This report, planned to be released annually, is about working through the real-life choices and practical constraints that make it difficult to address hunger effectively. It is aimed at policy makers in developing and developed countries, and attempts to fill an important gap in existing reports on hunger. While other reports monitor trends towards international goals or serve primarily as advocacy tools, the World Hunger Series (WHS) focuses on practical strategies to achieve an end to hunger. It examines themes related to three types of risks—social and health; markets and trade; and political and environmental—that perpetuate hunger and stymie development. Each report in the new series will present state-of-the-art thinking on that year's theme, combined with an analysis of the practical challenges to implementing solutions. Based on this context, the reports will identify realistic steps to address hunger. This edition of the report examines the relationship between hunger and learning. It takes a long-term perspective: what happens at one stage of life affects later stages, and what happens in one generation affects the next. The Series has four parts. Part one, the Global Hunger Situation, surveys the current state of hunger in the world. Part two, Hunger and Learning, explores the two-way relationship between hunger and learning through the life cycle. Depuis près de 150 ans, les rois de Himyar (le Yémen actuel et une grande partie de l'Arabie séoudite) accordaient leur soutien au judaïsme. Les Éthiopiens du royaume d'Aksûm avaient réussi, vers le début du VIe siècle, à faire de Himyar un royaume tributaire. Mais en 523, le prince qu'ils avaient peut-être installé sur le trône se rebella. Il entreprit d'éliminer les chrétiens de son royaume qu'il estimait alliés aux Aksûmites. L'épisode le plus célèbre de cette entreprise - le massacre des chrétiens de la grande oasis de Najrân (en Arabie séoudite aujourd'hui, près de la frontière du Yémen) - est connu par une multitude de sources; inscriptions sudarabiques et éthiopiennes, récits syriaques, textes grecs historiques ou hagiographiques. La plus importante de ces sources, le Martyre d'Aréthas, déjà publié dans les Monographies, existe aussi dans de nombreuses versions orientales, en arménien, en géorgien, en arabe et en éthiopien. Le colloque de novembre 2008 dont les actes sont publiés ici visait à comprendre le contexte dans lequel ces écrits ont été produits et à démêler leurs rapports: les versions arabes et éthiopiennes, par exemple, offrent quelque données absentes du grec. Any casual observer of the Israeli–Palestinian conflict would immediately recognize that the holy city of Jerusalem is the core issue impeding a permanent peace settlement between the two antagonists. The religious symbolism of this city and its centrality to major religious faiths has never faded and has become increasingly vital to various strands of twentieth-century religious nationalisms. The political fate of Jerusalem was inevitably mired in international political struggles of the Cold War, particularly after the United States inherited Britain’s mantle as the ultimate arbiter of regional conflicts and strategic disputes. The asymmetrical balance of military power between Israel and Jordan made superpower intervention both inevitable and unpredictable. This study examines the policies of twentieth-century US presidents regarding the status of Jerusalem. It traces the evolution of the United States’ embroilment in the politics of Mandatory Palestine, successive wars, and regimes that vied for control over Jerusalem, and tracks the conflicting historical narratives presented by various states in the region. It also takes a detailed look at the role of the American Jewish lobby, which constantly pressured the United States to overlook Israel’s refusal to go back to the lines of June 5, 1967, or to stop creating facts on the ground in East Jerusalem. The role of the oil lobby in seeking the reversal of Israeli annexationist steps in Jerusalem is also analyzed. The failure of several American presidents to broker an Arab–Israeli peace agreement is seen here as the result of the latitude enjoyed by presidential advisers in determining the main contours of American foreign policy in this region and guarding access to the chief executive in times of crisis. Finally, the book is an illustration of the perils of downplaying the human rights abuses of junior client states in order to placate national lobby groups in the Untied States, leading to the entrenchment of the Israeli state not only over Jerusalem, but throughout the West Bank.

