Being Apart from Reasons deals with the question of how we should go about using reasons to decide what to do. More particularly, the book presents objections to the most common response given by contemporary legal and political theorists to the moral complexity of decision-making in modern societies, namely: the attempt to release public agents from their argumentative burden by insulating a particular set of reasons from the general pool of reasons and assigning the former systematic priority over all other reasons. That strategy is apparent both in Rawls’ claim that reasons concerning the right are systematically prior to reasons concerning the good and in Raz’s claim that pre-emptive reasons are systematically prior to first-order reasons. The same strategy is also instantiated by certain arguments for the procedural value of law, such as Jeremy Waldron’s. In the book, each of those arguments for the insulation of reasons is objected to in order to defend the thesis the reasoning by public agents must always be as comprehensive as possible. The remaining chapters object to those arguments mentioned above which aim at justifying the exclusion of certain reasons from public agents' decision-making.

Over a century ago, psychologists who were fascinated with religion began to study and write about it. Theologians and religious practitioners have responded to this literature, producing a fascinating dialogue that deals with our fundamental und- standings about the human person and our place in the world. The dialogue between psychology and religion is difficult to study for a number of reasons. First, it requires knowledge of both psychology and religion. It is difficult to imagine an era in which there were no selective drugs for treating anxiety, depression, schizophrenia, and other mental ailments. Yet in a remarkably short time these drugs have come to occupy a position of prominence in medical practice throughout the world, and they now account for a major portion of all prescriptions. Most psychotropic drugs were discovered with little premeditation on the part of the inves~ tigator. The drugs simply "worked," often with little rationale, and psychopharmacology has been for many years an empirical discipline in search of scientific underpinnings. In the past decade, a basic science of psychopharmacology has de­ veloped and grown rapidly. Though psychotropic drugs are exceedingly "young" as drugs in medical practice go, we probably know more about their various mechanisms of action than we know about most drugs in clinical use. Advances in understanding effects of psychopharmaceuticals on the brain have been so prodigious that a new research paradigm has evolved. Instead of being concerned solely with understanding how the drugs act, many researchers now employ psychotropic drugs as tools-often the most powerful ones-to elucidate brain function. Consequently, psychophar­ macology is central to neurobiology, which in turn has emerged as an important discipline, heir to the preeminent glamor of molecular biology.

This volume is an outgrowth of a Symposium entitled "Evolution of Escape in Space and Time" held at the XV International Congress of Entomology in Washington, D. C., USA in August, 1976. The choice of topic was prompted by recent advances in evolutionary ecology and the apparent suitability of insect migration and dia­ pause as appropriate material for evolutionary studies. In the event, that choice seems amply justified as I hope a perusal of these papers will show. These Sympos­ ium papers hardly cover the topic of the evolution of escape mechanisms exhaustively, and I am sure everyone will have his favorite lacuna. Some of the more obvious ones are indicated by Professor Southwood in his Concluding Remarks at the end of the book. The purpose of the Symposium, however, was not complete coverage, but rather to indicate the potential inherent­ in insect migration and diapause for the study of evolutionary problems. In that I think we have succeeded reasonably well. These papers are expanded and in some cases somewhat altered versions of the papers delivered in Washington. This has allowed greater coverage of the topics in question. I suggested a format of a general overview of a topic emphasizing the author's own research con­ tributions. In general the papers follow this outline although emphases vary. Two of the authors, Dr. Rainey and Dr. Lumme, were unable to attend the Symposium. The division of the mature mammalian brain and spinal cord into regions of "white" matter and "gray" matter is observable upon the most cursory inspection. Microscopic examination indicates that the "white" matter regions are characterized by a multilamellar sheath (myelin) which sur­ rounds the axons. A morphologically similar myelin imparts the white color to tracts of the peripheral nervous system, although, as is empha­ sized throughout the book, there are very significant morphological and chemical differences between central and peripheral myelin. The rapid postnatal accumulation of myelin is temporally associated with increasing functional capacity and presumably indicates some important role related to neuronal activity. The ability of myelinated axons to conduct electrical impulses much more rapidly and with much lower use of energy, relative to unmyelinated axons, is now generally accepted. As is evident from the above capsule description, a considerable body of information concerning myelin is available. However, as in other areas of research the unknown expands before us more rapidly than we are able to add to our core of knowledge. This is a corollary of the axiom that a good experiment raises more questions than it answers. Among the areas currendy under investigation in many laboratories are the following: interaction of myelin-forming cells with neurons, assembly and metabo­ lism of myelin, molecular architecture of myelin, and the details of the functional role of myelin.

