Book SynopsisEconomists offer rigorous quantitative analyses of how the institutional design and purpose of the WTO (and its progenitor, the GATT) affect economic development. The World Trade Organization (WTO) was established partly to support economic development in developing countries through international trade. This goal has been elusive, with some questioning the WTO's ability to achieve such a goal. In this volume, leading scholars in the economics of international trade offer rigorous quantitative analyses of how the institutional design and purpose of the WTO (and its progenitor, the GATT) affect economic development. The volume begins with analyses of market access concessions that have been or could be exchanged between developing and developed countries, from a formal framework for incorporating non-tariff measures into a model for analyzing a multilateral trade agreement to an examination of the MFN (most-favored nation) free rider problem. 1 in stock

Book SynopsisThis book investigates participatory budgeting-a mainstay now of World Bank, UNDP, and USAID development programs-to ask whether its reforms truly make a difference in deepening democracy and empowering civil society.Trade Review"Bootstrapping Democracy demonstrates the importance of ongoing experimentation as local governments and their civil society allies seek to deepen the quality of democratic institutions . . . Their research design, a paired case comparison, advances academic and policy debates on participatory democracy . . . The comparative approach used in this book makes it useful for both undergraduate and graduate courses."—Brian Wampler, Social Forces"This is one of the better contributions concerning participatory democracy in Brazil to be published in recent years. What makes this better than other recent studies of grassroots democracy in Brazil is the closer analysis of the different ways that PB develops across cities. . . This is an accessible book, even when the authors are discussing jargon-laden democratic theory or comparing Brazilian experiences to similar experiments in India and South Africa."—B. P. Keating, Choice"Insightful, subtle, and persuasively argued, Bootstrapping Democracy is a wonderful contribution to political theory and comparative politics. Writing on Brazil's two-decade-long experiment in participatory budgeting, Baiocchi, Heller, and Silva defend democracy's great promise: to turn citizens from clients into self-governing agents who, deploying their human powers, direct politics to a common good."—Joshua Cohen, Stanford University"Baiocchi, Heller, and Silva go beyond examining the 'success' of participatory budgeting to assess its actual impact in terms of government services and the further development of civil society. This clear, original work fills a very large void and really is incomparable."—Philip Oxhorn, McGill University"Bootstrapping Democracy is an exciting breath of fresh air in an era when the intellectual debate on how to construct effective democratic politics seems in danger of becoming sterile. Baiocchi, Heller, and Silva put an impressive set of empirical data together with an original theoretical perspective to create a positive thesis that should have a powerful invigorating impact on the democracy debate." —Peter Evans, University of California, Berkeley

Book SynopsisFor more than fifty years, Dr. Cahill has been helping to heal the world: as a leading specialist in tropical medicine and as a driving force in humanitarian assistance and relief efforts around the globe. In this revised and expanded edition he chronicleTrade Review"Dr. Cahill makes a powerful argument that humanitarian action and preventive diplomacy are far better prescriptions for peace than military intervention. He writes not as an academic or think tank pundit but as a physician who has been tending patients on the front lines of misery for over half a century. To Bear Witness is an important contribution to the search for a less violent 21st century." -- -Michael J. O'Neill Past President, American Society of Newspaper Editors "It would be difficult for a biographer to weave together the many strands in the remarkable life of Kevin Cahill...He has practiced as a physician in the most impoverished, strife-torn, disease-ravaged parts of the world, and devoted much of his life (and considerable powers of persuasion) to humanitarian causes all over the globe. These essays, by turn elegiac, lyrical, funny, tender, nostalgic, and vehemently impassioned, come together in an ongoing tapestry, a portrait of a dedicated physician who has dared to make a difference." -- -Oliver Sacks M.D. "Humanitarian affairs as a subject of intellectual study, and in the creation of practical policies, has emerged over the last two decades as one of the key issues in international politics. In this evolution Kevin Cahill has made, and continues to make, a very important contribution. A notable humanitarian, he draws from his personal devotion to patients, his worldwide knowledge of medicine, his skills as a health administrator, and his scholarship, writings and love of literature." -- -Lord