  • The European Union: An Introduction

Bloomsbury Publishing PLC The European Union: An Introduction

    1 in stock

Book SynopsisThe EU is one of the most notoriously complex international organisations. It is the only supranational organisation where nation-states agree to share sovereignty in some areas but not in others. At the heart of the EU debate across Europe are two opposing groups: one aims to devolve more sovereignty to the EU, with the aim of creating a European 'super-state' and the other wishes to devolve less, effectively relegating the EU to a mere discussion forum. In this accessible and engaging book, Mark Corner provides an essential introduction to the history and modern workings of the EU. Focusing on key themes in the union's development and the debates surrounding future enlargement, this book answers the key questions related to the EU and provides a 'one-stop shop' for anyone curious about future of Europe.Trade Review'At last: a completely common sense, no-nonsense, hands-on and eminently readable introduction to the European Union'. Book SynopsisIn the second half of the twentieth century, Germany became the dominant political and economic power in Europe - and the arbiter of all important EU decisions. Yet Germany's leadership of the EU is geared principally to the defence of German national interests. Germany exercises power in order to protect the German economy and to enable it to play an influential role in the wider world. Beyond that there is no underlying vision or purpose. In this book, former British ambassador in Berlin Paul Lever provides a unique insight into modern Germany. He shows how the country's history has influenced its current economic and political structures and provides important perspectives on its likely future challenges and choices, especially in the context of the 2015 refugee crisis which saw over 1 million immigrants offered a home in Germany. As Britain prepares to leave the European Union, this book will be essential reading and suggests the future shape of a Germany dominated Europe.Table of ContentsPreface Now We’re Speaking German It’s the Economy, Stupid Proud of the F Word A Land without a Past Coping with the Relations The Ever Closer Union Will the EU Army Ever March? • The Democratic Accountability of Central Banks: A

Bloomsbury Publishing PLC The Democratic Accountability of Central Banks: A

    1 in stock

Book SynopsisThe signing of the Treaty on European Union (TEU) propelled the Member States into the European Monetary Union (EMU) leading directly to the transfer of authority over monetary policy to the European System of Central Banks (ESCB),leaving Central Banks in the Member States to implement its decisions. This vital shift has led to calls for a fresh assessment of the independence status of the ECB. The question of central bank independence and its impact on economic performance has been extensively studied, but the equally important question of democratic accountability has been largely ignored. The study offers an explanation of what the concept means in the context of central banks, and suggests criteria by which the democratic accountability can be evaluated. The present system of democratic accountability in a number of central bank systems is scrutinized, and contrasted against possible future models for the ECB. The author asks whether and to what extent the ECB will be democratically accountable, to what extent reinforcement might be required, what influence will this have on monetary policy, and the extent to which existing democratic mechanisms in the Member States are likely to remain applicable. In the course of this study six national central bank systems are analysed, including the Bank of England, the Banque de France, the Deutsche Bundesbank, the Nederlandsche Bank, the Reserve Bank of New Zealand, and the Federal Reserve System (Fed), and the ESCB and ECB. Fabian Amtenbrink is a Lecturer in European and Economic Law, and an associate of the CRBS at the University of Groningen.Trade ReviewAn invaluable contribution to fill a gap existing in this branch of EC Law. 1 in stock

