  • Global Education Monitoring Report 2021/2:

United Nations Educational Scientific and Cultural Organization (UNESCO) Global Education Monitoring Report 2021/2:

    1 in stock

Book SynopsisNon-state actors' role extends beyond provision of schooling to interventions at various education levels and influence spheres. Alongside its review of progress towards SDG 4, including emerging evidence on the COVID-19 pandemic's impact, the 2021/2 Global Education Monitoring Report urges governments to see all institutions, students and teachers as part of a single system. Standards, information, incentives and accountability should help governments protect, respect and fulfil the right to education of all, without turning their eyes away from privilege or exploitation. Publicly funded education does not have to be publicly provided but disparity in education processes, student outcomes and teacher working conditions must be addressed. Efficiency and innovation, rather than being commercial secrets, should be diffused and practised by all. To that end, transparency and integrity in the public education policy process need to be maintained to block vested interests. The report's rallying call – Who chooses? Who loses? – invites policymakers to question relationships with non-state actors in terms of fundamental choices: between equity and freedom of choice; between encouraging initiative and setting standards; between groups of varying means and needs; between immediate commitments under SDG 4 and those to be progressively realized (e.g. post-secondary education); and between education and other social sectors.

  • The United Nations World Water Development Report

United Nations Educational Scientific and Cultural Organization (UNESCO) The United Nations World Water Development Report

    1 in stock

Book SynopsisAccounting for approximately 99% of all liquid freshwater on Earth, groundwater has the potential to provide societies with tremendous social, economic and environmental benefits and opportunities. However, this natural resource is often poorly understood, and consequently undervalued, mismanaged and even abused. In spite of its overall abundance, groundwater remains vulnerable to over-exploitation and pollution, both of which can have devastating effects on the resource and its availability. In the context of growing water scarcity across many parts of the world, the enormous potential of groundwater and the need to manage it sustainably can no longer be overlooked. The 2022 edition of The United Nations World Water Development Report describes the challenges and opportunities associated with the development, management and governance of groundwater across the world.

  • United Nations Educational Scientific and Cultural Organization (UNESCO) Global Education Monitoring Report 2023:

    1 in stock

Book SynopsisAs recognised in the Incheon Declaration, the achievement of SDG 4 is dependent on opportunities and challenges posed by technology, a relationship that was strengthened by the onset of the COVID-19 pandemic. Technology appears in six out of the ten targets in the fourth Sustainable Development goal on education. These references recognize that technology affects education through five distinct channels, as input, means of delivery, skill, tool for planning, and providing a social and cultural context. There are often bitter divisions in how the role of technology is viewed, however. These divisions are widening as the technology is evolving at breakneck speed. The 2023 GEM Report on technology and education explores these debates, examining education challenges to which appropriate use of technology can offer solutions (access, equity and inclusion; quality; technology advancement; system management), while recognizing that many solutions proposed may also be detrimental. The report also explores three system-wide conditions (access to technology, governance regulation, and teacher preparation) that need to be met for any technology in education to reach its full potential.

  • The state of the world's children 2019: children,

UNICEF The state of the world's children 2019: children,

Book SynopsisThis report examines nutrition, providing a fresh perspective on a rapidly evolving challenge. Despite progress in the past two decades, around 200 million under-fives suffer from undernutrition. Adding to this toll is rising obesity, which affects 38 million children. All these forms of malnutrition threaten children's development, while obesity is creating a lifelong legacy of disease. At the heart of this evolving challenge is a global shift towards modern diets that do not meet children's nutritional requirements. The report provides unique data and analysis of malnutrition in the 21st century and outlines recommendations to put children's needs at the heart of global and national food systems.

Catch-up and recovery are needed urgently to vaccinate the children missed and to avoid further backsliding. And greater effort is needed to reach the children historically left behind. The State of the World's Children 2023 examines what needs to happen to ensure that every child, everywhere is protected against vaccine-preventable diseases

Book SynopsisThis book explores the establishment process, mechanism design, and role orientation of the Asian Infrastructure Investment Bank (AIIB) under the new background of global economic governance. After the international financial crisis in 2008, the process of economic globalization and the comparison of international forces have presented a new situation, and the global economic governance system since has entered a period of deep adjustment and transformation. At the same time, the problems and drawbacks of the original multilateral development financial system have become increasingly prominent. This not only provides a historical opportunity for the establishment of the AIIB, but also gives it a new important role in the global multilateral development financial system. The innovation of the AIIB’s governance model, such as organizational structure, equity, and voting rights allocation, makes it more efficient in operation. And in practice, it is playing an increasingly important role in promoting policy connectivity, infrastructure connectivity, trade connectivity, financial connectivity and people-to-people connectivity of Asian region.Table of ContentsPreface.- Foreword.- Chapter 1 Global Economic Governance in an Era of Transformation.- Chapter 2 Realistic Needs: Development Financial System Calls for New Members.- Chapter 3 The Creation of AIIB: Preparation and Operation.- Chapter 4 Mechanism Design: Governance Structure and Rules of AIIB.- Chapter 5 Vision and Mission: AIIB and Regional Connectivity.- Annex I: Articles of Agreement of the Asian Infrastructure Investment Bank.- Annex II Members, Subscriptions and Voting Power of the Asian Infrastructure Investment Bank.- References.- Postscript.

