Book SynopsisPaints a portrait of Russian military politics. This book identifies three moments that gave rise to the Russian dilemma: Gorbachev's decision to invite military participation in Soviet politics; Yeltsin's acquiescence to a political system that gave generals a legitimate political presence; and, Putin's failure to press for military reforms.Trade Review"Barany concludes his study with observations on the implications of this development, but his main contribution is making the analytical link between the political and military factors in Russia."--R.P. Peters, Choice "If you have time to read only a 20-page text to understand fundamentally what the Russian state is today, you could do little better than to read Barany's chapter on the Kursk tragedy... Barany's main objective--explaining why Russia has an obsolete and incoherent military doctrine and an unreformed military shockingly unprepared for contemporary security challenges--is very well done."--Celeste A. Wallander, Political Science Quarterly "Zoltan Barany's interesting and comprehensive book attempts to explain why substantial military reform has eluded Russia by analyzing the evolution of civil-military relations in post-Communist Russia, the political role of the military and the institutional arrangements for civilian control over the armed forces."--Survival "[Democratic Breakdown and the Decline of the Russian Military] is a significant piece which ought to appeal to Russia watchers both within and beyond academia... Admirably concise yet richly detailed... The book is a valuable synthesis of a range of sources on a subject which has received little attention of late."--David J. Betz, Russian Review "[O]ne should read this book for its well-informed reporting of events and institutional developments."--William E. Odom, Slavic Review "[T]his book should be useful for anybody interested in the wider context of Russian studies and politics, as well as readers who are interested in International Relations security issues in general."--Fotis Mavromatidis, Journal of Contemporary European Studies "Among the many merits of this book is its clear, transparent, and economical style. Barany accomplishes what few in the profession have done. Namely, he is able to use sophisticated theoretical concepts from political science in ways that not only illuminate actual politics but which are readable and enhance the reader's understanding of the issues at stake."--Stephen J. Blank, Parameters "It is perhaps the ultimate compliment to suggest that Russia's greatest writer would very much have agreed with Barany's depiction of the Russian military--and that his approach is a superior one for understanding Russian military politics."--John P Moran, Perspectives on PoliticsTable of ContentsAcknowledgments ix Introduction 1 CHAPTER 1: The Tragedy and Symbolism of the Kursk 19 CHAPTER 2: Assessing Decay: The Soviet/Russian Military, 1985-2006 44 CHAPTER 3: Explaining the Military's Political Presence 78 CHAPTER 4: The Elusive Defense Reform 111 CHAPTER 5: Civil-Military Relations and Superpresidentialism 143 Conclusion 169 Notes 193 Index 239

