The International Civil Aviation Organization’s (ICAO) decision to require aviation organizations to adopt Safety Management Systems poses a major problem especially for small and medium sized aviation companies. The complexity of regulations overstrains the aviation stakeholders who seek to fully advantage from them but have no clear guidance. The aim of the book is to show the implementation of such a new system with pragmatic effort in order to gain a gradation for smaller operators. This approach should illustrate the leeway in order to adapt the processes and to show the interfaces between Corporate Risk Management and Safety Management. The book shows how to build a system with reasonable effort, appropriate to the size and complexity of the specific operator. How can the notion of competitiveness be reasonably applied to an economy? What relation does high or low competitiveness have to the current account? Do huge and persistent imbalances really reflect competitive positions of local firms or are they merely due to a misalignment of exchange rates or even outright protectionism, as the US-Japan trade conflict suggests?All these questions are rigorously addressed in International Competitiveness and the Balance of Payments. In examining the determinants of current account balances the conventional competitiveness approach - in which deficits are assumed to indicate low competitiveness - is contrasted with an intertemporal view of the balance of payments. By emphasizing locational quality as the decisive factor in international competitiveness, the authors are able to offer fundamentally different conclusions about the determinants of current account debates.As well as theoretical evidence advocating the intertemporal view, the authors present four case studies in support of this approach: Germany before and after unification, Spain before joining the EMS, the United States since the early 1980s, and Japan's persistent current account surpluses.

A reassessment of the journey Germans in East and West have taken during the past two and a half decades: even today, an open-ended, unfinished journey. On October 3, 1990, just a year after the Berlin Wall fell, the German Democratic Republic was absorbed into the Federal Republic of Germany, officially ceasing to exist. What was the GDR and how do we remember it? According to the dominant Western narrative, it was a country that brought neither unity nor justice nor freedom to its citizens. But if so, why does a virtual wall still seem to exist in Germany today between the erstwhile citizens of the GDR and FRG? The GDR very much remains in the public debate, and while political integration is well on its way, the cultural integration of the two former states has proven much more challenging. This volume analyzes the culturaltransformation - or lack thereof - that has followed political unification. The contributions are interdisciplinary: essays on history and politics provide a framework and others on art, film, literature, museums, music, and education provide specific examples. These case studies allow us to examine the state of unification beyond statistics, opinion polls, and glib generalizations. When Germany was defeated in 1945, both the Russians and the Americans undertook mass internments in the territories they occupied. The Americans called their approach “automatic arrest.” Carl Schmitt, although not belonging in the circles subject to automatic arrest, was held in one of these camps in the years 1945–6 and then, in March 1947, in the prison of the international tribunal in Nuremberg, as witness and “possible defendant.” A formal charge was never brought against him. Schmitt’s way of coping throughout the years of isolation was to write this book. In Ex Captivitate Salus, or Deliverance from Captivity, Schmitt considers a range of issues relating to history and political theory as well as recent events, including the Nazi defeat and the newly emerging Cold War. Schmitt often urged his readers to view the book as though ​it were a series of letters personally directed to each one of them. Hence there is a decidedly personal dimension to the text, as Schmitt expresses his thoughts on his own career trajectory with some pathos, while at the same time emphasising that “this is not romantic or heroic prison literature.” This reflective work sheds new light on Schmitt’s thought and personal situation at the beginning of a period of exile from public life that only ended with his death in 1985. It will be of great value to the many students and scholars in political theory and law who continue to study and appreciate this seminal theorist of the twentieth century.