  • Managing Great Power Politics: ASEAN,

Springer Verlag, Singapore Managing Great Power Politics: ASEAN,

    1 in stock

Book SynopsisThis Open Access book explains ASEAN’s strategic role in managing great power politics in East Asia. Constructing a theory of institutional strategy, this book argues that the regional security institutions in Southeast Asia, ASEAN and ASEAN-led institutions have devised their own institutional strategies vis-à-vis the South China Sea and navigated the great-power politics since the 1990s. ASEAN proliferated new security institutions in the 1990s and 2000s that assumed a different functionality, a different geopolitical scope, and thus a different institutional strategy. In so doing, ASEAN formed a “strategic institutional web” that nurtured a quasi-division of labor among the institutions to maintain relative stability in the South China Sea. Unlike the conventional analysis on ASEAN, this study disaggregates “ASEAN” as a collective regional actor into specific individual institutions—ASEAN Foreign Ministers’ Meeting, ASEAN Summit, ASEAN-China dialogues, ASEAN Regional Forum, East Asia Summit, and ASEAN Defense Ministers Meeting and ASEAN Defense Ministers Meeting-Plus—and explains how each of these institutions has devised and/or shifted its institutional strategy to curb great powers’ ambition in dominating the South China Sea while navigating great power competition. The book sheds light on the strategic potential and limitations of ASEAN and ASEAN-led security institutions, offers implications for the future role of ASEAN in the Indo-Pacific region, and provides an alternative understanding of the strategic utilities of regional security institutions. Trade Review“Managing Great Power Politics: ASEAN, Institutional Strategy, and the South China Sea is a useful reminder that one can find power in weakness, as well as strategy. … Koga’s book is a careful, empirically rich, nuanced overview of ASEAN’s long-standing, thankless efforts to preserve relative stability in the South China Sea.” (Stéphanie Martel, Pacific Affairs, Vol. 96 (3), September, 2023)Table of ContentsChapter 1: Introduction—ASEAN’s Strategic Utility Redefined.- Chapter 2: The Concept of Institutional Strategy and Change.- Chapter 3: Four Phases of South China Sea Disputes 1990–2020.- Chapter 4: Institutional Strategies of ASEAN/ASEAN-led Institutions.- Chapter 5: Conclusion—Future Implications of ASEAN’s Institutional Strategies.

Book SynopsisTrade ReviewA clear guide to current EU institutions, practices, and policies, this is also an informed insider's account of how they have emerged in their present form, with clues on future change. The mixture of analysis and history, description and prescription, works well, because the author has had a ringside seat, but retains a cool Nordic non-partisan detachment. The hints he offers to those, for example in Asia, considering following a similar path to regional integration, represent the distilled wisdom of a career in balancing economic benefits and national sensitivities. As his story shows, it can be done. - Lord Kerr, Former Head of the UK Diplomatic Service, now Chairman of Imperial College, London and Deputy Chairman of Royal Dutch Shell.

  • ISEAS Flying Blind: Vietnam's Decision to Join ASEAN

    1 in stock

Book Synopsis“This book discusses Vietnam’s relations with ASEAN in the period from the early 1970s to mid-1990s. It focuses on the evolution of Hanoi’s view on ASEAN, from denial to integration in the organization. Further, it reveals the reasons behind Hanoi’s decision to join ASEAN in 1995 in the context of the transformation of the overall Vietnam’s foreign policy when the Cold War ended. Relaxation of the Cold War conditions allowed Hanoi to improve understanding of ASEAN that resulted in better Vietnam-ASEAN relations and subsequent Vietnam’s membership in ASEAN.The author has had access to documents and interviewees that few other researchers can rival. And the richness of the empirical evidence of this book makes a significant contribution to the studies of Vietnam foreign relations in specific and Southeast Asian international relations in general.Trade Review“This is a uniquely well-informed account of Vietnam’s serious internal debates leading to the decision to join ASEAN in 1995. The story starts with a probing analysis of Hanoi’s regional diplomacy and relations with the Soviet Union, China, and the United States from the 1970s onward. Entering the 1990s, the narrative shows how Vietnamese policymakers struggled to reconcile ideological and pragmatic considerations as they navigated complex great-power and regional environments. Professor Tung dispels conventional balance-of- power explanations for Hanoi’s embrace of ASEAN, and argues persuasively that the decision to join grew out of a shift from a revolutionary national identity to an identity centered on developmental state model of the Southeast Asian type. This honest and close-up view of policy debates offers a rare opportunity for readers to understand the logic of policymaking in one of the world’s most complex diplomatic environments.” — Andrew J. Nathan, Class of 1919 Professor of Political Science, Columbia University”