Book SynopsisPresents the thought of the founding fathers and key intellectual leaders of Hindu nationalism from the time of the British Raj. This book reveals how the "Hindutuva" movement approaches key issues of Indian politics. It covers such important topics as secularism, religious conversion, relations with Muslims, education, and Hindu identity.Trade Review"No similar collection of primary materials exists, but now no other is necessary."--Brian K. Pennington, Religious Studies Review "Jaffrelot has given us a valuable reference tool. It is possibly one for those who already have some sense of what the significance of Hindu nationalism has been rather than for the absolute beginner. Its strength lies in the clarity of the trajectory it depicts."--Shabum Tejani, Culture and ReligionTable of ContentsAcknowledgements xi Copyright Statement xiii PART 1: INTRODUCTION: THE INVENTION OF AN ETHNIC NATIONALISM 1 Introduction: The Invention of an Ethnic Nationalism 3 An Ideological Reaction to the Other: From Reform to Revivalism in the Nineteenth Century 6 The Political Turn: The Hindu Sabhas Movement 10 The Hindu Sangathan Movement: Hindu Nationalism Crystallizes 12 The Maharashtrian Crucible of Hindu Nationalism 14 The Sangh Parivar Takes Shape 17 Hindu Nationalism and Political Strategy 19 PART 2: THE MAKING AND RESHAPING OF HINDU NATIONALIST IDEOLOGY 27 Chapter 1: Swami Dayananda Saraswati 29 Two Extracts from The Light of Truth (Satyarth Prakash) 31 Chapter 2: R.B. Book SynopsisHow does cooperation emerge in a condition of international anarchy? This book attempts to answer this fundamental question through a study of international debt across three centuries. It explains how governments acquire reputations in the eyes of investors, and argues that concerns about reputation sustain international lending and repayment.Trade ReviewWinner of the 2008 Giovanni Sartori Award, for the Best Book Developing or Applying Qualitative Methods Published in 2007 "In an extraordinarily well-researched and very interesting book on the not so interesting subject of sovereign debt, Michael Tomz shows that contrary to popular belief and several dominant theories, states do now and have always cared about their international financial reputations."--Anastasia Xenias, Political Science Quarterly "Tomz has gathered a large amount of quantitative and qualitative historical evidence from archives and libraries in nine countries. International historians can benefit both from reading his case studies and from thinking about the role of market forces in international relations in the light of his theory on sovereign debt."--G.C. Book SynopsisOffers a comprehensive political-economic history of the development of the world's multilateral trade institutions, the General Agreement on Tariffs and Trade (GATT) and its successor, the World Trade Organization (WTO). This book examines the institutions' rules, principles, practices, and norms.Trade Review"The multi-disciplinary approach taken by The Evolution of the Trade Regime will provide any student (graduate and undergraduate) from the fields of political science, law, or economics (or any future policy maker) great insights, both theoretical and practical, into the current and future operations and challenges of the WTO."--Matthew Schaefer, Law and Politics Book Review "This book deserves a broad audience... I highly recommend it for students that have already had some introduction to the politics and the economics of trade. It would be useful in advanced classes in trade, global governance, and law. The volume is a good synthesis of intellectual perspectives that can help students gain greater understanding of the nuances of trade."--Susan Ariel Aaronson, EH.Net "The Evolution of the Trade Regime is a scholarly, well written, and well organized book ... [that] provides a cogent and concise account of the trade regime's evolution... It would be useful for courses in international law, international organization, and the politics of international trade."--Susan K. Sell, Review of International Organization "The authors have made a worthy contribution to our understanding of the politics of the world trading system."--Alfred E. Eckes, International History Review "The book is well written and achieves an admirable balance between depth and breadth in its analysis of a complex regime. As an up-to-date review of the trade regime, with original theoretical insights about international institutions, the book should be required reading for both scholars and practitioners of international trade policy."--Christian Davis, Political Science Quarterly "The Evolution of the Trade Regime makes a useful contribution to the literature. For those who want to place the current problems in a larger perspective, this book would be a natural selection."--Craig VanGrasstek, World Trade Review "The scope of this book is impressive... The Evolution of the Trade Regime is an excellent study of the trading system, cohesive and robust."--Kerry A. Chase, Perspectives on Politcs "A scholarly, well-written, and well-organized book... Book SynopsisPresents an analysis of the constraints on the United States' use of power in pursuit of its security interests. This book shows that in a unipolar system, where the United States is dominant in the scales of world power, the constraints featured in international relations theory are generally inapplicable.Trade Review"Even as pundits are proclaiming the end of the United States' unipolar moment, scholars are still trying to understand the exact nature of U.S. primacy. If the United States is the most powerful state the world has seen, what constrains or disciplines its security pursuits? In this important book, Brooks and Wohlforth survey the leading schools of thought looking for answers."--Foreign Affairs "The authors dispute both the logic and the evidence that has been adduced in support of such claims and make the case so clearly that World out of Balance can be used in upper-division undergraduate courses and also read with profit by members of the profession. It will stand as a major book for years to come."--Robert Jervis, Perspectives on Politics "[T]his book is an important contribution to international relations studies and should be included in any upper-level undergraduate course or graduate seminar that is concerned with issues of power, primacy or polarity."--Patrick Shea, Political Studies ReviewTable of ContentsList of Illustrations ix Preface xi Acknowledgments xiii CHAPTER ONE: Introduction 1 CHAPTER TWO: Realism, Balance-of-Power Theory, and the Counterbalancing Constraint 22 CHAPTER THREE: Realism, Balance-of-Threat Theory, and the "Soft Balancing" Constraint 60 CHAPTER FOUR: Liberalism, Globalization, and Constraints Derived from Economic Interdependence 98 CHAPTER FIVE: Institutionalism and the Constraint of Reputation 148 CHAPTER SIX: Constructivism and the Constraint of Legitimacy 171 CHAPTER SEVEN: A New Agenda 208 Index 219

