    Book SynopsisEl presente volumenrefleja una teoría de la arquitectura y una metodología historiográfica dirigida a los estudiantes y a todos aquellos que se acercan por vez primera a la historia de la arquitectura de nuestro tiempo, es decir, desde la segunda mitad del siglo XIX hasta hoy; así pues, su objetivo es casi exclusivamente didáctico.El principio historiográfico no es ni más ni menos que el de la contemporaneidad de la historia, por lo que nos ocupamos de la historia desde una postura crítica actual, y porque apreciamos en ella valores e intereses que responden a las exigencias prácticas de hoy.     Book SynopsisEn el año 1910 se inauguraba el primer conjunto de viviendas de interés social realizado con fondos públicos en la Argentina: el barrio Butteler. Desde entonces han transcurrido 100 años y sin embargo la tecnología hoy empleada en la construcción de las VIS ha variado muy poco,distanciándose así de los avances de las ciencias que ha caracterizado al siglo pasado y que se han multiplicado en el nuevo siglo. En ese rezago tecnológico han incidido factores que pocas veces fueron puestos de manifiesto en su verdadera magnitud ni tenidos en cuenta en los análisis de esa problemática. Efectivamente, la necesidad de implementar nuevas tecnologías en la construcción de las VIS, para mejorar la calidad, los plazos y costos de las obras, resultó desalentada por causas cuyos orígenes y resolución no dependieron de los proyectistas ni de los constructores, pero cuyas consecuencias las sufre la sociedad toda. Este trabajo identifica y cuantifica esas incidencias negativas en la construcción de VIS, como lo son la baja productividad, las abultadas cargas fiscales, los costos financieros y las escasas inversiones, que impiden, sino resolver, atenuar el déficit habitacional de nuestro país, el que lejos de disminuir se incrementa anualmente, al igual que las villas y asentamientos urbanos, originando que el diez por ciento de los habitantes del Gran Buenos Aires vivan hoy en esa clase de alojamientos precarios. La Cámara de la Vivienda y Equipamiento Urbano CAVERA es una institución fundada en 1973 con el propósito de nuclear a todos aquellos que, de distintas maneras, trabajan en la solución del déficit habitacional. Está integrada por constructores, productores de insumos y profesionales vinculados a la actividad de la construcción de viviendas de interés social.
