Recent U.S. elections have defied nationwide majority preference at the White House, Senate, and House levels. That the United States is currently in the midst of a serious crisis, even an ideological civil war, which is part of the general and prolonged crisis of Western civilization is obvious to any thoughtful observer. One of the most perceptive observers of the development of this crisis was Gerhart Niemeyer. As a fugitive from Nazi Germany, a devout Christian, and a political theorist who had mastered the philosophical tradition and the Communist worldview, he was particularly well equipped to discern the ways in which the various modern ideologies insidiously erode the substance of truth and order in contemporary society and to seek remedies in the return to the ontological and spiritual roots of order in the Western tradition. The writings collected in this volume, many of which were previously unpublished, are chosen from Gerhart Niemeyer’s essays, conference talks, and letters. The first part, intended to introduce the reader to Niemeyer on a more personal level, includes an unpublished essay describing his experiences in Nazi Germany and in the America that he encountered on his arrival in 1937. Several letters and other short works provide a sense of his character and his deeply Christian view of human life, both of which were essential to his grasp of truth. The second part, “The Loss of Truth,” consists of thirty-seven essays that focus on the destructive effects of ideologies and other manifestations of disorder in the modern world. Several essays provide a sampling of his expert analysis of Communism and the ideological world-view of the American Left, while others discuss the spiritually stifling effects of the modern bureaucratic state and the ideological disorders that have crept into contemporary culture and the understanding of Christianity. Many of these essays are taken from Niemeyer’s National Review column “Days and Works.” The character of Niemeyer’s search for “The Recovery of Truth” appears in the subdivision of the thirty-four essays of the third part under the topics of political theory, education, Conservatism, and Christian faith. Although these essays also consider the loss of truth, they are concerned primarily with the quest for its recovery through faith, divine grace, and a clear-eyed understanding of reality. This section begins with his 1950 work “A Reappraisal of the Doctrine of Free Speech” in which he lucidly analyzes the pitfalls of free speech in an ideological age. Among the other essays included here are works that attest to Niemeyer’s concern for a spiritual renewal in education and his profound respect and admiration for Aleksandr Solzhenitsyn, Edmund Burke, Russell Kirk, and, perhaps above all, St. Augustine. Confronted with a betrayal of intimacy, the couple’s relationship is in an extremely fragile state; the damage is often irreparable. Therapists often approach this problem with apprehension, uncertainty, and a lack of confidence about what to do. The emotional and intellectual resources of the most skilled practitioner are severely taxed by the needs of the couple in crisis. Empire of Magic offers a genesis and genealogy for medieval romance and the King Arthur legend through the history of Europe's encounters with the East in crusades, travel, missionizing, and empire formation. While creativity and solidarity form the main constructive profile for our species, the primal animal drive for dominance involving basal brain circuits places our future at risk. This bipolar nature distorts the global perspective of our collective future and ecological conditions. Our species' behavioural construction has its roots in ancestral habits and survival drives that were crystallized in basic neurobehavioral circuits over millennia, be it as predators or potential prey. Its expression acquired further complexity through the development of social/cultural cues, and was kept-in-check by conditional inhibitory processes. How much of our current drive - individually and as a global community - is caused by those inherited traits imprinted in our animal condition? This book analyses the increasing bipolar construction in terms of dominant groups affecting critical access to current knowledge and information, a profound gap among populations concerning a modern humane quality of life, and present trends pertaining to our ecological habitat. These dynamic processes seem to be in a free-running mode, only conditioned by the prevalence of power concentration in the hands of worldwide minority groups. This worldwide disjointed perspective is further distorted by diverse cultural profiles and interests accessing information and its impact on lifestyles. Our species' true nature has highly conserved remnants of our animal origin expressed as animal drives embodied before and during the evolutionary process as Homo and under inhibitory social control. These involve territorial, survival, and dominant cues on top of which sapiens' cultural development profiles have taken place; that is, the hidden ancestral human nature. Competition to control and prevail in those domains has unveiled a long-lived struggle for dominance in political and financial (corporate- or state-bound) prevalence. Below this stratum of power-seekers, a large proportion of the service-bound and marginal populations crawl for their survival, often approaching inhuman conditions. Fundamentalist beliefs, the disregard of environmental abuse, belligerence to resolve discrepancies, personal and group-centred greed, growing inequalities, disinformation from dominant carriers, and intolerance to alternative viewpoints describe our species' developmentally immature collective behaviour. If not just an evolutionary stage, then we in fact belong to the "wrong species" (Colombo, 2010), and are on a path toward our demise or a bipolar evolution of our species, but not necessarily a collective, cooperative, shared development that respects various cultural profiles. The increasing speed of knowledge development widens the gap among populations with different cultural values and those that are underdeveloped or living in subhuman conditions. Since we exited the period of egalitarian-prone hunter gatherers, we have been conditioned by elite or institutionalized dominant powers and given limited access to information, which is used as a means for domination. Hence, our future depends not only on our social, political, and financial decision-makers but also on the degree of our permissive, functional absence from such a scenario.