Book SynopsisGerman troops fighting the Taliban in the Hindu Kush; EU judges sitting in courts in the Balkans; UN viceroys governing parts of Oceania; American occupation of the Middle East. Amid the myriad political experiences of the post-Cold War era, the historians of the future are likely to pay particular attention to attempts by outsiders to administer a host of post-conflict societies, to perform physical and social reconstruction, to establish functioning institutions, to open economies and, ultimately, to transform the 'maladjusted' political cultures of Africa, Asia and the Middle East. Few developments in the two decades after 1989 were as revealing of the character of the international system, of the gaps between liberal discourse and practice, and of the fleeting nature of the Western hegemonic moment. What made the new protectorates possible? What were they like as an actual political experience? How contradictory was its reception? Why was the process of governing others for their own good so flawed and the outcomes so disappointing? These are among the questions addressed by some of the leading authorities in the field, including Stefan Halper, Christopher Clapham, Mats Berdal and Richard Caplan. The book is divided into two parts. The first examines the historical background from which the new protectorates (Bosnia, Kosovo, East Timor, Iraq and Afghanistan) emerged and the dissonant reactions to their creation; the second analyses the experience of governance in the protectorates along several dimensions, ranging from United Nations involvement through problems of policing, civil-military relations, coordination between international forces and the local state to the sometimes perverse consequences of economic policy.Trade Review'This is a fascinating and insightful collection of essays from a distinguished set of authors. It examines the international trusteeship of troubled territories from a wide and complimentary set of angles: historical and contemporary, tactical and strategic, theoretical and practical.' * Iain King, co-author, Peace at any Price: How the World Failed Kosovo *'The editors turn a critical eye on the role of external actors in post-war societies. [ - ] Both optimistic and skeptical readers will find evidence to suit their arguments in this important volume; but the balance of evidence will better suit the pessimists. Practitioners would do well to read it closely.' * Bruce Jones, Director and Senior Fellow of the Center on International Cooperation, NYU and Senior Fellow and Director of the Managing Global Insecurity Program at the Brookings Institution *'A tremendously exciting volume, drawing both on history and on theory, in assessing, unsentimentally, a set of post-colonial variants of the protectorates of old. The authors are well chosen, their essays both acute and literate. The introduction is a model of lucidity, concision and depth. This book represents a major contribution to the literature of international relations.' * David M. Malone, President, International Development Research Centre, Ottawa *

    5 in stock

Book SynopsisThe huge number of security forces stationed around the world as United Nations peace- keepers is second only to the global military deployments of the USA. But most UN peace- keepers come from the emerging powers and developing states that comprise the global South. This is the first book to analyse this phenomenon at the international level. Such unprecedented deployments show that peacekeeping is the most widely tolerated use of force in international affairs today. Far from signalling progress towards global governance, Legions of Peace argues that UN peacekeeping must be understood in the context of continuing economic inequality and the uneven distribution of global power. Philip Cunliffe contends that through UN peace- keeping Western states have used their domination of international institutions to harness the armed forces of the global South. In so doing, Western states seek to reduce the political and military costs of hegemony and stave off their inevitable, long-term decline in power. This strategy has profound political implications. Instead of transcending the 'scourge of war', by globalising peacekeeping the UN has made peace dependent on the extensive and sustained deployment of armed force - a development that bodes ill for the future.Trade Review'Cunliffe's Legions of Peace is one of the most stimulating works on UN peacekeeping I have read over the last decade. It provides a compelling analysis of UN peacekeeping as a low-risk instrument in the hands of powerful states who sub-contract their security governance role in the unruled world to weaker countries of the Global South. The book will not necessarily resonate well in Western capitals, yet it is a clear and solid contribution to the conceptualisation of peacekeeping and how it relates to international politics.' * Thierry Tardy, Senior Analyst at the European Union Institute for Security Studies *'This provocative study adds to the historical and still growing consensus on the failures of the "international community" and its various peace interventions, which has failed to fully leave behind old habits or overcome iniquitous power structures.' * Oliver Richmond, Professor of International Relations, Peace and Conflict Studies, The University of Manchester, Humanitarian and Conflict Response Institute *'Cunliffe offers important insights into the motivations of the "new" peacekeepers of the global south - and the objectives of the big powers who co-opt their services for their own purposes. This is a clear-sighted and engaging investigation which challenges many of the complacent pieties conventionally attached to the peacekeeping role.' * Norrie MacQueen, Honorary Research Fellow, University of St Andrews *'A sweeping but hard-hitting mix of theory, history and smart analysis of contemporary peacekeeping operations, Legions of Peace will stir up controversy and make uncritical advocates of blue helmet missions rethink many of their basic assumptions.' * Richard Gowan, Research Director, NYU Center on International Cooperation *