  • Of Empires and Citizens

Princeton University Press Of Empires and Citizens

    1 in stock

Book SynopsisExamining such countries as Jordan, Kuwait, Morocco, Palestine, and Saudi Arabia, this title explores how Arab citizens decide whether to back existing regimes, regime transitions, and democratization projects, and how the global position of Arab states shapes people's attitudes toward their governments.Trade Review"[A] provocative work that challenges the terms of a very stale debate among three main camps: those who see Arab anti-Americanism as the product of a deep, unique civilizational hatred; those who see anti-Americanism as simple and predictable resentment of the world's sole superpower, common across the globe and not unique to Arab countries; and those who see it as a rational response to U.S. policies that Arabs believe have systematically harmed their interests... If Jamal is right, then much of the received wisdom of the last decade needs to be reconsidered."--Marc Lynch, Foreign Affairs "Contrasting the prospects for democratization in Jordan and Kuwait, Jamal argues that Jordanians prefer a stable monarchy to a democracy dominated by anti-American Islamists because they fear that the US would punish Jordan economically if Islamists won elections... [Of Empires and Citizens] makes a nice addition to the comparative politics literature by emphasizing how geostrategic relations shape state-society negotiations over political change... [R]eaders will gain many insights about Jordanian and Kuwaiti political beliefs from the public opinion surveys and interviews from 2005 to 2007 that the author interprets."--Choice "The book reflects a huge academic effort, a 'massive data collection effort in three countries' of Jordan, Morocco and Kuwait. The effort is reflected by the thorough presentation of evidence."--James Denselow, Huffington Post "The book has a readable style that is not over-burdened with technical jargon. Challenging traditional culturalist and structuralist explanations for the lack of democracy in the Middle East, it uses core-periphery theory an as explanatory framework for authoritarian resilience."--Alexander P. Martin, New Middle Eastern Studies "The book reflects a huge academic effort, a 'massive data collection effort in three countries', Jordan, Morocco and Kuwait. The effort is reflected by the thorough presentation of evidence: the work includes detailed foot- and endnotes, chapter appendices complete with snippets of the author's methodology, questionnaires and further hypotheses... Through this evidence-based look into the relationships between client and patron and between state and society, Jamal explores a simple idea, demonstrated well."--James Denselow, International AffairsTable of ContentsList of Tables and Figures ix Preface xi Acknowledgments xiii A Note on Transliteration xv CHAPTER ONE Introduction: Pro- American Democracy or No Democracy at All? 1 The U.S. Strategic Approach to Democracy 3 Revisiting the Classical Models: Theoretical Limitations 12 Newer Democratization Debates 12 Revisiting State and Society Relations in Clientelistic Settings: Real Congruence versus Contrived Congruence 19 Empirical Realities: Jordan and Kuwait 21 U.S. Dominance in the Arab World 23 Anti-Americanism as the Independent Variable: Jordan and Kuwait 29 Scope Condition, Case- Selection Strategy, Data, and Evidence 34 Appendix: Human Development Index Scores and Jordan's Gross Domestic Product Growth Rate 36 CHAPTER TWO Becoming Jordan and Kuwait: The Making and Consolidating of U.S. Client Regimes 38 Jordan's History of Clientelistic Dependence 41 Post-World War II: Full Independence for Jordan but Continued Reliance on the British 43 Economic Devastation after the First Gulf War 46 Economic Progress and the Jordan- Israeli Peace Treaty, 1994 48 Continued Military and Economic Assistance: Increased Dependency 52 Kuwait's History of Clientelistic Dependence 54 The Iraqi Occupation of Kuwait and the Limits of Pan-Arabism 57 CHAPTER THREE Islamist Momentum in the Arab World: Jordan's Islamic Action Front and Kuwait's Islamic Constitutional Movement 63 Islamists and Anti- American Positions across the Arab World 64 The IAF and its Anti-American Positions 66 IAF Support 69 The 1994 Peace Treaty with Israel 73 Other Islamist Forces in Jordan 78 Regime- IAF Relations: Democracy in Retreat 79 U.S. Policy and Islamists: Pro- American Democracy or No Democracy at All? 86 Kuwait's Islamist Movement: A Pro-American Force 89 Islamists and Their Positions: Democratic Deepening in Kuwait 92 Democratic Successes and Advancements: Female Suffrage, Redistricting, and Succession 94 Regime- Islamist Relations in Kuwait 100 CHAPTER FOUR Engaging the Regime through the Lens of the United States: Citizens' Political Preferences 103 Causal Logics Citizens Employ When Engaging Possibilities of Regime Change 104 Support for the Monarchy and U.S. Clientelism: Jordan 106 Support for the Monarchy and U.S. Clientelism: Kuwait 113 Supporting the Regime versus Supporting Democracy: Jordan 116 Supporting the Regime versus Supporting Democracy: Kuwait 121 The Geopolitics of Support for Shari'a: Different Islamic Worldviews in Jordan and Kuwait 128 Exploring Alternative Explanations 134 Conclusion 136 Appendix: Open- Ended Questionnaire Administered in Jordan, Kuwait, and Morocco 137 CHAPTER FIVE Support for Democracy and Authoritarianism: The Geostrategic Utility of Cooperative Leadership 142 Jordanian and Kuwaiti Engagements with Security, Democracy, and Authoritarianism 144 Main Argument: Given Dependence on the United States, Opposition Opinion and Mobilization Strategies Matter 147 Islamism and Anti-Americanism 153 Anti Americanism and Support for Democracy or Authoritarianism 155 Appendix: Macro-micro Synthesis-- The Relationship between Attitudes and Regime Outcomes 166 CHAPTER SIX Morocco: Support for the Status Quo 174 Moroccan International Clientelism 175 Islamist Positions in Morocco 177 Anti-American Sentiment 178 Islamist Popularity and Positions 180 Voices from within: Political Engagement and the Regime in Morocco 182 U.S. Responses to the Islamists in Morocco 190 CHAPTER SEVEN Palestine and Saudi Arabia and the Limits of Democracy 191 Fatah's Decline and the Victory of Hamas 193 The U.S. Response to Hamas 198 Why Did the Palestinians Vote for Hamas? 199 Saudi Arabia and Its Status Quo Advantage 203 Islamist Positions in Saudi Arabia 208 Regime Responses, the Reform Movement, and the United States 211 The Role of the United States 214 Conclusion 219 Appendix: Questions from the PSR Poll 220 CHAPTER EIGHT The Influence of International Context on Domestic- Level Models of Regime Transition and Democratic Consolidation 221 Theorizing about Nonclient Regimes 223 Egypt's Future Democratic Consolidation 224 The Clash of Civilizations and the Search for Liberal and Secular Democrats 227 Iran's Influence 231 Possible Paths Forward 232 Ignoring Arab Public Opinion and the Islamist Response 233 The Lesson of Latin America 238 Reassessing U.S. Policies in the Arab World 239 From Bush to Obama 241 Where Do We Go Next? 242 Bibliography 245 Index 267