David Owen Former Foreign Minister, United KingdomTable of ContentsPart One: Locations 15 The Middle East 18 Beirut's Smell of Death 19 A Doctor's Reflections on the Libyan Situation 21 Gaza--Destruction and Hope 23 Somalia 32 For a U.S. Role in Somalia 33 Palm Sunday in Somalia 34 Starving Refugees Overwhelm Somalia 36 A Somali Postscript 39 Nicaragua 44 The Nicaraguan Earthquake 45 The Price for Differing with the U.S. Is Death 48 Of Constitutions, Democracy, Medicine, and Diplomacy 50 Holidays in Nicaragua 53 Fasting and Medicine in Nicaragua 56 Ireland 60 A Perverse Silence 61 Red Stains on the Emerald Isle: Can Only Blood Wash Them Out? 64 A Deathless Dream 67 The Descendants of the High Kings of Ireland 71 Part Two: Academia 75 New Realities, New Frontiers 78 The Peculiar Elan 83 The University and Revolution 87 The Symbolism of Salamanca 91 Grief and Renewal 98 To Bind our Wounds 100 Loaded Words 107 Dreams and Travel 112 A Necessary Balance 113 A Dublin Department 120 Is That All There Is? 123 Part Three: Continuity 128 Health on the Horn of Africa 132 The Untapped Resource 138 Irish Essays 142 Threads for a Tapestry 145 Famine 150 The AIDS Epidemic 151 A Bridge to Peace 154 Imminent Peril 155 A Framework for Survival 158 Clearing the Fields 172 Preventive Diplomacy 177 Traditions, Values, and Humanitarian Action 186 Technology for Humanitarian Action 189 The Pulse of Humanitarian Assistance 190 Even in Chaos 192 More With Less 194 Books by Kevin M. Book SynopsisWhat explains the great variability in economic growth and political development across countries? Institutional and organizational analysis has developed since the 1970s into a powerful toolkit, which argues that institutions and norms rather than geography, culture, or technology are the primary causes of sustainable development. Institutions are rules that recognized authorities create and enforce. Norms are rules created by long-standing patterns of behavior, shared by people in a society or organization. They combine to play a role in all organizations, including governments, firms, churches, universities, gangs, and even families. This introduction to the concepts and applications of institutional and organizational analysis uses economic history, economics, law, and political science to inform its theoretical framework. Institutional and organizational analysis becomes the basis to show why the economic and political performance of countries worldwide have not converged, and revTrade Review'These four intrepid authors develop a theory of institutional and organizational analysis of enormous ambition. Influenced by Buchanan, Coase, North and Ostrom, and Williamson, they work on a broad tapestry that crosses continents, spans centuries, and yet always maintains its focus on which set of arrangements flourish and which flounder.' Richard A. Epstein, New York University, The Hoover Institution and University of Chicago'As a rule you can only synthesize an academic field when it is moribund. This book is the exception that proves the rule; it manages to bring together the most important ideas in institutional economics in a way which not only shows how intellectually vibrant it is, but which also opens up new research agendas. Robinson, University of Chicago'This comprehensive introduction to the study of institutions and organizations approaches the question I have long considered in my own work: which set of institutions are most conducive to economic development? These authors provide an excellent synthesis of this essential field of study for students and scholars alike.' The authors have assembled a remarkable volume of scope and content. It belongs on every scholar's shelf and in every student's hands.' Kenneth A. Book SynopsisAfrica is on the rise. Enabled by natural resources, commodity trading and the recent discovery of Africa as the last frontier of capitalism by the global market, African entrepreneurs are now being empowered as economic change agents. How can this new economic elite engage in the sustainable development of the continent? ''Africapitalism'', the term coined by Nigerian economist Tony O. Elumelu, describes an economic philosophy embodying the private sector''s commitment to the economic transformation of Africa through investments generating economic prosperity and social wealth. The concept has attracted significant attention in both business and policy circles. Promoting a positive change in approach and outlook towards development in Africa, this book consolidates research and insights into the Africapitalism movement, and will appeal to scholars, researchers and graduate students of Africa studies, international business, business and society, corporate social responsibility, strateTrade Review'African societies have too often been interpreted and shaped through the eyes of other parts of the world. This is now being challenged by African social scientists and entrepreneurs, a major result of which is the idea of Africapitalism - a form of capitalism that responds to community rather than individualistic values. How viable is this? Is it a new contribution to study of the diversity of capitalism? Will it enable African economies to break out of their dependent role in world trade and innovation? The contributors to this original and path-breaking book subject these and related questions to constructively critical attention, with implications of interest to scholars and economic and political decision makers in all parts of the world.' 4 in stock