  • In the Shadow of Just Wars: Violence, Politics

C Hurst & Co Publishers Ltd In the Shadow of Just Wars: Violence, Politics

    1 in stock

Book SynopsisWhile military intervention in Iraq was being planned, humanitarian organizations were offered US government funds to join the Coalition and operate under the umbrella of "Operation Iraqi Freedom". In Kosavo, Timor, Sierra Leone and Afghanistan, NGOs had previously been asked to join in "just" wars. Indeed many aid agencies cooperated eagerly, subordinating their specific aims to the greater goal of "peace, democracy and human rights". Few Afghans or Sierra Leoneans regret the interventions. However, the inconvenient victims of these triumphs, those from the "wrong" side, are quickly forgotten. These are individuals whom humanitarian organizations have the duty to save, yet in doing so they must remain independent of the warring parties, and refrain from joining in the "struggle against evil" or any other political agenda. Then there are places where the pretence of providing assistance allows donor governments to disguise their backing of local political powers. Lastly there are those whose sacrifice is politically irrelevant in the wider scope of international relations. In circumstances such as these, what little international aid is available collides head-on with the mutal desire of the adversaries to wage "total" war that may lead to the extermination of entire populations. In this book, international experts and members of the MSF analyse the way these issues have crystallized over the five years spanning the end of the 20th century and the beginning of the 21st. The authors make the case for a renewed commitment to an old idea: a humanitarianism that defies the politics of sacrifice.Trade Review'This book is an aid to clearer thinking in an era in which, as David Rieff argues in his essay, states have decided that A"humanitarianism is too important to be left to humanitariansA". Book SynopsisScholars agree that a direct correlation can be made between poor governance and the emergence of extremist movements. This book challenges both the efficacy and wisdom of purely militarized responses to extremist movements typified by the Global War on Terror, as well as the cursory replication of international counter-terrorism frameworks promulgated by the UN and EU in Africa. Emphasis is given to the importance of understanding local history, culture and regional geopolitics, among a variety of context-specific factors, to effectively address the emergence and spread of extremisms in Africa. As such, it draws on contributions from a range of thematic and regional experts, including security-sector specialists, conflict analysts, journalists, international relations and governance specialists, political scientists, social anthropologists, psychologists, and theologians.Table of ContentsForeword: Dr Alain Tschudin, GGA Executive Director; Chapter 1: Between rhetoric and reality: Strategic approaches to counter-terrorism – Peter Knoope; Chapter 2: Public opinion on security and terrorism in Africa – Rorisang Lekalake; Chapter 3: Terrorism in North Africa and the Sahel – Richard Chelin; Chapter 4: The Sahel’s ungoverned spaces and the ascent of AQIM, Al-Mourabitoun, and MUJAO in Mali and Niger – Celeste Hicks; Chapter 5: Why the Tuareg have been demonised – Prof. Jeremy Keenan; Chapter 6: Visions of an alternative world: Understanding the background to Boko Haram – Graham Furniss; Chapter 7: Boko Haram and counter-insurgency in Nigeria – Stephen Johnson; Chapter 8: The rise of ISIS and its implications for East Africa – Stephen Buchanan-Clarke; Chapter 9: The evolving threat of violent extremism and terrorism in the SADC region – Ric Chelin and Stephen Buchanan-Clarke; Chapter 10: Identity politics and the re-emergence of South Africa’s Far Right – Stephen Buchanan-Clark Chapter 11: The socio-economic rehabilitation & reintegration of Children Associated with Armed Forces and Armed Groups (CAAFAG): A community-based approach in Borno State, Nigeria – Emmanuel Bosah & Mustapha Al-Hassan; Chapter 12: Accounting for the rise of Islamist extremism in Africa: Origins, trajectory and recommendations – Hussein Solomon; Chapter 13: Transnational Evangelical Christianity and political culture in sub-Saharan Africa – Robert A. Book SynopsisThe process of European integration is marked both by continued deepening and widening, and by growing evidence of domestic disquiet and dissent. Against this background, this volume examines three key themes: the challenge to the power of member states - as subjects of European integration - to determine the course of the integrationist project and to shape European public policies; the increasing constraints in the domestic political arena experienced by member states as objects of European integration; and the contestation over both the ''constitutive politics of the EU'' and specific policy choices. These three themes - power, constraint and contestation - and their interdependence are explored with specific reference to contemporary Germany. The