Constructing Gardens, Cultivating the City is the first cultural history of major new parks developed in Paris in the late twentieth century, as part of the city’s program of adaptive reuse of industrial spaces. Thanks to laws that gave the city more political autonomy, Paris’s local government launched a campaign of park creation in the late 1970s that continued to the turn of the millennium. The parks in this book represent this campaign and illustrate different facets of their cultural and historical context. Archival research, interviews, and analyses of the parks reveal how postmodern debates about urban planning, the historic city, public space, and nature’s presence in an urban setting influenced their designs. In sum, the city adopted the garden as a model for public parks, investing in complex, richly symbolic and representational spaces. These parks were intended to represent contemporary twists on traditional designs and serve local residents as much as they would contribute to Paris’s role as a world city. The parks’ development process often included points of conflict, pointing to differing views on what Parisian space should represent and fundamental contradictions between the characteristics of public space and the garden as it is traditionally defined. These parks demonstrate the ongoing cultivation of the city over time, in which transformed sites not only fulfil new functions but also engage with history and their surroundings to create new meaning. They stand for landscape as a form of signifying cultural production that directly engages with other art forms and ways of knowing. Just as the Luxembourg Gardens, the Tuileries, and the Buttes-Chaumont parks exemplify their eras’ cultural dynamics, such parks as the Jardin Atlantique, Parc André-Citroën, and the Jardin des Halles express contemporary French culture within the archetypal space of their era, the city. Finally, they point the way to current trends in landscape architecture, such as citizen gardening and ecological initiatives.

The contingent valuation technique for measuring the economic value of environmental goods and services has become increasingly popular in recent years and has many advantages over other revealed or stated preference methods. It has been criticised, however, for being inconsistent with economic theory by reflecting altruistic motives and moral obligations. This book examines the role of the 'warmglow' effect (the pleasure derived from giving to good causes or being concerned about the environment) in contingent valuation studies and examines whether warmglow is an underlying force in CV responses.The author argues that if the empirical evidence suggests that warmglow is important, then its magnitude needs to be assessed in the valuation function. The ultimate goal is to disentangle the warmglow effect from the original 'willingness-to-pay' mean estimates and compute a dry estimate, free from any warmglow. The author conducts a CV application in a Portuguese natural park to test the validity of this approach. He tests the premise that the financial contribution by itself constitutes a source of well-being to the respondent and also discusses whether the warm glow component should or should not be included when formulating benefit-cost analysis and environmental policy.This innovative book will be essential reading to all students and scholars of the economics of environmental valuation.

The rapid expansion of the field of public history since the 1970s has led many to believe that it is a relatively new profession. In this book, Denise D. Meringolo shows that the roots of public history actually reach back to the nineteenth century, when the federal government entered into the work of collecting and preserving the nation’s natural and cultural resources. Scientists conducting research and gathering specimens became key figures in a broader effort to protect and interpret the nation’s landscape. Their collaboration with entrepreneurs, academics, curators, and bureaucrats alike helped pave the way for other governmental initiatives, from the Smithsonian Institution to the parks and monuments today managed by the National Park Service. All of these developments included interpretative activities that shaped public understanding of the past. Yet it was not until the emergence of the education-oriented National Park Service history program in the 1920s and 1930s that public history found an institutional home that grounded professional practice simultaneously in the values of the emerging discipline and in government service. Even thereafter, tensions between administrators in Washington and practitioners on the ground at National Parks, monuments, and museums continued to define and redefine the scope and substance of the field. The process of definition persists to this day, according to Meringolo, as public historians establish a growing presence in major universities throughout the United States and abroad.

By examining how rhetoric—particularly visual rhetoric—has worked to shape our views of nature and the “natural” place of humans, Observation Points offers insights into questions of representation, including the formation of national identity.As Thomas Patin reveals, the term “nature” is artificial and unstable, in need of constant maintenance and reconstruction. The process of stabilizing its representation, he notes, is unavoidably political. America’s national parks and monuments show how visual rhetoric operates to naturalize and stabilize representations of the environment. As contributors demonstrate, visual rhetoric is often transparent, structuring experience while remaining hidden in plain sight. Scenic overlooks and turnouts frame views for tourists. Two leaders of the National Park Service provide a front-row seat to the disastrous impact of partisan politics over the past fifty years-and offer a bold vision for the parks' future. The US National Parks, what environmentalist and historian Wallace Stegner called America's "best idea," are under siege. Since 1972, partisan political appointees in the Department of the Interior have offered two conflicting views of the National Park Service (NPS): one vision emphasizes preservation and science-based decision-making, and another prioritizes economic benefits and privatization. These politically driven shifts represent a pernicious, existential threat to the very future of our parks. For the past fifty years, brothers Jonathan B. and T. Destry Jarvis have worked both within and outside NPS as leaders and advocates. National Parks Forever interweaves their two voices to show how our parks must be protected from those who would open them to economic exploitation, while still allowing generations to explore and learn in them.
