil and gas licences – a legal nature perspective: the Netherlands 139 Martha Roggenkamp 8 Legal character of petroleum licences under Norwegian law 159 Ernst Nordtveit 9 Russia: legal culture and character of Russian petroleum licences 186 Irina Fodchenko 10 The Mexican petroleum licence of 2013 207 Guillermo J. • Russian Oil Companies in an Evolving World: The

Edward Elgar Publishing Ltd Russian Oil Companies in an Evolving World: The

Book SynopsisThis book examines Russia's capacity to respond to a changing world through the lens of the country's oil industry. Against a backdrop of social, political and climatic change, Indra Overland and Nina Poussenkova present a systematic analysis of how modern energy developments in the form of shale oil, offshore oil and the global energy transition are handled. The book profiles Russia's five largest oil companies - Rosneft, LUKOIL, Gazprom Neft, Surgutneftegas and Tatneft - which are vital channels for much of Russia's income and constitute the backbone of the Russian economy. It explores the importance of the petroleum sector to Russian society, the place of Russian oil and gas in the world's energy supply and the rapid pace of change in the global energy industry. In doing so, it offers insights into internationalization, oil price fluctuations, corporate social responsibility and the impact of Western sanctions against Russia. This is an important read for scholars working on the Russian economy and energy business, particularly corporate social responsibility, organisational change and politics. It will also be a helpful reference tool for anyone working on the global petroleum sector who needs an update on the world's largest energy exporter. Trade Review‘The book scrutinizes the history of the oil business in post-Soviet Russia in a very thorough way; it encapsulates a breathtaking amount of details on production volumes and ownership changes, as well as networks of power in today's Russia.’ -- Veli-Pekka Tynkkynen, The Russian Review‘The authors have excelled in explaining, illustrating, and analyzing the evolution and operation of Russian oil companies in the changing and evolving markets in the post-Soviet era. Through clarity, insight, and comprehensive research, the authors have bought together diverse sources to deliver a book that is simple to read, far-reaching in its consideration, and brilliant in its delivery. This is a book for a diverse range of readers, from oil and gas executives, scholars of Russia and its economy, capitalists and socialists, Russophiles, to those interested in change and responses to such changes.’ -- Tina Soliman-Hunter, Eurasian Geography and Economics'The two authors, who are both experts in this field, have provided a comprehensive analysis of the key players in the Russian oil industry which should be of interest to anyone with an interest in the political economy of this fascinating sector. • The Political Economy of Iraq: Restoring Balance

Edward Elgar Publishing Ltd The Political Economy of Iraq: Restoring Balance

Book SynopsisThe second edition of The Political Economy of Iraq is as comprehensive and accessible as the first with updated data and analysis. Frank R. Gunter discusses in detail how the convergence of the ISIS insurgency, collapse in oil prices, and massive youth unemployment produced a serious political crisis in 2020. This work ends with a discussion of key policy decisions that will determine Iraq’s future. This volume will be a valuable resource for anyone with a professional, business, or academic interest in the post-2003 political economy of Iraq.Trade Review‘Frank Gunter has written an outstanding book covering the full spectrum of Iraq’s political economy with sufficiently detailed descriptions and analysis to allow for sound policy recommendations. Much has changed, and not all for the best, since the first edition, but Frank continues to provide the same unique perspective, that of an expert who combines theory with actual on-the-ground in Iraq experience, that is sorely needed for understanding Iraq’s political economy.’ -- Ahmed Tabaqchali, AFC Iraq Fund and The American University of Iraq-Sulaimani, Iraq‘Frank Gunter provides an excellent guide to the fundamentals of Iraqi political economy, assessing the principal barriers to political and economic progress, and offering solid recommendations for overcoming those obstacles. It is both comprehensive and comprehensible and, in those two regards, probably has no rival in the field.’ -- Alan Luxenberg, Former President of the Foreign Policy Research Institute, US'This most thoughtful treatise is another example of Frank Gunter's intellectual discipline and fine analytical mind, writing on Iraq, a country he has studied for many years. He combines objective and informed narrative with a comprehensive understanding of the challenges facing the country, but underlying the whole work is a care and concern for the future wellbeing of the country, one which he and I both respect and honour.' -- Baroness Nicholson of Winterbourne, President, The Iraq Britain Business Council, UK'Frank Gunter has written the definitive account in English of the contemporary Iraqi economy... Following a brief history and overview, chapters cover social indicators, corruption, macroeconomic policy, state-owned enterprises, entrepreneurship, oil agriculture, banks, infrastructure, and international trade. The scope of overage and degree of detail is matched by clear exposition and thoughtful analysis... While his optimism about and affection for Iraq is obvious, he is refreshingly blunt about the systemic problems often downplayed in reports from international organizations…Essential.' -- Review of first edition in Choice MagazineTable of ContentsContents: Preface 1. • The Law on Petroleum Unitization: Legislating for