Book SynopsisThis interdisciplinary volume offers a timely reflection on law, development and economics through empirical and comparative perspectives on contemporary Myanmar. The book explores the business that takes place in times of major political change through law and development initiatives and foreign investment. The expert contributors to this volume identify the ways in which law reform creates new markets, embodies hopes of social transformation and is animated by economic gain. This book is an invitation to think carefully and critically about the intersection between law, development and economics in times of political transition. The chapters speak to a range of common issues - land rights, access to finance, economic development, the role of law including its potential and its limits, and the intersection between local actors, globalised ideas and the international community. This interdisciplinary book is for students, scholars and practitioners of law and development, Asian studies, political science and international relations.Trade Review'This is compulsory reading for policy analysts and/or academics interested in the process of business and commercial legal reform. Through the prism of Myanmar - a country at the confluence of geoeconomics, political and economic transition - the contributors to this volume bring to bear theoretical sophistication alongside deep empirical knowledge to explore the business of transition. The book eschews technocratic analysis of legal reform, and instead analyses how social forces such as business, labour, the legal profession as well as political elites and multilateral organisations are engaged in contestations that shape the business of transition. It is essential reading material for anyone wishing to understand the complex dynamics of legal change, not just in Myanmar but in an array transitional economies and polities.' Kanishka Jayasuriya, Murdoch University, Australia'Myanmar provides a particularly instructive context for exploring the relationship between law and development as it undergoes two dramatic and simultaneous transitions: from military rule to semi-democracy, and from socialism to a market economy. The essays in this volume make a compelling case that 'best practices' transplanted from foreign jurisdictions provide limited purchase on the unique challenges that such transitions entail and imply more modesty than has often been the case on the part of external agencies in promoting their conception of an appropriate law reform agenda.' Michael Trebilcock, University of Toronto'The contributors to this volume, diverse in origin, expertise and experience, blend to give an insightful commentary on and exposition of the present realities and future possibilities of this unique transitional economy. It places contemporary empirical data in a broader context. Its coverage of economic, legal, social, political, moral and humanitarian issues as well as the examination of the interaction between domestic, regional and international regimes make this a book that should be on the shelves of scholarly and business readers alike.' Mary E. Hiscock, Emeritus Professor of Law, Bond University, Australia'This is an important book, as the emergence of Myanmar from decades of relative isolation triggers yet another round of debates about the relationship between law and development. The contributors share their wealth of experience with law and business reform projects in the country and enable readers to understand the difficulties and prospects of success.' Christoph Antons, University of Newcastle'The Business of Transition offers a new and searching critique of the decades-long enterprise of law and development. Myanmar cross-disciplinary specialists in law and markets superbly question glib conventionalities, boldly encounter intricate complexities, and refuse to be locked into formulaic answers. Through intensive case studies the authors skillfully explore the complex, fraught and sometimes paradoxical interplay between international donors and advisors and domestic actors, whether political elites, businesses, non-profits, civil society or local communities. Every specialist in globalization, law and markets will benefit greatly from thoughtful engagement with this excellent volume as it reveals again the intricacy and particularity of every country's encounter with the transnational and global.' Terence Halliday, Center on Law and Globalization, American Bar Foundation'Having read the book, I now know a great deal about a great deal regarding law, development and economics in the 'business of transition' both in general and in Myanmar …' Anthony Rausch, newbooks.asiaTable of Contents1. Book SynopsisUnderstanding the Policymaking Process