Princeton University Press A Confucian Constitutional Order

    1 in stock

Book SynopsisAs China continues to transform itself, many assume that the nation will eventually move beyond communism and adopt a Western-style democracy. This book provides a standard for evaluating political progress in China and enriches the dialogue of possibilities available to this rapidly evolving nation.Trade Review"This thought-provoking volume by Jiang offers a vision for a Confucian constitutional order that may serve as a compelling alternative to both the status quo in China and a Western-style liberal democracy."--Choice "Qing's ideas are likely to be fairly widely known in China and will probably become more so... [The] book is significant because it breaks new ground by putting forward a fairly detailed proposal by a mainland Chinese academic for a non-Communist future Chinese system."--Kenneth C. Walker, Asian Affairs "No doubt, the book will generate thought-provoking debates. Although we may not agree with Jiang's political vision, we have to admit that he is a true believer who is not afraid to stand alone... For this, I give the book thumbs up. Last but not least, a special credit goes to Edmund Ryden, the translator, whose superb English rendering makes Jiang's basic political philosophy a fantastic read."--Ellen Y. Zhang, Dao "[T]his volume helps readers to see that there are many different ways that Confucianism may be able to play roles in political thinking both in China and more generally. Jiang Qing's is an important and provocative perspective."--Stephen C. Angle, Philosophy East and West "An excellent introduction to Jiang's thought and, more broadly, to some recent developments in the Chinese intellectual scene. Bell and Fan should be congratulated for their efforts, and Edmund Ryden should be proud of his translations... A Confucian Constitutional Order should surely take pride in its place among the Princeton-China Series publications."--Yuri Pines, China Review InternationalTable of ContentsAcknowledgments vii Introduction 1 Daniel A. Princeton University Press The Fall and Rise of the Islamic State