Edward Elgar Publishing Ltd The Law on Petroleum Unitization: Legislating for

Book SynopsisThis comprehensive book addresses both the principles and practicalities of petroleum unitization by mapping out the evolution of and rationale for unitization in legislation and by providing much-needed guidance on the formulation of a legislative framework for effective regulatory governance of the unitization process. Drawing on his own extensive experience of the global petroleum industry and his insights into petroleum unitization in some 90 jurisdictions worldwide, Paul F. Worthington discusses the key elements of legislation for incorporation into petroleum unitization statutes, implementing regulations and production contracts. He provides a basis for legal drafting at all levels of this tripartite legislative framework as well as guidelines for compliance with good international petroleum practice. The Law on Petroleum Unitization: Legislating for Effective Regulatory Governance will prove essential reading for legal practitioners working in government ministries with a responsibility for energy affairs as well as for energy regulators, energy companies and those legal firms who provide unitization advice. Petroleum consultancies, negotiators and energy policy advisers within professional bodies and academia will also benefit from this book's thorough and incisive treatment of the subject matter. Trade Review'Paul F. Worthington's extensive research has produced this important work about unitization. The book's greatest virtue is in pulling together the unitization rules of 90 countries, analyzing them in a methodological manner and proposing recommendations to improve this complex and relevant process. Worthington's work presents itself as an important reference for scholars, policy analysts, oil and gas lawyers, and especially regulators who are charged with drafting unitization rules.' --Luciana Braga, Université Grenoble Alpes, France'This book offers an insightful analysis of the diversity of tripartite legal frameworks (statutes, regulations, and contract provisions) used today to promote the unitization of petroleum reservoirs around the world. Written by a geoscientist with experience in many unitization negotiations, Paul F. Worthington's research finds where gaps in the legal framework, mismatched terms among the three framework levels, and overly prescriptive provisions at some levels can hinder the maximum recovery of petroleum today. He concludes by offering a useful template of key factors that ideally should be found in a country's tripartite legal regime for unitization.' --Jacqueline L. Weaver, University of Houston Law Center, US'A meticulously researched and well written volume that considers the law relating to unitization agreements in both developing and developed jurisdictions. Providing both a historical perspective of the concept of unitization as well as a consideration of contemporary unitization agreements, this book is an essential tool for anyone who works in the area of petroleum contracts and initiation. An invaluable read!' --Tina Soliman Hunter, University of Aberdeen, UKTable of ContentsContents: Preface 1. Introduction 2. Evolution of legislation relating to shared fluid resources 3. Unitization 4. Current status of unitization legislation 5. Collation of pertinent legislation 6. Analysis of selected unitization legislations 7. Detailed case histories 8. • Handbook on Oil and International Relations