in Developing Countries provides a uniquely comprehensive and practical framework for development practitioners, policymakers, activists, and students to diagnose and improve policy processes in developing countries across a wide range of issues. Based on the classic policy sciences approach, the book offers over 100 diagnostic indicators keyed to identify problems of policy processes, policy content, bureaucratic behavior, stakeholder behavior, and national-subnational interactions. This multi-disciplinary framework is applied to a host of policy problems that particularly plague countries experiencing the ''under-development syndrome'', including aborted programs and projects, policy impasses, distorted implementation, unnecessary harm and conflict, and shortsighted initiatives. These points are illustrated through cases from Africa, Asia, and Latin America. Based on the developing countries'' distinctive challenges, the book also offers recommeTrade Review'This is an excellent book. It is an important step forward in global development scholarship because it combines a highly effective 'reality check' on development theory and practice and it offers accessible practical steps and intelligent advice on how to unpack and overcome persistent challenges to development work. It should be required reading for aspirant development practitioners and policymakers.' Craig Hammer, Program Manager, The World Bank'It is rare to encounter a generalized explanation of the policymaking process in developing countries that doubles as a practical guide for the policy analyst. Understanding the Policymaking Process in Developing Countries is one such contribution. Ascher's structured and thorough explication of the policy process in developing countries, including the social, political, and institutional dimensions, is especially valuable for the practicing policy scientist.' Matthew Auer, Dean of the School of Public and International Affairs, University of Georgia'This timely book by an experienced development thinker helps remind us that good development policies and programs require more than careful analysis. Effective policymaking also requires that those charged with implementing policies and programs be willing and able to ask the right questions about how the policy process works. This book provides valuable advice both on how policymakers and their advisors should pose these questions as well as on how they should might get them answered most effectively.' Book SynopsisAt this time when many have lost hope amidst conflicts, terrorism, environmental destruction, economic inequality and the breakdown of democracy, this beautifully written book outlines how to rethink and reform our key institutions - markets, corporations, welfare policies, democratic processes and transnational governance - to create better societies based on core principles of human dignity, sustainability, and justice. This new vision is based on the findings of over 300 social scientists involved in the collaborative, interdisciplinary International Panel on Social Progress. Relying on state-of-the-art scholarship, these social scientists reviewed the desirability and possibility of all relevant forms of long-term social change, explored current challenges, and synthesized their knowledge on the principles, possibilities, and methods for improving the main institutions of modern societies. Their common finding is that a better society is indeed possible, its contours can be broadlyTrade Review'A Manifesto for Social Progress is a loud cry in favor of human dignity, irrespective of gender, race, religion, education, talent, and productive abilities. No cause is more important than social justice is for a better future of humanity, nor is there a better attempt to tackle the problem head-on than this book.' Ahmed Galal, Former Minister of Finance, Egypt'This is a most remarkable and dearly needed book. Its analysis of the current predicament of modern society is as sharp as its vision for overcoming the paradoxes and dilemmas is powerful. It carefully balances the pitfalls, dangers, and opportunities of the current state of global economic and political affairs, and imaginatively opens up routes for a future world which is at once more just, more democratic and more sustainable. A must read!' Hartmut Rosa, Chair for Sociology and Social Theory, Friedrich-Schiller-Universität Jena'This book lucidly articulates that social progress is not a given. It emerges from the genuine recognition of our limitations, the importance of our instincts for inclusion as citizens, and our audacity to imagine a better future for all. The book also challenges us to integrate participatory processes in our interactions and decisions with a clear vision and a strategy for a desired transformation for the wellbeing of all in a sustainable planet.' Youba Sokona, IPCC Vice-Chair'Filled with stimulating intellectual reflections and deep analytical insights, this book offers us a unique opportunity to improve our understanding of the manifold, mutually interdependent social processes in an increasingly globalized world. It not only addresses