Population growth, increasing living standards, and rapidly changing climate have resulted in an increasing demand for freshwater, accelerating the water degradation challenges. There is a compelling need to minimize water consumption and develop approaches to effectively manage existing water resources. On a positive note, water resource management strategies discussed in this book present innovative ways to conserve both quality and quantity. Chapter 1 discusses decentralized water management approaches for intervening the urban water cycle to minimize the environmental and socioeconomic impacts. This chapter concludes with a need to use a suite of tools based on decision support systems for managing urban water resources. Chapter 2 discusses the need for assessing suitability of various types of models for a specific scenario based on the required level of complexity. This chapter discusses in detail the underlying criteria behind model selection, validation, and uncertainty analysis. Urban watersheds can be more challenging compared to natural watersheds. The urban watersheds include parking lots, roads, and developed structures, all of which contribute to a myriad of anthropogenic pollutants through stormwater runoff. Computer-based models can be used to study water quality issues and to develop a plan to manage watershed level resources. Chapter 3 compares pros and cons of the state-of-the-art watershed models used for managing water resources. Numerical simulations can be performed to compare the current and future water quality scenarios of a given watershed and to estimate the impact of potential water resource management strategies. Chapter 4 presents a case study of an urban region in Hanoi, Vietnam. Water evaluation and planning simulation tool was used to predict the trends and drivers of wastewater generation. Considering rapidly changing climate and associated weather impacts, it is critical to secure water resources in addition to dealing with the water quality issues. Chapter 5 suggests that climate change models and watershed and precipitation models should be jointly used in order to capture uncertainties in ecological functions, energy and food production and water supply sources. Chapter 6 presents a water use estimation and management tool that examines the effect of climate change and drought conditions on water supplies to ensure adequate buffalo forage. Sustaining both buffalo forage and water supplies during drought conditions requires preparedness and adaptation in response to unfavorable conditions. Finally, water reuse can alleviate the stress on available water resources. For example, effluents from wastewater treatment plants and desalination plants can be treated and reused for managing water crisis. Chapter 7 emphasizes that it is critical to optimize both economical and sustainability parameters during treatment of wastewater effluents and desalination concentrate. In certain cases, valuable metals can be recovered from the concentrate.

