  • Taylor & Francis Foreign Policy In A Transformed World

    15 in stock

Book SynopsisFor 2nd and 3rd year courses in international politics and foreign policy. This text examines foreign policy in relation to 'change and transformation.' It discusses traditional assumptions about foreign policy and foreign policy making, and develops a framework to facilitate analysis of the challenges faced by foreign policy makers in the late 1990s. The central elements of the framework are the foreign policy arena, decision-making and implementation. The book then applies the framework to a set of regional case studies, to explore the global and regional arenas and the challenges to which they give rise. Finally, specific case studies of two countries per region highlight the range of impacts for the changing global and regional context, to focus on the analysis of decision-making and implementation, and to illustrate the benefits of comparative analysis.

  • Oxford University Press Inc Colonel House

    15 in stock

Book SynopsisA man who lived his life mostly in the shadows, Edward M. House is little known or remembered today; yet he was one of the most influential figures of the Wilson presidency. Wilson''s chief political advisor, House played a key role in international diplomacy, and had a significant hand in crafting the Fourteen Points at the Paris Peace Conference. Though the intimate friendship between the president and his advisor ultimately unraveled in the wake of these negotiations, House''s role in the Wilson administration had a lasting impact on 20th century international politics. In this seminal biography, Charles E. Neu details the life of Colonel House, a Texas landowner who rose to become one of the century''s greatest political operators. Ambitious and persuasive, House worked largely behind the scenes, developing ties of loyalty and using patronage to rally party workers behind his candidates. In 1911 he met Woodrow Wilson, and almost immediately the two formed what would become one of tTrade ReviewNeu has used House's diary and other papers to craft a remarkably vivid account of the political operator's life... Neu's engrossing narrative has such immediacy that readers share House's hurt and disappointment when Wilson abruptly ended their close friendship... A significant, brightly written American story. * Kirkus Reviews, starred review *Colonel House is an enduring analysis of one of the most complicated and important power relationships in American history, indeed in world history. This is a monumental work that stand the test of time. * Samuel R. Williamson, author of Austria-Hungary and the Origins of the First World War *A wonderful book and gripping all the way through. Charles Neu has done a splendid job. * Larry McMurtry, author of The Last Picture Show, Terms of Endearment, and the Pulitzer Prize-winning Lonesome Dove *Charles Neu's long-anticipated biography of Colonel Edward House is a major achievement that has been worth the wait. The research is exhaustive. The analysis and evaluations are judicious, fully persuasive. The portraits of personalities and depictions of diplomatic vignettes are vivid. Neu's assessment of the U.S. political scene and the international relations of the Woodrow Wilson era is far-ranging and impressive. Readers now have available a comprehensive and enthralling study of one of the commanding figures in twentieth-century American history. * David Mayers, Boston University, author of FDR's Ambassadors and the Diplomacy of Crisis *At long last, Edward M. House has found the biographer he deserves. Charles Neu employs a sharply critical eye in winnowing fact from fantasy about the man whom contemporaries could call both America's 'finest diplomatic brain' and 'that devious son of a bitch.' * John Cooper, author of Woodrow Wilson: A Biography *A powerful and fascinating biography of a powerful man. Colonel House and Woodrow Wilson were unlikely partners, but they shared an interest in American politics in an era in which the United States was emerging as a world power. A great read for cold winter nights or a day at the beach. * Lou Galambos, Professor of History and Editor of the Eisenhower Papers, Johns Hopkins University *Neu has written a detailed, well-researched, definitive biography of House. Although other works have been written about House and Wilson, this book combines their lives into one volume (with the focus on House and his place in history) and affirms the important role of Texas politicians and leaders in the history of the United States. * Janet Schmelzer, Southwestern Historical Quarterly *Table of ContentsPROLOGUE: A Great Adventure ; PART I. • Oxford University Press, USA International Governance of WarTorn Territories Rule and Reconstruction

