Taylor & Francis Ltd New Environmental Policy Instruments in the
Book SynopsisThe use of legislation by EU governments to define environmental standards for industry has been criticised for its poor track record in arresting the decline in the quality of Europe''s environment. Environmental economists in particular have proposed that legislation should be supplemented or replaced by New Environmental Policy Instruments (NEPIs), such as eco-taxes, environmental charges, tradable permits and voluntary agreements. This book focuses on practical experiences with NEPIs in the EU and tests their application using the case study of the Packaging and Packaging Waste Directive. It traces the ways in which member states have adapted NEPIs to suit their preferred styles of environmental policy, then assesses their performance and how NEPIs have both assisted and hindered the EU environmental programme. It suggests options for ensuring that the environmental programme does not become fragmented by the use of NEPIs and discusses the implications of EU enlargement.Trade Review’For many years, the environmental wing of the economics profession has been deepening its theoretical analysis of economic instruments for environmental protection. However, the practical analysis of these same instruments has remained somewhat neglected. Ian Bailey has now provided a thorough and insightful analysis of the practical operation of such instruments. In so doing, he advances our understanding of this aspect of environmental policy from textbook theory through policy formulation and operation. Along the way, many lessons are learned that will be of great interest to all with an interest in both environmental policy and, more generally, public policy formulation.’ Dr Alan Barrett, Economic and Social Research Institute, Ireland ’This book is useful for those interested in the development of EU environmental policy and the implementation of economic instruments in doing so...This book is of great interest to policy-makers, environmentalists, and...the packaging industry...it is well organized, easy to consult...’ International Journal of Environment and Pollution ’...well-researched and carefully analysed case studies...the book is very well structured and academically crafted...this book makes a significant contribution in reality-checking the rationalist arguments made in the burgeoning environmental economics literature, and provides readers with a useful introduction to EU institutions and processes.’ The European LegacyTable of ContentsContents: Introduction; EU environmental policy: political processes, NEPIs and policy implementation: Part 1 - environmental policy and politics in the EU; Part 2 - environmental policy instruments; The packaging waste directive; Recycling infrastructure in Britain and Germany; Corporate responses to environmental taxes and charges; NEPIs and EU environmental policy; Conclusions and prospects for the future; Bibliography; Index.

Taylor & Francis Ltd Environmental Leaders and Laggards in Europe Why
Book SynopsisNo other European laws are so frequently violated as environmental directives. This informative and illuminating volume explains why member states have repeatedly failed to comply with European Environmental Law. It challenges the assumption that non-compliance is merely a southern problem. By critically comparing and analyzing Spain and Germany, the volume demonstrates that both northern leaders and southern laggards face compliance problems if a European policy is not compatible with domestic regulatory structures. The North-South divide is therefore much more complex than previously thought. Examining each country's capabilities of shaping European policies according to its environmental concerns and economic interests, the book debates the possible outcomes if the European Union does not come to terms with the leader-laggards dynamics in environmental policy-making. It will be a prime resource for anyone concerned with environmental policy-making and law, particularly within Trade Review’This book is a must for all interested in the implementation of European legislation. In linking systematic theoretical deductive reasoning with empirical richness, Tanja A. Börzel comes up with brilliant and surprising insights.’ Adrienne Héritier, European University Institute, Italy '"Environmental leaders and laggards" is an important contribution to our analytical understanding of differential compliance across the European Union as well as our knowledge of environmental protection in Germany and Spain. Borzel's in-depth research challenges long-held views about the "North-South" divide in environmental policy and in doing so identifies common "European" dynamics which help clarify the contemporary state of environmental protection in the European Union.' Professor Alberta M. Sbragia, UCIS Research Professor of Political Science and Director of the European Union Center and the Center for West European Studies , University of Pittsburgh, USA 'The book is highly recommended to scholars of environmental politics and EU governance. They will find original comparative data on member-state compliance performance and a wealth of empirical material related to the implementation of EU environmental laws in two of the EU's biggest member states.' Environment and Planning C: Government and Policy 'The author gives a general picture of the Environmental Laws and compliance problems across the European Union as well as making a valuable contribution to the ongoing debate in the field of EU environmental policy by comparing Germany and Spain.' The European Legacy '...supported by a rigorous, detailed and well-researched comparative case study...the research...presents a rich and complex picture of the two countries...the book is undoubtedly of value because it attempts to offer an alternative explanation for an important political problem...In doing so, it presents rich and detailed empirical material based on interviews and field research.' Taylor & Francis Ltd The Formulation of Local Housing Strategies A
