This report, planned to be released annually, is about working through the real-life choices and practical constraints that make it difficult to address hunger effectively. It is aimed at policy makers in developing and developed countries, and attempts to fill an important gap in existing reports on hunger. While other reports monitor trends towards international goals or serve primarily as advocacy tools, the World Hunger Series (WHS) focuses on practical strategies to achieve an end to hunger. It examines themes related to three types of risks—social and health; markets and trade; and political and environmental—that perpetuate hunger and stymie development. Each report in the new series will present state-of-the-art thinking on that year's theme, combined with an analysis of the practical challenges to implementing solutions. Based on this context, the reports will identify realistic steps to address hunger. This edition of the report examines the relationship between hunger and learning. It takes a long-term perspective: what happens at one stage of life affects later stages, and what happens in one generation affects the next. The Series has four parts. Part one, the Global Hunger Situation, surveys the current state of hunger in the world. Part two, Hunger and Learning, explores the two-way relationship between hunger and learning through the life cycle. Part three is an Agenda for Action, identifying concrete interventions to promote hunger reduction and learning. Le present ouvrage est une grammaire descriptive du mankon, langue ngemba appartenant au groupe Grassfields de l'Est du Bantou des Grassfields, parlee dans la province Nord-Ouest du Cameroun. La portee de cette grammaire est triple: historique, typologique et theorique. Jusqu'a une date assez recente, les langues du Bantou des Grassfields, mal connues, etaient considerees comme non bantoues (semi-bantoues ou bantoides). Or, a partir des annees soixante, les recherches sur la phonologie, la tonologie et le systeme de classification nominale de ces langues ont mis progressivement en evidence leur caractere bantou, remettant ainsi en cause leur classification genetique par rapport aux langues bantoues au sens etroit. La description du systeme verbal et de la syntaxe du mankon presentee ici devrait contribuer a enrichir le debat sur ce point. De meme, la description de la morphophonologie - et plus particulierement de la morphotonologie du mankon, d'une grande complexite - devrait etre majeur pour la linguistique theorique. L'ouvrage comporte une introduction generale detaillee, suivie de cinq parties grammaticales. La premiere partie presente la phonologie du mankon. Any casual observer of the Israeli–Palestinian conflict would immediately recognize that the holy city of Jerusalem is the core issue impeding a permanent peace settlement between the two antagonists. The religious symbolism of this city and its centrality to major religious faiths has never faded and has become increasingly vital to various strands of twentieth-century religious nationalisms. The political fate of Jerusalem was inevitably mired in international political struggles of the Cold War, particularly after the United States inherited Britain’s mantle as the ultimate arbiter of regional conflicts and strategic disputes. The asymmetrical balance of military power between Israel and Jordan made superpower intervention both inevitable and unpredictable. This study examines the policies of twentieth-century US presidents regarding the status of Jerusalem. It traces the evolution of the United States’ embroilment in the politics of Mandatory Palestine, successive wars, and regimes that vied for control over Jerusalem, and tracks the conflicting historical narratives presented by various states in the region. It also takes a detailed look at the role of the American Jewish lobby, which constantly pressured the United States to overlook Israel’s refusal to go back to the lines of June 5, 1967, or to stop creating facts on the ground in East Jerusalem. The role of the oil lobby in seeking the reversal of Israeli annexationist steps in Jerusalem is also analyzed. The failure of several American presidents to broker an Arab–Israeli peace agreement is seen here as the result of the latitude enjoyed by presidential advisers in determining the main contours of American foreign policy in this region and guarding access to the chief executive in times of crisis. Finally, the book is an illustration of the perils of downplaying the human rights abuses of junior client states in order to placate national lobby groups in the Untied States, leading to the entrenchment of the Israeli state not only over Jerusalem, but throughout the West Bank.