the many Janus faces of the evolution of contemporary societies but also provides us with crucial elements for a vision of our social future in an 'emancipating state'.' Wilhelm Krull, Secretary General, Volkswagen Foundation'Analyses of society have been marked by pessimism and resignation for many years now. This book is refreshingly optimistic, and above all, realistic.' Maurizio Ferraris, University of Turin'Is there reasonable hope for a sustainably generalizable and better way of life on earth, despite the mind-boggling challenges human progress has brought upon itself? Yes, there is - rooted in an impressive and unprecedented multidisciplinary enterprise, this little book proves it.' Philippe Van Parijs, Hoover Chair of Economic and Social Ethics, Université catholique de Louvain'Better is always possible: this is the vision of the authors of this book, and it is also the vision of our government. The book's focus on well-being and freedom, fairness, diversity and inclusion, as well as transparency and engagement provides a strong ethical and practical foundation for that vision. I commend the authors for their book's demonstration of how social science can serve the common good, and how, together, hope and hard work can lead to a better world.' Book SynopsisGovernment interventions in market failures can encounter objections from those who doubt their efficacy. Acocella, a leading expert on economic policy, counters these unfounded criticisms, making the convincing case for the foundation, coordination and reach of government action through economic policy. Arguing for the governmental potential to devise democratic, fair and effective institutions and policies, this book also demonstrates the validity of the principles outlined by Frisch and Tinbergen, amongst others, for controlling the economy, in a strategic context, equivalent to the rational expectations assumption. Demonstrating how unconventional monetary policies (such as macro-prudential regulation, new fiscal rules, and new forms of international policy coordination) can offer an effective response to the multiplicity of current economic issues, the recent financial crisis arguably indicates that economic policy must once again take centre stage as the applied complement to maiTrade Review'This is an exquisite and erudite scholarly work about the intellectual history of the foundations for economic policy. I have no doubt about the importance and the value of this book.' Matías Vernengo, Bucknell University, Pennsylvania'This book gives a clear discussion of the history and future of the discipline of economic policy, presenting a large amount of literature in a way which is accessible. It gives indispensable accounts of the history of the discipline of economic policy across different countries and its relation to national traditions in economics and (theoretical and practical) politics. The author makes you think over the related issues and question your own presuppositions, which is a major characteristic trait of a good scientific book. Considering recent economic problems, which are partly the long-term consequences of the financial crisis, alongside the results of other policy failures, it is of utmost importance to provide serious material about economic policy, and this is just what this text does.' Book SynopsisIn contrast to the USA, Europe has struggled to return to the growth path it was on prior to the financial crisis of 2007â11. Not only has the recovery been slow, it has also been variable with Europe's core countries recovering more quickly than those on the periphery. It is widely believed that the best way to address this slow recovery is through structural reform programmes whereby changes in government policy, regulatory frameworks, investment incentives and labour markets are used to encourage more efficient markets and higher economic growth. This book is the first to provide a critical assessment of these reforms, with a new theoretical framework, new data and new empirical methodologies. It includes several case studies of countries such as Greece, Portugal and France that introduced significant reforms, revealing that such programmes have very divergent, and not always positive, effects on economic growth, employment and income inequality.Trade Review'This remarkable book edited by Campos, De Grauwe and Ji is a testament to the importance of the analysis of impulse responses. The Global Financial Crisis (impulse) continues to influence our lives through various structural reform mechanisms (responses) and will do so for a very long time. A fascinating and balanced read for everyone interested in economics and more broadly in social sciences.' Yunus Aksoy, Birkbeck, University of London'The declines in economic growth rates across European countries have revived the call for structural reform. However, there are many different types of structural reform and some calls for reform are politically motivated. Therefore, this book fills an important gap by presenting a comprehensive overview of the existing knowledge on different types of reform and the evidence of their