Volume 13 of the ""Presidential Series"" documents the period from 1 June through 31 August 1793, a time when Washington focused his efforts as president on keeping the United States neutral during the war between France and Great Britain. The greatest challenge came from the presence in U.S. ports of both British and French privateers and their prizes. Frequent correspondence with the state governors, especially Thomas Mifflin of Pennsylvania and George Clinton of New York, kept the president informed of the latest arrivals. The cabinet, consisting of Secretary of the Treasury Alexander Hamilton, Secretary of State Thomas Jefferson, Secretary of War Henry Knox, and Attorney General Edmund Randolph, met frequently at Washington's behest, both with and without him. These meetings produced a series of cabinet opinions delineating America's neutrality policy. An effort to solicit the Supreme Court for an opinion on regulations designed to enforce America's neutrality policy, however, failed. The administration also was unsuccessful in its attempt to prosecute American citizens who enlisted for service on French privateers. At the same time, Charles Edmond Genet, the French minister plenipotentiary to the United States, failed to cooperate with the administration's directives concerning French privateers and prizes. This fact, combined with his attempt to influence the American political process, led to the cabinet's decision to ask the French government for Genet's recall. While some Americans opposed the neutrality policies of the administration, others did not, and Washington received numerous letters of support from municipal and civic organizations in the maritime states. Other issues of national concern included Washington's approval of additional foreign loans and the administration's preparations for a peace treaty with hostile Indians in the Northwest Territory. The president also paid considerable attention to the desire of the citizens of South Carolina and Georgia for a military expedition against the Cherokees, Creeks, and other southern Indians. Washington, however, decided against the use of force at this time. In his private life, Washington continued his efforts to manage his Mount Vernon farms while living in Philadelphia. The death of his estate manager in June provided additional anxiety as Washington searched for a replacement. He also continued his role as the patriarch of an extended family. He was particularly engaged in offering advice on estate management to Frances Bassett Washington, the widow of his nephew George Augustine Washington.

Julius I (337–352) was one of the first bishops of Rome to benefit from the imperial sponsorship of Christianity. Elected to o”ce in the winter of 337, just six weeks before the death of Constantine the Great, he participated in a moment of expansion of the Church Triumphant. Within his own see, he furthered the monumentalization of spaces devoted to public worship and the growth of the clergy, processes already well underway during the reign of his predecessor. Beyond Rome, he reinforced the prestige and influence of the Apostolic See by intervening in the major church political and doctrinal issues of his day. This collection of six letters written by or to Julius is entirely concerned with the Arian controversy, which, beginning in the aftermath of the Council of Nicaea, wouldcontinue to disturb the peace of the western church until the late sixth century. It includes a long letter in which Julius accounts for his decision to put aside the decisions of eastern councils condemning and deposing Athanasius of Alexandria and Marcellus of Ancyra, two staunch supporters of the Nicene Creed, then under attack by a wide coalition of eastern bishops acting in alliance with the emperor Constantius II (337–61). This letter represents a notable milestone in the process that would culminate in the constitution of the medieval papacy.Dr. Glen L. In Bodies of Evidence, Ian Burney offers an important reinterpretation of the role of the scientific expert in the modern democratic state. At the core of this study lies the coroner's inquest-the ancient tribunal in English law held to account for cases of unexplained death. During the nineteenth and early twentieth centuries, representatives of "progressive" medical science waged a determined campaign to align the methodology of the inquest with a medical model of investigation and explanation. Yet at the same time the inquest was framed within a second powerful and innovative discourse, one based on an appeal to the inquest as a time-honored bulwark of English popular liberties. Bodies of Evidence takes these parallel visions of the inquest as the point of departure for a wide-ranging examination of the historical process of negotiating expert authority in the public realm. By insisting on the dynamic interplay between the medical and political visions of the inquest, Burney calls into question many of the basic assumptions about the rise of science as a model for socially authoritative knowledge. Air Chief Marshal Sir Richard Johns was commissioned at the Royal Air Force College Cranwell in 1959 after completing flying training on Piston Provost and Meteor aircraft. For the next nine years, apart from a short intermission as an ADC, he