    2 in stock

Book SynopsisTells the story behind the popular call for the establishment of the shari'a - the law of the traditional Islamic state - in the modern Muslim world. This book gives us the sweeping history of the traditional Islamic constitution - its noble beginnings, its downfall, and the renewed promise it could hold for Muslims and Westerners alike.Trade ReviewOne of Economist's Best Books for 2008 Winner of the 2008 PROSE Award in Government and Politics, Association of American Publishers "The growing clamor for a return to Shari'a law in the Muslim world has often been met with alarm by the West. But Feldman remains coolheaded, placing the movement in a historical context and suggesting that its ideal of 'a just legal system, one that administers the law fairly,' is an understandable goal in a region dominated by unchecked oligarchies."--New Yorker "In a short but masterful exposition, The Fall and Rise of The Islamic State, Noah Feldman seeks to answer a question that puzzles most Western observers: Why do so many Muslims demand the 'restoration' of a legal system that most Occidentals associate with 'medieval' punishments such as amputation for theft and stoning for sexual transgressions?"--Malise Ruthven, New York Review of Books "In a short, incisive and elegant book, [Feldman] lays out for the non-specialist reader some of the forms that Islamic rule has taken over the centuries, while also stressing the differences between today's politican Islam and previous forms of Islamic administration."--The Economist "[A] concise and thoughtful history of the evolution of the Islamic legal system from the time of the first caliphs (the successors to the prophet Muhammad) to our own...Feldman thinks that the restoration of the authority of sharia in modern Muslim-majority nations might be the only way for them to move beyond their current democracy deficits...Feldman is not so naive as to give them a free pass. Nor does he ignore the democratic deficiencies of the two nations, Iran and Saudi Arabia, that have sharia as the law of the land. While saying that principles of sharia will have to become part of the constitutional fabric of modern Islamic states, he adds that this will work only if Islamists find new institutions to give life to sharia."--Jay Tolson, U.S. News & World Report "Whether you agree or disagree with Professor Feldman about what constitutes an Islamic state, you will most likely be captivated by the author's scholarly reflections."--Abdullahi A. Gallab, Journal of Law & Religion "A thoughtful meditation on the history, ideals, and revival of sharia--the divine law governing Muslim society... It is abundantly clear that fresh models of governance in some Muslim nations will be required to build genuine consensus, afford legal justice, and guarantee peace and security... Feldman predicts success for those countries which can 'develop new institutions that would find their own original and distinctive way of giving real life to the ideals of Islamic law.' ... A persuasive and readable book on a complex topic."--Joseph Richard Preville, Christian Science Monitor "Feldman condemns the autocracies in many Muslim countries but argues that sharia is not to blame. On the contrary, he says, in the traditional Sunni constitutional order, sharia was interpreted by an independent class of scholars who served as a check on tyrrany, preventing rulers from exploiting religion to justify their political positions."--Washington Post Book World "Feldman can be an illuminating analyst ... on the subject of the marginalization of legal scholars and its consequences for the development of despotisms with an Islamic face."--Commentary "Feldman argues that legislators seeking implementation of a sharia-based rule of law can play the role of earlier scholars in taming executive autocracy... [Offers] wide-ranging discussions and nuanced reasoning."--L. Carl Brown, Foreign Affairs "[An] excellent contribution to the ongoing discussion on Islam and secular states."--Abdulkader Tayob, International Affairs "A study of the recrudescence of 'Islamist' thought, which advocates the return to a shari'a state... The Fall and Rise of the Islamic State is profound, intelligent, and free of all the hysterical pronouncements one often associates with both the defenders and antagonists of that idea."--Arnold Ages, Chicago Jewish Star "This is a fascinating book for the counselor and statesperson, and is a sequel to a former book dealing with Islam and democracy."--Imtiaz Jafar, New York Law Journal "Powerfully argued and original... [T]his book has the considerable merit of seeing inside the Islamist mentality."--Anthony Black, Political Studies Review "The Fall and Rise of the Islamic State provide[s] an accessible and engaging account of the institutional struggles and changes which befall Islamic constitutionalism from the Ottoman era to the present... [T]he book intended for both academic and non-academic audiences makes a valuable contribution to the existing literature on Islamic law and constitutionalism."--Shadi Mokhtari, Law and Politics Book Review "Feldman's book is well worth considering, as it captures much of the current discourse within Islamist movements, particularly as many grapple with the sort of political evolution outlined here."--Anthony Smith, New Zealand International Review "Perhaps no other Western writer has more deeply probed the bitter struggle in the Muslim world between the forces of religion and law and those of violence and lawlessness as Noah Feldman. His scholarship had defined the stakes in the Middle East today."--World Book IndustryTable of ContentsIntroduction 1 PART I: What Went Right? 17 PART II: Decline and Fall 57 PART III: The Rise of the New Islamic State 103 Conclusion 147 ACKNOWLEDGMENTS 153 NOTES 155 INDEX 177

