Book SynopsisThis book provides a concise and engaging analysis of the particularly unusual 2020 election year in the USA. The political science perspective illuminates societal tensions in the context of the Corona pandemic and elaborates election-deciding discourses. Larger socio-political trends such as ideological polarisation are addressed as well as the different campaign strategies of the two parties. In addition, the book offers insights into the election results of this landmark presidential election for American society and for the development of its democracy. The final evaluation of the resulting implications for transatlantic relations rounds off the book. • Verlag Barbara Budrich Political Elites in East Central Europe: Paving

    Out of stock

Book SynopsisThis monograph is a major survey of East Central European (ECE) political elites and concentrates on Czech Republic, Slovakia, Hungary and Poland. It is grounded within classic elite theory slightly adapted to ECE necessities. More practically, the book examines political elite composition and identifies political elite fragmentation in ECE. The author questions that East Central European political elites have incorporated democratic values and conduct. The main argument is that there is a significant gap between the formal democratic ECE institutions and political elite behaviour. This gap has different dimensions which are relevant at the domestic level and also cause problems at the EU level. Ultimately, the political elite-institution gap questions democratic political achievements after 1989. In providing a major analysis of ECE political elite structure and conduct the book points to the most urgent challenges of ECE political systems – the reform of the political elite. From the content: The Importance of Analysing ECE Elites Forms of Political Elite Formation and Activity Political Elite Fragmentation in ECE Elite Formation and Reproduction in East Central Europe Patterns of Political Elite Behaviour Influencing Political Elite Behaviour Institutional Change after 1989 The Relationship between Europeanisation and Euroscepticism Elite Systems in East Central Europe Case Studies: Poland, Czech Republic, Slovakia, Hungary Implications of Elite Attitudes for Europeanisation Political Elites: Incapable Europeanisers? • Federal Fiscal Relations in India: Imperatives

SAGE Publications India Pvt Ltd Federal Fiscal Relations in India: Imperatives

    Out of stock

Book SynopsisFederal fiscal management involves the sharing and distribution of financial and economic powers among different layers of government, and restructuring of public finances, among others. Countries such as India, that adopted the federal form of government, have guidelines in their Constitutions for such division of economic and financial powers. Even with all such institutional arrangements, the federal fiscal management is not without snags and hitches. Countries vary in their choice of federal system, welfare objectives, approaches to ensure balanced regional development and equity in economic growth, and the overall economic management approach. India with its diverse social, economic and cultural background is an ideal case of adopting the federal form of government. This fact was well-recognized even before Independence and so a system of federal fiscal sharing – sharing of revenues between various layers of government, using transfer processes referred to as inter-governmental transfers – had been put in place. Yet even after six decades the system remains thorny. To correct the imbalances, the tax system is under extensive revision and many other changes in the state level tax systems are planned. Further, the economic planning process is under complete revision with the replacement of the Planning Commission by the National Institution for Transforming India (NITI) Aayog that might lead to further fundamental changes. All this might alter the revenue shares of the central, state and local governments, which calls for complete revamping of the federal fiscal arrangements for inter-governmental transfers in India. This book aims to analyze the federal fiscal sharing system for India and recommend suitable reforms, taking into account the impending changes in the structure of the economy and the potential for revenue generation at different levels of government. Out of stock