effectiveness. Politicians, commentators, academics as well as the public at large can benefit from reading this book and learn what would be most suitable type of reform for what country if any.' Although there is a surge in start-up creation rates in India, little is known about factors required for these start-ups to survive, sustain and grow into large enterprises, particularly in the context of emerging economies like India. Book SynopsisMadagascar''s long-term trajectory is unique: not only has GDP per capita been trending downward since 1960 (the puzzle), but every time the country has set out on the path of growth, it has been stopped in its tracks by a socio-political crisis that has shattered the hopes it raised (the paradox). No satisfactory explanation of this failure has been provided so far. This book elaborates a model of intelligibility of Madagascar''s downfall, based on an integrated political economy approach as well as mobilizing the most recent development theories. Combining a review of historical literature with original and sometimes unique statistical surveys, it proposes a general interpretative framework for the workings of Malagasy society. Richly documented and accessible, Puzzle and Paradox allows readers to understand Madagascar''s sociopolitical history while more broadly offering an opportunity to grasp the different dimensions of development in the Global South.Trade Review'The economy of Madagascar is quite unlike that of other states on the African continent. Puzzle and Paradox is a rare attempt to understand this phenomenon at a fundamental level. This book is sure to make us reconsider the entire issue of development much more critically.' Maurice Bloch, London School of Economics'This book develops a skillful and timely perspective of Madagascar's political economy in order to address why income per head in Madagascar declined by one third between 1950 and 2015, while tripling in other sub-Saharan economies. This assessment of the potential causes, underlying the unusual short cyclicity of economic booms and political bursts, will be helpful in designing sustainable progressive reforms, especially at a time when sustainable development goals are focusing on local developments.' Pascal Petit, CNRS Director of Research, Centre d'Economie de Paris Nord, University of Paris'This book provides a convincing answer to the riddle of Madagascar, a poor country despite its many assets. Book SynopsisThe upheavals of recent decades show us that traditional models of understanding processes of social and economic change are failing to capture real-world risk and volatility. This has resulted in flawed policy that seeks to capture change in terms of the rise or decline of regimes or regions. In order to comprehend current events, understand future risks and decide how to prepare for them, we need to consider economies and social orders as open, complex networks. This highly original work uses the tools of network analysis to understand great transitions in history, particularly those concerning economic development and globalisation. Hilton L. Root shifts attention away from particular agents whether individuals, groups, nations or policy interventions and toward their dynamic interactions. Applying insights from complexity science to often overlooked variables across European and Chinese history, he explores the implications of China''s unique trajectory and ascendency, as a compeTrade Review'[The] subject is indeed of great importance.' Kenneth Arrow, Nobel Laureate'Based on a unique methodological combination of institutional economic, complexity theory and network science, Hilton L. Root´s book provides invaluable new means and ideas to address the big questions of global history. It carries us from guestimates based on sparse data to formal approaches and nuanced comparisons.' Johannes Preiser-Kapeller, Institute for Medieval Research/Division for Byzantine Research, Austrian Academy of Sciences'Root … helps unravel many puzzles that have intrigued social scientists, such as the motivation behind European overseas expansion.' Aris Trantidis, Journal Perspectives on Politics'In our current state of emergency we are highly focused on nation state dynamics. However complexity economics looks at the dominance of systems and networks beyond these constructs. Hilton Root has written the interconnectedness of Europe and China through the lens of history. My conclusion: supply chains and other relationships won't be that easy to dislodge once this crisis is over. I highly recommend this book to our readers, especially those with an interest in economic history.' Lyric Hale, EconVue'The term that best describes what this book does is 'institutional network theory'. Starting from the premises of new institutionalism and applying networks, Root builds a dynamic framework in which to conceive of time and history. Complexity is introduced in his conception of the aggregate system-level behaviour. The result significantly advances our understanding of how agency and structure confront each other.' Aris Trantidis, International Affairs'This book provides unprecedented