  • President Obama Constitutional Aspirations and

MP-KAN Uni Press of Kansas President Obama Constitutional Aspirations and

    1 in stock

Book SynopsisOn the campaign trail, Barack Obama spoke often about his constitutional principles. In particular, he objected to George W. Bush's claim to certain “inherent” presidential powers that could not be checked by Congress or the judiciary. After his inauguration, how did President Obama's constitutional principles fare? That is the question Louis Fisher explores in this book.Trade ReviewLou Fisher is among our most highly regarded scholars of American political institutions and constitutional law. His most recent book, President Obama: Constitutional Aspirations and Executive Actions, illustrates why this is so. Fisher’s focus on President Obama’s propensity for unilateral governance captures the contradictions between, on the one hand, Obama’s statements respectful of constitutional limitations on executive authority and of the lawmaking responsibilities of Congress and, on the other hand, his frequent resort to unilateral executive behavior in the absence of congressional assent. Fisher’s deep case law knowledge demonstrates how the courts often have been complicit in allowing discretionary presidential authority where there may be little basis for it. Readers may come to different judgments as to why presidents exercise discretionary authority when there are few or nonexistent constitutional grounds for doing so. Fisher’s book contributes greatly to this debate, even if it does not bring closure to it."" - Bert A. Rockman, professor emeritus of political science, Purdue University""A revealing and learned manuscript by one of America’s finest scholars of constitutional government. It sparkles with interpretations and critiques of the relevant literature and of the many Supreme Court cases that impact this most important of subjects. It is certain to be read and debated by scholars and citizens interested in the legacy of President Obama’s administration."" - Joel D. Aberbach, Distinguished Research Professor of Political Science and Public Policy, University of California, Los Angeles""Lou Fisher’s latest book is the definitive account of President Barack Obama’s expansive exercise of Article II powers. Although Obama had pledged to respect the separation of powers and the limits of the president’s constitutional authority, Fisher shows that the forty-fourth president was really not all that different from previous modern chief executives in his actions. This volume says much about the continual march down the path of unilateral actions by presidents of both parties that has culminated in President Donald J. Trump’s current push for lodging even more power in the hands of the chief executive."" - Mark J. Rozell, dean of the Schar School of Policy and Government, George Mason University""President Obama: Constitutional Aspirations and Executive Actions is a must-read for anyone concerned with understanding the consequences of ever-expanding executive power. As a presidential candidate, Barack Obama promised a different approach to constitutional issues than that of George W. Bush. How much really changed? Eminent constitutional scholar Louis Fisher posits in this engagingly written, clearly argued, and extensively documented analysis that Obama’s lofty ambitions often failed to become reality."" - Jeffrey Crouch, author of The Presidential Pardon Power

