Book SynopsisThis book examines the international political order in the post-Cold War era, arguing that this order has become progressively more punitive. This is seen as resulting from both a human-rights regime that emphasizes legal norms and the aggressive policies of the United States and its allies in the War on Terror'. While punishment can play a key role in creating justice in a political system, serious flaws in the current global order militate against punishment-enforcing global norms. The book argues for the necessary presence of three key concepts - justice, authority and agency - if punishment is to function effectively, and explores four practices in the current international system: intervention, sanctions, counter- terrorism policy, and war crimes tribunals. It concludes by suggesting ways to revise the current global political structure in order to enable punitive practices to play a more central role in creating a just world order. Book SynopsisThis edited volume uses a constructivist/reflexive' approach to address critical infrastructure protection (CIP), a central political practice associated with national security. The politics of CIP, and the construction of the threat they are meant to counter, effectively establish a powerful discursive connection between that the traditional and normal conditions for day-to-day politics and the exceptional dynamics of national security. Combining political theory and empirical case studies, this volume addresses key issues related to protection and the governance of insecurity in the contemporary world. The contributors track the transformation and evolution of critical infrastructures (and closely related issues of homeland security) into a security problem, and analyze how practices associated with CIP constitute, and are an expression of, changing notions of security and insecurity. Taylor & Francis Ltd Security Studies

    1 in stock

Book SynopsisSecurity Studies traces its origins to work on the causes of war. It remains the most significant subdiscipline of International Relations and, at the beginning of the twenty-first century, its concerns with the security of the international system and the individual, as well as the state, remain as pertinent and urgent as ever. Whileâespecially since the events of 11 September 2001 and the remilitarization of US foreign policyâthe focus on states and military power remains central to Security Studies, the subject also embraces economic, societal, and environmental security. Furthermore, Security Studies has spawned a dizzying range of competing theoretical approachesâliberal, constructivist, critical, postmodernist, and feminist among themâto challenge the dominant ârealistâ take on security.Addressing the need for an authoritative reference work to make sense of this rapidly growing and ever more complex corpus of scholarly literature, Security Studies is a new title in the Routledge series, Critical Concepts in International Relations. Edited by Theo Farrell of Kingâs College London and chair of the International Security Studies section of the International Studies Association, it is a five-volume collection of the foundational and the very best cutting-edge scholarship.Security Studies is fully indexed and includes a comprehensive introduction, newly written by the editor, which places the collected material in its historical and intellectual context. It is an essential reference work and is destined to be valued by scholars and studentsâas well as policy-makers and practitionersâas a vital one-stop research and pedagogic resource.

  • United Nations Reform Heading North or South 76

Taylor & Francis Ltd United Nations Reform Heading North or South 76

    1 in stock

Book SynopsisThis book examines recent attempts at reform within the United Nations in the wake of the institutional crisis provoked by the invasion of Iraq. It contends that efforts at reform have foundered owing to fundamental and bitter political disagreements between the nations of the global North and South. Following profound discord in the Security Council in the lead up to the US-led invasion of Iraq in 2003, this book considers the ambitious programme of reform instigated by then serving UN Secretary-General Kofi Annan. The author of this highly topical work, Spencer Zifcak, subjects six of Annanâs principal proposals for reform to scrutiny: the reform of the Security Council, the General Assembly, and the Human Rights Council, and suggested alterations to international law with respect to the use of force in international affairs, the âresponsibility to protectâ, and UN strategies to counter global terrorism. On the basis of these detailed case-studies, the book demonstrates why so few proposals for reform were eventually adopted. It argues that the principal reason for this failure was that nations of the North and South could not agree as to the merits of the reforms proposed, exposing the sharply differing visions held by member states for a future and improved United Nations. Founded upon extensive interviews with diplomats at the United Nations, the book provides a rare âinsiderâ account of UN politics and practice. It will be of vital interest to students, scholars and practitioners of International Relations, International Law, and International Institutions.Table of Contents1. The Grand Vision 2. Book SynopsisThe controversies raised by the withdrawal of US troops from Afghanistan, the situation in Iraq, and the management of the Arab Spring' uprisings have demonstrated anew that achieving peace is not merely a matter of ending wars. Indeed, the consequences of conflicts often extend far beyond the termination of local hostilities, impeding the reconstruction of war-torn societies, and making the resumption of violence more likely than not. Moreover, in today's interdependent world, such consequences may jeopardize not only the stability of directly concerned states, but may also undermine regional, even global, peace. As a result, the call to build genuine, just, and sustainable peace conditionsexemplified by the establishment in 2006 of the UN Peacebuilding Commission, Fund, and Support Officehas never been more urgent, and underscores the pressing need for a comprehensive analysis and understanding of the critical concept of peacebuilding'.This new four-volume Routledge Major W