Book SynopsisHousing provision is a major dilemma for local authorities. There is currently a huge demand for more housing, while increasing environmental, economic and political pressures must be considered when local authorities develop their policies. This remarkable volume investigates how local authorities formulate their housing strategies. It questions whether the local authority can be seen as a single entity in terms of housing or whether it is fragmented into separate departments. Incorporating in-depth empirical research from England and Wales, the book discusses whether the process of developing housing policy and allocating land needs to be more integrated, and whether key players such as speculative house-builders should be involved in the development of policy. Analyzing which information sources influence the local authority's land allocations and housing strategies, the volume debates whether they provide the most useful data and suggests alternative information sources that mTrade Review’There is a growing realization that in order to develop effective housing strategies local authorities, in their enabling role, need to understand the housing market in which they operate. This book provides an excellent analysis of the extent to which local housing strategies take account of local housing markets, together with an examination of the inter-relationships between housing and planning departments in devising and implementing such strategies. With its examination of current trends in private sector house building, it will be of great interest to academics and practitioners concerned with this vital area of contemporary policy.’ Alan Hooper, Professor of Housing and Planning, Cardiff University, UK 'An excellent analysis gives perspective for rational sustainable housing policies.' Built Environment 'Chris Nicol's new book is a clearly written guide to many of the conceptual and practical matters associated with the formularation of housing strategies within the English context...therefore a useful practical guide that can inform officers embarking on housing stategy development.' By offering a wide range of regional case studies from Eastern and Western Europe, the Middle East and Africa, the book tests current theories and concepts of government and governance, space and place, and society and community. In doing so, it offers valuable insights and makes policy implications.Trade Review'A useful and interesting contribution to the body of literature that examines the political and administrative reform of states. The editors have assembled an intriguing range of perspectives on the processes of democratization, flexibilization and restructuring - notably as they are experienced in transitional and emerging states.' Dr Richard Welch, University of Otago, New Zealand 'This book, written by an international group of well-known scholars and resulting from vivid discussions, offers valuable theroretical insights and includes the results of the newest studies of the relationship between democracy at the national, regional and local levels, local governance and administrative reforms in old democracies, transitional and developing countries. Taylor & Francis Ltd Europes Green Ring Perspectives on Rural Policy
Book SynopsisAround the fringe of Europe lies a green ring of countries which have followed different pathways into modernity from the industrial core of the continent and have, until recently, been characterized by a strong agrarian presence in their politics, economy and culture. This book brings together case studies from both the post-socialist countries and EU member states which make up the green ring to compare experiences of rural and agricultural groups. It provides a fascinating opportunity to identify similarities and contrasts in the ways in which these countries have managed their rural areas when faced with the challenges set by industrialization, political integration and globalization. The book focuses on agrarian transformation as de- (and sometimes re-) peasantization - referring to the changing economic, social, cultural and political positions of farmers and food production workers. It also problematizes the standard rural models and opens up discussion of the problems these Trade Review’Beyond analysing the changing role of agriculture and the future prospects of the farming sector, the book provides valuable insights into the history and antecedents of peasant societies in diverse European countries...The result is a thought-provoking study about the shifting rural environment in Europe, which may serve both as a challenge and guide to scholars, planners and policy-makers.’ Journal of Rural Cooperation ’...this book is well produced...it makes an extremely valuable contribution to the rural debate in contemporary Europe.’ GeographyTable of ContentsContents: Central and Eastern European Countries in the Green Ring: De-peasantization or re-peasantization? changing rural social structures in Poland after World War II, Krzystof Gorlach and Pawel Starosta; De-peasantization of Hungarian rurality, Imre Kovách; The changing role of agriculture in the Czech countryside, Vêra Majerová; Rural change in Bulgarian transitions, Bob Begg and Mieke Meurs; Soviet patrimonialism and peasant resistance during the transition - the case of Estonia, Ilkka Alanen; Rural transition problems and post-socialist peasantization in the Russian forest periphery, Eira Varis; Post-traditional or post-modern rurality? cases from East Germany and Russia, Karl Bruckmeier and Marina Olegowna Koptina. Taylor & Francis Ltd Transport Lessons from the Fuel Tax Protests of
Book SynopsisThe UK fuel tax protests of September 2000 generated considerable debate about fuel prices and taxation and put transport in the media spotlight. Away from the immediate events and debates surrounding the protests, the experience offered the opportunity for longer-term lessons on transport to be gained. The editors of this volume, Glenn Lyons and Kiron Chatterjee, saw the opportunity to get fresh insight into car dependence and conducted a large-scale travel behaviour survey to find out how car users coped when restricted in being able to buy petrol. This book presents their findings and collects together articles written by other researchers on a range of topics including fuel taxation, transport pricing, policy acceptability, travel behaviour and goods distribution.Trade Review’...a definitive view of the September 2000 fuel crisis.’ Teletext ’Given the extraordinary circumstances in which the research and the book were conceived, the fact there is any such research output is impressive, while the existence of such a comprehensive account is remarkable.’ Local Transport Today '...Provides an interesting overview of the drift in transport policy over the last three decades which no government has yet managed to address effectively.' Taylor & Francis Ltd Evaluating British Urban Policy Ideology Conflict
