Today, freedom is so closely associated with the United States that most people still view America as the ultimate symbol of freedom. This is one reason why the desire to immigrate to the United States from almost anywhere in the world has not waned for more than a century. Because of this image, the idea that Americans are constrained by restrictive ordinances and rules seems contrary and therefore difficult for most citizens to accept.Vladimir Shlapentokh and Eric Beasley argue that the idea of basing American society upon unadulterated freedom in all spheres of life is both unrealistic and simplistic. Those who argue for empowerment claim it is a magic bullet. It can liberate the oppressed, largely through self-organization, self-motivation, self-invention, and even self-clarity.William M. Epstein sees contemporary empowerment practice in the United States as a civic church of national values, one better in performing its ceremonial role than god-based houses of worship. By itself, empowerment is not worth the effort of commentary, since it achieves none of its goals and has not even generated a respectable critical literature. But Epstein argues that empowerment practice and American social welfare both embody prescriptive cultural preferences. The Hippocratic corpus contains several discussions of bloodletting. Galen, the most famous physician in classical antiquity, wrote tracts explaining and defending the practice. It was employed in ancient Egypt and is the most commonly mentioned therapy in the Babylonian Talmud. Indeed, it was practiced in virtually every part of the ancient world.Even though the practice abruptly ceased, there was little argument against it or reason to believe it ineffective. In reality, bloodletting actually worked. However, the rise of modern medicine required not just a change in how disease and causation were conceived, but also a change in the role of medicine in society. It has been claimed that the collapse of traditional medicine was a precondition for the rise of modern medicine, but there has been little support for this assertion before now. Carter provides this missing support. The result is a fascinating study in the history of medical practice and social expectations.

In Walter Laqueur's lifetime, there have been more acutely dangerous situations, such as the coming of a world war or the seemingly unstoppable march to victory of totalitarian regimes, than in any other previous epoch. Such immediate dangers may not exist at the present time. But long-term trends are equally or even more threatening, as we now see in the ability of small groups of people, unprecedented in history, to inflict enormous damage. This is the underlying essence of Laqueur's thinking, as expressed in this new volume.As Laqueur observes, one learns from long experience that the worst does not always happen, and if it does, probably not in one's lifetime. They do not entirely reflect Laqueur's interests, which during this period were more in the cultural field than in politics. However, politics intrude irrespective of the author's predilections. Laqueur deals with unpleasant truths in concrete geopolitical settings, but poignantly takes his stand with the men and women who strive to overcome self-censorship in the search for accurate judgment.

Statistics have played an important role in the recognition of the Armenian question on the international landscape as well as its "definitive solution" resulting in the Armenian genocide. The importance of statistics first surfaced at the Congress of Berlin in 1878, where differences in the approach toward numbers between the Armenian and the Ottoman Empire, and the role of statistics within the Ottoman state apparatus, became an issue. At that international gathering, the Armenian question was considered part of the "Eastern Question" paradigm of Western diplomacy. It would soon become a code word for the question of "civilization" itself.Those administering the multi-ethnic Ottoman Empire perceived the Armenian issue not only through ethnic and religious perspectives, but also through statistics. As Dundar shows, statistics became the vehicle through which the Ottoman state apparatus was forced to include non-Muslim populations of the Empire in the state apparatuses and local councils. This occurred long before the Armenian question surfaced. The aim of Ottoman reforms was to ensure that all communities participated in the affairs of the state and that such participation was proportionate to their numbers. Through its role in these reforms, statistics emerged as a constant matter of debate in the Armenian question.As a result of the Armenian genocide, the statistical record has become quite sensitive. Today, accounting for the numbers of Armenians murdered in 1915 usually means calculating the number of Armenians who were massacred or died of other causes such as disease, hunger, exhaustion, and the like during deportations or immediately after. Rescher leads the reader through a conceptual web of distinctions that, taken together, provide a satisfying contribution to philosophical thought on free will in general.Rescher sharpens his highly conceptual assessment by making distinctions--between productive (or metaphysical) and moral (or motivational) freedom, free decision and free action, motivational and causal determination of choices, durational events and the instantaneous eventuations that mark their commencements and completions, and between pre-determination and precedence determination. In doing so, he also examines the role of nature, nurture, and free choice. Each of these distinctions defines the characteristics of free will and averts a group of problems and difficulties traditionally ascribed to the doctrine. With these in place, it becomes possible to validate the compatibility between freedom of the will and a certain special mode of determinism.Rescher's conceptual perspective in this age-old debate opens up the prospect of naturalizing free volition through its natural emergence via the same process of evoking development that has seen the emergence of intelligence on the world's stage. That is, only after the conceptual issues are settled, can the question of how things actually stand be answered. This work will be an important reassessment of free will not just because of the author's final conclusion, but because of the issue-illuminating path he takes to get there.