Book SynopsisThis timely book, published in the lead up to the 2012-14 decision on Trident renewal, makes available for the first time the late Sir Michael Quinlan's private correspondence on nuclear deterrence. It shows why Sir Michael, as Policy Director and then Permanent Secretary at the Ministry of Defence during the last years of the Cold War, became known as the high priest of deterrence': his unparalleled grasp of nuclear strategy, contribution to nuclear doctrine in the UK and NATO, and deep and genuine concern with defence ethics earned him respect and admiration around the world. Even those who challenged him on fundamental questions of strategy and morality (and many of his correspondents fell into this category, as this volume will reveal) recognised his sincere devotion to his cause: the creation of a stable system of eastwest nuclear deterrence for the prevention of major war. • The Ethics of Peacebuilding

Edinburgh University Press The Ethics of Peacebuilding

    1 in stock

Book SynopsisThis book explores the ethical dimension of peacebuilding. In the aftermath of the Cold War the hope for a more stable and just international order was rapidly dissolved by the internecine conflicts that plagued all continents. The Rwanda and Srebrenica genocides demonstrated the challenge of promoting peace in a world increasingly defined by intra-state conflict and sub-national groups confronting nation-states. Murithi interrogates the role that ethics plays in promoting and consolidating peacebuilding and presents a synthesis of moral philosophy and international relations and an analysis of the ethics of negotiation, mediation, forgiveness and reconciliation. In its attempt to explore the extent to which ethical concerns influence and inform peacebuilding this book contributes to a growing body of literature on ethics and international relations which will enable students, scholars and practitioners to ground their understanding of a principled peacebuilding.Table of ContentsPreface; 1. Book SynopsisDevelops a coherent theory of nonviolent political action in the context of Western political theory. Ian Atack identifies the contribution of nonviolence to political theory through connecting central characteristics of nonviolent action to fundamental debates about the role of power and violence in politics. This in turn provides a platform for going beyond historical and strategic accounts of nonviolence to a deeper understanding of its transformative potential. From Mahatma Gandhi and Martin Luther King to toppled communist regimes in Eastern Europe and pro-democracy movements in Serbia, Georgia and Ukraine, nonviolent action has played a significant role in achieving social and political change in the last century. Book SynopsisThere is a long-standing fear of that which is not understood. Since September 11, 2001 the fear surrounding the violent elements of religion has led to heightened tensions. Research is thus essential to counteract the effects of ''religious xenophobia''. In this compelling book J.P. Larsson investigates religious violence, terrorism and armed conflict in order to deliver the understanding required for a more peaceful world and to allow for a framework of conflict transformation. This multi-disciplinary text will greatly interest those in the fields of international relations, theology and sociology.Trade Review'...utilizing his own background in the Western philosophical tradition, J.P. Larsson shows that religious violence is part of the language of cultural understanding, and he rightly points to the concept of sacred war as seminal to the social use of violent religious images and ideas...Turning to Gandhi, among other nonviolent religious leaders, he shows how religion can provide a moral dimension in political encounters that leads in a positive direction as well as in a destructive one.' Professor Mark Juergensmeyer, University of California, USA and author of Terror in the Mind of God: The Global Rise of Religious Violence 'In arguing that we must first understand religious violence 'from the inside' if we want to transform it, this book offers readers challenging insights into why religious conflict is proving so intractable for conventional conflict management. • Leadership Nationbuilding and War in South Sudan

