In the 1970s, the accepted environmental thinking was that overpopulation was destroying the earth. Prominent economists and environmentalists agreed that the only way to stem the tide was to impose restrictions on how we used resources, such as land, water, and fish, from either the free market or the government. This notion was upended by Elinor Ostrom, whose work to show that regular people could sustainably manage their community resources eventually won her the Nobel Prize. Ostrom’s revolutionary proposition fundamentally changed the way we think about environmental governance. In The Uncommon Knowledge of Elinor Ostrom, author Erik Nordman brings to life Ostrom’s brilliant mind. Half a century ago, she was rejected from doctoral programmes because she was a woman; in 2009, she became the first woman to win the Nobel Prize in Economics. But over time they have lost this heady spirit of reform, as they’ve punished members who buck the party line and relegated Democrats to the legislative sidelines. In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully “walk the talk,” and provides advice as to how they can do so. Multi-antenna techniques are widely considered to be the most promising avenue for significantly increasing the bandwidth efficiency of wireless data transmission systems. In so called MIMO (multiple input multiple output) systems, multiple antennas are deployed both at the transmitter and the receiver. In MISO (multiple input single output) systems, the receiver has only one antenna, and the multiple transmit antennas are used for transmit diversity. The key aspects of multiple antenna transceiver techniques for evolving 3G systems and beyond are presented. MIMO and MISO (transmit diversity) techniques are explained in a common setting. In particular, the book covers linear processing transmit diversity methods with and without side information at the transmitter (feedback), including the current transmit diversity concepts in the WCDMA standards, as well as promising MIMO concepts, crucial for future high data rate systems. As an example, MIMO and MISO aspects of 3GPP HSDPA (high speed downlink packet access) will be considered. Furthermore, examples of high throughput, low complexity space-time codes will be provided, when signalling without side information (open loop concepts). The theory of linear space-time block codes will be developed, and optimal non-orthogonal high throughput codes will be constructed, both for MIMO and MISO systems. Performance may be further improved by feedback from receiver to transmitter. The corresponding closed loop modes in the current 3GPP specifications will be discussed, along with their extensions for more than two transmit antennas. In addition, feedback signalling for MIMO channels will be addressed. Optimal quantisation methods of the feedback messages will be discussed. This biography examines the life and career of scholar-journalist Elizabeth Wiskemann (1899-1971) from her youth and student years at Cambridge to her death by suicide. Disappointed in her hopes for an academic career, she reinvented herself as a journalist in Berlin, covering the overthrow of the Weimar Republic and the rise of Nazism for The New Statesman, Nation, and numerous other newspapers and periodicals. Expelled from Germany, she settled in Prague and funded by Chatham House wrote the most important account of the Czech-German conflict and the Sudeten crisis, still a classic, followed by a detailed analysis of Nazi political and economic destabilization of the countries of eastern Europe. Her journalistic skills served her well in the war years when she worked as a secret agent in Switzerland, gathering intelligence, running agents into Axis-controlled Europe, and working closely with Allen Dulles, the O.S.S. chief in Bern. Postwar, Wiskemann returned to freelance journalism, focusing especially on Italy and Germany, while also writing several books, including the first scholarly study of the Hitler-Mussolini relationship and the first major account of the expulsion of 12 million ethnic Germans from Eastern Europe. Although a prolific writer and highly regarded as a commentator on international affairs, she remained on the fringes of academia until 1958 when she was appointed Professor of International Relations at Edinburgh (the first woman to receive a Chair there in any discipline); she later became one of the first faculty recruited by the new Sussex University. In her later years she published several works of contemporary history, including Europe of the Dictators, 1919-45, widely used in schools and universities. Blinded in one eye by a botched surgery and increasingly anxious as her other eye deteriorated, she became terrified of going completely blind and ended her life. Aside from its intrinsic interest, Wiskemann's biography is illustrative of a whole cohort of women - graduates in the 1920s and 30s - who found ways to pursue their interests in international affairs and contemporary history. In this sense the book foregrounds the gendered experience of these pioneers whose professional lives often intersected through journalism, Chatham House, and service in the propaganda and intelligence agencies of the wartime state.
