A lo largo de los siete capítulos en los que está dividido , se van afrontando y desgranando de forma homogénea aspectos como el del reclutamiento, la relación infantería-caballería y la instrucción y adiestramiento de los soldados, el orden de combate, la moral del combatiente, el reconocimiento y la observación del campo enemigo, el acuartelamiento y el régimen disciplinario y, por último, los sistemas de fortificación y defensa. Aun siendo excesivamente crítico con el arte militar de su tiempo y demasiado idealizador con respecto al antiguo, y pese a la validez puramente especulativa que puede atribuirse a la mayoría de sus propuestas, "Del arte de la guerra" es una genial exhibición de teorización política y militar que, por su concepción, planteó en su época el problema de la socialización de la virtú, lo que es lo mismo que decir las cualidades políticas que hacen del soldado un ciudadano democrático. De este modo, como señala John Pocock ("El Momento Maquiavélico", Tecnos, 2008), se recupera un Maquiavelo cuya principal ambición es presentar la asociación indisoluble que en el Estado democrático informa la relación milicia-República.
