After holding power continuously from its inception in 1955 (with the exception of a ten-month hiatus in 1993–1994), Japan's Liberal Democratic Party (LDP) lost control of the national government decisively in September 2009. Despite its defeat, the LDP remains the most successful political party in a democracy in the post–World War II period. In The Rise and Fall of Japan's LDP, Ellis S. Krauss and Robert J. Pekkanen shed light on the puzzle of the LDP's long dominance and abrupt defeat. Several questions about institutional change in party politics are at the core of their investigation: What incentives do different electoral systems provide? How do politicians adapt to new incentives? How much does structure determine behavior, and how much opportunity does structure give politicians to influence outcomes? How adaptable are established political organizations? The electoral system Japan established in 1955 resulted in a half-century of "one-party democracy." But as Krauss and Pekkanen detail, sweeping political reforms in 1994 changed voting rules and other key elements of the electoral system. Both the LDP and its adversaries had to adapt to a new system that gave citizens two votes: one for a party and one for a candidate. Under the leadership of the charismatic Koizumi Junichiro, the LDP managed to maintain its majority in the Japanese Diet, but his successors lost popular support as opposing parties learned how to operate in the new electoral environment. Drawing on the insights of historical institutionalism, Krauss and Pekkanen explain how Japanese politics functioned before and after the 1994 reform and why the persistence of party institutions (factions, PARC, koenkai) and the transformed role of party leadership contributed both to the LDP's success at remaining in power for fifteen years after the reforms and to its eventual downfall. In an epilogue, the authors assess the LDP's prospects in the near and medium term.

Among the most influential and controversial of these figures was Jemima Wilkinson. Born in 1752 and raised in a Quaker household in Cumberland, Rhode Island, Wilkinson began her ministry dramatically in 1776 when, in the midst of an illness, she announced her own death and reincarnation as the Public Universal Friend, a heaven-sent prophet who was neither female nor male. In The Public Universal Friend, Paul B. Moyer tells the story of Wilkinson and her remarkable church, the Society of Universal Friends.Wilkinson's message was a simple one: humankind stood on the brink of the Apocalypse, but salvation was available to all who accepted God's grace and the authority of his prophet: the Public Universal Friend. Wilkinson preached widely in southern New England and Pennsylvania, attracted hundreds of devoted followers, formed them into a religious sect, and, by the late 1780s, had led her converts to the backcountry of the newly formed United States, where they established a religious community near present-day Penn Yan, New York. Even this remote spot did not provide a safe haven for Wilkinson and her followers as they awaited the Millennium. Disputes from within and without dogged the sect, and many disciples drifted away or turned against the Friend. After Wilkinson’s "second" and final death in 1819, the Society rapidly fell into decline and, by the mid-nineteenth century, ceased to exist. The prophet’s ministry spanned the American Revolution and shaped the nation’s religious landscape during the unquiet interlude between the first and second Great Awakenings.The life of the Public Universal Friend and the Friend’s church offer important insights about changes to religious life, gender, and society during this formative period. Hospitals worldwide command the majority of any countries health care budget. Reasons for these higher costs include the aging of the population requiring more intensive health care treatments provided in hospitals, the relatively high costs of labor in this labor intensive industry and payment systems that may encourage inefficient behavior on the part of hospital managers and physicians. Governments are seeking to instruments to mitigate this cost rise. Liberalizing hospital markets, deregulation, changing budget systems and changing ownership are only a few examples of attempts to make hospitals more efficient. Hospital industry responds in various ways to changing market conditions and legislation. In most western hospital markets we observe hospital consolidation, acquisitions, mergers and the founding of several types of network and hospital associations. The question is whether this trend also contributes to more efficiency. In this volume a number of outstanding internationally known scholars in the field of productivity measurement and health economics provide the reader with an excellent insight in the complexity of the issue. We're all familiar with the image of a fierce and scowling Beethoven, struggling doggedly to overcome his rapidly progressing deafness. That Beethoven continued to play and compose for more than a decade after he lost his hearing is often seen as an act of superhuman heroism. But the truth is that Beethoven's response to his deafness was entirely human. And by demystifying what he did, we can learn a great deal about Beethoven's music. Perhaps no one is better positioned to help us do so than Robin Wallace, who not only has dedicated his life to the music of Beethoven but also has close personal experience with deafness. One day, at the age of forty-four, Wallace's late wife, Barbara, found she couldn't hear out of her right ear-the result of radiation administered to treat a brain tumor early in life. Three years later, she lost hearing in her left ear as well. Over the eight and a half years that remained of her life, despite receiving a cochlear implant, Barbara didn't overcome her deafness or ever function again like a hearing person. Wallace shows here that Beethoven didn't do those things, either. Rather than heroically overcoming his deafness, as we're commonly led to believe, Beethoven accomplished something even more difficult and challenging: he adapted to his hearing loss and changed the way he interacted with music, revealing important aspects of its very nature in the process. It is said that one of the earliest trades in the world is that of the Armourer. Historically, it is a profession dated slightly after prostitution, but well before banking! Since the birth of the Royal Flying Corps in 1912 through to the modern Royal Air Force, the role of the Armourer has been pivotal. Not for nothing did the founder of the RAF, Lord Trenchard, once declare: The Armourer - without him there is no need for an air force.' In the years since the need for RAF Armourers was first recognised, it has been a role that has evolved with the times. What has remained constant, however, is the fact that it is still a fascinating and potentially dangerous trade with many different branches and specialisms. In this book the authors, one of whom, Tony Lamsdale, is himself a former RAF Armourer, reveal the previously untold story of how the trade has adapted to the most modern of military machines, the aircraft. This title focuses on the work, well-being and lives of doctors during a period of constant change and crisis in the National Health Service and of growing anxiety about levels of clinical competence and accountability. The alarming number of well-publicized "failures" by medics - at the Royal Bristol Children's Hospital, the Kent and Canterbury Hospital, for instance, and the appalling breach of trust by Dr Harold Shipman -the Manchester General Practitioner found guilty of murdering 15 patients - has led to a Government enquiry into the accountability of the profession. All, it seems, is far from well among medics. The text shows how GPs are responding to their changing roles in a changing society; and how such responses may be understood in a context of whole life histories as well as within the norms of medical culture. Doctors, as a profession, have tended, for many reasons, to hide behind a professional curtain in what can be a very "male" world. Some matters - surrounding the emotional well-being of doctors - are hard for doctors to talk about in this world where, too often, they have been taught to cope, like "good men should". The book reveals the emotional problems doctors face and, unlikely, provides space for them to tell their stories of struggles to become more authentic, and reflective as well as "effective" practitioners. We are presented with insights into what is a deeply gendered world in which many women doctors feel torn between caring at work and for their families, and where men can be absent from "women's work", at home and in the surgery; a culture too where racism still pervades attitudes towards "minority" doctors. This is also an environment in which cultural and emotional understandings have tended to be disparaged as "soft" in the name of a harder science. The book provides heroic tales of GPs transcending the shortcomings of training, and the misogyny and racism pervading their profession.
