Naval Institute Press Strategy Shelved: The Collapse of Cold War Naval Strategic Planning
As U.S. strategy shifts (once again) to focus on great power competition, Strategy Shelved provides a valuable, analytic look back to the Cold War era by examining the rise and eventual fall of the U.S. Navy's naval strategy system from the post-World War II era to 1994. Steven T. Wills draws some important conclusions that have relevance to the ongoing strategic debates of today. His analysis focuses on the 1970s and 1980s as a period when U.S. Navy strategic thought was rebuilt after a period of stagnation during the Vietnam conflict and its high water mark in the form of the 1980s' maritime strategy and its attendant six hundred -ship navy force structure. He traces the collapse of this earlier system by identifying several contributing factors: the provisions of the Goldwater Nichols Act of 1986, the aftermath of the First Gulf War of 1991, the early 1990s revolution in military affairs, and the changes to the Chief of Naval Operations staff in 1992 following the end of the Cold War. All of these conditions served to undermine the existing naval strategy system. The Goldwater Nichols Act subordinated the Navy to joint control with disastrous effects on the long-serving cohort of uniformed naval strategists. The first Gulf War validated Army and Air Force warfare concepts developed in the Cold War but not those of the Navy's maritime strategy. The Navy executed its own revolution in military affairs during the Cold War through systems like AEGIS but did not get credit for those efforts. Finally, the changes in the Navy (OPNAV) staff in 1992 served to empower the budget arm of OPNAV at the expense of its strategists. These measures laid the groundwork for a thirty-year "strategy of means" where service budgets, a desire to preserve existing force structure, and lack of strategic vision hobbled not only the Navy, but also the Joint Force's ability to create meaningful strategy to counter a rising China and a revanchist Russian threat. Wills concludes his analysis with an assessment of the return of naval strategy documents in 2007 and 2015 and speculates on the potential for success of current Navy strategies including the latest tri-service maritime strategy. His research makes extensive use of primary sources, oral histories, and navy documents to tell the story of how the U.S. Navy created both successful strategies and how a dedicated group of naval officers were intimately involved in their creation. It also explains how the Navy's ability to create strategy, and even the process for training strategy writers, was seriously damaged in the post-Cold War era.

Killing Times begins with the deceptively simple observation—made by Jacques Derrida in his seminars on the topic—that the death penalty mechanically interrupts mortal time by preempting the typical mortal experience of not knowing at what precise moment we will die. Through a broader examination of what constitutes mortal temporality, David Wills proposes that the so-called machinery of death summoned by the death penalty works by exploiting, or perverting, the machinery of time that is already attached to human existence. Time, Wills argues, functions for us in general as a prosthetic technology, but the application of the death penalty represents a new level of prosthetic intervention into what constitutes the human. Killing Times traces the logic of the death penalty across a range of sites. Starting with the legal cases whereby American courts have struggled to articulate what methods of execution constitute “cruel and unusual punishment,” Wills goes on to show the ways that technologies of death have themselves evolved in conjunction with ideas of cruelty and instantaneity, from the development of the guillotine and the trap door for hanging, through the firing squad and the electric chair, through today’s controversies surrounding lethal injection. Responding to the legal system’s repeated recourse to storytelling—prosecutors’ and politicians’ endless recounting of the horrors of crimes—Wills gives a careful eye to the narrative, even fictive spaces that surround crime and punishment. In this provocative interdisciplinary essay, Joan B. Landes examines the impact on women of the emergence of a new, bourgeois organization of public life in the eighteenth century. She focuses on France, contrasting the role and representation of women under the Old Regime with their status during and after the Revolution. Basing her work on a wide reading of current historical scholarship, Landes draws on the work of Habermas and his followers, as well as on recent theories of representation, to re-create public-sphere theory from a feminist point of view.Within the extremely personal and patriarchal political culture of Old Regime France, elite women wielded surprising influence and power, both in the court and in salons. Urban women of the artisanal class often worked side by side with men and participated in many public functions. But the Revolution, Landes asserts, relegated women to the home, and created a rigidly gendered, essentially male, bourgeois public sphere. The formal adoption of "universal" rights actually silenced public women by emphasizing bourgeois conceptions of domestic virtue.In the first part of this book, Landes links the change in women's roles to a shift in systems of cultural representation. Under the absolute monarchy of the Old Regime, political culture was represented by the personalized iconic imagery of the father/king. This imagery gave way in bourgeois thought to a more symbolic system of representation based on speech, writing, and the law. Landes traces this change through the art and writing of the period. Using the works of Rousseau and Montesquieu as examples of the passage to the bourgeois theory of the public sphere, she shows how such concepts as universal reason, law, and nature were rooted in an ideologically sanctioned order of gender difference and separate public and private spheres. In the second part of the book, Landes discusses the discourses on women's rights and on women in society authored by Condorcet, Wollstonecraft, Gouges, Tristan, and Comte within the context of these new definitions of the public sphere. Focusing on the period after the execution of the king, she asks who got to be included as "the People" when men and women demanded that liberal and republican principles be carried to their logical conclusion. She examines women's roles in the revolutionary process and relates the birth of modern feminism to the silencing of the politically influential women of the Old Regime court and salon and to women's expulsion from public participation during and after the Revolution.