In ten years 80 per cent of the legislation related to economics, maybe also to taxes and social aff airs, will be of Community origin.” This declaration has been largely quoted, paraphrased and deformed by different authors, creating a persistent myth according to which 80% of the legislative activity of the national legislatures would soon be reduced to the simple transposition of European norms”. This book addresses the topic of the scope and impact of Europeanization on national legislation, as a part of the Europeanization debate which raises normative concerns linked to the “democratic deficit” debate. The state of the art shows that there are many assumptions and claims on how European integration may affect national legislation and, more generally, domestic governance but that there is a lack of solid and comparative data to test them. The aim of the book is to give a solid and comparative insight into Europeanization focusing on effective outcomes in a systematic way. This book analyzes the period 1986-2008 and includes an introduction, a global overview of European legislative activities which set the background for Europeanization of national legislatures, 9 country contributions (8 EU member states + Switzerland) including systematic, comparative and standardized data, tables and figures, and a conclusion with a comparative analysis of the European and domestic reasons for Europeanization.All national contributions conclude that Europeanization of national legislation is much more limited than assumed in the literature and public debate. It is limited to 10 to 30% of laws (depending on the country), far less than the 80% predicted by Jacques Delors and mentioned daily by medias and public opinion leaders to demonstrate EU domination on member states. Saibel, Chief of the Solid Mechanics Branch, Engineering Sciences Division, U.S. Army Research Office. This discussion led to a proposal for the Workshop which resulted in this volume. The choice of proposal and Workshop name turned out to be more restricted than it needed to be. As such, the Workshop adopted the name for this volume, Approaches to Modeling of Friction and Wear. By design, the attendance was restricted to not more than 40 individuals so as to allow small group discussions. There were four panels which deliberated on the same questions after two invited area lectures. Section 1 contains the substance of the two lectures. Section 2 is the Workshop Summary which is a distillation of the four panel reports by the entire Workshop attendance. This was formally written up and edited by the eight panel session chairmen, i.e., each of the four panels met twice on two different questions under the leadership of a chairman for each session. As of today, though numerous scientists and clinicians have devoted their efforts to understand and combat these diseases, there is still no cure or satisfactory solution to the problems. Furthermore, the brain is the most essential organ of a human being. Realizing the importance of the brain, the president of the United States, George Bush, declared the 90s as the Decade of the Brain in January, 1992. Being in neuroscience research for almost three decades, I initiated, planned and organized the first international neuropharmacology symposium. After long negotiation and fund raising, with the assistance and moral support of Dr. Abel Lajtha, director ofthe Center ofNeurochem­ istry in New York, USA, we finally successfully put the program together. The Sun Yat-sen Foundation in China supported all the local expenses of the symposium and Sun Yat-sen University of Medicine in Guangzhou, China served as host organization. The symposium was held in Guangzhou, China, November 9-11,1992, the eve of Dr. Sun Yat-sen's birthday. Dr. Sun Yat-sen was born in Cui Heng Cun, on the outskirts of Guangzhou, China on November 12, 1866. He finished his high school education in the British and American Christian school in Honolulu, where he was exposed to Western influence. He had been long frustrated and discontented with the backwardness and corruption of the Ching Dynasty.