These exhibitions were made for presentation in West German schools, museums and trade fairs, and through the Amerika Haus program. Mais la desagregation lente du systeme militaire organise autour d'elles a Samarra conduit aux troubles des annees 860. Le systeme mamelouk nait apres 870 de sa mutation afin de mieux maitriser les gardes turcs. The integration of Central Asia into the Islamic empire during the VIIIth and IXth c. is here analyzed through the history of its nobility and military elites. With the caliphs Ma'mun and Mu'tasim, these nobles and soldiers, both Iranian and Turkish, took part in the government of the Muslim Empire in Iraq. They brought to Baghdad and Samarra their Central Asian hierarchies and the Abbasid elites were under their influences for half a century. But the slow decay of this Central Asian military system in Samarra gave way to the political disorders of the 860's. The mamluk system was then created in the 870's to better manage the Turkish cavalrymen.

Compared with numerous critical studies in Central Asian history, politics and society published during recent years, modern languages and literary traditions of Central Asia have received less scholarly attention in the West. If we consider specifically the Iranian world, especially in the modern period, it must be admitted that the linguistics and literature of Central Asia, compared to the linguistics and literature of Iran, remain in need of more investigation. This collection sheds light on various issues of the Iranian linguistic and literary arena "outside of Iran", offering a variety of twelve original contributions by both leading scholars and new names in the international academic setting. The regions of Afghanistan, Badakhshan, and Transoxania, important centers of Iranian languages and literatures, are here brought back into their broader Iranian context, for the benefit of modern Iranian studies. From the late nineteenth century, Japan sought to incorporate the Korean Peninsula into its expanding empire. Japan took control of Korea in 1910 and ruled it until the end of World War II. During this colonial period, Japan advertised as a national goal the assimilation of Koreans into the Japanese state. It never achieved that goal. Mark Caprio here examines why Japan's assimilation efforts failed. Utilizing government documents, personal travel accounts, diaries, newspapers, and works of fiction, he uncovers plenty of evidence for the potential for assimilation but very few practical initiatives to implement the policy. Japan's early history of colonial rule included tactics used with peoples such as the Ainu and Ryukyuan that tended more toward obliterating those cultures than to incorporating the people as equal Japanese citizens. Following the annexation of Taiwan in 1895, Japanese policymakers turned to European imperialist models, especially those of France and England, in developing strengthening its plan for assimilation policies. But, although Japanese used rhetoric that embraced assimilation, Japanese people themselves, from the top levels of government down, considered Koreans inferior and gave them few political rights. Segregation was built into everyday life. Japanese maintained separate communities in Korea, children were schooled in two separate and unequal systems, there was relatively limited intermarriage, and prejudice was ingrained. Under these circumstances, many Koreans resisted assimilation. By not actively promoting Korean-Japanese integration on the ground, Japan's rhetoric of assimilation remained just that.

In Imagining a Greater Germany, Erin R. Hochman offers a fresh approach to the questions of state- and nation-building in interwar Central Europe. Ever since Hitler annexed his native Austria to Germany in 1938, the term "Anschluss" has been linked to Nazi expansionism. The legacy of Nazism has cast a long shadow not only over the idea of the union of German-speaking lands but also over German nationalism in general. Due to the horrors unleashed by the Third Reich, German nationalism has seemed virulently exclusionary, and Anschluss inherently antidemocratic. However, as Hochman makes clear, nationalism and the desire to redraw Germany’s boundaries were not solely the prerogatives of the political right. Focusing on the supporters of the embattled Weimar and First Austrian Republics, she argues that support for an Anschluss and belief in the großdeutsch idea (the historical notion that Germany should include Austria) were central to republicans’ persistent attempts to legitimize democracy. With appeals to a großdeutsch tradition, republicans fiercely contested their opponents’ claims that democracy and Germany, socialism and nationalism, Jew and German, were mutually exclusive categories. They aimed at nothing less than creating their own form of nationalism, one that stood in direct opposition to the destructive visions of the political right. By challenging the oft-cited distinction between "good" civic and "bad" ethnic nationalisms and drawing attention to the energetic efforts of republicans to create a cross-border partnership to defend democracy, Hochman emphasizes that the triumph of Nazi ideas about nationalism and politics was far from inevitable.