Book SynopsisHong Kong under British rule was a prime example of exceptionalism in many aspects - economic, political, and even social. It was governed under a colonial structure and yet had enjoyed a large degree of social and economic freedom, as well as fiscal self-sufficiency and autonomy from London. After returning to Chinese rule in 1997, Hong Kong has continued to thrive as a relatively resilient city state still known for efficiency and effectiveness despite tensions and scepticism about its political future. This book carries decades of academic observations and the author's personal political experience. It reviews and reflects on the past trajectory of governance and administration, identifying strengths and capabilities as well as constraints and vulnerabilities of Hong Kong as a polity and society, while charting its course of 'exceptionalism' within a new context and under changing conditions. As this book concludes, the exceptionalism of Hong Kong not only hinges on institutional arrangements and historical inheritance but also on the statecraft of the administration of the day.Trade Review… This is a text for deep reading, reflection, and deliberation."– Professor Lui Tai-lok Chair Professor of Hong Kong Studies, Director of the Academy of Hong Kong Studies, Director of the Centre for Greater China Studies, and Former Vice President (Research & Development) at Education University of Hong Kong"… a gem … whatever your political stand is, you have to admire Professor Cheung's thorough observations and profound ideas on what made this city tick…"– Mr Lam Woon-kwong Former Secretary for the Civil Service and Secretary for Home Affairs, and Former Convenor of Non-Official Members of the Executive Council (2012–2017)Table of ContentsIntroduction Exceptionalism and HybridityPart I The Legacy 1 The Making of an Administrative State 2 Administrative Modernisation 3 Public Sector Reform Part II Transition and Change 4 Regime Transition and Institutional Changes 5 A New Ministerial System 6 The Civil Service System and Reform 7 Government Capacity and Policy System 8 From Positive Non-Interventionism to Proactive Government 9 Government Performance and Trust Part III Tensions and Challenges 10 The Quest for Democracy 11 A Government Without Parties or Votes 12 Two Systems, Two Existentialisms 13 The Rise of Identity Politics 14 The Wider Governance Debates Epilogue Hong Kong Exceptionalism at a CrossroadsPostscript

  • Beyond Westminster in the Caribbean

Ian Randle Publishers,Jamaica Beyond Westminster in the Caribbean

    1 in stock

Book SynopsisThe challenges faced by Commonwealth Caribbean democracies particularly in the past 20 years has forced a reckoning with how the Westminster model of government has served the needs of these small states. Crime, corruption and struggling economies operating in a globalised world have brought into sharp relief the threat to once-stable democracies.Beyond Westminster in the Caribbean analyses Westminster governance in the post-independence Caribbean and reflects on the weaknesses of the model, the absence of a will to change despite the deficiencies and proposals for the way forward. Drawing on the contributions of distinguished scholars, prominent serving politicians and a sitting prime minister, the book offers a critical review of the state of Caribbean constitutions and a frank discussion of whether these small states can weather the threats that have presented themselves since the end of the Cold-War and the rise of neoliberalism. Can the Westminister model survive and thrive in the contemporary Caribbean, or is it time to move beyond Westminster?

    1 in stock

Book SynopsisThis book states that the political systems of China, Vietnam, Cuba and other socialist countries are showing distinct maturity and ability to deal effectively with challenges – the most recent being the COVID-19 pandemic. In order to understand how they have developed their structures, it is time to return to the roots of the Marxist tradition and re-examine the question of socialist governance. It was Friedrich Engels (and less so Marx) who laid out some of the theoretical foundations for socialist governance. On the basis of extensive research in 1870s and 1880s, Engels developed his analysis of the nature of hitherto existing states as a ‘separated public power’; the role of the dictatorship of the proletariat and its exercise of power; the actual meaning of the ‘withering away of the state’, which would be one of the very last outcomes of socialist construction; and the nature of socialist governance itself. On this matter, he proposed a de-politicised public power that would stand in the midst of society and focus on managing the processes of production for the sake of the true interests of society.Table of ContentsIntroduction.- Chapter 1. • Revisiting National Security: Prospecting

