    3 in stock

Book SynopsisThe United Nations Conference on Trade and Development (UNCTAD) is a founding member of the Partnership on Measuring ICT for Development, which is an international, multi-stakeholder initiative to improve the availability and quality of ICT data and indicators. One of its key achievements is the development of a core list of ICT indicators for the production of internationally comparable statistics. This list was first endorsed by the United Nations Statistical Commission at its 38th session in March 2007 and has since been updated regularly. The Commission encouraged countries to use that list in their data collection programmes; a first version of the Manual for the Production of Statistics on the Information Economy was published at the end of 2007. An updated version was published in 2009. The current edition, entitled Manual for the Production of Statistics on the Digital Economy, was prepared to reflect the many changes that have taken place in the past decade in terms of access and use of ICTs. Compared to earlier versions, it expands the coverage of the measurement of e-commerce, trade in ICT services and trade in ICT-enabled (or digitally delivered) services. It contains more model questionnaires and reflects the most recent revisions of the Partnership's list of core ICT indicators. The Manual is intended to guide statisticians from developing countries through all the steps involved in the production and dissemination of statistics related to e-commerce and the digital economy

Through the ISM implementation reviews are regularly conducted, to build in-country capacities for effective implementation, based on the principles of country ownership, inclusivity, and results-based management. The Implementation Review done in 2020 was the first of its kind and allowed to capture the progress made by 13 eT Ready beneficiary countries. It formed the basis of further capacity building, knowledge sharing and stakeholder engagement activities that have helped to raise the profile of e-commerce in national and regional development agendas. The 2nd Implementation Review (IR) was done in 2021 with an improved methodology, building on the lessons learned and feedback received by the different stakeholders involved in the first implementation review process. It highlights 140 new achievements from 14 countries that have participated in the 2nd IR, gathered through an in-depth review of the data collected from in-country stakeholders by the eT Ready Focal Points, in collaboration with a wide range of stakeholders from line ministries, regulatory agencies and private sector entities. • Digital Currency Economics And Policy

World Scientific Publishing Co Pte Ltd Digital Currency Economics And Policy

    Out of stock

Book SynopsisRecent technological advancements, particularly the advent of distributed ledger, have made the development of private digital currencies possible. This raises some important questions: Whether private digital currencies can be considered 'money' and their impact on monetary policy and the international monetary system; whether central banks should issue their own digital currencies and the impact of such actions; and the usage of the distributed ledger technology in the financial system. In November 2018, the Asian Bureau of Finance and Economic Research (ABFER), the Economic Policy Group (EPG) of the Monetary Authority of Singapore (MAS), and the National University of Singapore (NUS) Business School co-organised a two-day workshop on Digital Currency Economics and Policy to explore these issues. Leading academic researchers in monetary and financial economics offered valuable stimulating insights useful to practitioners, policymakers and academics in a non-technical manner. This volume is a collection of their work. This volume suggests that central banks will most likely issue digital currencies. There are many positive considerations. A central bank digital currency can generate useful information for the monetary authority, can enhance the effectiveness and flexibility of monetary policy, and may raise financial inclusion. Central bank digital currency, however, can have a significant impact on the banking and financial sector and could change a central bank's role in the economy. This volume also explains crucial differences between distributed ledger and centralized ledger, which is the basis of currency payment systems. Continuous innovations have made the distributed ledger technology more resilient, auditable and scalable, giving it far-reaching applications and potential contributions. For anyone who would like to gain a fundamental and comprehensive understanding of the impact of technology on our money and financial system and the future implications, this is a must-read volume.