    15 in stock

Book SynopsisSince the mid-1990s the United Nations and other multilateral organizations have been entrusted with exceptional authority for the administration of war-torn and strife-ridden territories. In Bosnia and Herzegovina, Eastern Slavonia, Kosovo, and East Timor these organizations have assumed responsibility for governance to a degree unprecedented in recent history. These initiatives represent some of the boldest experiments in the management and settlement of intra-state conflict ever attempted by third parties. This book is a study of recent experiences in the international administration of war-torn territories. It examines the nature of these operations - their mandates, structures, and powers - and distinguishes them from kindred historical and contemporary experiences of peacekeeping, trusteeship, and military occupation. It analyses and assesses the effectiveness of international administrations and discusses, in thematic fashion, the key operational and political challenges that arise in the context of these experiences. It also reflects on the policy implications of these experiences, recommending reforms or new approaches to the challenge posed by localized anarchy in a global context. It argues that, despite many of the problems arising from both the design and implementation of international administrations, international administration has generally made a positive contribution to the mitigation of conflict in the territories where they have been established, thus removing or reducing a threat to peace and helping to improve the lives of the vast majority of the territories'' inhabitants. This major new work from a leading scholar provides the first comprehensive treatment of recent attempts at international governance of war-torn territories, and will be essential reading for anyone interested in peace-keeping operations and international administration.Trade ReviewThis is an important book. It fills a gap in the literature. I know of no similar text for those specializing in peacekeeping/ building, whether scholar or academic, this is required reading. * Robert E Kelly, Journal of Conflict Studies *An extensive collection of factors and circumstances relevant to international administrations is presented here, providing valuable insights for both scholars and practioners...overall it is well-presented and informative. * International Peacekeeping *...this book [is] required reading for any presumptive admistrator. * Ethics & International Affairs *With its detailed and shrewd analysis, it is hard to see how Caplan's measured account will be bettered. * Lawrence D. Freedman, Foreign Affairs *Caplan's book is an important guide for any student of post-conflict reconstruction. * Bathsheba Crocker, Survival *Caplan's work provides an excellent point of introduction to the key problems that had been encouraged up to the point of publication and which will continue to generate challenges to those engaged in internationally administered peace operations. * Jeremy Moses, Australian Journal of Political Science *Table of ContentsIntroduction ; 1. • Oxford University Press, USA The Global Covenant Human Conduct in a World of States

    15 in stock

Book SynopsisThe Global Covernant is a ground-breaking work by one of the leading scholars in international relations that rejuvenates the classical international society approach, and brings it into contact with the new era of world politics. It investigates the most important international issues of our time, including peace and security, war and intervention, human rights, failed states, territories and boundaries, and democracy. It draws on a family of closely related disciplines: diplomatic and military history, international legal studies, and international political theory. It addresses basic methodological questions and presents the elements of a human sciences approach to the study of world politics. It contemplates the future of international society in the 21st century. The Global Covenant concludes by justifying the pluralist society of sovereign states as one that respects human diversity and upholds human freedom.Trade ReviewJackson makes an important argument with many thoughtful implications for world politics today. * American Political Science Review *Sprinkled with sharp insights about the practice and the study of international relations ... One of Jackson's virtues is that he is not afraid to explore the extremes of the pluralist position. * Millennium: Journal of International Studies *This is the major treatise since Bull on international society, written with force and coherence ... Jackson also provides one of the most illuminating commentaries on the major events of the post-cold war era ... I consider Jackson's investigation of public virtues in world politics to be a major achievement ... The Global Covenant is an outstanding defense of the normative discourse in international theory and is at its best as a treatise on the principles and ethics of international conduct. * International Studies Review *Impressive not only in scope but also for the manner in which the author sustains his defence of the current international order ... There is a great deal to admire in the book. The impression the reader gets is of being in the presence of a genuine scholar who brings to his subject immense depth and clarity of thought ... Ihe Global Covenant is a very important book - particularly for its unparalleled discussion of an interpretative method ... an eloquent vindication of the pluralist rules of international society. * International Affairs *Table of ContentsPreface ; 1. • Clarendon Press War And SelfDefense