inspiration for scholars of Friedrich Hayek and Michael Polanyi because it takes formation-thinking to a whole new level. Complexity economics, as Root calls it, seems to offer a fascinating new approach to advance our thinking about spontaneous and corporate orders by taking the middle road between economic history (and economic anthropology) and network science. Hopefully, this original volume will not only serve as a useful textbook for university courses, but will also launch a torrent of related studies exploring the social worlds behind our constantly changing economic structures.' Gábor Bíró, LSE Review of Books'Hilton Root's Network Origins of the Global Economy contributes unique new perspectives for understanding the political economy of institutional change … some of his key ideas could become the foundations of further hypothesis generation and theory building, which could in turn enrich ongoing academic debates.' Ammar Malik, Journal of Artificial Societies and Social Simulation'Network Origins is rich with insights into the deep historical origins of the Great Divergence, insights that will repay future study … makes a vital contribution laying out the key concepts of a network-centered theory of institutional change and in outlining how it could be applied to the questions raised by the Great Divergence.' Mark Koyama, Public Choice'Network Origins should alert policy makers to these blind spots, which are the cause of misunderstanding and a lack of trust between China and the West. By taking a long view and capturing the highly disparate historical trajectories of the East and West, this book offers a unified framework to comparatively understand China's internal logic of national development and expansion. It will be indispensable for rethinking global order regarding both China and emerging centers of power in a world where power is far more broadly distributed than during the Cold War.' Kanishka Balasuriya, Governance'… a refreshing, alternative reading of some of the great transformations in European and Chinese economic history … the book presents a timely contribution.' Democracy at Work explores a crucial question: how does democracy, with all of its messy, contested, and, time-consuming features, advance well-being and improve citizens'' lives? Professors Brian Wampler, Natasha Borges Sugiyama, and Michael Touchton argue that differences in the local robustness of three democratic pathways - participatory institutions, rights-based social programs, and inclusive state capacity - best explain the variation in how democratic governments improve well-being. Using novel data from Brazil and innovative analytic techniques, the authors show that participatory institutions permit citizens to express voice and exercise vote, inclusive social programs promote citizenship rights and access to public resources, and more capable local states use public resources according to democratic principles of rights protections and equal accesTrade Review'This important book documents the existence of a significant 'democracy advantage' in the form of Brazilian municipalities that have been able to improve a number of key social indicators by expanding participatory institutions, adopting rights-based social programs, and building local state capacity. Given the multiple crises that have beset Brazil's national-level politics in recent years, the publication of Democracy at Work is especially timely as a reminder that local actors can construct their own pathways to well-being.' Book SynopsisPiloting is an important form of policy experimentation and a promising tool for policymakers to innovate, formulate and test alternative policy designs for the future. While this is recognized in theory, there are several challenges in realizing a pilot''s potential to do so in practice. Addressing these challenges ask for a deeper understanding of the design of policy pilots and their outcomes in terms of how they mainstream into routine policymaking. Looking back at selected national piloting initiatives in Indian agriculture over a period of twenty-five years, this book draws insights for policy theory and practice. Design features of pilots that are found to influence their scaling-up and translation into formal policies (or not) are distilled from literature and compared across the selected cases. Book SynopsisPuerto Rico lies approximately 1,000 miles southeast of Miami and 1,500 miles from Washington, DC. Despite being far outside the continental United States, the island has played a significant role in American politics and policy since the United States acquired Puerto Rico from Spain in 1898. On 20 September 2017, Hurricane Maria made landfall in Puerto Rico as a Category 4 storm with sustained wind speeds of over 155 miles per hour. At that time, the Commonwealth of Puerto Rico was already in recovery mode following the glancing blow struck by Hurricane Irma on 6 September 2017, which left 70% of electricity customers without power. Chapter 1 deals with the challenges to recovery in Puerto Rico and the role of the Financial Oversight and Management Board. Even before the 2017 