Long-standing debates have heated up in recent years with the expansion of the European Union and increasingly sharp political and cultural differences between the United...Trade Review"Jonas Pontusson's new book rates with the finest work in comparative political economy. He tackles the old question of the presumed trade-off between equality and economic growth with fresh ideas and a mass of data and compellingly demonstrates that the institutions of northern European social market economies can produce employment and growth without the inequality characteristic of Anglo-American liberal market economies."—John Stephens, Gerhard E. Lenski Professor of Political Science and Sociology, University of North Carolina"Jonas Pontusson makes a consistent and convincing argument against conventional wisdom that there is always a trade-off between equity and efficiency, showing that liberal market and social market economies face different challenges and must find different solutions to their problems. Most significant, however, he makes a very strong case that social market economies have a great many advantages over liberal market economies."—Vivien A. Book SynopsisThe contrast between Kuwait and the UAE today illustrates the vastly different possible futures facing the smaller states of the Gulf. Dubai''s rulers dream of creating a truly global business center, a megalopolis of many millions attracting immigrants in great waves from near and far. Kuwait, meanwhile, has the most spirited and influential parliament in any of the oil-rich Gulf monarchies. In The Wages of Oil, Michael Herb provides a robust framework for thinking about the future of the Gulf monarchies. The Gulf has seen enormous changes in recent years, and more are to come. Herb explains the nature of the changes we are likely to see in the future. He starts by asking why Kuwait is far ahead of all other Gulf monarchies in terms of political liberalization, but behind all of them in its efforts to diversify its economy away from oil. He compares Kuwait with the United Arab Emirates, which lacks Kuwait's parliament but has moved ambitiously to diversify. ThisTrade ReviewThe Wages of Oil is an absorbing book, rich in detail and nuance, that should become required reading for students and scholars of the Gulf oil states... both a highly readable and very timely analysis that should dispel any lingering notion among policy-makers and lay readers that the Gulf states represent a monolithic regional bloc. -- Kristian Coates Ulrichsen * International Affairs *Herb provides a well-presented analysis of the political economies of the Gulf monarchies, with a detailed and insightful assessment of Kuwait and the UAE. This book is a welcome addition to scholarly work on the rentier economies of GCC (Gulf Cooperation Council) states. -- Lorraine Charles * Middle East Journal *Michael Herb has written about very technical economic concepts using a plethora of graphs and advanced terminology to argue his points. The subject matter isn't for everyone; those with a background in economics and political science will appreciate the book more than others. Yet the book is lively and engaging and Herb has taken a potentially dreary subject and produced an intriguing book accessible to all. -- Charles Fraker * Middle East Policy Council *[T]his book provides a convincing explanation of the origin and effects of Kuwait’s parliament, and suggests several important avenues for further exploration. It does so in sharp, enjoyable prose that is accessible to all educated audiences. For researchers, professors, and practitioners in the fields of political economy, oil and politics, and the Gulf monarchies, this text is useful, engaging, and highly recommended. -- Jocelyn S. Book SynopsisOutstanding Academic Title for 2007, Choice MagazineThis volume studies elections as a core institution of liberal democracy in the context of newly democratizing countries. Political scientist Staffan I. Lindberg gathers data from every nationally contested election in Africa from 1989 to 2003, covering 232 elections in 44 countries. He argues that democratizing nations learn to become democratic through repeated democratic behavior, even if their elections are often flawed. Refuting a number of established hypotheses, Lindberg finds no general negative trend in either the frequency or the quality of African elections. Rather, elections in Africa, based on his findings, are more than just the goal of a transition toward democracy or merely a formal procedure. The inception of multiparty elections usually initiates liberalization, and repeated electoral activities create incentives for political actors, fostering the expansion and deepening of democratic values. In addition to improving the democratic qualities of political regimes, a sequence of elections tends to expand and solidify de facto civil liberties in society. Drawing on a wealth of data, Lindberg makes the case that repetitive elections are an important causal factor in the development of democracy. He thus extends Rustow''s (1970) theory that democratic behavior produces democratic values. Trade ReviewFor the foreseeable future, this book will be the essential reference on African multiparty elections. Foreign Affairs A good and timely book on a very important topic... His prose highlights his expertise in Africa, the comparative literature on democratization, democratization in Africa, and methodology. Taiwan Journal of Democracy 2006 An important contribution to the study of African politics and democratization in general... Highly recommended. Choice 2007 A rigorous investigation... This book makes a notable contribution to the study of electoral politics, democratisation theory and the study of African politics. -- Peter Burnell Political Studies Review 2007 Lindberg contributes a serious study that has significant heuristic value and will encourage a testing and retesting of its hypotheses and theoretical premises. -- John R. Heilbrunn Comparative Political Studies 2007 This book is an original, important, and in many ways impressive study that will make a contribution to both electoral and Africanist scholarship. -- James R. Scarritt Perspectives on Politics 2007 This book is a path-breaking and much-needed study of the role of elections in Africa. -- Nic Cheeseman Africa 2007 Lindberg has done a good job. Written with serious academic and methodological rigor, this book contributes to the discourse on comparative democratization in Africa. -- Arthur Abraham International Journal of African Historical Studies 2007 Contains significant levels of data and analysis and will be a useful text for students and practitioners alike. -- Heather Deegan Democratization 2007 Essential reading for all people interested in elections and democracy in Africa. -- Gero Erdmann African History 2008 Draws far-reaching and well-based conclusions about the 'power of elections.' -- Gero Erdmann Development and Cooperation 2008 Without doubt, this study provides a strong stimulus for future research, and this is precisely what excellent scientific work is meant to be. -- Matthias Basedau Modern African Studies 2008Table of ContentsList of Tables and FiguresPreface1.