Russia’s use of its vast energy resources for leverage against post-Soviet states such as Ukraine is widely recognized as a threat. Yet we cannot understand this danger without also understanding the opportunity that Russian energy represents. Yet Roman armies clearly reached certain points-which today we call frontiers-where they simply stopped advancing and annexing new territories. In Frontiers of the Roman Empire, C. R. Whittaker examines the Roman frontiers both in terms of what they meant to the Romans and in their military, economic, and social function. Observing that frontiers are rarely, if ever, static, Whittaker argues that the very success of the Roman frontiers as permeable border zones sowed the seeds of their eventual destruction. As the frontiers of the late empire ceased to function, the ideological distinctions between Romans and barbarians became blurred. BROWNIAN MOTION CALCULUS Brownian Motion Calculus presents the basics of Stochastic Calculus with a focus on the valuation of financial derivatives. It is intended as an accessible introduction to the technical literature. The sequence of chapters starts with a description of Brownian motion, the random process which serves as the basic driver of the irregular behaviour of financial quantities. That exposition is based on the easily understood discrete random walk. Thereafter the gains from trading in a random environment are formulated in a discrete-time setting. The continuous-time equivalent requires a new concept, the Itō stochastic integral. Its construction is explained step by step, using the so-called norm of a random process (its magnitude), of which a motivated exposition is given in an Annex. The next topic is Itō’s formula for evaluating stochastic integrals; it is the random process counter part of the well known Taylor formula for functions in ordinary calculus. Many examples are given. These ingredients are then used to formulate some well established models for the evolution of stock prices and interest rates, so-called stochastic differential equations, together with their solution methods. Once all that is in place, two methodologies for option valuation are presented. One uses the concept of a change of probability and the Girsanov transformation, which is at the core of financial mathematics. As this technique is often perceived as a magic trick, particular care has been taken to make the explanation elementary and to show numerous applications. The final chapter discusses how computations can be made more convenient by a suitable choice of the so-called numeraire. A clear distinction has been made between the mathematics that is convenient for a first introduction, and the more rigorous underpinnings which are best studied from the selected technical references. The inclusion of fully worked out exercises makes the book attractive for self study. Standard probability theory and ordinary calculus are the prerequisites. The period covered in this book saw the Roman Republic face its greatest military challenges. In 264 the Romans were pitted against the might of Carthage in the first of the three Punic Wars, which would push Rome to the brink but end with the destruction of this great rival city. In the following two centuries they would clash repeatedly with the Gauls, this recurrent threat finally overcome by Caesar's campaigns in Gaul. In this period they defeated the Hellenistic Successor states, proud heirs to the military legacy of Alexander the Great, a process completed by the annexation of Egypt in 30 BC. These wars, and others, made the Romans masters of all Western Europe and the whole Mediterranean basin, though failure against the Parthians limited their ambitions in the East. The Roman armies of this era were also employed against each other in the vicious civil wars that marked the end of the Republican period. Gabriele Esposito describes the tactics, organization, weapons and equipment of the Roman forces involved in these wars. He shows how the lessons of defeats and victories against such varied opponents in far-flung theatres, as well as social changes, forced a process of evolution and reforms that transformed Roman armies across this turbulent period. Toward the end of the Second World War, Poland's annexation of eastern German lands precipitated one of the largest demographic upheavals in European history. Edyta Materka travels to her native village in these "Recovered Territories," where she listens carefully to rich oral histories told by original postwar Slavic settlers and remaining ethnic Germans who witnessed the metamorphosis of eastern Germany into western Poland. She discovers that peasants, workers, and elites adapted war-honed informal strategies they called "kombinacja" to preserve a modicum of local agency while surviving the vicissitudes of policy formulated elsewhere, from Stalinist collectivization to the shock doctrine of neoliberalism. Border fixity - the proscription of foreign conquest and the annexation of homeland territory - has, since World War II, become a powerful norm in world politics. This development has been said to increase stability and peace in international relations. Yet, in a world in which it is unacceptable to challenge international borders by force, sociopolitically weak states remain a significant source of widespread conflict, war, and instability. In this book, Boaz Atzili argues that the process of state building has long been influenced by external territorial pressures and competition, with the absence of border fixity contributing to the evolution of strong states - and its presence to the survival of weak ones. What results from this norm, he argues, are conditions that make internal conflict and the spillover of interstate war more likely. Using a comparison of historical and contemporary case studies, Atzili sheds light on the relationship between state weakness and conflict. His argument that under some circumstances an international norm that was established to preserve the peace may actually create conditions that are ripe for war is sure to generate debate and shed light on the dynamics of continuing conflict in the twenty-first century.