    1 in stock

Book SynopsisSonja Theron is a part-time lecturer in the Department of Political Sciences, University of Pretoria and a researcher at the Centre for Mediation in Africa, University of Pretoria, South Africa.Trade ReviewThis is a remarkable book, providing a cogent analysis to a complex question about how a state that was born of a long history of war can graduate from political and social fracturing in order to forge a nation-state and a sense of collective nationhood. The book has advanced to a new level the debate about the role of political leadership in state-building and nation-building in Africa’s newest country and filling an important gap in the literature on South Sudan. It is part political history, part sociology and largely deep ethnography about how people live with and overcome daunting ravages of more than half a century of vicious and devastating Sudanese state violence, fratricidal violence, and politico-military rivalries between the leaders. Sonja Theron has demonstrated how challenging and yet important it is to define such terms as “leadership”, “political will” and “national identity” in their historical specificity and contingency. She convincingly argues that South Sudan is trapped between efforts to build a nation out of multitude of competing entities and the ambition by some groups, regions, and cultural identities to remain autonomous. The result is a brilliant expose of a long struggle for freedom that has now culminated in an independent state but being hamstrung by divisions that are rooted in that long history of conflict, violence and war. This book is a must read for anyone wishing to understand, not just this complex political and social history, but also the difficult question of whether South Sudan will survive as a viable nation. * Professor Jok Madut Jok, Syracuse University, USA *This is an important contribution to scholarly work seeking to understand why South Sudan has been unable to build a nation that sustains peace. It also makes for stark reading for those working on peacebuilding efforts in the country and beyond. Theron skilfully interrogates South Sudan’s chaotic and destructive leadership patterns and processes and how these have prevented any chance of peace. Her book untangles the complex realities of how nation and state-building efforts, whether in South Sudan or elsewhere are held hostage to the violent competing visions of a country’s political elites. Theron’s book comes at an opportune time in the arduous effort to secure a viable future for South Sudan after the painstakingly crafted 2018 peace agreement. Her insights are a reminder of what is at stake for this young country: if dangerously repetitive leadership patterns of relying on coercion, rewards and identity to create state and nationhood are not replaced with societal trust, mutuality, or collective responsibility – key ingredients for peacebuilding – fragmentation, violence and war will continue to mar the South Sudan’s progress. * Comfort Ero, President and CEO of Crisis Group *Table of ContentsIntroduction PART ONE: Origins: The Southern Sudan as People, Polity and “Problem” (c. 1821-1983) Conquest and Colonisation Independence and Rebellion PART TWO: The War Continues: The Fight for Nation and State (1983 – 2002) War and New Leadership Inner Turmoil PART THREE: Independence and Civil War: Building a State, Forgetting a Nation (2002 – 2015) Negotiating and Implementing Peace Freedom, Fragility and Fragmentation Conclusion