main findings call for a revision of the ''conventional wisdom'' about Germany''s Europeanization experience. Book SynopsisBuilding States examines how the UN tried to manage the dissolution of European empires in the 1950s and 1960sand helped transform the practice of international development and the meaning of state sovereignty in the process. Eva-Maria Muschik traces how UN personnel pioneered a new kind of state building in the midst of decolonization.Trade ReviewThe formation of the United Nations in 1945 proved essential to the decolonization of the world, as Eva-Maria Muschik elegantly demonstrates in this state-of-the-art international history. In its first twenty years, the UN machinery was instrumental in new states’ attainment of formal sovereignty—and played an even more pivotal role in the development of many new states after their emergence. Revising our understanding of an era in which the UN’s contribution has often been criticized or trivialized, Muschik has transformed the study of international governance. -- Samuel Moyn, Yale UniversityBuilding States is a highly original book. It pushes forward our understanding of the international history of the United Nations, and it also acts as a powerful corrective to studies that lionize uncritically the work of the UN. -- Alessandro Iandolo, Harvard UniversityBuilding States will find an enthusiastic audience among historians and IR scholars interested in international organizations and development. Muschik’s focus on public administration is an important addition to the wealth of studies on agricultural and infrastructural development projects. Through a series of well-researched case studies, Muschik explores how "technical assistance" came to emphasize state-building as a job best handled by professionals and reveals how subtle (and not so subtle) tensions between ideals of expertise and democracy played out in practice. -- Perrin Selcer, author of The Postwar Origins of the Global Environment: How the United Nations Built Spaceship EarthAn ambitious book in its chronological, geographic and thematic scope, offering one perspective on the vast scale of UN interventions across the global South during the era of decolonization. * International Affairs *With new insight into how international organisations became major players in governance and development,Building States has significant implications for the histories of decolonization, UN intervention and the Cold War. * e-IR *The book has outstanding qualities, which make it more than worth reading. Book SynopsisJessica Lynne Pearson explores the collision between imperial and international visions of health and development in French Africa as postwar decolonization movements gained strength. The consequences of putting politics above public health continue to play out in constraints placed on international health organizations half a century later.Trade ReviewPearson’s deeply researched and elegantly written book demonstrates that international organizations played a defining role in reshaping empire in the postwar period. Her work compellingly argues that the United Nations and the World Health Organization provided templates for universal rights and health for all, even colonial subjects. The Colonial Politics of Global Health will be an invaluable addition to our understanding of the French Empire, decolonization, and global health initiatives. -- Jennifer Johnson, Brown UniversityA smart, persuasive study of one of the most influential chapters in the history of twentieth-century Africa. This impressive work poses an intriguing question: how did imperial powers in sub-Saharan Africa interact with new international humanitarian organizations providing oversight of colonial governance after World War II? Pearson is to be commended for taking on such a challenging topic and for telling a fascinating, human story in such an accessible way. -- Alice L. Conklin, The Ohio State UniversityAn important, thought-provoking book that uses global health as a prism through which to understand tensions between colonial powers and international organizations like the World Health Organization in late colonial Africa. Pearson skillfully shows how decolonization converged with a wide array of attempts to stem disease made by French doctors, colonial officials, and world health representatives in Africa. -- Nancy Rose Hunt, University of Michigan[A] probing account…Focusing on the area of public health, Pearson shows that France sought to reap the benefits of the World Health Organization’s operations in Africa, even as it pursued its own health-care policies in its colonies. France’s efforts, Pearson argues, succeeded in maintaining French influence over UN policies in West Africa even after the country’s former colonies had won their independence. -- Nicolas van de Walle * Foreign Affairs *Shows how the World Health Organization’s origins and development in Africa and the politics of the postwar period of decolonization were intimately intertwined. -- Laura Jane McGough * Bulletin of the History of Medicine *