In ancient traditions, Assyria was the first world empire in a series that continued with Persia, Macedonia, and Rome. After Rome, we imagine the series bifurcating into a Western trajectory (from Charlemagne to Napoleon and the Third Reich) and an Oriental trajectory (from the Parthians and Sasanians to the Abbasids until the modern Caliphate). Assyria, often overlooked or slighted by modern studies of empire, still maintains our interest because it provides an example of the “simple form” of empire and imperialism, before subsequent developments resulted in structures of greater complexity.Most important among basic features of “empire” is the “imperial mission”—the mandate given by the gods or God to the emperor to extend, through conquest or persuasion, annexation or hegemony, the only legitimate power of the central state to the entire (known) world. This accomplishment can only be ideological, since in practice no empire, ancient or modern, could actually conquer the world. Nonetheless, ancient empires could come closer to the target, because their known world, the mental map of their oikoumene, was limited to their close surroundings. Assyria, by bringing the most populated and civilized countries of its time (surrounded by mountains, seas, deserts) into submission came close to fulfilling its mission. In our modern, Western perspective, however, the term empire is usually applied to alien and despotic (mainly Oriental) polities, while we in the West prefer to belong to more democratic “alliances.”Nevertheless, ancient Assyria still retains its value as a prototype of the “empire of evil” against which democracy fights and must resist. This book outlines the basic features of Assyrian imperialism within the framework of the general development of the imperial idea, all the while insisting on noting comparative material.The intent is twofold: (1) to better understand Assyria through comparison with later empires, and (2) to underscore the relevance of the “Assyrian model” and its influence on later history. Although the first intention profits ancient historians, the second goal is addressed to modern and contemporary historians, who too often ignore (or at least disregard) the long historical background lying behind more recent developments. The world in general, in the present climate of globalization, deserves to be better informed about pre-modern and non-Western trajectories of world history.

BROWNIAN MOTION CALCULUS Brownian Motion Calculus presents the basics of Stochastic Calculus with a focus on the valuation of financial derivatives. It is intended as an accessible introduction to the technical literature. The sequence of chapters starts with a description of Brownian motion, the random process which serves as the basic driver of the irregular behaviour of financial quantities. That exposition is based on the easily understood discrete random walk. Thereafter the gains from trading in a random environment are formulated in a discrete-time setting. The continuous-time equivalent requires a new concept, the Itō stochastic integral. Its construction is explained step by step, using the so-called norm of a random process (its magnitude), of which a motivated exposition is given in an Annex. The next topic is Itō’s formula for evaluating stochastic integrals; it is the random process counter part of the well known Taylor formula for functions in ordinary calculus. Many examples are given. These ingredients are then used to formulate some well established models for the evolution of stock prices and interest rates, so-called stochastic differential equations, together with their solution methods. Once all that is in place, two methodologies for option valuation are presented. One uses the concept of a change of probability and the Girsanov transformation, which is at the core of financial mathematics. As this technique is often perceived as a magic trick, particular care has been taken to make the explanation elementary and to show numerous applications. The final chapter discusses how computations can be made more convenient by a suitable choice of the so-called numeraire. A clear distinction has been made between the mathematics that is convenient for a first introduction, and the more rigorous underpinnings which are best studied from the selected technical references. The inclusion of fully worked out exercises makes the book attractive for self study. Standard probability theory and ordinary calculus are the prerequisites. Soviet Religious Policy in Estonia and Latvia considers what impact Western religious culture had on Soviet religious policy. While Russia was a predominantly Orthodox country, Baltic states annexed after WWII, such as Estonia and Latvia, featured Lutheran and Catholic churches as the state religion. Robert Goeckel explores how Soviet religious policy accommodated differing traditions and the extent to which these churches either reflected nationalist consciousness or offered an opportunity for subversion of Soviet ideals. Goeckel considers what negotiating power these organizations might have had with the Soviet state and traces differences in policy between Moscow and local bureaucracies. Based on extensive research into official Soviet archives, some of which are no longer available to scholars, Goeckel provides fascinating insight into the relationship between central political policies and church responses to those shifting policies in the USSR. Goeckel argues that national cultural affinity with Christianity remained substantial despite plummeting rates of religious adherence. He makes the case that this affinity helped to provide a diffuse basis for the eventual challenge to the USSR. The Singing Revolution restored independence to Estonia and Latvia, and while Catholic and Lutheran churches may not have played a central role in this restoration, Goeckel shows how they nonetheless played harmony.

