United Nations Guide on measuring human capital
Book SynopsisThe idea of viewing individuals' knowledge and abilities as an asset - as human capital - can be traced back to the work of Adam Smith in the 18th century. But human capital is intangible, and hence hard to define and measure. Increasingly, however, policymakers are calling for ways to understand and quantify human capital, in order to better understand what drives economic growth and the functioning of labour markets, to assess the long-term sustainability of a country's development path, and to measure the output and productivity performance of the educational sector. Devising a robust methodology for the monetary valuation of the stock of human capital is especially important as studies suggest that human capital is by far the most important component of the total capital stock in most advanced economies. This Guide on Measuring Human Capital discusses conceptual, methodological and implementation issues and challenges. The recommendations are a first attempt to come up with a way to estimate and record the role of human capital in a way that is aligned with the principles of the national accounts and that is comparable across economies.

United Nations White paper blockchain in trade facilitation
Book SynopsisTechnology is entering into every aspect of the supply chain and providing performance and innovative tools. As many are just starting to talk about the dematerialisation of certain documents used in trade and transport, others are investigating how devices can communicate information directly to the rest of the supply chain without human intervention. Smart Containers are taking the digital age of shipping one step further beyond paperless processes by embracing the Internet of Things (IoT) to support enhanced decision-making by the various sectoral stakeholders. This provides greater visibility to the stakeholders within the transaction as well as to regulatory agencies who need detailed information on the consignments before they arrive at the border. This technology can be combined with other innovations such as blockchain, big data or data pipelines to provide even more facilitation to the trading community. In all of these cases, though, we see that creating clear, unambiguous message exchange standards will allow to capitalize the full potential of the enhanced data. This paper provides a detailed look into the various benefits of using Smart Containers as well as the various potential use cases for this technology. The project team continues its work to provide clear semantic standards for the exchange of this data in order to ensure that all stakeholders understand the same information in the same way.

United Nations Circularity concepts in wood construction
Book SynopsisWhen it comes to sustainability and circularity, wood as a natural raw material has several advantages over other building materials. As a bio-based resource, it has considerable benefits concerning greenhouse gas emissions, carbon-storing, thermal insulation as well as human health and well-being compared to other construction materials. United Nations Asia-Pacific trade and investment report 2016:
Book SynopsisThe Asia-Pacific Trade and Investment Report (APTIR) is a major annual publication of the Trade, Investment and Innovation Division of United Nations ESCAP. It aims to deepen understanding of trends and developments in trade and investment in the Asia-Pacific region; emerging issues in trade, investment and trade facilitation policies, and impacts of these policies on countries' abilities to meet the challenges of achieving inclusive and sustainable development. It offers innovative policy options to meet the challenges of achieving sustainable trade and investment. APTIR 2016 shows that 2015-2016 has been a worrying period for trade and investment n the Asia-Pacific region and worldwide, and there are few signs that the current economic and trade slowdown is simply a temporary phenomenon. Instead, this pattern may be the result of a change in the fundamental structure of world trade, which might lead to a persistent trade stagnation. On the other hand, good progress was made, especially at the regional level, with furthering cross-border paperless trade as one of the approached to deal with the upward pressure on the trade costs. Special feature of this volume is a chapter on digital trade in Asia-Pacific. Accepting the rising importance of e-commerce as a new trade platform, there is opening for the possible changes in the focus of trade and investment policies in order to leverage the potential of e-commerce to support intraregional trade.

United Nations Economic and social survey of Asia and the
Book SynopsisThe Asia-Pacific region has been leading the global economic growth over the past few decades. However, rapid economic growth without sufficient inclusiveness is now constraining the region's future economic and broader development prospects. The COVID-19 pandemic has further revealed the vulnerability of the region due to lack of inclusiveness. The Survey 2021 estimated that 89 million people could have been pushed back into extreme poverty in the region due to COVID-19, contributing to an already increasing trend in income inequality in Asia and the Pacific. Going forward, concerns over a "K-shaped" economic recovery, both within and across countries, and the desire to ensure that the post-pandemic recovery is consistent with long-term inclusive development are broadly shared among policy makers and experts, as revealed during policy dialogues organized to disseminate the messages of Survey 2021. Additionally, international commitment to inclusive development, as manifested in the 2030 Agenda for Sustainable Development, is pushing distributional issues to the forefront of global policy agenda. With a focus on the role of economic policies in promoting inclusive development, the Economic and Social Survey of Asia and the Pacific 2022 will analyze the importance of effective government actions and the role of fiscal, monetary/financial and structural policies in enhancing inclusiveness, keeping in view the considerable impacts of COVID-19 on inclusiveness and inequality

United Nations Economic and social survey of Asia and the
Book SynopsisOne of the main value additions of the Survey 2023 is a proposal for an augmented Debt Sustainability Analysis (DSA) approach that duly incorporates SDG investment needs, potential socioeconomic and environmental gains, government's structural policies that go beyond financial considerations, and government's resource mobilisation strategies and financial capacity. The Survey 2023 also provides new insights on how to prevent potential public debt crises and resolve public debt distress in order to effectively pursue the SDGs. For example, in prevention of public debt crisis, governments will need to explore unconventional policy measures such as leveraging the potential of non-tax policy measures and public assets. In resolving public debt distress governments might need to bring the rising number of commercial debt creditors into discussions with the existing institutional investors, while fundamental policy actions to enhance fiscal resources are still needed, governments will also need to explore unconventional policy measures, such as leveraging the potential of non-tax policy measures and public assets amid rising public indebtedness. In resolving public debt distress, while the emergence of commercial creditors brings new opportunities as many of them are increasingly mindful about the importance of sustainable development, their participation in the existing global debt architecture is virtually missing. At the same time, several unconventional, SDG-aligned debt relief modalities have recently been proposed. Amid these and other changes in the global and Asia-Pacific debt landscapes and rising public indebtedness in the region, it is time to rethink public debt issues in support of the SDGs

This context puts pressure on public finances, compounded by increasing demands for social welfare, investment and environmental sustainability, which pose fiscal policy challenges. The report analyses the fiscal trends observed in 2021, which included an upturn in tax receipts and a slowdown in public spending that resulted in smaller fiscal deficits. It also examines fiscal rules and the mechanisms used to ease them during the pandemic, proposing a rethink of these rules aimed at pro-growth fiscal policy. Lastly, it studies the fiscal frameworks applied to hydrocarbon production and mining with a view to maximizing their contribution to the implementation of the 2030 Agenda for Sustainable Development

United Nations Foreign direct investment in Latin America and
Book SynopsisThis document examines the global and regional evolution of FDI and offers recommendations so these flows can contribute to the region's productive development processes. FDI can support the investments needed for countries to move towards more inclusive and sustainable development, but, as ECLAC has argued in successive editions of this report, that does not happen automatically. Policies are needed to provide the necessary framework so that FDI entering the region is directed towards activities that support virtuous development in respect of inclusiveness, employment quality, environmental sustainability, innovation and technological sophistication. Given the growing complexity of the international landscape, it is becoming increasingly necessary to establish national and multilateral development strategies in the region and to coordinate public and private efforts so that Latin America and the Caribbean can position itself in the global economic landscape in a way that helps it to move towards inclusive and sustainable development, rather than being relegated to a marginal role determined by exogenous strategies