Springer Verlag, Singapore Revisiting National Security: Prospecting

    1 in stock

Book SynopsisThis book examines the evolving concept of national security and how human systems could be governed in an ever turbulent and dynamic world. It takes a revised look at the concept of national security, previously researched and identified by the author, based on the present context but with a futuristic appreciation of governance, primarily national but extended to global perspectives, in the modern and dynamically shifting world. The book emphasises the need for governments to maximise national security for the well-being of their people. The concept of national security is taken as the key subject of national governance which is extendable to global governance wherein national security is not only the physical or military security alone but also the overall well-being of the people of a nation. This book explores how national security can be achieved by balancing its various elements in different terrains where the game of governance is played in national as well as global perspective. It also presents additional findings and observations to show that the approach is transformative, redefining the key knowledge paradigms. This book is relevant for policy makers, students, researchers and academics who wish to explore and rethink their approach towards governing the human systems, whose well-being is the responsibility of governments.Table of ContentsPart I In Quest of National Security: World of Sapiens.- 1. Book SynopsisThe book addresses why the Pakistani state is facing persistent challenges in extending and consolidating its governance (authority) throughout its territories, especially in the former Federally Administered Tribal Areas (ex-FATA)? Even after the de jure merger, the question still remains valid that how Pakistani state could establish its governance in these tribal areas? Through multi-dimensional approaches and multi-pronged analysis of state-centric (top-down), society-centric (bottom-up) and state-in-society (mixed-horizontal) approaches, the book explains factors and dimensions that pose challenges to Pakistani state governance in ex-FATA. The main hypothesis is that societies, where state governance is absent, turn to informal governance and create informal institutions as a substitute for the weak central state governance thereby challenging the domination and control/authority of the state. The book presents policy recommendations for bringing these tribal areas into the mainstream governance system of Pakistan.Table of ContentsChapter 1: State Governance in the Ungoverned Territories of Developing States: The Conceptual Framework.- Chapter 2: Geography, Socio-economic and Political set up of FATA: An Overview.- Chapter 3: Challenges to State Governance in FATA: Society-centred Approach.- Chapter 4: Challenges to State Governance in FATA: ‘State-in-Society’ Approach.- Chapter 5: Challenges to State Governance in FATA: State-centred Approach.- Chapter 6: Extension of State Governance (Authority) in FATA: Prospects.- Chapter 7: Conclusion.- Index.