As Grids and service-oriented architectures have evolved to a common infrastructure for providing and consuming services in research and commercial environments, mechanisms are needed to agree on the objectives and the quality of such service provision. There is a clear trend to use electronic contracts between service consumers and one or more service providers, in order to achieve the necessary reliability and commitment from all parties. the demise of the logical positivism programme. The answers given to these qu- tions have deepened the already existing gap between philosophy and the history and practice of science. While the positivists argued for a spontaneous, steady and continuous growth of scientific knowledge the post-positivists make a strong case for a fundamental discontinuity in the development of science which can only be explained by extrascientific factors. The political, social and cultural environment, the argument goes on, determine both the questions and the terms in which they should be answered. Accordingly, the sociological and historical interpretation - volves in fact two kinds of discontinuity which are closely related: the discontinuity of science as such and the discontinuity of the more inclusive political and social context of its development. More precisely it explains the discontinuity of the former by the discontinuity of the latter subordinating in effect the history of science to the wider political and social history. The underlying idea is that each historical and - cial context generates scientific and philosophical questions of its own. From this point of view the question surrounding the nature of knowledge and its development are entirely new topics typical of the twentieth-century social context reflecting both the level and the scale of the development of science.

Nuclear tests have caused public concern ever since the first such test was conducted, more than six decades ago. During the Cold War, however, con- tions were not conducive to discussing a complete ban on nuclear testing. It was not until 1993 that negotiations on such a treaty finally got under way. From then on, things moved relatively quickly: in 1996, the United Nations General Assembly adopted the Comprehensive Nuclear-Test-Ban Treaty (CTBT). To date, the Treaty has been signed by 178 states and ratified by 144, though it has yet to enter into force, as nine out of 44 ‘‘Annex 2 states’’, whose ratification is mandatory, have not heeded the call. Nevertheless, the CTBT verification system is already provisionally operational and has proven its effectiveness. We commend the CTBT organisation in Vienna for its successful efforts to build a verification network. This book is an excellent overview of the evolution of the CTBT and its verification regime. The authors are eminent scholars from the Netherlands, Norway and Sweden who have been intimately involved with the CTBT and its verification agency, the CTBTO Preparatory Commission, from their inc- tion to the present day. They have written a thorough and engaging narrative of the long road that led to the CTBT. Their story will appeal to both the layman and the expert and provide useful lessons for future negotiations on disarmament issues.

Rubinov as sub- and superdifferentials of quasidifferen- tiable functions (see [26]) and in the formulas for the numerical evaluation of the Aumann-Integral which were recently introduced in a series of papers by R. Baier and F. Lempio (see [4], [5], [10] and [9]) and R. Baier and E.M. Farkhi [6], [7], [8]. In the field of combinatorial convexity G. Ewald et al. [36] used an interesting construction called virtual polytope, which can also be represented as a pair of polytopes for the calculation of the combinatorial Picard group of a fan. Since in all mentioned cases the pairs of compact con- vex sets are not uniquely determined, minimal representations are of special to the existence of minimal pairs of compact importance. A problem related convex sets is the existence of reduced pairs of convex bodies, which has been studied by Chr. Bauer (see [14]).

Unitals are an interesting structure found in square order projective planes, and numerous research articles constructing and discussing these structures have appeared in print. More importantly, there still are many open pr- lems, and this remains a fruitful area for Ph.D. dissertations. Unitals play an important role in ?nite geometry as well as in related areas of mathematics. For example, unitals play a parallel role to Baer s- planes when considering extreme values for the size of a blocking set in a square order projective plane (see Section 2.3). Moreover, unitals meet the upper bound for the number of absolute points of any polarity in a square order projective plane (see Section 1.5). From an applications point of view, the linear codes arising from unitals have excellent technical properties (see 2 Section 6.4). Phys. 2, (1923)), Levy had hardly begun the mysterious web he was to eventually weave out of Wiener's P~!hs, the generalizations started by Kolmogorov (Kol­ mogorov, A. N. , "Uber die analytische Methoden in der Wahrscheinlichkeitsrechnung," Math Ann. 104 (1931)) and continued by Feller (Feller, W. , "Zur Theorie der stochastischen Prozesse," Math Ann. 113, (1936)) appeared to have little if anything to do with probability theory, and the technical measure-theoretic tours de force of J. L. Doob (Doob, J. L. , "Stochastic processes depending on a continuous parameter, " TAMS 42 (1937)) still appeared impregnable to all but the most erudite.