    Pluto Press The World Bank

Book SynopsisAuthoritative, critical history and analysis of the World Bank from its founding to the present dayTrade Review'Superior … a broad ranging guide that explains the global power structure over the last eight decades. The history of the World Bank and its frequent support of dictatorships in the Global South clarifies the nexus between high finance and power politics.' -- Carlos Marichal, El Colegio de México'The World Bank's many critics usually urge institutional redemption through reforms. In this harsh and thorough indictment, Eric Toussaint blasts those hopes. Covering the history of the Bank from its early days as a prop to European colonialism through the Rwandan genocide, the Washington Consensus and the Iraq war, he argues that the Bank is incorrigible and should, therefore, be abolished. Read and judge for yourselves.' -- James K. Galbraith, author, 'Welcome to the Poisoned Chalice: The Destruction of Greece and the Future of Europe''The record of lending to authoritarian regimes … invites fresh thinking on the need to streamline human rights considerations into development lending. Recommended reading to get a different view of the Bretton Woods institutions.' -- Andrés Solimano, founder, International Center for Globalization and Development'Eric Toussaint's book could not be more opportune as the world enters a dangerous period of potential geopolitical conflict. Toussaint exposes, with chapter and verse, the role of the World Bank (and other 'Bretton Woods institutions) as tools for the financial control of the world - in particular, the exploitation of the Global South through the manipulation of debt. The World Bank is found not to be a great institution to reduce global poverty, but on the contrary, to perpetuate it.' -- Michael Roberts, Economist and co-author of 'Capitalism in the 21st Century''Éric Toussaint's detailed and powerful indictment of the World Bank emerges at a vital time. • Europe Entrapped