Spanish museum architecture has experienced a marked upturn since the 1990s, helping even small towns off the tourist beaten track to acquire extraordinary museum buildings. This is expressed most visibly without a shadow of a doubt in Frank O Gehry's Guggenheim Museum in Bilbao. But there are not just the international stars who have contributed to this success. Spanish architects in particular have designed unique museums that have changed the look of whole towns. One example is the Museo de Arte Contemporáneo de Castilla y León in León in Castille, built by the Madrid architects Mansilla + Tuñon. Rafael Moneo, who recently completed the annexe for the Museo del Prado in Madrid is still the undisputed leading figure in Spanish architecture, but in the meantime architects like Mansilla + Tuñon, who trained under Moneo, are attracting attention internationally as well as in Spain, and so are young talents who have just left architecture school and are successfully designing museums. Spanish architects use a wide variety of formal languages. And yet there are some characteristics that apply to them all: they have never been interested in the games Postmodernism plays; many of them value reinterpreting regional building traditions in a modern way; they are also sensitive to special features of the existing topography. Kenneth Frampton said in this context that Spanish architecture essentially runs counter to the globalisation tendencies that are increasingly reducing architectural form to a comfortable aesthetic product. The present book, which is also suitable as a museum guide, shows that this tendency is particularly conspicuous in the new museums. It confirms the world-class nature of Spanish architecture, recorded from Rafael Moneo's early Museo de Arte Romano in Mérida to Herzog and de Meuron's new Calixa Forum art gallery in Madrid.

Art photographs of strikingly beautiful and austere shrines of saints and pilgrimage sites erected by the Uyghurs (a mystic, pacifistic branch of Islam) in the deserts of Western China that are threatened by that country's rapid development will appeal to all interested in art, Central Asia, and Chinese or Islamic culture. Lisa Ross's ethereal photographs of Islamic holy sites were created over the course of a decade on journeys to China's Xinjiang region in Central Asia, historically a cultural crossroads but an area to which artists and researchers have generally been denied access since its annexation in 1949. These monumental images show shrines created during pilgrimages, many of which have been maintained continuously over several centuries; visitation to the tombs of saints is a central aspect of daily life in Uyghur Islam, and its pilgrims ask for intercession for physical, mental, and spiritual ailments. The shrines, adorned with small devotional offerings that mark a prayer or visit, are poignant representations of collective memory and a pacifistic faith, and endure despite vulnerability to natural forces of sand, heat, and powerful winds. Their simplicity and austerity as captured by Ross invoke ideas of spirituality, eternity, and transcendence. Three essays—by a historian of Central Asian Islam, a Uyghur folklorist, and the curator of an accompanying exhibition at the Rubin Museum of Art—situate the photographic content in context. This volume emerges at a critical time, as modernization and new policies for development of China's far west bring about rapid, extreme, and irrevocable change; the region is its largest source of untapped natural gas, oil, and minerals. Many of the sites in Ross's work are threatened by political and economic pressures—her images are valuable, therefore, not only for their intrinsic beauty, but as an important record of a rich and vibrant culture.

In Children of Rus', Faith Hillis recovers an all but forgotten chapter in the history of the tsarist empire and its southwestern borderlands. The right bank, or west side, of the Dnieper River—which today is located at the heart of the independent state of Ukraine—was one of the Russian empire’s last territorial acquisitions, annexed only in the late eighteenth century. Yet over the course of the long nineteenth century, this newly acquired region nearly a thousand miles from Moscow and St. Petersburg generated a powerful Russian nationalist movement. Claiming to restore the ancient customs of the East Slavs, the southwest’s Russian nationalists sought to empower the ordinary Orthodox residents of the borderlands and to diminish the influence of their non-Orthodox minorities.Right-bank Ukraine would seem unlikely terrain to nourish a Russian nationalist imagination. It was among the empire’s most diverse corners, with few of its residents speaking Russian as their native language or identifying with the culture of the Great Russian interior. Nevertheless, as Hillis shows, by the late nineteenth century, Russian nationalists had established a strong foothold in the southwest’s culture and educated society; in the first decade of the twentieth, they secured a leading role in local mass politics. By 1910, with help from sympathetic officials in St. Petersburg, right-bank activists expanded their sights beyond the borderlands, hoping to spread their nationalizing agenda across the empire.Exploring why and how the empire’s southwestern borderlands produced its most organized and politically successful Russian nationalist movement, Hillis puts forth a bold new interpretation of state-society relations under tsarism as she reconstructs the role that a peripheral region played in attempting to define the essential characteristics of the Russian people and their state.