Book SynopsisSince the dawn of civilisation philosophers and sages alike have been concerned about the potential for government to become a Leviathan-like monster. In this book Professor Drew shows how a careful application of natural law principles can mitigate this threat of Leviathan and also contribute to the flourishing of people. To do so Natural Law and Government examines the trade-off between human dignity and the common good during the public policy response to COVID-19. Specifically, Professor Drew details his concerns regarding the emergence of concentrations of power and competence in government – changes that have sadly given rise to the repression of the vitality of citizens. This ground-breaking work explains the changes to thinking, institutions and public management that are necessary for people to reclaim their right to thrive as humans. In sum, this is a handbook for what needs to be done after the COVID-19 revolution.Table of ContentsChapter 1. Natural Law and Government, or, After the (COVID) Revolution?.- Chapter 2. Book SynopsisThis book presents the evolution of the science technology paradigm in Japan and analyzes the critical community and local governance issues from the perspectives of the changing risk landscape, Society 5.0, and digital transformation. It also provides suggestions for the future development of a resilient society and community, by drawing lessons from other countries.Advancements in science technology in recent decades in Japan and the world might have increased our capacity to tackle the adverse human consequences of various kinds of disasters and environmental issues. However, the accompanied and interlinking phenomena of urbanization, climate change, rural to urban migration, population decreases, and aged population have posed new challenges, especially in the small, medium-sized cities, and in rural areas of Japan. This is also enhanced by the risk of cascading, complex and systemic risk, which is defining a new normal as “living with uncertainties”.Society 5.0 is defined as "A human-centered society that balances economic advancement with the resolution of social problems by a system that highly integrates cyberspace and physical space." Society 5.0 was proposed in the 5th Science and Technology Basic Plan as a future society that Japan should aspire to. Society 5.0 achieves a high degree of convergence between cyberspace (virtual space) and physical space (real space), compared with the past information society (Society 4.0) that people would access a cloud service (databases) in cyberspace via the Internet and search for, retrieve, and analyze information or data.In Japan, in the initial stage, a great deal of confusion about the number of people infected with coronavirus occurred. Not only made it inefficient, but it did not produce the accurate data needed for critical decisions.Japan may have unique disadvantages compared with other countries. Trying to drive digitization without thoroughly understanding these disadvantages and addressing them head-on will only lead to failed digital transformations. With these three pillars of changing risk landscape, Society 5.0, and Digital transformation drive, the book will analyze the evolution of the science technology paradigm in Japan, will go deeper into the critical community and local governance issues, and will provide suggestions for future development of resilient society and community, by drawing lessons from overseas disaster risk reduction.Table of Contents1. Book SynopsisThe book provides various EdgeAI concepts related to its architecture, key performance indicators, and enabling technologies after introducing algorithmic government, large-scale decision-making, and computing issues in the cloud and fog. With advancements in technology, artificial intelligence has permeated our personal lives and the fields of economy, socio-culture, and politics. The integration of artificial intelligence (AI) into decision-making for public services is changing how governments operate worldwide. This book discusses how algorithms help the government in various ways, including virtual assistants for busy civil servants, automated public services, and algorithmic decision-making processes. In such cases, the implementation of algorithms will occur on a massive scale and possibly affect the lives of entire communities. The cloud-centric architecture of artificial intelligence brings out challenges of latency, overhead communication, and significant privacy risks. Due to the sheer volume of data generated by IoT devices, the data analysis must be performed at the forefront of the network. This introduces the need for edge computing in algorithmic government. EdgeAI, the confluence of edge computing and AI, is the primary focus of this book. It also discusses how one can incorporate these concepts in algorithmic government through conceptual framework and decision points. Finally, the research work emphasizes some design challenges in edge computing from applications viewpoint. Book SynopsisThis book presents a new organizing framework for studying democratic recession and autocratization in Southeast Asia. By introducing a new concept, “democratic backlash,” the book details how democratic recession inevitably provokes resistance that often forms the nucleus of new democratic movements, and in doing so, argues that it is important to identify these reverse trends that may eventually become dominant. The book contributes to current literature which thus far has sought to understand the causes and consequences of the decline in democracy around the world. Previous literature has focused primarily on advanced democracies, or alternatively, on large scale quantitative comparison. As such, this book helps fill a research gap with its focus on Southeast Asia, employing a comparative case study approach.Chapter authors are experts on Southeast Asia, a region that has experienced democratic recession and autocratization in a variety of ways, from rising populism to military coups.Table of ContentsIntroductionDemocratic Decline and Rising Autocratization in Southeast Asia: A Framework for AnalysisPart One: Democratic Recession in Southeast AsiaThe Sharp Edge of Power: China’s Power and Democratic Erosion in the PhilippinesChallenging the Surveillance State: The Anti-Terrorism Act and the Decline of Philippine DemocracyAnies Baswedan and Sub-State Populism in Jakarta IndonesiaIn Limbo: Islamist Populism and Democratic Stagnation in MalaysiaPart Two: Autocratization and Authoritarian TechniquesThe ‘Backdoor’ Government and Executive Aggrandisement: Democratic Backsliding in MalaysiaThailand’s Authoritarian Innovation and Its Resistance: The Case of Propaganda in ‘ROTC Cyber’ ActivityPart Three: Reinforcing Norms and Democratic StructuresRural Grassroots Governance-Building in MyanmarDemocratization of rural Indonesia through village head election: A glimpse of hope from IndramayuNot So Great Transformation: Democratization and Social Conflict in Timor-LestePart Four: Democratic BacklashRegimes, Repression, Repertoires: Student Protest Movements and the Repertoires of Contention in the Philippines and IndonesiaA Time for Change: From a Hybrid Authoritarian Regime to the Creation of a New Federal Myanmar ArmySocial Media and Democratic Recession in Southeast Asia

Book SynopsisThis book provides a comprehensive review of China's experience in reform and opening up from political, social, and economic perspectives. It attempts to engage existing scholarly debates in three areas — first, how the party-state has evolved in the past four decades and whether it remains a Leninist system or has departed from this system; second, how public attitudes, values and behavior have been intertwined with institutional change, and how the state is expanding its welfare coverage to enhance regime legitimacy. Second, how China has attempted to explore new engines for its growth, with consideration towards environmental protection and technological progress.Chapters in this book are selected from three years of conference presentations co-organized by the Institute of Public Policy (IPP) at the South China University of Technology and UNESCO. Since 2014, IPP and UNESCO have co-hosted a series of annual international conferences and invited leading scholars from China, Europe, and the US to discuss the major challenges to China and the world.