hurricane season, Puerto Ricos electric power infrastructure was known to be in poor condition, due largely to underinvestment and the perceived poor maintenance practices of the Puerto Rico Electric Power Authority (PREPA).Chapter 2 focuses on the recovery of Puerto Rico from the hurricanes, and the restoration of power. The two hurricanes that hit may have been historic, but they exposed a state of affairs in Puerto Rico that existed well before any of the hurricanes made landfall. Decades of mismanagement led to a paralyzing debt burden. Chapter 3 describes the factors that contributed to Puerto Ricos financial condition and levels of debt and federal actions that could address these factors. Chapter 4 examines the economic conditions in Puerto Rico as of the end of 2016, and (2) assesses the potential effects of applying the 2016 Overtime Rule to Puerto Rico. Chapter 5 provides policy and historical background about Puerto Ricos political status -- referring to the relationship between the federal government and a territorial one. Book SynopsisThe inability of developing countries to charter a course for technology development and deployment, independent of developed countries, leads to a continued monopoly of developed countries in the high technology sector. This reality has pushed developing countries up a ladder of technology growth, and this book discusses how India should address these challenges. It will be interesting to witness how the narrative evolves in the context of the development of several potentially disruptive technologies, and the onset of the so-called industrial revolution 4.0. This challenge may manifest itself differentially for developing and developed countries, in regards to their contrasting levels of technology development, employment scenarios, and populations, but in this text, the unique challenges of India are analyzed. The challenge of disruptive technologies is daunting for a country like India, with a large, unskilled population. India symbolizes the types of problems which many developing countries face, but also provides hope and could act as a bridge between different levels of technology development. On one hand, the countys workforce is known to be major provider of IT solutions to the developed world, and on other hand, it produces and exports cheap generic medicines to the worlds poorest countries. However, the challenge of disruptive new technologies is quite significant, and may necessitate a bold and imaginative response from its scientific establishments, STEM Higher Education system, industries, and policy makers. Policy makers may have to shed off some of their legacies and cultural mindsets to genuinely encourage innovation and attract as well as retain talent, even in the face of competition from developed countries. This book suggests that several developing countries facing similar technology or development challenges should join hands. Many of these closely interlinked issues are discussed, and the book aims to stimulate discussion between the diverse players such as those in the sciences, technology, STEM HE, Government policy making, entrepreneurship as well as and business.

Book SynopsisU.S. aid to the Palestinians is intended to forward at least three major U.S. policy priorities of interest to Congress: 1) combating, neutralising, and preventing terrorism against Israel from the Islamist group Hamas and other militant organisations; 2) creating a virtuous cycle of stability and prosperity in the West Bank that inclines Palestinians, including those in the Hamas-controlled Gaza Strip, towards peaceful coexistence with Israel and prepares them for self-governance; and 3) meeting humanitarian needs and preventing further destabilisation, particularly in the Gaza Strip. This book examines U.S. foreign aid to the Palestinians wherein because of congressional concerns that U.S. funds might be diverted to Palestinian terrorist groups, this aid is subject to a host of vetting and oversight requirements and legislative restrictions.

Book Synopsis Innovation is of critical value in the modern global economy, as it performs several important economic functions. The first is related to supporting the sustainability of socio-economic systems, preventing the emergence of crises and, if they do occur, providing solutions to overcome their consequences. Secondly, innovation allows for the activation of economic growth and social progress through the rationalization of economic activities. Thirdly, innovation supports the global competitiveness of economic systems, allowing for the specialization of production and sales of unique goods that are in high demand in both domestic and global markets. At the same time, innovational development in economic systems is required to mitigate the high levels of risk and requires both effective management and a reliable normative and legal foundation. This book studies the economic and legal foundations of managing the innovational development of economic systems from an interdisciplinary perspective, bringing together the thoughts of international scholars in management, economics and law.