Even as the evidence of global warming mounts, the international response to this serious threat is coming unraveled. The United States has formally withdrawn from the 1997 Kyoto Protocol; other key nations are facing difficulty in meeting their Kyoto commitments; and developing countries face no limit on their emissions of the gases that cause global warming. In this clear and cogent book-reissued in paperback with an afterword that comments on recent events--David Victor explains why the Kyoto Protocol was never likely to become an effective legal instrument. He explores how its collapse offers opportunities to establish a more realistic alternative. Global warming continues to dominate environmental news as legislatures worldwide grapple with the process of ratification of the December 1997 Kyoto Protocol. The collapse of the November 2000 conference at the Hague showed clearly how difficult it will be to bring the Kyoto treaty into force. Yet most politicians, policymakers, and analysts hailed it as a vital first step in slowing greenhouse warming. David Victor was not among them. Kyoto's fatal flaw, Victor argues, is that it can work only if emissions trading works. The Protocol requires industrialized nations to reduce their emissions of greenhouse gases to specific targets. Crucially, the Protocol also provides for so-called "emissions trading," whereby nations could offset the need for rapid cuts in their own emissions by buying emissions credits from other countries. But starting this trading system would require creating emission permits worth two trillion dollars--the largest single invention of assets by voluntary international treaty in world history. Even if it were politically possible to distribute such astronomical sums, the Protocol does not provide for adequate monitoring and enforcement of these new property rights. Nor does it offer an achievable plan for allocating new permits, which would be essential if the system were expanded to include developing countries. The collapse of the Kyoto Protocol--which Victor views as inevitable--will provide the political space to rethink strategy. Better alternatives would focus on policies that control emissions, such as emission taxes. Though economically sensible, however, a pure tax approach is impossible to monitor in practice. Thus, the author proposes a hybrid in which governments set targets for both emission quantities and tax levels. This offers the important advantages of both emission trading and taxes without the debilitating drawbacks of each. Individuals at all levels of environmental science, economics, public policy, and politics-from students to professionals--and anyone else hoping to participate in the debate over how to slow global warming will want to read this book.

This volume also details the making of Irish foreign policy during the Falklands/Malvinas crisis, and traces the role played by Irish Argentines in lobbying the Irish government to change its position. Here he examines the interplay between divergent perspectives in the policy-making process and the uncharacteristically volatile shifts in that policy in early May 1982, triggering a major deterioration in Anglo-Irish relations a loss of status in the EEC. These and related issues will be reflected in the world of architecture. In recent years many countries with high energy consumption have made the energy-related requirements for buildings more stringent; the new rules apply to the resources used for construction as well as to those used in the operation of buildings. In the future, these new requirements will have a major impact on the design of buildings. It will not be sufficient merely to increase the insulation thickness or to make the building envelope more airtight. Solutions of this type have an adverse impact on the architectural design, on the construction practices, on the indoor environment and on options for making buildings flexible so that they can be adapted for diverse uses over time. Equally important in terms of its impact on architectural quality is the challenge posed by the continuous growth of industrialisation. The move from craft-based construction methods to computer-controlled production processes now used in industrialised manufacturing has resulted in strict standards, established at design level, being imposed on the process as it takes place on the building site, creating an "assembly architecture" that no longer depends on the locally available materials, on local cultural traditions or on the specific physical context. In this book, ideas, design principles and practices that relate to tectonics in architecture are explored, and a series of themes are discussed in relation to various concepts of ecology. Ecology is, in this case, defined in its widest sense, which includes the cycling of resources, systems of social organisation and the environmental context. Tectonics a concept with a long tradition in architecture and architectural theory is comparable to ecology. It relates to the de-sign and assembly of structural elements, and implies a holistic approach to materials, to construction technology and to the design of structures. It is more than merely an instrumental strategy: it extends into the poetic, which elevates it to the status of a cultural practice. Nova Science Publishers Inc Innovative Bio-Products for Agriculture: Innovative Phosphorus Bio-Fertilizers
