Brazil’s democracy has frequently been described as unconsolidated, its citizens as apathetic and uninterested in politics. But in Porto Alegre, a host city to the World Social Forum, thousands of ordinary citizens participate in local governance, making binding decisions on urban policy on a daily basis. While there has been immense attention paid to the practice of participatory democracy in Porto Alegre, this is the first book to examine the politics, culture, and day-to-day activities of its citizens. Drawing on the rich tradition of urban ethnography and political theory, the book argues that Porto Alegre’s importance may lie not just with its effective governance, but with its new political logic, namely a greater access to government functions and government officials for traditionally disenfranchised citizens. In an age characterized by seemingly strong voter apathy, this study has global implications. The author shows that in the discussions on the failings of democracy in industrialized countries like the United States, most people may be missing what is central to civic engagement—unimpeded access to government.

This powerful study weaves the story of Freemasonry into the narrative of American religious history. Freighted with the mythical legacies of stonemasons' guilds and the Newtonian revolution, English Freemasonry arrived in colonial America with a vast array of cultural baggage, which was drawn on, added to, and transformed during its sojourn through American culture. David G Hackett argues that from the 1730s through the early twentieth century the religious worlds of an evolving American social order broadly appropriated the beliefs and initiatory practices of this all-male society. For much of American history, Freemasonry was both counter and complement to Protestant churches, as well as a forum for collective action among racial and ethnic groups outside the European American Protestant mainstream. Moreover, the cultural template of Freemasonry gave shape and content to the American public sphere." The contributors to this volume draw on a non-dogmatic Marxist approach to explain the systemic and conjunctural dynamics of crisis inherent in global capitalism. Curating Transcultural Spaces asks what a museum which enables the presentation of multiple perspectives might look like. Can identity be global and local at the same time? The transfer of German state collections from the Ethnological Museum and the Museum for Asian Art, located at the margins of Berlin in Dahlem, into the centre of Germany's capital indicates the nation’s aspiration of purported multiculturalism and cosmopolitanism; yet the project’s resurrection of the site’s former Prussian city palace, which was demolished during the GDR, stands in opposition to its very mission, given that the Prussian rulers benefited from colonial exploitation. By examining the contrasting successes of other projects, such as the National Museum of African American History and Culture in Washington DC, Curating Transcultural Spaces compellingly argues for the necessity of taking post-colonial thinking on board in the construction of museum spaces in order to generate genuine exchange between multiple perspectives.

Why is Congress mired in partisan polarization? The conventional answer is that members of Congress and their constituencies fundamentally disagree with one other along ideological lines. But Gregory Koger and Matthew J. Lebo uncover a more compelling reason that today's political leaders devote so much time to conveying their party's positions, even at the expense of basic government functions: Both parties want to win elections. In Strategic Party Government, Koger and Lebo argue that Congress is now primarily a forum for partisan competition. Zhao Feiyan (45–1 BCE), the second empress appointed by Emperor Cheng of the Han dynasty (207 BCE–220 CE), was born in slavery and trained in the performing arts, a background that made her appointment as empress highly controversial. The rudimentary replica of the corner construction raises questions about the future use and form of this centrally located site. Despite current majority support in Parliament for a reconstruction of the historical envelope―analogous to the recently completed Humboldt Forum―there are clearly more differentiated ideas among architects and urban society in Berlin about the future of the Bauakademie building. There is strong resistance to the appropriation of this important institution and building task by representational politics, that actually threaten to obscure more historical traces than they are supposed to make visible with the motto “As much Schinkel as possible”. Until recently, print media was the dominant force in American culture. The power of the paper was especially true in minority communities. African Americans and European immigrants vigorously embraced the print newsweekly as a forum to move public opinion, cohere group identity, and establish American belonging.Mediating America explores the life and work of T. Thomas Fortune and J. Samuel Stemons as well as Rev. Peter C. Yorke and Patrick Ford—respectively two African American and two Irish American editor/activists in the late nineteenth and early twentieth centuries. Historian Brian Shott shows how each of these “race men” (the parlance of the time) understood and advocated for his group’s interests through their newspapers. Yet the author also explains how the newspaper medium itself—through illustrations, cartoons, and photographs; advertisements and page layout; and more—could constrain editors’ efforts to guide debates over race, religion, and citizenship during a tumultuous time of social unrest and imperial expansion. Black and Irish journalists used newspapers to recover and reinvigorate racial identities. As Shott proves, minority print culture was a powerful force in defining American nationhood.

During the early twentieth century, Shanghai was the center of China's new media culture. Described by the modernist writer Mu Shiying as "transplanted from Europe" and “paved with shadows,” for many of its residents Shanghai was a city without a past paradoxically haunted by the absent past’s traces. In Shadow Modernism William Schaefer traces how photographic practices in Shanghai provided a forum within which to debate culture, ethnicity, history, and the very nature of images. The central modernist form in China, photography was neither understood nor practiced as primarily a medium for realist representation; rather, photo layouts, shadow photography, and photomontage rearranged and recomposed time and space, cutting apart and stitching places, people, and periods together in novel and surreal ways. Analyzing unknown and overlooked photographs, photomontages, cartoons, paintings, and experimental fiction and poetry, Schaefer shows how artists and writers used such fragmentation and juxtaposition to make visible the shadows of modernity in Shanghai: the violence, the past, the ethnic and cultural multiplicity excluded and repressed by the prevailing cultural politics of the era and yet hidden in plain sight.
