After holding power continuously from its inception in 1955 (with the exception of a ten-month hiatus in 1993–1994), Japan's Liberal Democratic Party (LDP) lost control of the national government decisively in September 2009. Despite its defeat, the LDP remains the most successful political party in a democracy in the post–World War II period. In The Rise and Fall of Japan's LDP, Ellis S. Krauss and Robert J. Pekkanen shed light on the puzzle of the LDP's long dominance and abrupt defeat. Several questions about institutional change in party politics are at the core of their investigation: What incentives do different electoral systems provide? How do politicians adapt to new incentives? How much does structure determine behavior, and how much opportunity does structure give politicians to influence outcomes? How adaptable are established political organizations? The electoral system Japan established in 1955 resulted in a half-century of "one-party democracy." But as Krauss and Pekkanen detail, sweeping political reforms in 1994 changed voting rules and other key elements of the electoral system. Both the LDP and its adversaries had to adapt to a new system that gave citizens two votes: one for a party and one for a candidate. Under the leadership of the charismatic Koizumi Junichiro, the LDP managed to maintain its majority in the Japanese Diet, but his successors lost popular support as opposing parties learned how to operate in the new electoral environment. Drawing on the insights of historical institutionalism, Krauss and Pekkanen explain how Japanese politics functioned before and after the 1994 reform and why the persistence of party institutions (factions, PARC, koenkai) and the transformed role of party leadership contributed both to the LDP's success at remaining in power for fifteen years after the reforms and to its eventual downfall. In an epilogue, the authors assess the LDP's prospects in the near and medium term.

In Collaborative Learning, Kenneth Bruffee advocates a far-reaching change in the relations we assume between college and university professors and their students, between the learned and the learning. He argues that the nature and source of the authority of college and university professors is the central issue in college and university education in our time, and that if college and university professors continue to teach exclusively in the stand-up-and-tell-'em way, their students will miss the opportunity to learn mature, effective interdependence-and this, Bruffee maintains, is the most important lesson we should expect students to learn. The book makes three related points. First, we should begin thinking about colleges and universities, and they should begin thinking about themselves, not as stores of information but as institutions of reacculturation. Second, we should think of college and university professors not as purveyors of information but as agents of cultural change who foster reacculturation by marshaling interdependence among student pers. And third, colleges and universities should revise longstanding assumptions about the nature and authority of knowledge and about classroom authority. To accomplish this, the author maintains, both college students and their professors must learn collaboratively. Describing the practical value of the activities encouraged by a collaborative approach-students working in consensus groups and research teams, tutoring peers, and helping each other with editing and revision-Bruffee concludes that, in the short run, collaborative learning helps students learn better-more thoroughly, more deeply, more efficiently-than learning alone. In the long run, collaborative learning is the best possible preparation for the real world, as students look beyond the authority of teachers, practice the craft of interdependence, and construct knowledge in the very way that academic disciplines and the professions do. The main purpose of college or university education is to help older adolescents and adults renegotiate their membership in that encompassing common culture. The foundational knowledge that shapes us as children sooner or later circumscribes our lives. We never entirely outgrow the local, foundational knowledge communities into which we are born. But for most people, the need to cope to one degree or another with the diversity and complexity of human life beyond the local and familiar does outgrow knowledge that is familiar and (locally) foundational. ON POSTGRADUATE EDUCATION: The problem is not that graduate professors do not know what they need to know. The problem is that most of them have learned what they know entirely under the traditional social conditions of academic alienation and aggression. Indeed, the problem is that mmbers of current graduate faculties were selected into the profession in part because they evidenced those traits. As a result, their fine education and superb reputations as scholars and critics may in some cased actually subvert their ability to understand knowledge as a social construct, learinng as an adult social process, and teaching as a role of leadership among adults.

The result was a system which avoided the danger of log-rolling exercises when setting tariffs. It facilitated the growth of trade and thus encouraged economic growth and rising living standards. For some, however, the system has shown signs of fragmentation arising from new pressures and challenges and is producing policy outcomes that lack coherence and rationale. New pressures include demands for trade protection arising from America's mounting trade deficit, as well as jolts to the system caused by the struggle to create a North America Free Trade Agreement. More recently, new demands largely unrelated to trade have perversely affected the policy as non-governmental organisations have demanded a role in its formulation, including those concerned with environmental, social and labour issues. To a significant extent they have effectively 'privatised' the policy process. Moreover, the US government has increasingly used trade policy for non-trade purposes - principally as a tool of foreign and security policy. The pro-liberalisation forces within Congress and the administration have been comprehensively outplayed. In the absence of political leadership and a greater public awareness of the issues at stake the stage is set for the still greater abuse of trade policy by narrow special interest groups in pursuit of particularist ends. In the circumstances, the best that can be hoped for may be a series of international agreements which could constrain the abuse of US domestic policy formulation. But even this will require greater courage and resolve by the advocates of free trade than has recently been shown.

Since 1820 and till the beginning of the 21st Century, the so-called growing economic gap between the developed world and the developing countries has not changed its gloomy trend. The mentioned dismal tendency seemed to reverse only for a few years, during 1950 to 1973. In the 70s, the two oil-crises that unleashed inflation and reduced growth rates forced economic theorists and practitioners to look for a new economic policy. This economic restatement finally resulted in a shift of the pendulum, giving back the priority to the market forces, which to some extent had surrendered to the public sector since the 30s. This new economic restatement gave birth to a biased approach of the neoclassical model, which applied to international and development economics generated the so-called Washington Consensus. Against what was promised and expected, the recommended international economic policy did not ever work in the poorest countries, thus enabling the growing gap to continue. This phenomenon added to long-lasting unresolved international political problems along with the consciousness of constant neglect by the rich countries, has unleashed severe frustrations and in some cases induced the appearance of international terrorism. In our view, the policies of continuous insufficient international economic co-operation and biased trade negotiations with LDC, and the unfocused and somewhat over-done reactions to eliminate terrorism as practised in the last two years by western leadership, are doomed to fail.

Other capabilities, particularly the Fleet submarine, were applied as a major adaptation. The author establishes a theory called Organizational Learning Capacity that captures the transition of experience and knowledge from individuals into larger and higher levels of each military service through four major steps.