While in the past terrestrial and planetary auroras have been largely treated in separate books, Auroral Phenomenology and Magnetospheric Processes: Earth and Other Planets takes a holistic approach, treating the aurora as a fundamental process and discussing the phenomenology, physics, and relationship with the respective planetary magnetospheres in one volume. While there are some behaviors common in auroras of the different planets, there are also striking differences that test our basic understanding of auroral processes. The objective, upon which this monograph is focused, is to connect our knowledge of auroral morphology to the physical processes in the magnetosphere that power and structure discrete and diffuse auroras. The atrocities and mass murders committed by Josip Broz Tito's Partisan units of the Yugoslav Army immediately after the Second World War had no place in the conscience of Socialist Yugoslavia. More than once, the annual Croatian commemoration of the Bleiburg victims was subject to attacks carried out by the socialist Yugoslav state. Abroad in the West, on Austrian soil, the Yugoslav secret service (UDBA) did not shy away from murdering the protagonist of the Croatian memory culture, Nicola Martinovic, as late as 1975. The official history was aligned with a firm interpretational paradigm that called for a glorification of the anti-fascist "people's liberation resistance." With the breakup of Yugoslavia and its socialist regime in 1991, the identity-establishing accounts of contemporary witnesses, which had mainly been cherished in exile circles abroad, increasingly reached public awareness in Croatia and Slovenia. In the 1990s Croatia witnessed the emergence of a memory that had been suppressed by the socialist-Yugoslav regime—namely the Bleiburg tragedy. The situation in Slovenia was similar in terms of identity and remembrance culture. Among the Slovenes, the communist crimes committed during the turmoil are known as the drama of Viktring or the Viktring tragedy, named after the largest refugee camp of the Slovenes. Reports on the communist postwar crimes and on the countless discoveries of mass gravesites have also begun circulating in the media of the German-speaking world in the last few years. Florian Rulitz's meticulously researched book, now available for the first time in English, provides a corrective to the historical memory that had been previously accepted as truth. Rulitz focuses on two essential questions. First, did the so-called "final encirclement battles" indeed occur in Carinthia in the Ferlach/Hollenburg/Viktring and Dravograd/Poljana/Bleiburg areas, resulting in military victories for the Yugoslav Army? Second, were the battles after the capitulation fought by the refugees with the aim of reaching the British-controlled areas in Carinthia? To answer these questions, Rulitz presents a detailed reconstruction of those days in May 1945. He furthermore considers the question of the murders on Austrian territory, which were hushed up in Partisan literature and presented as casualties of the final military operations. This groundbreaking study will interest scholars and students of modern European history.

The concept of entropy arose in the physical sciences during the nineteenth century, particularly in thermodynamics and statistical physics, as a measure of the equilibria and evolution of thermodynamic systems. Two main views developed: the macroscopic view formulated originally by Carnot, Clausius, Gibbs, Planck, and Caratheodory and the microscopic approach associated with Boltzmann and Maxwell. Since then both approaches have made possible deep insights into the nature and behavior of thermodynamic and other microscopically unpredictable processes. However, the mathematical tools used have later developed independently of their original physical background and have led to a plethora of methods and differing conventions. The aim of this book is to identify the unifying threads by providing surveys of the uses and concepts of entropy in diverse areas of mathematics and the physical sciences. Two major threads, emphasized throughout the book, are variational principles and Ljapunov functionals. The book starts by providing basic concepts and terminology, illustrated by examples from both the macroscopic and microscopic lines of thought. In-depth surveys covering the macroscopic, microscopic and probabilistic approaches follow. Part I gives a basic introduction from the views of thermodynamics and probability theory. Part II collects surveys that look at the macroscopic approach of continuum mechanics and physics. Part III deals with the microscopic approach exposing the role of entropy as a concept in probability theory, namely in the analysis of the large time behavior of stochastic processes and in the study of qualitative properties of models in statistical physics. Finally in Part IV applications in dynamical systems, ergodic and information theory are presented. The chapters were written to provide as cohesive an account as possible, making the book accessible to a wide range of graduate students and researchers. According to general Realist premises, after the end of the Cold War, the United States took an interest in remaining the only super power. Accordingly, it was attempting to maintain and manage unipolarity. The pursuit of this Grand Strategy, however, required the U.S. to adapt its various strategies to the various receiving states. Poland, Ukraine, and Belarus played very unalike roles in that configuration: Whilst Poland was labeled Americas best friend by President George W. Bush, Belarus was not seeking alignment with the U.S., whereas Ukraine-U.S. relations were subject to many ups and downs. The three countries diverging attitudes towards Washington led to very different policy approaches from a U.S. vantage point. As this study shows, the U.S. did not have an overall strategy for the region. Rather, Washington managed its relations with European states through a set of mainly bilateral relations. Madeleine Albright once described the tools of foreign policy as including everything from kind words to cruise missiles. This book is a comparative case study of the United States use of these tools in its approaches towards Poland, Ukraine, and Belarus after the end of the Cold War. As the only remaining superpower, Washington played a key role in the formation of post-communist Central and Eastern Europe. Yet, its actions and policies have received comparatively little attention. This book contributes to filling that gap by providing three in-depth case studies.

