Local government has undergone significant changes since the early 1970s. Firstly, in 1974, the county boroughs, urban districts and rural districts were replaced by district or borough councils operating under county councils. At this time local authorities were responsible for the operation of a large number of services within their boundaries including road construction, maintenance and cleansing; refuse collection and disposal; parks and playing fields; as well as education and social services. In the 1980s competitive tendering saw many services either contracted out to private companies or operated by in-house direct labour organisations. From 1996 another reorganisation saw the creation of many unitary authorities responsible for all services in the area – in much the same way that county borough councils operated until 1974. A large variety of vehicles, from pedestrian-operated pavement sweepers to maximum capacity articulated units, were used on these duties. This book looks at some of the vehicles in use by local authorities, from Devon to Scotland, since the 1970s.

At a time in which many in the United States see Spanish America as a distinct and, for some, threatening culture clearly differentiated from that of Europe and the US, it may be of use to look at the works of some of the most representative and celebrated writers from the region to see how they imagined their relationship to Western culture and literature. In fact, while authors across stylistic and political divides—like Gabriela Mistral, Jorge Luis Borges, or Gabriel García Márquez—see their work as being framed within the confines of a globalized Western literary tradition, their relationship, rather than epigonal, is often subversive.Borges and Kafka, Bolaño and Bloom is a parsing not simply of these authors' reactions to a canon, but of the notion of canon writ large and the inequities and erasures therein. It concludes with a look at the testimonial and autobiographical writings of Rigoberta Menchú and Lurgio Gavilán, who arguably represent the trajectory of Indigenous testimonial and autobiographical writing during the last forty years, noting how their texts represent alternative ways of relating to national and, on occasion, Western cultures. This study is a new attempt to map writers' diverse ways of thinking about locality and universality from within and without what is known as the canon.

Few lines from U.S. Supreme Court opinions are as memorable as this declaration by Justice Oliver Wendell Holmes Jr. in the landmark 1927 case Buck v. Bell. The ruling allowed states to forcibly sterilize residents in order to prevent "feebleminded and socially inadequate" people from having children. It is the only time the Supreme Court endorsed surgery as a tool of government policy. Though Buck set the stage for more than sixty thousand involuntary sterilizations in the United States and was cited at the Nuremberg trials in defense of Nazi sterilization experiments, it has never been overturned. It has been more than a decade since Paul A. Lombardo's classic Three Generations, No Imbeciles first exposed the Buck case's fraudulent roots. During that time, several of the remaining twentieth-century eugenic sterilization statutes have finally been repealed, and reparations to sterilization survivors have been paid in two states. Volume 10 of the Presidential Series continues the fourth chronological series of The Papers of George Washington. The Presidential Series, when complete, will cover the eight precedent-setting years of Washington's presidency. These volumes present the public papers written by or sent to Washington during his two administrations. Among the documents are Washington's messages to Congress, addresses from public and private bodies, applications for office and letters of recommendation, and documents concerning diplomatic and Indian affairs. Also included are Washington's private papers, consisting of family correspondence, letters to and from friends and acquaintances, and documents relating to the administration of his Mount Vernon plantation and the management of the presidential household. In the period covered by volume 10, the spring and summer of 1792, Washington was busy dealing with a host of foreign and domestic issues. In response to General Arthur St. Clair's disastrous defeat on 4 November 1791, Washington ordered both the preparation of a renewed offensive against the hostile Indian tribes in the Northwest Territory and an attempt to secure peace without further recourse to arms. The first initiative necessitated the selection of a new commanding general and the appointment or promotion of a large number of junior officers. The second induced Washington to invite delegations from several nonhostile Indian nations to Philadelphia in the hopes that they either would support the American military effort or would convince their brethren to make peace with the United States. In addition, both the promulgation of a new French constitution and the recent arrival of the British plenipotentiary George Hammond - who had instructions to settle the outstanding difficulties arising from the Treaty of Paris of 1783 and lay the groundwork for improved Anglo-American commercial relations - required careful handling. Domestically, Washington's veto of the congressional Apportionment Act in April 1792 on the grounds that it was unconstitutional marked the first use of the presidential veto in American history. In the wake of Pierre L'Enfant's dismissal as superintendent of the Federal City, Washington attempted to keep on schedule the construction of the new capital on the Potomac River. Throughout this period Washington wistfully longed to retire to Mount Vernon at the close of his term in office. Although informed by all of his closest advisers that his retirement would have calamitous consequences, Washington instructed James Madison to draft a farewell address for his use if he decided not to stand for reelection.

Tractate Menahkot in the Babylonian Talmud considers the proper composition, formation, and presentation of offerings of grain and flour brought to the Jerusalem Temple. Redacted centuries after the destruction of the Temple and the cessation of the sacrificial cult, the tractate focuses on the work of the priests and the centrality of intent in validating or invalidating offerings. There is minimal consideration of the role or experience of the men and women who brought offerings. The tractate also contains a detailed discussion of major ritual objects: Torah scrolls, mezuzah, tsitsit, and tefillin. Dvora Weisberg's commentary focuses attention on the tractate's treatment of women and gender issues, considering the ways that the Talmud presents women's engagement with the sacrificial system and with key religious symbols.

V. Gordon Childe was the first scholar to attempt a broad and sustained socioeconomic analysis of the archaeology of the ancient world in terms that, today, could be called explanatory. He left a description of Greece in ten books, which is like a topographical guidebook or tour of Attica, the Peloponnese, and central Greece, filled out with historical accounts and events and digressions on facts and wonders of nature. His chief interest was in monuments of art and architecture, especially the most famous of them; the accuracy of his descriptions is proved by surviving remains. The Loeb Classical Library edition of Pausanias is in five volumes; the fifth volume contains maps, plans, illustrations, and a general index.

Dalia Marx provides a general introduction and feminist commentary on the last three tractates of the order of Qodashim. Each tractate deals with different aspects of the Second Temple as perceived by the rabbis and each sheds its own light on gender issues. The commentary on Tamid, a tractate dealing with the priestly service in the Temple, discusses the priests as a "gender unto themselves" and considers women as potential participants in the lay-service of the Temple and perhaps even as part of the sacred service. This case study of the power struggle between politicians and generals for control of the strategic management of the South African War illuminates Victorian and Edwardian civil-military relations. Of all the wars fought by Britain between 1815 and 1914, the South African War (1899-1902) was the most extensive and costly. A few thousand Boer farmers defied the British army for nearly three years and were only defeated following the devastation of much of South Africa. Consequently, the war shattered many illusions about the effectiveness of British imperial power.
