This book presents a critical review of the ethics of conservation-related resettlement. We examine what has become known as the” parks versus people” debate, also known as the “new conservation debate,” which has pitted indigenous and other local people against nation states and social scientists against ecologists and conservationists for the past several decades. Aiming to promote biodiversity conservation and habitat preservation, some biologists, park planners, and conservation organizations have recommended that indigenous and other people should be removed from protected areas. Local people, for their part, have argued that residents of the areas that were turned into protected areas, national parks, game reserves and monuments had managed them in productive ways for generations and that they should have the right to remain there and to use natural resources as long as they do so sustainably. This position is often supported by indigenous rights organizations and social scientists, especially anthropologists. There are also some conservation-oriented NGOs that have policies involving a more human rights-oriented approach aimed at poverty alleviation, sustainable development, and social justice. The book discusses biodiversity conservation, indigenous peoples (those who are ethnic minorities and who are often marginalized politically), and protected areas, those categories of land set aside by nation-states that have various kinds of rules about land use and residence. The focus initially is on case studies from protected areas in the United States including Yellowstone National Park, Yosemite National Park, and Glacier National Park and on national monuments and historical parks where resettlement took place. We then consider issues of coercive conservation in southern Africa, including Hwange National Park (Zimbabwe), the Central Kalahari Game Reserve (Botswana), Etosha National Park, and Bwabwata National Park (Namibia), and Kgalagadi Transfrontier Park (South Africa and Botswana). All of these cases involved involuntary resettlement at the hands of the governments. In the book we consider some of the social impacts of conservation-forced resettlement (CfR), many of which tend to be negative. After that, we assess some of the strategies employed by indigenous peoples in their efforts to recover rights of access to protected areas and the cultural and natural resources that they contain. Examples are drawn from cases in Asia, Africa, and South America. Conclusions are provided regarding the ethics of conservation-related resettlement and some of the best practices that could be followed, particularly with regard to indigenous peoples.

An exploration of the production and reception of nature and spirituality in America’s national park system America’s national parks are some of the most powerful, beautiful, and inspiring spots on the earth. They are often considered “spiritual” places in which one can connect to oneself and to nature. But it takes a lot of work to make nature appear natural. To maintain the apparently pristine landscapes of our parks, the National Park Service must engage in traffic management, landscape design, crowd-diffusing techniques, viewpoint construction, behavioral management, and more—and to preserve the “spiritual” experience of the park, they have to keep this labor invisible. Spirituality and the State analyzes the way that the state manages spirituality in the parks through subtle, sophisticated, unspoken, and powerful techniques. Following the demands of a secular ethos, park officials have developed strategies that slide under the church/state barrier to facilitate deep connections between visitors and the space, connections that visitors often express as spiritual. Through indirect communication, the design of trails, roads, and vista points, and the management of land, bodies and sense perception, the state invests visitors in a certain way of experiencing reality that is perceived as natural, individual, and authentic. This construction of experience naturalizes the exercise of authority and the historical, social, and political interests that lie behind it. In this way a personal, individual, nature spirituality becomes a public religion of a particularly liberal stripe. Constructing Gardens, Cultivating the City is the first cultural history of major new parks developed in Paris in the late twentieth century, as part of the city’s program of adaptive reuse of industrial spaces. Thanks to laws that gave the city more political autonomy, Paris’s local government launched a campaign of park creation in the late 1970s that continued to the turn of the millennium. The parks in this book represent this campaign and illustrate different facets of their cultural and historical context. Archival research, interviews, and analyses of the parks reveal how postmodern debates about urban planning, the historic city, public space, and nature’s presence in an urban setting influenced their designs. In sum, the city adopted the garden as a model for public parks, investing in complex, richly symbolic and representational spaces. These parks were intended to represent contemporary twists on traditional designs and serve local residents as much as they would contribute to Paris’s role as a world city. The parks’ development process often included points of conflict, pointing to differing views on what Parisian space should represent and fundamental contradictions between the characteristics of public space and the garden as it is traditionally defined. These parks demonstrate the ongoing cultivation of the city over time, in which transformed sites not only fulfil new functions but also engage with history and their surroundings to create new meaning. They stand for landscape as a form of signifying cultural production that directly engages with other art forms and ways of knowing. Just as the Luxembourg Gardens, the Tuileries, and the Buttes-Chaumont parks exemplify their eras’ cultural dynamics, such parks as the Jardin Atlantique, Parc André-Citroën, and the Jardin des Halles express contemporary French culture within the archetypal space of their era, the city. Finally, they point the way to current trends in landscape architecture, such as citizen gardening and ecological initiatives.

The contingent valuation technique for measuring the economic value of environmental goods and services has become increasingly popular in recent years and has many advantages over other revealed or stated preference methods. It has been criticised, however, for being inconsistent with economic theory by reflecting altruistic motives and moral obligations. This book examines the role of the 'warmglow' effect (the pleasure derived from giving to good causes or being concerned about the environment) in contingent valuation studies and examines whether warmglow is an underlying force in CV responses.The author argues that if the empirical evidence suggests that warmglow is important, then its magnitude needs to be assessed in the valuation function. The ultimate goal is to disentangle the warmglow effect from the original 'willingness-to-pay' mean estimates and compute a dry estimate, free from any warmglow. The author conducts a CV application in a Portuguese natural park to test the validity of this approach. He tests the premise that the financial contribution by itself constitutes a source of well-being to the respondent and also discusses whether the warm glow component should or should not be included when formulating benefit-cost analysis and environmental policy.This innovative book will be essential reading to all students and scholars of the economics of environmental valuation.