Natalya Ryabinska calls into question the commonly held opinion that the problems with media reform and press freedom in former Soviet states merely stem from the cultural heritage of their communist (and pre-communist) past. Focusing on Ukraine, she argues that, in the period after the fall of communism, peculiar new obstacles to media independence have arisen. They include the telltale structure of media ownership, with news reporting being concentrated in the hands of politically engaged business tycoons, the fuzzy and contradictory legislation of the media realm, and the informal institutions of political interference in mass media. The book analyzes interrelationships between politics, the economy, and media in Ukraine, especially their shadowy sides guided by private interests and informal institutions. Being embedded in comparative politics and post-communist media studies, it helps to understand the nature and workings of the Ukrainian media system situated in-between democracy and authoritarianism. It offers insights into the inner logic of Ukraines political system and institutional arrangement in the post-Soviet period. Based on empirical data of 19942013, this study also highlights many of the barriers to democratic reforms that have been persisting in Ukraine since the Revolution of Dignity of 20132014.

Despite having an underdeveloped supporting infrastructure and limited resources, Kazakhstan was the first CIS country to require IFRS in 2004 for banks, and in 2005 for all public companies. What were the economic consequences of this important reform? In the 1990s, Kazakhstans capital market reforms mirrored those of Russia due to the two countries cooperating mode driven by a high level of resource interdependence and environmental uncertainty, following the collapse of the Soviet Union. Yet, by 2003, dependence on external donors (IMF, World Bank) took precedence over interdependence with Russia. As a result, Kazakhstan unilaterally proceeded with adoption of IFRS, while Russia backed up from this initiative. This study reports that Kazakhstans inflow of Foreign Direct Investments was the greatest among the CIS nations following the adoption of IFRS. In addition, in 200511, Kazakhstani public firms reporting quality was higher than that of the Russian public firms operating in a similar environment but exempt from the IFRS reporting requirement. Kazakhstan was the first CIS nation to repay its external debt ahead of schedule and to receive an investment grade from Moodys rating agency. The book concludes that Western-style capital market reformsin this emerging market with a not-so-distant communist pasthad significantly positive outcomes.

In this timely book, the authors provide a detailed analysis of Russia's national interests in the Arctic region. They assess Russia's domestic discourse on the High North's role in the system of national priorities as well as of Moscow's bi- and multilateral relations with major regional players, energy, environmental, socio-cultural, and military policies in the Arctic. In contrast to the internationally wide-spread stereotype of Russia as a revisionist power in the High North, this book argues that Moscow tries to pursue a double-sided strategy in the region. On the one hand, Russia aims at defending her legitimate economic interests in the region. On the other hand, Moscow is open to co-operation with foreign partners that are willing to partake in exploiting the Arctic natural resources. The general conclusion is that in the foreseeable future Moscow's strategy in the region will be predictable and pragmatic rather than aggressive or spontaneous. The authors argue that in order to consolidate the soft power pattern of Russia's behavior a proper international environment in the Arctic should be created by common efforts. Other regional players should demonstrate their responsibility and willingness to solve existing and potential problems on the basis of international law.

This timely book offers an integrative and critical approach to the conceptualization of diversity of social ties in contemporary urban migrant populations. It explores the informal relationships of migrants in London and how the construction and the dynamics of their social ties function as a part of urban sociality within the super-diversity of London. Based on the results of a qualitative study of Russian-speaking migrants, it targets the four main themes of transnationalism, ethnicity, cosmopolitanization, and friendship. Acknowledging the complexity of the ways in which contemporary migrants rely on social relationships, the author argues that this complexity cannot be fully grasped by theories of transnationalism or explanations of ethnic communities alone. Instead, one can gather a closer understanding of migrant sociality when adding the analysis of informal relationships in different locations and with different subjects. This book suggests that friendship should be seen as an important concept for all research on migrant social connections.