    15 in stock

Book SynopsisWhen is it right to go to war? The most persuasive answer to this question has always been ''in self-defense''. In a penetrating new analysis, bringing together moral philosophy, political science, and law, David Rodin shows what''s wrong with this answer. He proposes a comprehensive new theory of the right of self-defense which resolves many of the perplexing questions that have dogged both jurists and moral philosophers. By applying the theory of self-defense to international relations, Rodin produces a far-reaching critique of the canonical Just War theory. The simple analogy between self-defense and national defense - between the individual and the state - needs to be fundamentally rethought, and with it many of the basic elements of international law and the ethics of international relations.Trade Reviewrequired reading for anyone with a reflective interest in these issues. It is clearly and shrewdly argued throughout, insightful, provocative, and elegantly written. * Notre Dame Philosophical Reviews *Rodin's discussion of war and of self-defence seeks to drive a wedge between the two ideas. The first part of the book presents a robust account of the moral justification for killing in self-defence. The second part argues, convincingly in my view, that waging war cannot be morally justified as a form of self-defence. * Richard Norman, Journal of Applied Philosophy *his critique of the rights-based theory of war as self-defence should be required reading for anyone concerned with questions about the morality of war. And in the current state of the world, that ought to mean everyone. * Richard Norman, Journal of Applied Philosophy *Nothing could be more timely . . . than a careful reconsideration of the relation between war and the self-defense of citizens. David Rodin's War and Self-Defense is everything such a book should be: a careful and learned exploration of the topic that resolves some long-standing issues while raising new questions and advancing new proposals for how to think about war. "A dispiriting level of confusion is often evident in both popular and philosophical-legal thought on the justice of war," he remarks midway through his study (p. 126). Rodin's is just the sort of work we need to address this problem. It will be a starting point for discussion of these topics in the future. * Cheyney C. Ryan, Ethics and International Affairs 18/4, 2004 *illuminating and provocative * Jeff McMahan, Ethics and International Affairs 18/4, 2004 *In War and Self-Defense David Rodin uncovers many flaws of current thinking about war. Rodin correctly points out that the justification of national self-defense goes beyond the justification of individual self-defense. He accurately rejects the standard notion of moral symmetry--the accepted view that both just and unjust warriors can permissibly kill enemies as long as they observe the laws of war. Rodin vindicates the right view: if a war is unjust, each and every injury caused by the unjust warrior is a criminal act. There are no morally justified killings by those who fight unjust wars. Further, Rodin rightly rejects various holistic theories of self-defense. Last but not least, he correctly denounces . . . the idea that tyrannical governments are worth defending against interventions aimed at deposing them because they are protected by the principle of sovereignty. * Fernando R. Tesón, Ethics and International Affairs 18/4, 2004 *Table of ContentsI. SELF-DEFENSE ; II. NATIONAL DEFENSE

Book SynopsisThe twenty-first century will not belong to America, China, Asia, or anyone else. It will be no one's world. Charles Kupchan spells out how to capitalize on the coming diversity to fashion a consensus between the West and the rising rest.Trade Review"Refreshingly avoids the parochialism that has defined recent debates over American decline. Moving beyond scholarly debates and election-season paeans to American exceptionalism, Kupchan urges readers to see the world as it is becoming, not how it used to be or how they might like it to be."-Foreign Affairs "Charles Kupchan is an important and distinctive voice in an ongoing debate about the future shape of the international order. Contrary to those who argue that now is the time for the West to strengthen and extend existing rules, he cautions policymakers to prepare for a world of conflicting values and multiple paths to modernity and prosperity. The prospect of No One's World is not one that Western policymakers and pundits like to contemplate, which is all the more reason that they should read this book." --Anne-Marie Slaughter, Bert G.