Ernst Königsgarten was born in Brno in 1880. It was then part of the Austrian Empire and Ernst fenced for his country in the 1906 Olympics. His son Henry was also born in Brno, but moved with his mother first to Vienna in 1911 and then to Berlin in 1915. In 1930 he came to England where his mother and brother joined him after the Nazi annexation of Austria, but Ernst returned to Brno. What then happened to Ernst and other members of the family with the rising tide of Nazism, Henry never spoke about. This book tells the story of how Henry’s son Michael, after discovering some family records in his mother’s attic, unearthed the full story of his family’s past – his father’s battles with the Home Office to obtain British nationality, the complex relationships of his romantic grandmother Lisi, and the ultimate fate of his grandfather Ernst and other family members at the hands of the Nazis. Les auteurs les mobilisent pour affirmer que leur recit contient une verite morale ou, le plus souvent, pour presenter ce dernier comme un compte rendu factuel. Cette revendication de l'historicite fait intervenir la figure du narrateur temoin, garant de la veracite des faits relates, ainsi que celle de l'editeur de manuscrit, qui s'impose a partir des annees 1700. Avec la parution de "Joseph Andrews" (1742) de Henry Fielding la fiction se met a exhiber sa propre fictionalite: elle devient auto-reflexive.This study explores the theoretical discourses and rhetorical devices used by writers to legitimate fiction at a time when it was considered immoral by theologians and despised by scholars. The use of such discourses and devices is found in titles, prefaces and throughout the narratives themselves; they are employed to assert that the narratives contain moral truths or to assert their status as fact, thus rendering the narratives acceptable to the readership. The claim to factuality is asserted by the figure of the narrator-as-witness, who guarantees the veracity of the facts relayed, and, from 1700 onwards, by that of the manuscript editor. Following the publication of Henry Fielding's "Joseph Andrews" in 1742, the fiction of the period begins to flaunt its own fictionality, marking the emergence of self-reflexive fiction.

A Missionary Nation focuses on Spain’s crusade to resurrect its empire, beginning with the so-called War of Africa. Fought in Morocco between 1859 and 1860, the campaign involved more than forty-five thousand troops and led to a long-lasting Spanish engagement in North Africa. With popular support, the government backed French invasions of Indochina and Mexico, and many veteran soldiers from the African war were reenlisted in the brutal and protracted conflict following the reannexation of the Dominican Republic in 1861. In addition, expeditions to West Africa built a colonial presence in and around the island of Fernando Po. Few works in English have examined the impact of these nineteenth-century imperial ventures on Spanish identity, notions of race, and culture. Agents of empire—from journalists and diplomats to soldiers, spies, and clerics—took up the mantle of the “civilizing mission” and pushed back against those who resisted militarized occupations. In turn, a gendered, racialized rhetoric became a linchpin of Spain’s growing involvement in North Africa and the Caribbean in the 1850s and 1860s.A Missionary Nation interrogates the legacy of Hispanic identities from multiple axes, as former colonies were annexed and others were occupied, tying together strands of European, Mediterranean, and Atlantic histories in the second age of global imperialism. It challenges the prevailing notion that secular ideologies alone informed imperial narratives in Europe. Liberal Spain attempted to reconstruct its great empire of old, but the entangled issues of nationalism, race, and religion frustrated its efforts.