Book SynopsisSingapore's FinTech journey has been a story of relentless pursuit of excellence to build a global financial service hub with limited means and lots of aspirations. The slogan of 'Dream big. Start small. Move fast' has rallied regulators, startups, investors, corporates and everyone else to achieve a common goal. One of the critical superpowers of Singapore is a national character built on survival instinct and a distinctive obsession with being successful. Singaporeans by nature are kiasu (a Hokkien word which can be loosely translated to fear of missing out), and they wear it as a badge of honour. Being kiasu drives Singaporeans to be constantly paranoid, doing everything they can to achieve success. It creates a certain fanaticism about meritocracy and instils a belief that one can never be complacent. In a regulated industry, our fear is our biggest strength, pushing us to comply with a wide range of ever-evolving regulations. The durable social fabric supports an adherence to order and authority. It proves to be a significant asset when it comes to developing and supporting a heavily regulated industry like financial services.Singapore attracts people across the region to build their ventures in the domains of finance and technology. This book traces Singapore's journey from 2015 till today starting with establishment of regional hubs and globalisation of FinTech innovation. The key principles which established Singapore as a FinTech Nation have been an obsession with excellence referred to as RFFL (Right First, Fast Later), a unique model of economic and legal policies known as Singanomics and lastly, an organised and controlled model of a new idea development termed Garden Innovation.

Furthermore, it examines technological developments in the periphery of China, focusing especially on Hong Kong Special Administrative Region (HKSAR). Book SynopsisDigital innovation — involving the Internet, its content and ecosystems of global users — is a rapidly evolving way of creating strategic and societal value. The phenomenon of Open data is on the rise and transforming the fundamental nature of how many industries, companies and governments connect with each other and the end-users of products and services — from increased customer-centric innovations, to winning political campaigns, and managing public health concerns. Open data holds the promise of greater transparency, greater accountability and empowerment of stakeholders. Yet curating and publicly sharing data can be difficult, requires substantive investments in knowledge infrastructures and incentives to do so are not well understood. Who is driving and enabling the open data movement? What motivates organizations to release data and how are they using it to create value? What are the current challenges and how are they being mitigated? What are the decision-frames adopted for sharing data? What are the possible applications and lessons to be learnt from current practices? What is the role of organisational ingredients and culture as a catalyst for adopting and facilitating open data practices? What is the possible impact of semantic web application? By exploring the multiple dimensions of open data and the interplay of economic utility, governance, societal values of fairness and trust, this volume seeks to entice readers by providing evidence-based answers to these questions, among others. Readers are tempted to a progressively revealing and enlightening journey from the conceptualisation to cultural proliferation of the latest trends in knowledge management: open data.Digital Innovation: Harnessing the Value of Open Data draws on practical experiences, bringing together widely distributed and latest knowledge of open data practices as case studies from researchers, academics, industry leaders, policy advisors and practitioners. In exploring the economics and technology paradigms, data governance and management practices of digital-centric private and public organizations, this volume sheds light on why there exists a need to embrace open data, what is needed to optimize the value of open data in driving digital innovation and how it is being currently conceived. The book draws a thought-provoking conclusion on open data as a purpose-driven phenomenon, with its disparate applications in a world of where global convergence on information sharing, storing and management are increasingly becoming a norm.Related Link(s)

  • From Grassroots Activism to Disinformation: Social Media in Southeast Asia

ISEAS From Grassroots Activism to Disinformation: Social Media in Southeast Asia

    2 in stock

Book SynopsisThis book reflects on the role of social media in the past two decades in Southeast Asia. It traces the emergence of social media discourse in Southeast Asia, and its potential as a “liberation technology” in both democratizing and authoritarian states. It explains the growing decline in internet freedom and increasingly repressive and manipulative use of social media tools by governments, and argues that social media is now an essential platform for control. The contributors detail the increasing role of “disinformation” and “fake news” production in Southeast Asia, and how national governments are creating laws which attempt to address this trend, but which often exacerbate the situation of state control. From Grassroots Activism to Disinformation explores three main questions: How did social media begin as a vibrant space for grassroots activism to becoming a tool for disinformation? Who were the main actors in this transition: governments, citizens or the platforms themselves? Can reformists “reclaim” the digital public sphere? And if so, how?