Designed to build rapport, the SCID-5-PD can be used to make personality disorder diagnoses, either categorically (present or absent) or dimensionally. The SCID-5-PD includes the indispensable User's Guide for the SCID-5-PD, as well as a handy self-report screening questionnaire for patients or subjects, the Structured Clinical Interview for DSM-5 Screening Personality Questionnaire (SCID-5-SPQ). The SCID-5-PD is the updated version of the former Structured Clinical Interview for DSM-IV Axis II Personality Disorders (SCID-II). The SCID-5-PD name reflects the elimination of the multiaxial system in DSM-5. Although the DSM-IV Personality Disorder criteria are unchanged in DSM-5, the SCID-5-PD interview questions have been thoroughly reviewed and revised to optimally capture the construct embodied in the diagnostic criteria. In addition, a dimensional scoring component has been added to the SCID-5-PD. In the aftermath of the Second World War, millions of foreign civilians found themselves in the German territory. Among them, there were former forced laborers, survivors from the Nazi camps, many uprooted migrants who had all experienced the war in different ways. Most of them were repatriated after the German capitulation. However, almost one million of these «Displaced Persons» (DPs) refused to go back to their homeland. They were scarred by anti-Semitic violence, or by the rise of communist regimes in Eastern Europe. For a few months, even a few years, they remained mostly in the Western zones of occupied Germany, facing the harsh post-war conditions of defeated Germany. DPs became both targets and actors of global politics dealing with the refugee problem. This book puts together articles in three languages (French, English, and German). The contributions reveal the DPs’ history from different points of view. They rely on the history of international relations at the end of the war and of the various states involved in the DP question, as well as on social and cultural studies. The diversity of methodological patterns allows for a broad comprehension of this singular story at different scales, from the international debates and tensions to the needs and the hopes of the DPs themselves, in the social and political context of post-war occupied Germany. Professional practice is increasingly becoming more complex, demanding, dynamic and diverse. Winston Churchill was no stranger to storms. They had engulfed him in various ways throughout his long career and he had always turned to face them with jutting jaw and indomitable spirit. Dark clouds had hovered over him from the moment he became Britain's Prime Minister in May 1940\. The use and management of multimodal transport systems, including car-pooling and goods transportation, have become extremely complex, due to their large size (sometimes several thousand variables), the nature of their dynamic relationships as well as the many constraints to which they are subjected. The managers of these systems must ensure that the system works as efficiently as possible by managing the various causes of malfunction of the transport system (vehicle breakdowns, road obstructions, accidents, etc.). The detection and resolution of conflicts, which are particularly complex and must be dealt with in real time, are currently processed manually by operators. However, the experience and abilities of these operators are no longer sufficient when faced with the complexity of the problems to be solved. It is thus necessary to provide them with an interactive tool to help with the management of disturbances, enabling them to identify the different disturbances, to characterize and prioritize these disturbances, to process them by taking into account their specifics and to evaluate the impact of the decisions in real time. Each chapter of this book can be broken down into an approach for solving a transport problem in 3 stages, i.e. modeling the problem, creating optimization algorithms and validating the solutions. The management of a transport system calls for knowledge of a variety of theories (problem modeling tools, multi-objective problem classification, optimization algorithms, etc.). In recent years intellectual property rights (IPR) took on major significance as an element of global trade regulation. The Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) at the World Trade Organization (WTO) obliges member countries to protect patents, copyrights, trademarks, and trade secrets. This mandate has great impact in developing nations, which had generally weaker IPR standards prior to TRIPS and subsequent agreements. This emerging international regime for protecting IPR raises thorny questions about how the new rules of the game might affect fundamental economic processes, including innovation, trade and economic development. The governments of many developing countries see the new regime as excessively protectionist and an impediment to their development prospects. They perceive potential problems with abusive monopoly practices, high costs for new medicines, and limited access to scientific and educational materials. Indeed, it is ironic that during a time of significant global liberalization of trade and investment barriers, the IPR system may be raising restrictions on access to the very technology flows that could substantiate the gains from greater trading opportunities. However, expansion of the global IPR regime also bears potential for economic gains. It is possible that the new system will encourage additional investments in R&D and innovation. The ongoing internationalization of commercial R&D could be accelerated. Such investments might increasingly meet the medical, agricultural, and educational needs of people in poor countries. The regime could also improve the mechanisms under which new information goods are transferred across borders, expanding the possibilities for fruitful diffusion of technologies. The implications of these reforms will be far-reaching, complex and hard to predict. It is possible, for example, that stronger patents will simply redistribute incomes across nations, generating significant winners and losers without much overall innovation gains. It is also possible that R&D investments could become more concentrated among the developed and newly industrialized economies but bypass the poorer locations. Ultimately, all such questions need close theoretical and empirical scrutiny. In this volume several economists who are closely involved in such analysis offer comprehensive and analytical literature surveys of the central questions regarding the linkages between intellectual property protection, international trade and investment, and economic growth. The authors range widely over their particular areas of inquiry. At the international level the contributions cover such questions as policy coordination in IPR, dispute resolution, markets for technology and technology transfer, international innovation, parallel trade, and economic development. On the regulatory side there are thoughtful reviews of the legal foundations of IPR, knowledge creation and the public domain, networks and standards, competition policy, access to essential medicines, and agricultural research.
