Federal disaster policy is an important but overlooked aspect of federal action that has provided a rich arena for pursuing our more general research interests concerning federal program implementation and management. May brought to the research task both a familiarity with the broad issues of federal disaster policy-having recently completed a book (May, 1985) about disaster relief policy and politics-and an understanding of the day-to-day workings of emergency management at the federal level. Williams provided the "imple­ mentation perspective" that undergirds the book, having previously devel­ oped and applied the perspective in two books (Williams, 1980a, b) about social programs. The study focuses upon the intergovernmental implementation of selected emergency management programs, primarily as played out at the federal and state levels. Our fieldwork and resultant description of disaster policy implementation allow us: (I) to analyze the implementation of selected aspects of disaster policy and to discuss federal management choices in this area; (2) to gain a greater understanding of federal program implementation under "shared governance"-a term we develop more fully in the book in referring to programs under which the federal and subnational governments share responsibility for program funding and management; and (3) to con­ sider the relevance of the lessons of earlier social program implementation research to a very different policy setting. Many individuals assisted us with this research. Our greatest debt is to those federal and state officials who took time from their busy schedules to offer their implementation perspectives about emergency management.

The present book grew out of introductory lectures on the theory offunctions of several variables. Its intent is to make the reader familiar, by the discussion of examples and special cases, with the most important branches and methods of this theory, among them, e.g., the problems of holomorphic continuation, the algebraic treatment of power series, sheaf and cohomology theory, and the real methods which stem from elliptic partial differential equations. The text serves as a bridge between computational courses such as calculus, and more theoretical, proofs-oriented courses such as linear algebra, abstract algebra and real analysis. This 3-part work carefully balances Proofs, Fundamentals, and Extras. Part 1 presents logic and basic proof techniques; Part 2 thoroughly covers fundamental material such as sets, functions and relations; and Part 3 introduces a variety of extra topics such as groups, combinatorics and sequences. A gentle, friendly style is used, in which motivation and informal discussion play a key role, and yet high standards in rigor and in writing are never compromised. New to the second edition: 1) A new section about the foundations of set theory has been added at the end of the chapter about sets. This section includes a very informal discussion of the Zermelo– Fraenkel Axioms for set theory. We do not make use of these axioms subsequently in the text, but it is valuable for any mathematician to be aware that an axiomatic basis for set theory exists. Next comes the section on the cardinality of sets (which was originally the first section of the chapter); this section gained proofs of the Schroeder–Bernstein theorem and the Trichotomy Law for Sets, and lost most of the material about finite and countable sets, which has now been moved to a new section devoted to those two types of sets. The chapter concludes with the section on the cardinality of the number systems. 3) The chapter on the construction of the natural numbers, integers and rational numbers from the Peano Postulates was removed entirely. That material was originally included to provide the needed background about the number systems, particularly for the discussion of the cardinality of sets, but it was always somewhat out of place given the level and scope of this text. The background material about the natural numbers needed for the cardinality of sets has now been summarized in a new section at the start of that chapter, making the chapter both self-contained and more accessible than it previously was. 4) The section on families of sets has been thoroughly revised, with the focus being on families of sets in general, not necessarily thought of as indexed. 5) A new section about the convergence of sequences has been added to the chapter on selected topics. This new section, which treats a topic from real analysis, adds some diversity to the chapter, which had hitherto contained selected topics of only an algebraic or combinatorial nature. 6) A new section called ``You Are the Professor'' has been added to the end of the last chapter. This new section, which includes a number of attempted proofs taken from actual homework exercises submitted by students, offers the reader the opportunity to solidify her facility for writing proofs by critiquing these submissions as if she were the instructor for the course. 7) All known errors have been corrected. 8) Many minor adjustments of wording have been made throughout the text, with the hope of improving the exposition.

During the last 20 years interest in high-resolution x-ray diffractometry and reflectivity has grown as a result of the development of the semiconductor industry and the increasing interest in material research of thin layers of magnetic, organic, and other materials. For example, optoelectronics requires a subsequent epitaxy of thin layers of different semiconductor materials. Here, the individuallayer thicknesses are scaled down to a few atomic layers in order to exploit quantum effects. For reasons of electronic and optical confinement, these thin layers are embedded within much thicker cladding layers or stacks of multilayers of slightly different chemical composition. It is evident that the interface quality of those quantum weHs is quite important for the function of devices. Thin metallic layers often show magnetic properties which do not ap­ pear for thick layers or in bulk material. The investigation of the mutual interaction of magnetic and non-magnetic layers leads to the discovery of colossal magnetoresistance, for example. This property is strongly related to the thickness and interface roughness of covered layers.

China today is sexually (and in many other ways) a very repressive so­ ciety, yet ancient China was very different. Some of the earliest surviving literature of China is devoted to discussions of sexual topics, and the sexual implications of the Ym and Yang theories common in ancient China continue to influence Tantric and esoteric sexual practices today far dis­ tant from their Chinese origins. In recent years, a number of books have been written exploring the history of sexual practices and ideas in China, but most have ended the discussion with ancient China and have not continued up to the present time. Fang Fu Ruan first surveys the ancient assumptions and beliefs, then carries the story to present-day China with brief descriptions of homosexuality, lesbianism, transvestism, transsexualism, and prostitution, and ends with a chapter on changing attitudes toward sex in China today.