In the aftermath of the Second World War, millions of foreign civilians found themselves in the German territory. Among them, there were former forced laborers, survivors from the Nazi camps, many uprooted migrants who had all experienced the war in different ways. Most of them were repatriated after the German capitulation. However, almost one million of these «Displaced Persons» (DPs) refused to go back to their homeland. They were scarred by anti-Semitic violence, or by the rise of communist regimes in Eastern Europe. For a few months, even a few years, they remained mostly in the Western zones of occupied Germany, facing the harsh post-war conditions of defeated Germany. DPs became both targets and actors of global politics dealing with the refugee problem. This book puts together articles in three languages (French, English, and German). The contributions reveal the DPs’ history from different points of view. They rely on the history of international relations at the end of the war and of the various states involved in the DP question, as well as on social and cultural studies. The diversity of methodological patterns allows for a broad comprehension of this singular story at different scales, from the international debates and tensions to the needs and the hopes of the DPs themselves, in the social and political context of post-war occupied Germany. Un tel desir de bilan interdisciplinaire, qui fut dicte par l'ampleur meme de sa production et de ses centres d'interet, a conduit a elargir le plus possible le champ des competences, en lui faisant couvrir les quatres rubriques traditionnelles de la science boecienne que sont "trivium" (grammaire, dialectique, rhetorique), "quadrivium" (arithmetique, musique, geometrie, astronomie), theologie et philosophie. La mise au point des actes n'a en rien modifie cette orientation conceptuelle. L'envergure de Boece fut exceptionnelle a la fois par sa situation historique et par la portee de son ideal. La premiere, qui le place a la charniere de l'Antiquite et du Moyen Age, lui valut les apellations de "dernier des Romains et premier des Scolastiques", ou encore de "fondateur du Moyen Age". Le second, qui vise a transmettre au monde latin l'ensemble de l'heritage grec alors connu, fut le seul de cette importance dans l'Occident medieval. L'une et l'autre necessitant des tentatives regulieres de mise a jour, cette publication ne pouvait tendre vers un autre objectif que celui de manifester les avancees scientifiques obtenues dans chacun des domaines de connaissance retenu, en dependance toujours etroite avec les reseaux tisses par l'histoire evenementielle. Pink Noises brings together twenty-four interviews with women in electronic music and sound cultures, including club and radio DJs, remixers, composers, improvisers, instrument builders, and installation and performance artists. The collection is an extension of Pinknoises.com, the critically-acclaimed website founded by musician and scholar Tara Rodgers in 2000 to promote women in electronic music and make information about music production more accessible to women and girls. That site featured interviews that Rodgers conducted with women artists, exploring their personal histories, their creative methods, and the roles of gender in their work. Clements Center for Southwest Studies, Southern Methodist UniversityMost Americans know that the state of Texas was once the Republic of Texas—an independent sovereign state that existed from 1836 until its annexation by the United States in 1846. But few are aware that thousands of Americans, inspired by Texas, tried to establish additional sovereign states outside the borders of the early American republic. In Breakaway Americas, Thomas Richards, Jr., examines six such attempts and the groups that supported them: "patriots" who attempted to overthrow British rule in Canada; post-removal Cherokees in Indian Territory; Mormons first in Illinois and then the Salt Lake Valley; Anglo-American overland immigrants in both Mexican California and Oregon; and, of course, Anglo-Americans in Texas. Though their goals and methods varied, Richards argues that these groups had a common mindset: they were not expansionists. Instead, they hoped to form new, independent republics based on the "American values" that they felt were no longer recognized in the United States: land ownership, a strict racial hierarchy, and masculinity.