The so-called Democratic Antifascist Youth Movement "Nashi" represents a crucial case of a post-Orange government-organised formation whose values have broad support in Russian society. Yet, at the same time, in view of the movement's public scandals, Nashi was also a phenomenon bringing to the fore public reluctance to accept all implications of Putin's new system. The Russian people's relatively widespread support for his patriotic policies and conservative values has been evident, but this support is not easily extended to political actors aligned to these values. Using discourse analysis, this book identifies socio-political factors that created obstacles to Nashi's communication strategies. The book understands Nashi as anticipating an "ideal youth" within the framework of official national identity politics and as an attempt to mobilise largely apolitical youngsters in support of the powers that be. It demonstrates how Nashi's ambivalent societal position was the result of a failed attempt to reconcile incompatible communicative demands of the authoritarian state and apolitical young.

This book analyses the dubious role of the so-called Democratic Antifascist Youth Movement 'Nashi' in contemporary Russia. Part and parcel of the Putinist project of political stabilisation, Nashi dominates state-sponsored youth politics in Russia, communicating demands from official discourse to a young audience. Idealising the past, present, and future of Putin's Russia, Nashi mobilised young Russians through its emotional appeal, skilful use of symbolic politics and the promise for professional self-realisation. However, the movement's impact remains limited -- mostly due to its internal contradictions. In September 2021 a very special academic conference took place: T2051MCC - The 2051 Munich Climate Conference. Researchers from across the academic spectrum assembled to discuss climate change. What made it special was that everyone held their lecture as if it took place in an imagined year 2051. The theatre collective Büro Grandezza had released an open call for contributions to a conference in Munich. Almost 50 researchers wrote papers on climate narratives, geoengineering, coastal adaptation and other topics. This particular framework allowed them to break out of the constraints of the current discourse without neglecting methodology or thematic sharpness.

When queer Jewish people migrated from Central Europe to the Middle East in the first half of the 20th century, they contributed to the creation of a new queer culture and community in Palestine. This volume offers the first collection of studies on queer Jewish lives between Central Europe and Mandatory Palestine. The articles of this volume treat the expansion of the Nordic ideology in the first half of the twentieth century. They concentrate on the amalgamation of scientific, religious and political features, which transformed the idea of the North into a mainstay of extreme nationalism. Lacking positive norms and values, the Nordic idea depended on the opposition against everything deemed un-Nordic. Völkisch Nordicism shared with conventional forms of nationalism the enmity with Judaism and Bolshevism and – to a lesser extent – with Anglo-Americanism and Catholicism. Beyond that, it constituted a mythological counter narrative that combined the idea of spiritual kinship with biological lineage, on Pagan as well as on Christian grounds.

While the so-called New perspective in Paul has been in the focus of New Testament exegesis for more than 25 years now, ancient interpretations of Pauline texts and ideas have been neglected widely. The present volume aims to fill this gap. Its articles concentrate on three different foci of modern exegesis: interpretations of Pauls conversion, his ideas about the relation of grace and works and the fate of Israel. The Apocalypse of John belongs to the most puzzling texts of the New Testament. Historical-critical exegesis has been stressing that the book above all wishes to give a message of hope and comfort for a community under threat. Yet readers have also always been impressed and terrified by the many images of violence, including war, destruction, persecution and martyrdom, and the appearance of the devil and his demons. This book does not allow its readers to remain neutral.The present volume offers the proceedings of a conference that was held in Leuven, Belgium, in September 2009 and was organised by the general editors of the Novum Testamentum Patristicum. The conference focused on how early Christian and Patristic authors have coped with all these many passages that deal with various sorts of violence. The volume contains essays on most of the important commentators, Origen, Tyconius, Lactance, Victorin of Pettau, and those of a somewhat later age, Andreas of Caesarea, Oecumenius, and Bede, but also looks at the reception history on a larger scale. It also deals with issues of method in reading the Book of Revelation, with important themes (the 1000-year reign), the Jewish background of some of these motifs, and the reception of Patristic thought in the most important medieval commentator of the book, Joachim of Fiore.

The Swiss company Baloise has a reputation among art experts, but not just as an insurance and financial services company. With its programs that support art, its collaborations with museums, and the renowned Baloise Art Prize for young artists, which is awarded at Art Basel, the company has had a lasting effect on the development of contemporary art. Less well-known up to now is the fact that, parallel to the company’s activities, it has also built a first-class art collection, which dates back to the mid-twentieth century.