Book SynopsisThe twenty-first century will not belong to America, China, Asia, or anyone else. It will be no one's world. Charles Kupchan spells out how to capitalize on the coming diversity to fashion a consensus between the West and the rising rest.Trade Review"Refreshingly avoids the parochialism that has defined recent debates over American decline. Moving beyond scholarly debates and election-season paeans to American exceptionalism, Kupchan urges readers to see the world as it is becoming, not how it used to be or how they might like it to be."-Foreign Affairs "Charles Kupchan is an important and distinctive voice in an ongoing debate about the future shape of the international order. Contrary to those who argue that now is the time for the West to strengthen and extend existing rules, he cautions policymakers to prepare for a world of conflicting values and multiple paths to modernity and prosperity. The prospect of No One's World is not one that Western policymakers and pundits like to contemplate, which is all the more reason that they should read this book." --Anne-Marie Slaughter, Bert G. • Oxford University Press, USA Disobeying the Security Council Countermeasures Against Wrongful Sanctions Oxford Monographs In International Law

    15 in stock

Book SynopsisIn the last few years, the Security Council has imposed highly controversial sanctions on both individuals and States, some of which can be considered to violate international law. This book argues that the law of international responsibility allows States to disobey these obligations when they would result in a serious violation of human rights.Trade ReviewThis monograph is one of the first to systematically address an increasingly important problem, namely the reaction to excesses of power, or unlawful acts, of the Security Council...By its subject, and the way it goes about addressing it, this book is solidly devoted to these increasingly pressing questions. The author demonstrates several qualities: expertise...; a distinctive subtlety and a capacity to sustain a powerful argument; a remarkable knowledge of general international law which underlies and visibly strengthens the argument; a concentration on the essential questions only [and] a palpable mastery of the subject ... . In sum, Dr Tzanakopoulos offers us an image of a next generation of international lawyers of which we can be proud. * Robert Kolb, Professeur de droit international public à l'Université de Genève, Journal du Droit International *Disobeying the Security Council is to be recommended as an important work of scholarship. It displays a richness of argument backed by a depth of research. It repays careful reading and will, without doubt, spark debate and sharpen views on the subjects which it treats. * Matthew Happold, British Yearbook of International Law *[T]he work is highly creative and reveals remarkable intellectual discipline and technical accomplishment. It constitutes a valuable contribution to the debate about the nature of the Security Council's powers and exposes once again the limits of the international legal order in constraining the exercise of public power by international organisations. * Erika de Wet, Professor of International Constitutional Law, University of Amsterdam and Co-Director of the Institute for International and Comparative Law in Africa, University of Pretoria *I am happy to recommend Disobeying the Security Council. It is a substantial achievement. It repays careful reading and will without a doubt spark debate. It has certainly sharpened my view on the subjects of which it treats. * Matthew Happold, Professor of Public International Law at the University of Luxembourg *Antonios Tzanakopoulos has written a powerful book in Disobeying the Security Council. It is a rich - at times very rich - piece of scholarship... * Marko Milanovic, Edinburgh Law Review *...the book is a thoughtful study of topical and important issues surrounding the responsibility of the UN and international organizations in general...Scholars and practitioners in international law and relations will benefit handsomely from reading this book. * Sienho Yee, Wuhan University Institute of International Law, Chinese Journal of International Law *[The author] has a rigorous and logical way of formatting legal arguments in the debate. This work is certainly a necessary item on the shelf of every specialist dealing with issues of international responsibility. * PAÑSTWO i PRAWO (State and Law) *Irrespective of the interest it sparks of its own accord, Antonio Tzanakopoulos' book undeniably comes at the right moment. * Frédéric Dopagne, Netherlands International Law Review *While the book is well written and structured, the sheer density of argument, the wealth of research, and the depth of thought make it a very rewarding yet equally challenging read. * Thomas Lieflaender, Leiden Journal of International Law *Antonios Tzanakopoulos's argument is supported by numerous references, both classical and contemporary, which make up a wide panorama of the current state of research. . . Always, the position set out by the author enriches the debate over the question of the legality of the control of the Council, at a moment when it is multiplying the sanctions which are targeted and when its role as "World legislator" is criticised. * Annuaire français de droit international 01/02/2012 *Table of ContentsI THE ENGAGEMENT OF RESPONSIBILITY; II THE DETERMINATION OF RESPONSIBILITY; III THE CONSEQUENCES OF RESPONSIBILITY