This book describes the results of the research of the project entitled Phosphorus Renewable Raw Materials: A Resource Base for the New Generation of Fertilizers' attributed to the National Center for Research and Development of Poland. This book is divided into three chapters that are assigned to different stages of the project undertaken by different R&D institutions. The concept and possible options of valorization of waste biomass, such as bones, fish bones, and ashes originated from the incineration of sludge from a waste-water treatment plant from the tertiary stage of biological treatment as resources of phosphorus were described by the team from Wroclaw University of Science and Technology. As a method of by-products valorization, the solubilization process was proposed. Two strategies were proposed: Ex-situ and in-situ. The in-situ manner resulted with suspension fertilizer with a low concentration of P2O5 while ex-situ gave the possibility to obtain two solid formulations with the high content of P2O5. All of them could be used in agriculture and horticulture as granular fertilizers or as substrates. The different content of P2O5, as well as other nutrients in obtained formulations, were described as an effect of utilization of different raw materials as well as various additional substances such as binders necessary for the stability of final formulations. What is more, the efficiency of obtained formulations was strongly related to the kind of microorganism used as an 'activator' of unavailable phosphorus, which was discussed in details. The technology of production for biofertilizers in pilot-scale was described by the Institute of New Chemical Synthesis in Pulawy with the following issues underlined: Design of installation to produce fertilizers based on renewable raw materials; plant construction and production of the product; and preliminary economic analysis. The University of Warmia and Mazury in Olsztyn described the utilitarian properties of new fertilizer formulations that were evaluated in field tests with special attention to granular and suspension biofertilizer. In that chapter, the major results of the agronomic evaluation of new suspension and granular phosphorus biofertilizers from secondary raw materials (sewage sludge ash, animal bones, and animal blood) were presented. Biofertilizers contained Bacillus megaterium or Acidithiobacillus ferrooxidans bacteria. New bioproducts were tested in field experiments in reference to traditional commercial phosphorus fertilizers (superphosphate, phosphorite, etc.). The research confirmed that phosphorus biofertilizers from renewable raw materials were similar to commercial fertilizers in terms of their crop-enhancing efficiency and did not reduce yield quality and quantity.

In this powerful and revelatory new work, historian Mary Fulbrook takes on one of the most fraught issues in modern times: the role of ordinary Germans in enabling the rise of Nazism and with it the exclusion, persecution, and then extermination of millions of people across Europe. The question often asked of the Nazi era—what and when did ordinary Germans know about the crimes being committed in their name?—is, Fulbrook argues, the wrong one. The real question is how they interpreted and acted—or failed to act—upon what they knew; and how, in the process, became complicit. To address these issues, Fulbrook examines German society before and during the Nazi regime, exploring the social conditions that eventually facilitated mass murder. She explores the creation of a "bystander society," one in which the majority of Germans were either unable to act or developed growing indifference to the fate of those deemed "non-Aryan"—mainly Jews— and therefore outside the Volksgemeinschaft, or national community. Over the course of the 1930s, from Hitler's assumption of the German chancellorship, through the passage of the Nuremberg Laws, to the devastation of Kristallnacht, this "bystander society" became more entrenched. Ordinary Germans became passive about the fate of "non-Aryans" and, by turning away, contributed to their isolation from mainstream society. For many citizens of the Reich, conformity led progressively through growing complicity in everyday racism to more active involvement in genocide during World War Two. In other words, social changes under Nazi rule shaped the perceptions and responses of German citizens, creating the conditions that made the Holocaust possible. Based on an extraordinary archive of personal accounts, Bystander Society moves between the individual and the wider context, highlighting the significance of changing social and political circumstances over the course of the Nazi period by offering first-hand testimony both from those who were its primary victims, and those who initially sought to stay on the side lines but could not avoid being caught up in the violence of the times. These accounts illuminate how interpersonal relations in everyday life shifted, such that some fellow citizens could first be viewed as outcasts and then, in wartime, deported—most often to their deaths—in full view of those who would later often claim ignorance of their fates.
