Few Americans and even fewer citizens of other nations understand the electoral process in the United States. Still fewer understand the role played by political parties in the electoral process or the ironies within the system. Participation in elections in the United States is much lower than in the vast majority of mature democracies. Perhaps this is because of the lack of competition in a country where only two parties have a true chance of winning, despite the fact that a large number of citizens claim allegiance to neither and think badly of both. Or perhaps it is because in the U.S. campaign contributions disproportionately favor incumbents in most legislative elections, or that largely unregulated groups such as the now notorious 527 organizations have as much impact on the outcome of a campaign as do the parties or the candidates' campaigns. For instance, in two of the last six presidential elections, the winner of the popular vote lost the election in the Electoral College; in two others, a change of fewer than 100,000 votes in selected states would have led to the same result. These factors offer a very clear picture of the problems that underlie our much trumpeted electoral system. The third edition of this Very Short Introduction analyzes these issues and more. Lieutenant General James Longstreet’s deployment to East Tennessee promised a chance to shine. The commander of the First Corps of the Army of Northern Virginia had long been overshadowed by his commander, Robert E. Lee, and the now-martyred Second Corp commander, Stonewall Jackson. Lee had nonetheless leaned heavily on Longstreet, whom he called his “Old Warhorse.” Reassigned to the Western Theater because of sliding fortunes there, the Old Warhorse hoped to run free with—finally—an independent command of his own. This experience is depicted in A Fine Opportunity Lost: Longstreet’s East Tennessee Campaign, November 1863 – April 1864 by Ed Lowe (Col., Ret.)For his Union opponent, Maj. Gen. Ambrose Burnside, East Tennessee offered an opportunity for redemption. When the landmark Supreme Court case of Brown vs. Board of Education was handed down in 1954, many civil rights advocates believed that the decision finding public school segregation unconstitutional could become the Holy Grail of racial justice. Fifty years later, despite its legal irrelevance and the racially separate and educationally ineffective state of public schooling for most black children, Brown is still viewed by many as the perfect precedent. Derrick Bell here shatters this shining image of one of the Court's most celebrated rulings. He notes that, despite the onerous burdens of segregation, many black schools functioned well and racial bigotry had not rendered blacks a damaged race. Brown's recognition of racial injustice, without more, left racial barriers intact. Given what we now know about the pervasive nature of racism, the Court should have determined--for the first time--to rigorously enforce the "equal" component of the "separate but equal" standard. By striking it down, the Court intended both to improve the Nation's international image during the Cold War and offer blacks recognition that segregation was wrong. Instead, the Brown decision actually enraged and energized its opponents. It stirred confusion and conflict into the always vexing question of race in a society that, despite denials and a frustratingly flexible amnesia, owes much of its growth, development, and success, to the ability of those who dominate the society to use race to both control and exploit most people, black and white. Racial policy, Bell maintains, is made through silent covenants--unspoken convergences of interest and involuntary sacrifices of rights--that ensure that policies conform to priorities set by policy-makers. Blacks and whites are the fortuitous winners or losers in these unspoken agreements. The experience with Brown, Bell urges, should teach us that meaningful progress in the quest for racial justice requires more than the assertion of harms. Strategies must recognize and utilize the interest-convergence factors that strongly influence racial policy decisions. A radical explication of the ways anti-Black racial oppression has infused the US government’s anti-communist repression. In the early twentieth century, two panics emerged in the United States. The Black Scare was rooted in white Americans’ fear of Black Nationalism and dread at what social, economic, and political equality of Black people might entail. The Red Scare, sparked by communist uprisings abroad and subversion at home, established anticapitalism as a force capable of infiltrating and disrupting the American order. In Black Scare / Red Scare, Charisse Burden-Stelly meticulously outlines the conjoined nature of these state-sanctioned panics, revealing how they unfolded together as the United States pursued capitalist domination. Antiradical repression, she shows, is inseparable from anti-Black oppression, and vice versa. Beginning her account in 1917—the year of the Bolshevik Revolution, the East St. Louis Race Riot, and the Espionage Act—Burden-Stelly traces the long duration of these intertwined and mutually reinforcing phenomena. She theorizes two bases of the Black Scare / Red Scare: US Capitalist Racist Society, a racially hierarchical political economy built on exploitative labor relationships, and Wall Street Imperialism, the violent processes by which businesses and the US government structured domestic and foreign policies to consolidate capital and racial domination. In opposition, Radical Blackness embodied the government’s fear of both Black insurrection and Red instigation. The state’s actions and rhetoric therefore characterized Black anticapitalists as foreign, alien, and undesirable. This reactionary response led to an ideology that Burden-Stelly calls True Americanism, the belief that the best things about America were absolutely not Red and not Black, which were interchangeable threats. The Credit is an opera without music. The first Act recites the story of Hugh, a successful product of Jesuit education, who returns to school as a celebrity on prize-giving day. The occasion is clouded, if not spoiled, by the uninvited presence of a certain Doc McGuiness, a dodgy business associate. The event is seen through the arias of Brother Jim, the janitor and sacristan, who brings into play ideas about language and learning development, to exemplify Pascal’s maxim, ‘We do not content ourselves with the life we have in ourselves and in our being, but desire to live an imaginary life in the minds of others, and for this purpose we endeavour to shine’. Act two begins with the reported death of Hugo in Venice. Clearly implicated, Doc McGuiness and his moll Fleur hide out in seaside Chioggia until things die down. Drugs and alcohol make their life a surreal one, as Venice and environs transmogrify into a skeleton for a danse macabre.Act three: the action moves onto the hill-town of Cioccolato where Hugo owns a bean factory. Vector and Velocity, young Harlem refugees and erstwhile students at the University for Strangers, while exploring the lower depths, come across a body and don’t report it to the police. They sit at the feet of a living statue of Dante Alighieri, and exchange pre-rap palaver and white substances with him. Doc and Fleur arrive posing as tourists, and Dante offers his services as a guide, and all descent down to the underground location of Hugo’s factory, where they find the aforesaid body, buried but not quite dead. The party set about cutting Hugo out when an earthquake hits the town.The prosody is syllabically based ottava rima, gradually segueing into rhyming free verse with occasional ballads.