served as an operational fast-jet pilot which included tours on Javelin night fighters and then fighter recce Hunters operating from Aden and Oman. Thereafter he qualified as a flying instructor, initially on the Gnat, and then the Jet Provost as a squadron commander at Cranwell. In his last year as a flying instructor he taught The Prince of Wales to wings standard. During the 1990s, Sir Richard held a succession of senior national and NATO appointments. During the first Gulf War, he was the Director of Operations in the National Joint Headquarters for all British Forces deployed to the Middle East. At the end of the conflict he led the British Recce Team to Turkey and north Iraq which resulted in the deployment of British land and air forces to the coalition that guaranteed the security of the Kurdish population in Iraq. Later, as a NATO C-in-C he was responsible for training and bringing to full operational capability the new Regional Command of Allied Forces, North West Europe. During this three-year tour, he acted as a supporting commander for joint operations in the Balkans while developing partnership for peace exercises with former Warsaw Pact countries. He returned to national duty in 1997 on his appointment as Chief of the Air Staff, responsible for the operational efficiency and morale of the Royal Air Force. During his last three years of service, the Air Chief Marshal was fully involved in the decision-making process of the Strategic Defence Review, the commitment of RAF aircraft to operations over and within Kosovo and continuing air operations over north and south Iraq. His illustrious career gave him the privilege of a rare, if not singular, perspective of the RAF, our sister services and national defence matters, witnessing a steady decline in the combat power of the UK’s armed forces as financial management took precedence over identifying strategic priorities and maintaining the vital skill-set of service personnel. His views are forensic and forthright, balanced and thought-provoking and this autobiography should be essential reading for anyone interested in the development of Allied air power over the last fifty years.

Initially, reporters from a neutral America documented the early victories by Nazi Germany and the Soviet invasion of Finland. Not all journalists strove for objectivity. During her time reporting from Ireland, Helen Kirkpatrick remained a fierce critic of that country’s neutrality. Once the United States joined the fight after the Japanese attack on Pearl Harbor, American journalists supported the struggle against the Axis powers, but this volume will show that reporters, even when members of the army sponsored newspaper, Stars and Stripes were not mere ciphers of the official line. African American reporters Roi Ottley and Ollie Stewart worked to bolster the morale of Black GIs and undermined the institutional racism endemic to the American war effort. In the manner of many Roman generals, Caesar would write his domestic political ambitions in the blood and treasure of foreign lands. His governorship of Cisalpine Gaul gave him the opportunity to demonstrate the greatness of his character to the people of Rome through the subjugation of those outside Rome’s borders. The fact that the main account of the subsequent wars in Gaul was written by Caesar himself – by far the most detailed history of the subject, with new reports issued annually for the eager audience at home –is no accident. The Roman Army of the late Republic had long been in the process of structural and change, moving towards the all-volunteer permanent standing force that would for centuries be the bulwark of the coming Empire. Well-armed and armoured, this professional army was trained to operate within self-supporting legions, with auxiliaries employed in roles the legions lacked such as light troops or cavalry. The Roman legions were in many ways a modern force, with formations designed around tactical goals and held together by discipline, training and common purpose. The armies fielded by the tribes of Gaul were for the most part lightly armed and armoured, with fine cavalry and a well-deserved reputation for ferocity. As might be expected from a region made up of different tribes with a range of needs and interests, there was no consensus on how to make war, though when large armies were gathered it was usually with the express purpose of bringing the enemy to heel in a pitched battle. For most Gauls – and certainly the military elites of the tribes – battle was an opportunity to prove their personal courage and skill, raising their status in the eyes of friends and foes alike. Fully illustrated, this study investigates the Roman and Gallic forces pitched into combat in three battles: Bibracte (58 BC), Sabis (57 BC) and Gergovia/Alesia (52 BC). Although charismatic Gallic leaders did rise up – notably Dumnorix of the Aedui and later Vercingetorix of the Arverni – and proved to be men capable of bringing together forces that had the prospect of checking Caesar’s ambitions in the bloodiest of ways, it would not be enough. For Caesar his war against the Gauls provided him with enormous power and the springboard he needed to make Rome his own, though his many domestic enemies would ensure that he did not long enjoy his success.