Edward Elgar Publishing Ltd Handbook on Oil and International Relations

Book SynopsisThis Handbook provides an in-depth analysis of the multiple ways in which oil has shaped, changed and affected international relations and global politics. Theoretically innovative, it provides new insights into the interaction between the materiality of oil and its social, economic and political manifestations.International contributors address the continuing legacy of oil, colonialism, and neo-imperialism and how this has had lasting effects on regions like the Middle East, Africa and Latin America. Chapters also assess the complex ways in which oil has influenced the trajectory of global capitalism with the emergence of multiple and powerful economic actors and institutions, and how this has affected the less powerful, the marginalised and the dispossessed. The Handbook concludes by considering the future of oil in the context of the transition to a low-carbon energy system and the challenges and geopolitical consequences of a world becoming less dependent on oil.Exploring the interaction between oil, hegemony and the international political order, this Handbook will be critical reading for scholars and students of international relations, energy policy and environmental governance and regulation. It will also be beneficial for practitioners and policy makers in the field of the international political economy of energy.Trade Review‘The Handbook on Oil and International Relations surveys a vast field of scholarship in a manner that is both authoritative and insightful. The contributors, who are some of the top scholars in their respective areas, bring to bear a considerable degree of theoretical sophistication, while their empirical grasp of specific regions is invaluable. This fills a gap in the field and will be read widely.’ -- Ricardo Soares de Oliveira, University of Oxford, UK‘Oil politics is a core driver of international politics, from the roots of war to economic relations. This book covers a wide-ranging set of topics, with chapters by some of the top scholars in the field.’ -- Jeff Colgan, Brown University, US‘Dannreuther and Ostrowski have succeeded in bringing together some of the world’s foremost experts on the global petroleum sector. The book is also supported by a full suite of forward and inverse modelling tools, allowing the reader to apply the techniques to a wide range of applications using digital datasets provided online. This is a valuable reference for grTrade Review'Binley and Slater are two of the best electrical geophysicists in the world, and together have written a comprehensive, accessible textbook for anyone interested in electrical methods. By including a history of the methods, open-source software, and sections on theory, instrumentation, forward and inverse modelling, and applications, they've produced a 'one-stop shop' for all things electrical. This book starts with a primer on the most fundamental mathematics and builds up from there to topics outlining the state of the science, including helpful figures and sidebar information along the way. I strongly recommend this book to any student or practitioner interested in learning more about how to apply electrical geophysical techniques to shallow-Earth problems, and look forward to sharing it with my research students.' Kamini Singha, Colorado School of Mines'This is without doubt the most comprehensive and thorough treatment of electrical geophysics anywhere in the literature. It is a brilliantly written book, covering theory and practice, with numerous real-world examples of the use of resistivity and induced polarization. It will certainly be first on my recommended reading list for students, researchers and practitioners working in the field of geoelectrics and near-surface geophysics.' Jonathan Chambers, British Geological Survey'Andrew Binley and Lee Slater, two experienced scientists in the field of near-surface geophysics, have compiled a modern textbook that describes the development and the state of the art of resistivity and IP technology. The book provides deep insight into the theoretical fundamentals, and presents the breadth of application of these geophysical methods. Considering the wealth of information and the clearly arranged presentation, the textbook will be useful both for academic education and as a reference work for researchers and practitioners. This book will certainly inspire further research work and practical application of resistivity and IP methods.' Book SynopsisIs the world running out of oil? This book analyzes predictions of global oil depletion in the context of science, history, and economics. There has been continuing alarm about the imminent exhaustion of earth''s non-renewable resources. Yet, the world has never run out of any significant, globally traded, non-renewable resource. Is the world finally facing a non-renewable resource depletion catastrophe, or is the current concern just another one of a succession of panics? In this book, key assumptions and underlying arguments in the global oil-depletion debate are first summarized and then challenged. Facts about oil supply, production, and consumption are made accessible using concise and simple graphics. Concepts of resource depletion, end-use needs, technology leap-frogging, efficiency, and substitution are used to evaluate historical patterns of exploitation of non-renewable resources and to explore what history suggests about our future dependence on oil. This bTrade Review"He writes so from a position of strength having spent years analysing industry data and I find it difficult not to be swayed by the force of his honest arguments." (Oilholics Synonymous Report, September 2010) It is a book serious students of the world oil market should read, not because Gorelick has all the answers but because his account is well reasoned, well informed, and argued honestly, with respect for responsible opposing viewpoints." (David Lloyd Greene, Science, May 2010) "The book is a refreshing and methodical expose´ of the most common myths about oil that many of us hold as truths. Gorelick weaves an intriguing story from what might have been a dreadfully boring, yet impressive collection of data and observations. It was a pleasure to read and learn from this book, which I highly recommend to experts and non-experts alike, particularly our leaders in government." (Kenneth E. Peters, Geofluids, 2010) "In all my years as a journalist who has written on oil and follows the crude markets closely, I feel this book is the most engaging, detailed and well written one that I have come across in its genre. I am happy to recommend it to commodities professionals, economists, students and just about anyone interested in reading up on the oil depletion debate." (Gaurav Sharma, Infrastructure Journal 2010) "Professor Gorelick’s book is a valuable contribution to the debate about peak oil and could profitably be read by anybody requiring a pathway through the economic and political smokescreens which have grown up around the topic." Book SynopsisIn 1933 American oilmen representing what later became the Arabian American Oil Company (Aramco) signed a concession agreement with the Saudi Arabian king granting the company sole proprietorship over the oil reserves in the country's largest province. As drilling commenced and wells proliferated, Aramco soon became a major presence in the region. In this book Chad H. Parker tells Aramco's story, showing how an American company seeking resources and profits not only contributed to Saudi “nation building” but helped define U.S. foreign policy during the early Cold War.In the years following World War II, as Aramco expanded its role in Saudi Arabia, the idea of “modernization” emerged as a central component of American foreign policy toward newly independent states. Although the company engaged in practices supportive of U.S. goals, its own modernizing efforts tended to be pragmatic rather than policy-driven, more consistent with furthering its business interests than with validating abstract theories. Aramco built the infrastructure necessary to extract oil and also carved At the same time, executives cultivated powerful relationships with Saudi government officials and, to the annoyance of U.S. officials, even served the monarchy in diplomatic disputes. Before long the company became the principal American diplomatic, political, and cultural agent in the country, a role it would continue to play until 1973, when the Saudi government took over its operation.