    1 in stock

Book SynopsisThe Duterte administration is often considered a rupture in Philippines’ politics. But how different is Duterte’s programme of change from the past governments, particularly from its predecessor, the Aquino II administration? Is there a shift in regime orientation and policy preferences from Aquino II to Duterte? What will this mean to the future direction of Philippine democracy, its economic development, peace and security, and relations with other countries? This volume focuses on four critical areas — politics and governance, economic governance, the Mindanao peace process, and international relations — to illustrate continuities or discontinuities in the policies and governance of institutions, and to explain the dynamics of change in the Philippines. It pays particular attention to the crucial period between Aquino II and the early years of Duterte. The reason is that Aquino II represents an important period for rebuilding and consolidating institutions of governance and accountability after two previous tumultuous administrations. Yet Aquino II also demonstrates the inherent flaws of Philippine democracy and unravels the contradictory forces vying for state power that sets the scene for Duterte’s rise. Reflecting on the crucial transition period between the two presidencies, while also providing a much-needed update on the most noteworthy policy changes since Duterte’s inauguration, the book fills an important scholarly gap in understanding Asia’s oldest and most puzzling democracy.

  • Living with Myanmar

    ISEAS Living with Myanmar

    1 in stock

Book SynopsisSince 2011, Myanmar has experienced many changes to its social, political and economic landscape. The formation of a new government in 2016, led by the National League for Democracy, was a crucially important milestone in the country’s transition to a more inclusive form of governance. And yet, for many people everyday struggles remain unchanged, and have worsened in recent years. Key economic, social and political reforms have stalled, conflict persists, and longstanding issues of citizenship and belonging remain. The wide-ranging challenges of living with Myanmar are the subject of this volume. Each other offers a different perspective on the socio-political and economic mutations occurring in the country and the challenges that still remain. The book is divided into six sections, and covers critical issues ranging from gender equality and identity politics to agrarian reform and the representative role parliament. Collectively, these voices raise key questions concerning the institutional legacies of military rule and their ongoing role in subverting the country’s reform process. However, they also offer insights in the creative and productive ways the Myanmar’s activists, civil society, parliamentarians, bureaucrats and everyday people attempt to engage with and reform those legacies.

ISEAS Democracy in Indonesia: From Stagnation to

    Out of stock

Book SynopsisIndonesia has long been hailed as a rare case of democratic transition and persistence in an era of global democratic setbacks. But as the country enters its third decade of democracy, such laudatory assessments have become increasingly untenable. The stagnation that characterized Susilo Bambang Yudhoyono’s second presidential term has given way to a more far-reaching pattern of democratic regression under his successor, Joko Widodo. This volume is the first comprehensive study of Indonesia’s contemporary democratic decline. Its contributors identify, explain and debate the signs of regression, including arbitrary state crackdowns on freedom of speech and organization, the rise of vigilantism, deepening political polarization, populist mobilization, the dysfunction of key democratic institutions, and the erosion of checks and balances on executive power. They ask why Indonesia, until recently considered a beacon of democratic exceptionalism, increasingly conforms to the global pattern of democracy in retreat.

Book SynopsisTrade Review“A truly monumental work about Thailand’s military from the 1960s until today, this solid study focuses upon the armed forces’ internal security role across Thai society, how the military has succeeded in legitimizing itself and boosting its power as a counterinsurgency force, guardian of monarchy and engine of development. The book also valuably looks at the military’s establishment of mass organizations beginning during the Cold War and mobilization of royalists since 2006. The book thus illustrates how the military has been able to enhance and sustain its overwhelming influence and is thus a valuable study for anyone wanting to understand key power-brokers in Thailand.” —Dr Paul Chambers, Center of ASEAN Community Studies, Naresuan University, Thailand