  • The Growing Salience of Online Vietnamese

ISEAS The Growing Salience of Online Vietnamese

Book SynopsisVietnamese nationalism has a strong undercurrent of anti-China sentiments, and Vietnam's leaders have regularly tapped into such sentiments to shore up their legitimacy and boost Vietnamese nationalism.Over the last decade, the helter-skelter growth of social media has bred new popular actors in Vietnamese cybersphere, who are deeply nationalistic but who pursue entirely different political and social agendas. In sum, they give rise to a new nationalistic narrative, one that paints the Vietnam Communist Party as being often too meek and subservient to China, and calls for drastic reforms to the political system—regime change not excluded—to deal with Chinese threats. An examination of prominent cases of online Vietnamese nationalism shows that anti-China sentiments have been a recurrent theme and a consistent trigger. The online nationalistic movements have been mostly instigated by popular figures, with state actors playing a facilitating role in stoking and harnessing them for their own ends.Manifestations of online nationalism, especially those centred on anti-China and sovereignty issues, may hold serious consequences, including violence and deadly riots. In some instances, online nationalistic campaigns both galvanize and dissipate relatively quickly once state and popular actors have somehow managed to achieve their aims. The growing salience of online Vietnamese nationalism has posed serious challenges and dilemmas for the regime. The authorities have had to encourage nationalistic patriotism without letting Sinophobia spiral out of control or turn against the regime.

ISEAS A Study of Vietnam's Control Over Online

    2 in stock

Book SynopsisOver the past two decades, the fixation on anti-state content has shaped the way Vietnamese authorities deployed various censorship strategies to achieve the dual goals of creating a superficial openness while maintaining a tight grip on online discourses. These considerations dictated how several regulations on Internet controls were formulated and enforced.Vietnamese censors also selectively borrowed from China's online censorship playbook, a key tenet of which is the fear-based approach. The modus operandi for the authorities is to first harp on what they perceive as online foreign and domestic threats to Vietnam's social stability. Then those threats are exhaustively used to enforce tougher measures that are akin to those implemented in China. But unlike China, Vietnam has not afforded to ban Western social media platforms altogether. Realizing that they would be better off exploiting social media for their own gains, Vietnamese authorities have sought to co-opt and utilize it to curb anti-state content on the Internet. The lure of the Vietnamese market has also emboldened Facebook and Google's YouTube to consider it fit to acquiesce to state censorship demands.

  • Cyber Troops, Online Manipulation of Public

ISEAS Cyber Troops, Online Manipulation of Public

    2 in stock

Book SynopsisOrganized propaganda and public opinion manipulation are increasing in Indonesia's cybersphere. Specifically, since 2019, there has been a marked rise of cyber troop campaigns that serve to mobilize public consensus for controversial government policies.Cyber troop operations played a crucial role in three controversial events in which public opinion had been initially critical of the government policy at issue. These were, first, the revision of the Law on the Corruption Eradication Commission in September 2019; second, the launch of the New Normal policy during the COVID-19 pandemic in May 2020; and third, the passing of the Omnibus Law for Job Creation in October 2020.In all three cases, there is clear evidence of cyber troops manipulating public opinion in support of government policy. In all three cases, the cyber troops manufactured consent by flooding social media with narratives that promoted the governing elite's agenda, often using deceptive messages and disinformation that were amplified by numerous "buzzer" and "bot" accounts. Thereby they effectively drowned out oppositional discourses on social media and neutralized dissent, especially as mainstream media simultaneously echoed the cyber troops' narratives. The ever more systematic use of cyber troops—and the considerable resources spent on such operations—indicates increasing co-optation of Indonesia's cybersphere for elite interests. This threatens to undermine the quality of public debate and democracy in Indonesia because cyber troop operations not only feed public opinion with disinformation but also prevent citizens from scrutinizing and evaluating the governing elite's behaviour and policy-making processes, which further exacerbates Indonesia's ongoing democratic regression.
