Few Americans and even fewer citizens of other nations understand the electoral process in the United States. Still fewer understand the role played by political parties in the electoral process or the ironies within the system. Participation in elections in the United States is much lower than in the vast majority of mature democracies. Perhaps this is because of the lack of competition in a country where only two parties have a true chance of winning, despite the fact that a large number of citizens claim allegiance to neither and think badly of both. Or perhaps it is because in the U.S. campaign contributions disproportionately favor incumbents in most legislative elections, or that largely unregulated groups such as the now notorious 527 organizations have as much impact on the outcome of a campaign as do the parties or the candidates' campaigns. For instance, in two of the last six presidential elections, the winner of the popular vote lost the election in the Electoral College; in two others, a change of fewer than 100,000 votes in selected states would have led to the same result. These factors offer a very clear picture of the problems that underlie our much trumpeted electoral system. The third edition of this Very Short Introduction analyzes these issues and more. Accounting for changes in electoral coalitions and the extent to which the American electorate is polarized in the wake of Donald Trump, L. Enacted in 1975, the Education for All Handicapped Children Act – now called the Individuals with Disabilities Education Act (IDEA) provides all children with the right to a free and appropriate public education. On the face of it, the IDEA is a shining example of law’s democratizing impulse. But is that really the case? In Disabled Education, Ruth Colker digs deep beneath the IDEA’s surface and reveals that the IDEA contains flaws that were evident at the time of its enactment that limit its effectiveness for poor and minority children. Both an expert in disability law and the mother of a child with a hearing impairment, Colker learned first-hand of the Act’s limitations when she embarked on a legal battle to persuade her son’s school to accommodate his impairment. Colker was able to devote the considerable resources of a middle-class lawyer to her struggle and ultimately won, but she knew that the IDEA would not have benefitted her son without her time-consuming and costly legal intervention. Her experience led her to investigate other cases, which confirmed her suspicions that the IDEA best serves those with the resources to advocate strongly for their children. The IDEA also works only as well as the rest of the system does: struggling schools that serve primarily poor students of color rarely have the funds to provide appropriate special education and related services to their students with disabilities. 'Paradise haunts gardens', writes Derek Jarman, 'and it haunts mine.' Jarman's public image is that of a film-maker of genius, whose work, dwelling on themes of sexuality and violence, became a byword for controversy. But the private man was the creator of his own garden-paradise in an environment that many might think was more of a hell than a heaven - in the flat, bleak, often desolate expanse of shingle that faces the Dungeness nuclear power station. Jarman, a passionate gardener from childhood, combined his painter's eye, his horticultural expertise and his ecological convictions to produce a landscape which combined the flints, shells and driftwood of Dungeness; sculptures made from stones, old tools and found objects; the area's indigenous plants; and shrubs and flowers introduced by Jarman himself.