When Ivory Towers Were Black lies at the potent intersection of race, urban development, and higher education. It tells the story of how an unparalleled cohort of ethnic minority students earned degrees from a world-class university. The story takes place in New York City at Columbia University’s School of Architecture and spans a decade of institutional evolution that mirrored the emergence and denouement of the Black Power Movement. Chronicling a surprisingly little-known era in U.S. educational, architectural, and urban history, the book traces an evolutionary arc that begins with an unsettling effort to end Columbia’s exercise of authoritarian power on campus and in the community, and ends with an equally unsettling return to the status quo. When Ivory Towers Were Black follows two university units that steered the School of Architecture toward an emancipatory approach to education early along its evolutionary arc: the school’s Division of Planning and the university-wide Ford Foundation–funded Urban Center. It illustrates both units’ struggle to open the ivory tower to ethnic minority students and to involve them, and their revolutionary white peers, in improving Harlem’s slum conditions. The evolutionary arc ends as backlash against reforms wrought by civil rights legislation grew and whites bought into President Richard M. Nixon’s law-and-order agenda. The story is narrated through the oral histories of twenty-four Columbia alumni who received the gift of an Ivy League education during this era of transformation but who exited the School of Architecture to find the doors of their careers all but closed due to Nixon-era urban disinvestment policies. When Ivory Towers Were Black assesses the triumphs and subsequent unraveling of this bold experiment to achieve racial justice in the school and in the nearby Harlem/East Harlem community. It demonstrates how the experiment’s triumphs lived on not only in the lives of the ethnic minority graduates but also as best practices in university/community relationships and in the fields of architecture and urban planning. The book can inform contemporary struggles for racial and economic equality as an array of crushing injustices generate movements similar to those of the 1960s and ’70s. Its first-person portrayal of how a transformative process was reversed can help extend the period of experimentation, and it can also help reopen the door of opportunity to ethnic minority students, who are still in strikingly short supply in elite professions like architecture and planning.

Beginning with Newgate, an ill-fated institution built in New York City and named after the famous British prison, W. David Lewis describes the development of such well-known institutions as Auburn Prison and Sing Sing, and ends with the establishment of Clinton Prison at Dannemora. In the process, he analyzes the activities and motives of such penal reformers as Thomas Eddy, the Quaker merchant who was chiefly responsible for the founding of the penitentiary system in New York; Elam Lynds, whose unsparing use of the lash made him one of the most famous wardens in American history; and Eliza W. Farnham, who attempted to base the treatment of convicts upon the pseudoscience of phrenology. The history of the Auburn penal system—copied throughout the world in the nineteenth century—is the central topic of Lewis's study. Harsh and repressive discipline was the rule at Auburn; by night, the inmates were kept in solitary confinement and by day they were compelled to maintain absolute silence while working together in penitentiary shops. Moreover, the proceeds of their labor were expected to cover the full cost of institutional maintenance, turning the prison into a factory. (Indeed, Auburn Prison became a leading center of silk manufacture for a time.) Lewis shows how the rise and decline of the Auburn system reflected broad social and intellectual trends during the period. Conceived in the 1820s, a time of considerable public anxiety, the methods used at Auburn were seriously challenged twenty years later, when a feeling of social optimism was in the air. The Auburn system survived the challenge, however, and its methods, only slightly modified, continued to be used in dealing with most of the state's adult criminals to the end of the century. First published in 1965, From Newgate to Dannemora was the first in-depth treatment of American prison reform that took into account the broader context of political, economic, and cultural trends in the early national and Jacksonian period.