John Wiley and Sons Ltd Europe Entrapped

Book SynopsisToday Europe finds itself in a crisis that casts a dark shadow over an entire generation. The seriousness of the crisis stems from one core political contradiction at the heart of the European project: namely, that what urgently needs to be done is also extremely unpopular and therefore virtually impossible to do democratically.Trade Review"The title of his book says it all: Europe finds itself in a trap of its own making. Offe has no easy answers as to how the continent might escape. But his 130-page essay is a model of analytical clarity and should be required reading for anyone who wants to grasp the core issues of the crisis—and eschew simple slogans and facile apportionment of blame to single nations (whether Germany or Greece)."Current History"This is a strangely heart-warming book. While Claus Offe analyses the weaknesses and failures of European integration with ruthless precision, he also reminds us powerfully of the values of the European ideal, and shows how we could come closer to realising them - if only political leaders had the will and tenacity to do so. In the current climate of Europhobia, this is the nearest thing to realistic optimism that we are likely to get."Colin Crouch, University of Warwick"Claus Offe has written a passionate, probing, and deeply perturbing book that both excoriates the European Union and provides a glimpse of hope in the struggle for a social Europe."Gary Marks, UNC-Chapel Hill and RVU Amsterdam"After so many years without a resolution, it is hard to feel hopeful about the euro crisis. If there are grounds for hope they lie in this volume. In it Claus Offe describes how the citizens of Europe, and of Germany in particular, frame the crisis. He explains how that framing defines the range of feasible policy options. Offe shows how it is in the capacity of those citizens and their leaders -- of European society, in other words -- to modify that framing in ways that open the door to a more constructive policy response. Offe's careful analysis deserves a wide audience. If it receives one, Europe will be a better place."Barry Eichengreen, University of California, Berkeley"At the core of this book is the proposition that, though the Euro was a mistake, its undoing would be a greater mistake. Around this insight, Offe describes the logic of the economic, institutional, political and cultural traps that have been sprung on European polities. The great merit of this book is that it poses the fundamental question implicit in any attempt to escape such traps: who is to be the agent of change? No one reading this book will think that this question has an easy answer; they will realise that an answer is desperately called for."Albert Weale, University College London ‘Europe Entrapped brilliantly summarizes the huge complexity of the EU that hinders its effective crisis management, and comes with a passionate call for more material solidarity among EU citizens... Offe contributes a most welcome counterweight to all the short and simple arguments attributing blame for the crisis to a small group of people, persons, or institutions. For everyone interested in the Euro crisis and annoyed or confused by the barrage of media coverage on it, I highly recommend this book.’International Studies Review‘Offe provides a lucid explanation of the Eurozone crisis and how Europeans should reform their institutions. While assembling the intellectual tools to dissect this predicament, he paints a full picture of the challenges facing welfare states under globalization… The silver lining of this book is that it is partisan in the best possible way: provocative but not distorting, critical but not irascible. Most of all: its political rallying cry to citizens, namely that the Europe we have is flawed and the one we stand to gain is worth fighting for, is both urgent and true.’ Constellations‘This is an important read for any Europhile who thinks that anything economically or socially rational must also be politically realistic.’ Times Higher EducationTable of ContentsAbbreviations vi Preface vii Introduction 1 1 Democratic Capitalism and the European Union 6 2 The Nature of the Crisis 16 3 Growth, Debt, and Doom Loops 32 4 No Return to Square One 48 5 In Search of Political Agency 56 6 Finalitées: Bases of Identification with European Integration as a Political Project 61 7 The Configuration of Political Forces and Preferences 81 8 Germany’s Leadership Role for Europe: A Non-Starter 90 9 “Thin” Citizenship: The Ugly Face of the EU System of Rule 109 10 Redistribution Across State Borders and Social Divides 120 References 131