Book SynopsisYemen has faced continuing crises since 2010. The fighting and divisions have destroyed much of Yemen's physical, political and social infrastructure, undermining its tribal traditions and religious tolerance, and impoverishing the country. The outbreak of war in 2015 caused the world's worst humanitarian crisis. In this book, Yemeni and international experts assess what political arrangements are required to overcome fragmentation and discord in Yemen. They look to understand how people from all parts of the county can work together to build a new Yemen, one that will give a voice to its young population and provide a full role for women. The contributors argue that Yemen's major resource is its population, but that Yemenis need to be motivated and trained to give them the skills to rebuild the economy and to prepare for long-term challenges such as water shortages and climate change. The volume also discusses how the international community will need to absorb the lessons of the paTrade ReviewBuilding a New Yemen is a remarkable work that should be read beyond the academic community. The edited volume contains powerful lessons for aid organizations, diplomats, and UN institutions. … At its core, Building a New Yemen asserts that Yemen and its relations with the international community must be re-imagined for positive change to occur after the war’s end. * Inside Arabia *This collection offers readers a comprehensive understanding of the conflict in Yemen, and the prospects for a post-war recovery, from some of the top scholars in the field. -- Sarah Phillips, The University of Sydney, AustraliaIn this very useful edited volume, a number of experts on Yemeni politics, economics, development and society consider the country’s future and offer detailed recommendations about how best to address the many challenges of reconstruction. Book SynopsisJuan Cole is a public intellectual, prominent blogger and essayist, and the Richard P. Mitchell Collegiate Professor of History at the University of Michigan, USA. He is the translator of Broken Wings and The Vision by Khalil Gibran.Trade ReviewA bold yet singular addition to the discourse on pacifist streams in Islam where there are resources galore on militant Islam. * The Muslim World Book Review *This collection of essays is a needed book. It mirrors the richness of what goes on in the Muslim world: groundbreaking theological work with clear political implications and peace practices and humanitarian work which are not new and not unknown in the history of Islam. The articles dealing with history, in particular, demonstrate how persons of Muslim faith have made important contributions towards peace – although, like so many others, they have not always succeeded. * Journal of Peace Research *"Peace Movements in Islam: History, Religion and Politics, edited by Juan Cole is a “must read,” an antidote to media and polemicists’ portrayal of Islam as a religion of war and to former President Donald Trump’s declaration that “Islam hates us.” An excellent collection of scholars take the reader on a journey from the time of the Prophet Muhammad to today, underscoring the long tradition of peace that exists in contrast to the rhetoric and actions of militant movements." * John L. Esposito, Georgetown University, USA *Nowhere has the charged topic of Islam and peace been as deftly and broadly addressed as in this collection of essays edited by the maestro of public scholarship on Islam, Juan Cole. From Qur’anic dicta to historical exemplars to modern day perspectives on fundamentalism, women and Trump, the contributors eschew easy platitudes or apologia, providing a kaleidoscope of insight that will attract the general reader as also the academic specialist. * Bruce B. He previously served as Senior Fellow and Associate Director of the Qatar-America Institute, as Senior Analyst at the Chertoff Group, and as Data Manager at the Chicago Project on Security and Threats. He has published articles and reports on cyber attacks, cryptography, and their implications for national security, human security, and international norms.Eliza Campbell is the Associate Director for Impact and Innovation at the Middle East Institute Policy Center, and a fellow with the Middle East Institute Cyber Program. She was previously a researcher in technology and human rights at the Center for Contemporary Arab Studies at Georgetown University, USA, a 2017-18 Fulbright researcher in Bulgaria, and has worked in the humanitarian field in Jordan.Trade ReviewCyber War and Cyber Peace in the Middle East tackles the history of a new and complex domain in a richly historic and notoriously complicated region. Assembling a diversity of perspectives from the Middle East and around the world, it captures a snapshot of the region's cyber flashpoints, delineates their underlying drivers, and begins to chart a path forward. With finesse, it distills a rapidly developing universe of conflict that thornily defies distillation. -- Eric Rosenbach, Co-Director of the Harvard Kennedy School's Belfer Center for Science and International Affairs, USANations and courts struggle to keep pace with the worldwide cyber enterprise and are in danger of being trampled by the proliferation of tools and applications that threaten economic systems, critical infrastructure and those vulnerable sanctums, hearts and minds. The Middle East is an open marketplace for this race, where legal restrictions, defensive platforms, and privacy rights are neglected in pursuit of offensive capabilities with unknown second order effects. Policymakers owe thanks to the authors of “Cyber War and Cyber Peace in the Middle East” for distilling the urgent questions about international law, authorities, and comparative partner and adversarial capabilities into an explainer that ends with actionable, real world recommendations for international regulations and agreements to prevent interstate cyber conflict going forward, even as the field continues to accelerate. -- Kirsten Fontenrose, Director of the Atlantic Council’s Scowcroft Middle East Security Initiative, USAWe've spent a lot of cycles looking at the macro-level dynamics of cyberconflict or focused on the implications for a single nation. This book examines the issue in the context of a region whose history, geopolitics, and potential is as complex as cyberconflict itself. -- Matt Devost, CEO of OODA LLC and Founding Director at the Cyber Conflict Studies Association, USACyber War & Cyber Peace' raises important issues of the war that is not on the battlefield: sabotage of critical