Book SynopsisSince the Conservative government of the late 70s introduced its stringent spending policy, a ''value for money'' ideology has dictated most new approaches to policy management. As a result, monitoring and evaluation have become an integral part in the policy process. Focusing on the experience of British Urban Policy, this book examines the theoretical and practical issues in the monitoring or evaluation of public policy. It argues that as a result of the ''value for money'' ideology influencing urban policy in Britain, various conflicts have arisen in both policy and implementation, and compromises have had to be made. By exploring the experiences of monitoring and evaluating urban policy, the book examines key issues such as changing approaches, the interface between monitoring and evaluation, and the utilization of monitoring information and evaluation studies. It concludes that a long-term evaluation strategy is required in order to improve the utility value of evaluation studTrade Review'It draws on evidence from the City Challenge programme to make valuable wider suggestions about the nature of monitoring and evaluation. It has important messages both for policy makers in central government and for local partnerships involved in regeneration on the ground. Given the government's renewed aim to regenerate cities that was spelled out in the Urban White Paper, this is a book that will prove both timely and important.' Professor Brian Robson, Manchester University, UKTable of ContentsContents: Introduction. Part I: Monitoring and Evaluation: A Review of Three Decades: Evaluation of urban policy; The development of output and performance monitoring. Part II: Monitoring and Evaluation in Practice: Monitoring and evaluation - government approach; Monitoring and evaluation - local practice; Local experience - Bradford City challenge; Local experience - Hulme City challenge; Perceptions and reality - a comparison of views between partnerships and the government; Conclusions; Bibliography; Index.

Book SynopsisThe poor economic performance of some African countries since independence has been a major concern to both African leaders and policy makers. This volume, which draws together contributions from academics based in Africa and its diaspora, situates the continent within its historic and socio-political background: from the 1960s, the decade of independence, through to its development outlook as the new millennium unfolds. It examines a broad range of contemporary issues -- from development and culture to linguistics and is unique in identifying and examining issues that are common both to Africa and the diaspora.Trade Review’This challenging book calls for a fresh perspective on Africa in its interrelations with the African diaspora, combining development studies and political economy with post-colonial theory. It invites us to reconsider the nature of African modernity and the African future. Varied and wide-ranging, the contributions to the book will stimulate debate both in the classroom and outside it.’ Professor Karin Barber, Centre of West African Studies, University of Birmingham, UK ’An extremely stimulating and readable book, sprinkled with claims and explanations old, new, and controversial. Taylor & Francis Ltd Phobic Geographies The Phenomenology and
Book SynopsisDespite recent estimates that there are currently 10 million people in the UK suffering from phobias, there is a substantial and conspicuous gap in existing academic literature and research on this topic. This book addresses this gap in relation to geography literature, but also extending beyond this field to connect with a wide range of academics, health professionals and phobic ''others'' whose ideas are (re)formed by fear. In doing so, it provides non-clinical, specifically geographical insights into phobia, of relevance for its sufferers and expands human geographical understandings of the relations between gender, embodiment, space and mental health, via a study of agoraphobia. This book argues that a critical geographic perspective is better placed to take account of the importance of wider social contexts and relations, and can give a fully spatialised account of the disorder more faithful to the way sufferers actually describe their experiences. By drawing attention to some Trade Review'Joyce Davidson provides a powerful and highly original interpretation of phobias, and at the same time helps all of us to think afresh about ordinary, everyday experiences at the boundaries between our selves and our environments. By exploring phobic experiences, Davidson sheds new light on what it means to be a gendered, embodied and situated subject.' Professor Liz Bondi, The University of Edinburgh, UK 'This book does a wonderful job in weaving together a sophisticated theoretical framework with the voices and experiences of women. Taylor & Francis Ltd The Ontology and Modelling of Real Estate
Book SynopsisDue to differences in the legal systems and business environments, it is difficult to compare the process of buying and selling land in different European countries. Illustrated by a range of European case studies, this book identifies and discusses the problems of this and similar comparisons. It then examines how ontological modelling can be applied to real estate transactions and advocates this as a basis for comparing the various processes used across Europe. The book consists of four parts: the economic, legal and ontological aspects of real property transactions; a discussion of the current situation in different countries, thus showing the heterogeneity and complexity of processes that have to be captured; whilst the third and fourth parts describe ontological modelling and its benefits for the purpose of understanding the nature of real property transactions together with examples of modelling techniques applied to cadastre and real property.Trade Review'This book presents the fruits of an ongoing research project that contributes towards a better understanding of property rights systems, an essential ingredient of economic development. To compare real estate transactions across different legal systems, the book presents an innovative method that aims to enhance comparability by examining the common 'ontology' of such transactions, and shows its potential by applying it to a diverse set of European cases.'