While Claus Offe analyses the weaknesses and failures of European integration with ruthless precision, he also reminds us powerfully of the values of the European ideal, and shows how we could come closer to realising them - if only political leaders had the will and tenacity to do so. In the current climate of Europhobia, this is the nearest thing to realistic optimism that we are likely to get." Colin Crouch, University of Warwick"Claus Offe has written a passionate, probing, and deeply perturbing book that both excoriates the European Union and provides a glimpse of hope in the struggle for a social Europe." Gary Marks, UNC-Chapel Hill and RVU Amsterdam"After so many years without a resolution, it is hard to feel hopeful about the euro crisis. If it receives one, Europe will be a better place." Barry Eichengreen, University of California, Berkeley"At the core of this book is the proposition that, though the Euro was a mistake, its undoing would be a greater mistake. Around this insight, Offe describes the logic of the economic, institutional, political and cultural traps that have been sprung on European polities. The great merit of this book is that it poses the fundamental question implicit in any attempt to escape such traps: who is to be the agent of change? No one reading this book will think that this question has an easy answer; they will realise that an answer is desperately called for." Book SynopsisWhy does soft power conflict management meet with variable success over the course of a single mediation? In Nested Security, Erin K. Jenne asserts that international conflict management is almost never a straightforward case of success or failure. Instead, external mediators may reduce communal tensions at one point but utterly fail at another point, even if the incentives for conflict remain unchanged. Jenne explains this puzzle using a nested security model of conflict management, which holds that protracted ethnic or ideological conflicts are rarely internal affairs, but rather are embedded in wider regional and/or great power disputes. Internal conflict is nested within a regional environment, which in turn is nested in a global environment. Efforts to reduce conflict on the ground are therefore unlikely to succeed without first containing or resolving inter-state or trans-state conflict processes.Nested security is neither irreversible nor static: ethnic relations may eTrade ReviewErin Jenne makes an important contribution to the literature on conflict management. Jenne argues that in order for mediation of civil disputes to succeed, it is necessary to first address the wider conflict environment.... But as she herself acknowledges, external stability alone does not create peace. It is an important piece of the conflict management puzzle and she does well to remind scholars and policymakers alike that we cannot get so caught up in the trees that we miss the forest. -- Jennifer De Maio * H-Net *Jenne (Central European Univ.) presents a comprehensive analysis of international conflict management under two European security systems: the League of Nations and the Organization for Security and Cooperation in Europe (OSCE).... highly recommended. -- K. Book SynopsisIn A Community of Europeans? a thoughtful observer of the ongoing project of European integration evaluates the state of the art about European identity and European public spheres. Thomas Risse argues that integration has had profound and long-term effects on the citizens of EU countries, most of whom now have at least a secondary European identity to complement their national identities. Risse also claims that we can see the gradual emergence of transnational European communities of communication. Exploring the outlines of this European identity and of the communicative spaces, Risse sheds light on some pressing questions: What do Europe and the EU mean in the various public debates? How do European identities and transnational public spheres affect policymaking in the EU? And how do they matter in discussions about enlargement, particularly Turkish accession to the EU? What will be the consequences of the growing contestation and politicization of European affairs for European deTrade Review"A Community of Europeans? is a pathbreaking contribution that brings together the main strands of theoretical and policy debate since the EU's current identity crisis began in the early 1990s and evaluates them against the best and most up-to-date empirical data. Thomas Risse has been a leading voice in these debates since their inception." -- Thomas Banchoff, Director of the Berkley Center for Religion, Peace, and World Affairs and Associate Professor of Government, Georgetown University"In a book that will become a classic, Thomas Risse provides a fascinating, comprehensive, and wise analysis of European identity. This book is a model of conceptual clarity, empirical richness, and theoretical acuity that is certain to shape both the field of European studies and debate about the future of Europe." -- Gary Marks, Chair in Multilevel Governance, VU Amsterdam, and Burton Craige Professor, UNC–Chapel Hill"This timely and important book spans sociology, comparative politics, and international relations. Thomas Risse was one of the first to write about European identity issues as well as about the European public sphere; he combines sophisticated quantitative methodology with careful qualitative analysis." -- Vivien Schmidt, Jean Monnet Professor of European Integration, Boston University"Thomas Risse has taken up the hard question of whether or not a European public sphere exists. He has tentatively answered 'yes.' But, he also has a realistic view of the limits of that sphere and the political forces that affect the possibility of that sphere expanding, contracting or leading to bad outcomes. His perspective marks a clear position in this important debate about the future of Europe. This makes the book well worth reading." -- Neil Fligstein, University of California, BerkeleyTable of ContentsIntroduction: The Europeanization of Identities and Public SpheresPart I. Book SynopsisWhy have the states of Europe agreed to create an Economic and Monetary Union (EMU) and a single European currency? What will decide the fate of this bold project? This book explains why monetary integration has deepened in Europe from the Bretton...Trade ReviewA significant contribution to our understanding of the relationship between ideas and political and economic decisions. * Governance: An International Journal of Policy and Administration *An exhaustive case study.... McNamara's book provides a wealth of valuable detail on the path taken by European elites to develop a coordinated monetary policy and ultimately, a shared currency. * Society for Women in International Political Economy Newsletter *It is the prevailing wisdom that economic forces have driven Europe toward the adoption of its single currency, the euro, and that political forces have played a secondary role, if that. It is refreshing, therefore, to find a book that takes politics seriously in what is surely a political situation (as well as an economic one). McNamara considers not just politics but the ideas that condition political decisions and the environment in which those ideas are developed. An interesting book.... Well written with many useful references. * Choice *Kathleen McNamara's book is a welcome addition to the small but growing collection of scholarship which straddles the political/economic divide in order to understand contemporary developments in the global political economy....