infrastructures, “lone-wolf terrorism” embodied in hacktivism, informational warfare between state actors, and the clash between technology and religion; all these are incorporated and addressed through real-life events which took place in the recent years in the Middle East, providing a riveting sneak peek into a new age in the Middle East – the digital age. -- Ohad Zaidenberg, Lead Cyber Intelligence Researcher of ClearSky Cyber Security and founder of the CTI League, USAA searing and multi-layered exploration into the manipulation of information in cyberspace as it pertains to the MENA region. Convincingly identifying the destabilizing consequences of a panoply of disinformation, distortion, and influence operations, the authors paint a vivid portrait of the use of cyberspace to undermine safety, institutions, economies and the rule of law. The volume’s proposed solutions for establishing international norms to tackle the threats in cyberspace are a welcome and much needed addition to the literature. A must-read for those concerned not only with fortifying the cyber realm but with the broad questions of international peace and security in the 21st century. -- Karen Greenberg, Director of the Center on National Security at Fordham Law, USATable of Contents1. Book SynopsisDisarmament is integral to the safeguarding and promotion of security, development, and human rights. Hundreds of millions of dollars are spent each year on disarmament operations, yet no comprehensive guide exists to explain clearly the international rules governing disarmament. This book seeks to fill that gap. It describes the international legal rules that govern disarmament and the operational, political, and technical considerations that govern their implementation. This book aims to support compliance, implementation, and further development of international disarmament law.Traditionally, disarmament focused on weapons of mass destruction. This remains a critically important area of work. In recent decades, the scope of disarmament has broadened to encompass also conventional weapons, including through the adoption of rules and regulations to govern arms transfers and measures to eliminate specific munitions from stockpiles and to destroy explosive remnants of war. Book SynopsisThe outbreak of anthrax infections that followed September 11, 2001, showed all too clearly that while we can defend ourselves against bioterrorism, our defenses need improvement. What''s most important is the ability to recognize the associated disease, and recognize them quickly. Yet, many in the medical world are unfamiliar with the characteristic signs and symptoms of bioterrorism agents and are unable to differentiate between diseases whose symptoms appear almost identical. While a plethora of information on such diseases is available, finding it is time consuming.Bioterrorism: Field Guide to Disease Identification and Initial Patient Management is an accessible resource that helps first-responders to quickly recognize the signs and symptoms caused by exposure to bioterrorism agents. It provides enough information to initiate treatment while a definitive diagnosis is being determined and presents measures for preventing contamination of those involved in the victims'' mediTrade Review"Finding the best information that is currently available frequently requires persistence and effort. Von Lubitz … here provides ready access to information about infectious diseases for health care workers … . … [The book] presents information … in a manner that would prove useful even in very stressful moments. Thus it is a book suitable for true field use. … If needed, it would provide the essential information to start treatment, and maintain it until expert assistance become available. Summing Up: Recommended." - CHOICE "As the title implies this field guide can be used as a starting place for obtaining rapid access to relevant medical information. … Recommended for non-specialists medical personnel at any level e.g. physicians, nurses, paramedics and first responders, and for establishments responsible for public safety." - E-Streams, Vol. 7, No. 11Won Highly Commended in the Public Health category of the 2004 British Medical Association Library Book Competition. "Field Guides like this are exactly what our country needs to address the hysteria that seems to surround the subject of chemical and biological attack. We must address this hysteria through education and training programs to educate the public, health care professionals, and our senior leaders. This field guide gives concise usable information to diagnose and treat such problems. I heartily recommend it for every practitioner in the field and for our public so that they are educated about the threat and can replace the hysteria with a reasoned approach based on fact." - Lt. This manual, which provides a basic and accessible summary of information on possible bioterrorism agents, is a timely addition to the literature on this topic. ISR is and will remain a key enabler in the Gulf region in ongoing conflicts. There is still a reliance on the United States, and its ISR systems deployed in the Gulf, to facilitate ongoing operations and to provide situational awareness at the tactical, operational and strategic levels. However, even US ISR is finite, and there is growing demand for its resources in other regions. The Gulf Cooperation Council states have some ISR capacity, but this needs further development and improved exploitation to better address regional needs.Written by a team of IISS specialists, ISR & the Gulf: An Assessment considers the meaning of and requirement for intelligence, surveillance and reconnaissance in the context of the region. Book SynopsisThis book critically examines the causes of the increase in insurgent violence in Balochistan and explores the relations between the national government of Pakistan and the province of Balochistan. Based on historical analysis, the book argues that the national government of Pakistan and the leaders of Balochistan both use a standard narrative when dealing with each other. According to the Baloch narrative, Islamabad exploits Balochistanâs natural resources without giving Balochistan its due share and has never accepted and granted Balochistan equal rights. The centreâs narrative emphasizes the tribal character of the Baloch society and suggests that the Baloch elite hinder Balochistanâs integration with the federation. This book demonstrates that both narratives are inherently flawed and presents a precipitous picture of the problem of insurgent violence.
